Hon. Mohammed Umara Kumalia is a former Minority Leader in the House of Representatives. In this interview with TEMIDAYO AKINSUYI, the former governorship aspirant of the All Progressives Congress (APC) in Borno state speaks on several key issues in the polity, especially the controversy trailing the Electoral Act Amendment Bill and the revolt against the leadership of the National Caretaker Committee of the APC by some youths in the party. Excerpts: You were a Minority Leader in the House of Reps and a two-term federal lawmaker from 1999 to 2007. Is there any difference between the national assembly you served in and the current one? I left the National Assembly 15 years ago, precisely in 2007. As you know, I served for two terms from 1999 to 2007. Truly, there is a difference between the national assembly I was part of and the one in existence today. In the same vein, even the challenges that we had at that time and the ones they faced today are also different. When we were in the National Assembly, especially from 1999, one of the major challenges we had was that, for a long time, there was military rule in the country and therefore, people were not used to the role of the national assembly in the governance framework of the country. What you had before then was the executive arm of government represented by the soldiers and the judiciary which was a permanent feature of any government whatsoever. The legislature was never there. So, when we came on board, one of the challenges we had was that people did not understand the constitution and so they were asking questions like ‘who are these people?’. Even the executive arm of government was not used to having a different arm of government that is in charge of making laws for the country. Also, the former president who was a former military head of state, Chief Olusegun Obasanjo as a person was not used to the idea of having an independent arm of government that is responsible for making laws and our activities which include oversight functions over the activities of the executive arm of government. So, that brought a lot of misunderstanding between the executive and the legislature during our days in the National Assembly. Now, 20 years down the line, the existence of the national assembly is now acknowledged and their role also accepted. I think the challenge they have today is to make themselves more effective, efficient and their impact more felt in terms of their roles as legislators. This I believe is one of the major challenges that they have. To that extent, I think the national assembly has to look at its systems and processes. To look at rules governing the functions of their committees, plenary, public hearings and how they will ensure that the impact of the legislature within the polity, as a lawmaking body and as a body that is responsible to exercise oversight over the executive arm of government, in relation to the powers of the executive to implement the laws that is passed by the national assembly. That I think is what they have to focus on and they must ensure they do that with integrity, selflessness, altruistic intentions and they must look for the best guiding principles in terms of the ethics and ethos of what a legislator should embody in the discharge of his functions. Three Senate Presidents and a Speaker were removed during your tenure in the National Assembly. What do you think was responsible for that compared to now that there is a measure of stability in both chambers? It comes down to the same issue I just talked about. At that time, we had challenges starting off and the national assembly wanting to stamp its authority and for it to be respected by the executive arm of government. That was not welcomed by the executive arm of government who felt that the legislature was too overbearing and they want to dictate to the executive what they should do. They did not understand the need for the kind of symbiotic relationship that needs to exist, the checks and balance as envisioned by the constitution. Because that was not fully understood, the executive felt that it was the leadership of the national assembly that is leading the rest of the lawmakers in direct confrontation. Therefore, they needed to do everything to remove the leadership so that they can have a leadership that is more amenable to their own perception. That led to some of the reasons why the principal officers of the national assembly were removed then, especially in the senate. If you remember, throughout the life of the House of Representatives, especially during the period I was there from 1999- 2007, no speaker was impeached. The only speaker that left office was Salisu Buhari who resigned because of the personal challenges that he had, not that he was impeached. Of course, that doesn’t mean there were no attempts to impeach the speakers in that period. Several attempts were made, however, the House of Representatives stood its grounds and ensured that it did not happen. I remembered that another Speaker had to resign for personal reasons. That was Patricia Etteh. Her deputy, Alhaji Babangida Nguroje also resigned. However, in the Senate, they removed about three senate presidents; from Evans Enwerem to Chuba Okadigbo and Adolphus Wabara. This was the reason responsible for what happened to the national assembly leadership then but now I think the tendency of the executive wanting to lord itself over the legislature has substantially reduced. That is why we are not having that kind of crisis now. One of the most talked about issue during your period in the National Assembly was the issue of Third term agenda. How real was Third term then? Third term was real in the sense that there were active foot soldiers both within the executive arm of government and within the legislature. These people were promoting the idea of amending the constitution to allow for a third term for former president Olusegun Obasanjo. Of course, the president then never came out openly to ask for a third term and he has always claimed that he never sought for it. But action speaks louder than words. Whether he came out publicly to ask for third term or not, for those of us who were in the legislature, we knew the people that were working for those interests who were campaigning among members of the legislature for third term. I think one of the things that arose as a result of the backlash in terms of the acceptability or otherwise of third term is the insincerity in the approach to the issue then. I believe that although President Obasanjo then claimed that he never sought for a third term, I believe it is not true. Indeed, he wanted a third term and he was not honest about it. He has not told Nigerians the truth about the issue. I think that approach accounted majorly for why the issue ended the way it did. I think for some reasons, President Obasanjo at that time lacked the courage to face the country and tell them that himself and his people have decided that this is what they want to do and how they think it will be in the best interest of the country. If you are leader, I believe you must lead from the front and not from behind. You cannot hide behind a finger by getting people to work for your third term agenda on one hand and on the other hand, you are telling the country that you don’t want a third term. I think the attitude of most of the legislators back then was, the president said he doesn’t want a third term, even though his people are here mounting pressure on us to amend the constitution to help him get a third. If the man himself said he doesn’t want it, then why are we debating it? We are not going to give him and that was how the matter was shut down. For anybody to come and say he must be in office until he dies, that is turning the values of democracy on its head and I think that is why the issue of amending the constitution for a third term did not receive the support of parliamentarians and enlightened Nigerians because we will end up with a dictatorship at the end of the day which will not be healthy for the nation. https://independent.ng/obasanjo-hasnt-told-nigerians-the-truth-about-third-term-agenda-kumalia/

By Temidayo Akinsuyi Governor of Rivers State, Nyesom Ezenwo Wike has said that Nigeria has enormous resources, if well managed can change not only the fortunes of the country but the life of every Nigerian. He has, therefore, challenged the Federal Government to show evidence where it has deployed all the money borrowed from external creditors. Governor Wike made the challenge call at the inauguration of the Rumuola Flyover Bridge that was performed by the former Governor of Ondo State, Dr Olusegun Mimiko on Thursday in Port Harcourt. The Governor stated that his administration is propelled by love and commitment to service, which is why it is working assiduously and deploying the State’s resources judiciously, for the good of Rivers people. “It is very clear that governance is not by magic. It is all about commitment. It’s all about your love for your people and your country. “This country has enormous resources to change the lives of our people. Nobody should give excuses. Like we would always say, if you don’t have it, you don’t have it. “So, all these stories that you borrowed money from here, and there, let us see what the money is being used for. If we borrowed money, we are showing Rivers, people, what we used that money to do.” Governor Wike said he is preoccupied with the duties of governance and rendering service to the people who elected him. According to him, his best reply to the opposition is the evidence of the quality projects that his administration has continued to deliver. It is clear to them, he said, that the Peoples Democratic Party (PDP) controlled state government has performed creditable well. Aside from the numerous roads completed and ongoing, Governor Wike explained that his administration has within two years period delivered nine flyover bridges, which are handled by Julius Berger Nigeria Plc. “This government has done well. This PDP government has done well. Our contractor is Julius Berger Nigeria Plc. We are competing with the federal government that is using Julius Berger. Ask them how much it is to pay Julius Berger.” He further said, “none of these flyovers cost us less than N7 billion. Now, the average of N7biilion into 9 and the other roads was done by Julius Berger Nigeria PLC and the quality they give. I’m happy and proud to associate myself with a company that gives the best as far as construction is concerned. I can move about in this state and country proudly.” Speaking further, Governor Wike warned criminal elements who steal manhole covers on major roads and on the flyovers bridges to desist from their nefarious activities. He described those criminals and their sponsors as enemies of the state because they are sabotaging the good works that have been achieved to make motoring pleasurable with the State’s resources. “Let me warn those who steal the cover of the manholes. You know when you take action, people bring ethnic colouration. Those of you who are stealing the cover of manholes, if you like come from anywhere, if anybody wants to sabotage us, we will tell you how saboteurs are treated. “We cannot do this road construction and you come to sabotage us by stealing to disappoint us, to make people have accidents.” Governor Wike also spoke about the need for his successor to be one who will not only sustain the current pace of development but outperform him. He pointed out that such a person must rise above a selfish pedestal and be ready to defend, and protect the interest of the State against all odds. Performing the project inauguration, former governor of Ondo State, Dr Olusegun Mimiko said that Governor Wike has proved himself worthy of his sobriquet: “Mr Project!”. According to him, those who feel unsettled by Governor Wike’s words and actions cannot take away the fact that he conceives projects, plan projects, delivers projects because he loves projects. “Some see governance or being in government as an end in itself, you have deployed your limitless energy, by these accomplishments, to demonstrate that governance is a means to an end; the improvement of the lives of our people.” Dr Mimiko also spoke about the need to restructure Nigeria because it is an imperative means to a just, more productive and more prosperous nation.
