The Central Bank of Nigeria (CBN) has appointed 16 new directors across key departments, nine months after it relieved the previous directors from the services of the bank as well as those who retired over a year ago.

The CBN in an internal advertisement published in September 2024 sought to fill strategic departments that were headed by Coordinators.

The new appointees will oversee banking supervision, payment systems, and consumer protection, areas critical to Nigeria’s financial sector, especially as regulators tighten scrutiny on banks and fintechs.


The restructuring comes one month after the reinstatement of Jimoh Musa Itopa as director of the Payments System Management Department (PSMD).

Dr Olubukola Akinwunmi Akinniyi has been named director of banking supervision, one of the most powerful roles at the CBN.

The Payment System Supervision department will be led by Dr Yusuf Rakiya Opeyemi. This newly created directorate was part of a broader restructuring that split the Payments System Management Department (PSMD) into two separate units: one focused on policy and the other on supervision.


While Dr Opeyemi now oversees the supervisory arm, a separate director has been appointed to lead the policy side. Previously, payment supervision and policy were housed under a single team, which some industry stakeholders saw as a bottleneck to effective regulation.

The restructuring follows the return of Jimoh Musa Itopa as director of PSMD, a move that also affected the tenure of Oladimeji Taiwo Yisa, who had been named Acting Director of the Payments Systems Management Department. Oladimeji Yisa Taiwo has now voluntarily left the Central Bank, according to a person familiar with the matter.


Dr Aisha Isa-Olatinwo was named director of consumer protection department. She has a background in audits, is expected to take a tougher stance on consumer grievances, according to an insider.

Sike Rita Ijeoma will head Financial Policy and Regulation, shaping the rules that guide Nigeria’s financial system.

Other key appointments include Dr Obom Victor Ugbem in Monetary Policy, Farouk Mujtaba Muhammad in Reserve Management, and Mrs Vincent Monsurat Modesola in Strategic Management and Innovation.


The supervision of microfinance banks, mortgage banks, and finance companies now falls under Mr Solaja Mohammed-Jamiu Olayemi, while Mr Nakorji Musa will oversee Trade and Exchange.

President Bola Ahmed Tinubu has appointed Shamseldeen Babatunde Ogunjimi as the new Accountant General of the Federation (AGF).

His appointment, approved today, takes effect from 7th March 2025, the same day the incumbent Oluwatoyin Madehin will retire.

Ogunjimi, 57, was first named as Madehin’s successor last December.


A selection committee later chose him through a competitive, rigorous, and merit-based process involving Directors of Accounts in the Federal Civil Service.

The committee conducted the process through three stages: a written assessment, an ICT proficiency test, and oral interviews.

“The selection process underscores President Tinubu’s commitment to promoting transparency, excellence, and competence in key public service positions,” Bayo Onanuga, Special Adviser to the President on Information & Strategy, said in a statement.

Ogunjimi graduated from the University of Nigeria, Nsukka, in 1990 with a Bachelor of Science in Accountancy. He also obtained a Master’s in Accounting and Finance from the University of Lagos.

He is a fellow of the Institute of Chartered Accountants of Nigeria and the Chartered Institute of Taxation of Nigeria.

President Tinubu congratulated Ogunjimi on his appointment and urged him to discharge his duties in the service of Nigeria with integrity, professionalism, and dedication to Nigeria’s service.

As the legal crisis that engulfed Osun State over local government council control lingers, Governor Ademola Adeleke on Tuesday held over two hours closed door meeting with the All Progressives Congress, APC, national leader over the matter.


The situation has led to a standstill in the administration of local government in the state as the council secretariats across the state remain closed while workers withdrew their services.

Both the reinstated Chairmen and councillors and the newly elected and inaugurated council officials are not running the councils officially.

However the Governor accompanied by the Speaker of the State House of Assembly, Hon Adewale Egbedun besieged Chief Akande house in Ibadan.

A statement issued by the governor’s spokesperson, Olawale Rasheed, stated that Governor Adeleke disclosed his visit to Akande was to Kick start a meeting with relevant stakeholders on the council crisis in the state.

According to the Governor, there is need for all stakeholders to avoid resorting to self-help to avoid further loss of lives and properties, repeating his earlier calls on parties to return to court for ventilation of their viewpoints.

“Our father, we are here to pay homage to you as my predecessor and as an elder statesman. I am also going round to brief our leaders on recent developments in our dear state.

“Your relationship with the Adeleke’s family dated back to my late Dad. I choose to start the consultation with this visit”,
the Governor noted.

Responding, Akande was quoted to have condemned any form of bloodshed in the name of politics, stressing the need for alll parties to submit to the rule of law and avoid resorting to self help.

Later, the duo left other cabinet members, including, the governor’s Chief of Staff, Kazeem Akinleye, the SSG, Teslim Igbalaye, Attorney-General of the State, Wole Jimi-Bada, Commissioner for Information and Public Enlightenment, Kolapo Alimi, for a closed door meeting lasting hours.

Reacting to the visit, Osun chapter of the APC in a statement by its Director of Media and Information, Kola Olabisi berated the governor for running to Chief Akande’s house instead of the court to resolve the legal crisis his administration dragged the state into.

“We want to impress it on Governor Adeleke and his co-travellers that Pa Akande is a democrat and no amount of under-the-table arrangement would make the former governor of the state to work against the interest of his party. Does Governor Adeleke want Pa Akande to be praising him for being instrumental to the killing of the chieftain and members of his party?

“We want to believe that there are knowledgeable political lieutenants of Governor Adeleke who should guide him aright that the proper place for him to go if at all he has any case for redress after the Akure verdict of 10th of February, 2025, is the Supreme Court”, it added.

The Senate has said it can’t probe the allegation of sexual harassment leveled against Senate President Godswill Akpabio by Senator Natasha Akpoti-Uduagha (PDP, Kogi Central) because there is no formal petition before it.

Speaking on ARISE TV on Monday, the Chairman Senate Committee on Media and Publicity, Senator Yemi Adaramodu (APC, Ekiti South), said Akpabio can’t be probed by the Senate without a petition against him.

The Senate Spokesman said there was no formal petition from Senator Natasha before the Senate Committee on Ethics Privileges, and Public Petitions for investigation.

Senator Natasha had in an interview with Arise Television alleged that Akpabio made inappropriate advances towards her during a visit to his residence in Uyo, Akwa Ibom State, on December 8, 2023.

The Kogi Senator claimed that the Senate President held her hand, led her around his house, and made sexual advances towards her while her husband was trailing behind them.


She further alleged that Akpabio, a former governor of Akwa Ibom State, had on a separate occasion, asked her to make him happy if she wanted her motions to receive favourable consideration on the floor of the Senate.

The allegations came days after the Senate had unanimously voted to refer Senator Natasha to the Committee on Ethics, Privileges, and Public Petitions, for disciplinary review, sequel to her standoff with Akpabio, over sitting arrangements in the chambers during plenary.

But Akpabio denied the allegations through his media consultant, Kenny Okulogbo. His wife, Ekaette Akpabio, also came out to defend her husband, saying the allegations were unfounded

The Senate spokesman said, “The Senate does not conduct its affairs based on what is trending on social media. There must be a formal petition or a matter raised before the Senate before any investigation can take place.”

“There is presently no formal matter before the Senate regarding these allegations. The only issue before the Senate is Senator Natasha’s non-compliance with the standing orders.”


On the controversy surrounding sitting arrangement, Senator Adaramodu said Senator Natasha must submit herself to the rules of the Senate.

Citing Order 6 of the Senate rules which mandates that the Senate President assigns seats to senators, Senator Adaramodu said,” all lawmakers are expected to speak from their designated seats, and any breach of this rule undermines order in the chamber.”

He equally dismissed the insinuation that the President of the Senate could intimidate his colleagues by denying them recognition, stressing that all senators are equal in the chambers.

BANKS have commenced implementation of the new Automated Teller Machine (ATM) transaction fee charge on customers following the Central Bank of Nigeria (CBN’s) directive.


The News Agency of Nigeria (NAN) correspondent who monitored some banks’ ATM gallery in Abuja and environs on Sunday, reports that some customers were lamenting about the increase.

NAN reports that all the banks’ ATM visited had monies loaded in them.

Mr Luke Abudu, a customer seen at First Bank along Nyanya-Jikwoyi road, said the implementation would only affect the poor masses who were struggling to make a living.

Abudu said the move would discourage customers from lodging monies in the banks.


“I came to withdraw N20,000 but I found out that I was charged N100 for the withdrawal.

This is too much for a small business owner like me,” he said.

Another customer, Mrs Victoria Adejo, seen at Zenith Bank, Mararaba branch said that withdrawal from Point of Sale (PoS) agent was now cheaper than using an ATM.

“It is unfortunate that our government formulates policies without feeling the pulse of the people.


“I read that the CBN said the decision is in response to rising cost and to improve efficiency of ATM services but banks still bill us for service charge,” she said.

Mr Nurudeen Ehimotor, a customer at Guaranty Trust Bank (GTB), Asokoro, said he was at the bank to use the ATM due to the bank’s poor online network.

”I came to use ATM because I tried to transfer money from my bank using USSD since yesterday but it didn’t go through.

”I have an issue with my app, so I have been using USSD codes for my transfer. I think they (the banks) are trying to make people use ATM now for them to make more money,” he said.

Ehimotor appealed to banks to reduce incessant charges on customers’ accounts.


NAN reports that the CBN had on February 10, released a circular to all banks and other financial institutions to apply the fees with effect from March 1.

CBN in the circular entitled: ‘Review of ATM transaction fees,’ said the move was in response to rising cost and the need to improve efficiency of ATM services in the banking industry.

“On-Us (customers withdrawing at the ATM of the customer’s financial institution) in Nigeria, no charge.


“Not-on-Us (withdrawal from another institution’s ATM) in Nigeria; On-site-ATMs: A charge of N100 per N20,000 withdrawal.

“Off-site ATMs: A charge of N100 plus a surcharge of not more than N500 per N20,000 withdrawal.


”The income which is an income of the ATM acquirer/deployer, shall be disclosed at point of withdrawal to the consumer,” it said.

Banks had informed their customers through various electronic mails (e-mails) of the increase.

GTB told its customers in addition to the ATM transaction fee, that the free monthly withdrawals usually enjoyed by them would no longer be applied.

“Please note that the three free monthly withdrawals at other banks’ ATMs (for GTBank customers) and GTBank ATMs (for other bank customers) will no longer apply,” the bank said.

SERAP has urged President Bola Tinubu to “direct Mr Olayemi Cardoso, Governor of the Central Bank of Nigeria (CBN) to suspend the implementation of the increase in Automated Teller Machine (ATM) transaction fees, pending the hearing and determination of the lawsuit before the Federal High Court, Lagos challenging the legality of the increase.”


SERAP also urged him to “seek legal advice from the Attorney-General of the Federation and Minister of Justice, Mr Lateef Fagbemi, on whether the CBN has the legal responsibilities to uphold the rule of law its operations by suspending the ATM fee hike, pending the determination of lawsuit on the matter.”

SERAP had last month filed a lawsuit against the CBN “over the failure to reverse the “patently unlawful, unfair, and unjust increase in ATM transaction fees.”

The lawsuit followed the announcement by the CBN that ATM withdrawals made at a machine owned by a bank but outside its branch premises will now attract a charge of N100 per N20,000 withdrawn. ATM withdrawals at shopping centres, airports or standalone cash points, will incur a N100 fee plus a surcharge of up to N500.

In the open letter dated March 1, 2025 and signed by SERAP deputy director, Kolawole Oluwadare, the organisation said: “Directing the CBN to suspend the ATM fee hike would allow the Federal High Court to hear and determine the case on its merit.”

The letter also read in part: “It would also be entirely consistent with the letter and spirit of the Nigerian Constitution 1999 (as amended), your oath of office and oft-repeated promises to uphold the rule of law.

“Implementing the ATM fee hike while the lawsuit on the matter is pending before the Federal High Court would make a mockery of the judicial process and the rule of law.

“The CBN has the duty to maintain the status quo as of February 26, 2025 when the court processes were duly served on it and during the pendency of the lawsuit filed by SERAP on the ATM fee hike before the Federal High Court, Lagos.”

Nigeria Labour Congress (NLC) President, Comrade Joe Ajaero, has described the power sector’s banding system as another form of fraud.


Comrade Ajaero stated this against the proposed plan to increase electricity tariffs announced by the Federal Ministry of Power.

Ajaero, who was in Yola, Adamawa state capital for the National Executive Committee (NEC) meeting of NLC, stated this while speaking to journalists shortly before the meeting.

According to him, ” this banding ABCD the electricity providers are using is another form of fraud, it’s is 419, because the services is poor weather you in band A or D, they are just using it the defraud Nigerians and we will oppose any attempt to increase electricity tariffs.

“The banding system by the electricity service provider is not working even when they have almost migrated every customer to band A, paying higher tariffs “

The charges have increased, but the services still remain the same “In fact, in some places, they don’t get supply of electric for days, no meters.”

Ajaero, who frowned at the federal Ministry of Power announcing plans to review tariff, noted that the Federal Government has no power again to increase electricity tariffs since it has deregulated the sector.

“Before any increase is made, it has to be through Nigeria Electricity Regulatory Commission who would have a wider consultation with relevant bodies like consumer protection agency and the labour movement.

“We as Labour movement will opposed any attempt to increase electricity tariffs in Nigeria, the pains we are going through is better imagined than explain but we are our best to help the common man.



“Let me also tell Nigerians that the planned increase of telecommunications tariffs by 100% have been shoveled, the charges on your mobile phone calls is now back as it were, we had a long meeting with the sectors service providers recently and they saw reasons with us.

“No matter what you get as salary, can never be enough but we have improved it, no worker in public sector goes home with less than N70,000 per month.

“Because we know that not everybody is in the pay role of government, we encourage federal government to embrace on Federal government cash transfer to less privilege Nigerians and we are monitoring it.

“As Labour leaders, we will continue to protect the right of every Nigerian though it is very difficult, you get accused of compromising; sometimes the other side accuses us of too opposing but we will not stop,” he said.
