Hon. Mohammed Umara Kumalia is a former Minority Leader in the House of Representatives. In this interview with TEMIDAYO AKINSUYI, the former governorship aspirant of the All Progressives Congress (APC) in Borno state speaks on several key issues in the polity, especially the controversy trailing the Electoral Act Amendment Bill and the revolt against the leadership of the National Caretaker Committee of the APC by some youths in the party. Excerpts:

You were a Minority Leader in the House of Reps and a two-term federal lawmaker from 1999 to 2007. Is there any difference between the national assembly you served in and the current one?

I left the National Assembly 15 years ago, precisely in 2007. As you know, I served for two terms from 1999 to 2007. Truly, there is a difference between the national assembly I was part of and the one in existence today. In the same vein, even the challenges that we had at that time and the ones they faced today are also different. When we were in the National Assembly, especially from 1999, one of the major challenges we had was that, for a long time, there was military rule in the country and therefore, people were not used to the role of the national assembly in the governance framework of the country. What you had before then was the executive arm of government represented by the soldiers and the judiciary which was a permanent feature of any government whatsoever. The legislature was never there. So, when we came on board, one of the challenges we had was that people did not understand the constitution and so they were asking questions like ‘who are these people?’. Even the executive arm of government was not used to having a different arm of government that is in charge of making laws for the country. Also, the former president who was a former military head of state, Chief Olusegun Obasanjo as a person was not used to the idea of having an independent arm of government that is responsible for making laws and our activities which include oversight functions over the activities of the executive arm of government. So, that brought a lot of misunderstanding between the executive and the legislature during our days in the National Assembly. Now, 20 years down the line, the existence of the national assembly is now acknowledged and their role also accepted.

I think the challenge they have today is to make themselves more effective, efficient and their impact more felt in terms of their roles as legislators. This I believe is one of the major challenges that they have. To that extent, I think the national assembly has to look at its systems and processes. To look at rules governing the functions of their committees, plenary, public hearings and how they will ensure that the impact of the legislature within the polity, as a lawmaking body and as a body that is responsible to exercise oversight over the executive arm of government, in relation to the powers of the executive to implement the laws that is passed by the national assembly. That I think is what they have to focus on and they must ensure they do that with integrity, selflessness, altruistic intentions and they must look for the best guiding principles in terms of the ethics and ethos of what a legislator should embody in the discharge of his functions.

Three Senate Presidents and a Speaker were removed during your tenure in the National Assembly. What do you think was responsible for that compared to now that there is a measure of stability in both chambers?

It comes down to the same issue I just talked about. At that time, we had challenges starting off and the national assembly wanting to stamp its authority and for it to be respected by the executive arm of government. That was not welcomed by the executive arm of government who felt that the legislature was too overbearing and they want to dictate to the executive what they should do. They did not understand the need for the kind of symbiotic relationship that needs to exist, the checks and balance as envisioned by the constitution. Because that was not fully understood, the executive felt that it was the leadership of the national assembly that is leading the rest of the lawmakers in direct confrontation. Therefore, they needed to do everything to remove the leadership so that they can have a leadership that is more amenable to their own perception. That led to some of the reasons why the principal officers of the national assembly were removed then, especially in the senate. If you remember, throughout the life of the House of Representatives, especially during the period I was there from 1999- 2007, no speaker was impeached. The only speaker that left office was Salisu Buhari who resigned because of the personal challenges that he had, not that he was impeached. Of course, that doesn’t mean there were no attempts to impeach the speakers in that period. Several attempts were made, however, the House of Representatives stood its grounds and ensured that it did not happen. I remembered that another Speaker had to resign for personal reasons. That was Patricia Etteh. Her deputy, Alhaji Babangida Nguroje also resigned. However, in the Senate, they removed about three senate presidents; from Evans Enwerem to Chuba Okadigbo and Adolphus Wabara. This was the reason responsible for what happened to the national assembly leadership then but now I think the tendency of the executive wanting to lord itself over the legislature has substantially reduced. That is why we are not having that kind of crisis now.

One of the most talked about issue during your period in the National Assembly was the issue of Third term agenda. How real was Third term then?

Third term was real in the sense that there were active foot soldiers both within the executive arm of government and within the legislature. These people were promoting the idea of amending the constitution to allow for a third term for former president Olusegun Obasanjo. Of course, the president then never came out openly to ask for a third term and he has always claimed that he never sought for it. But action speaks louder than words. Whether he came out publicly to ask for third term or not, for those of us who were in the legislature, we knew the people that were working for those interests who were campaigning among members of the legislature for third term. I think one of the things that arose as a result of the backlash in terms of the acceptability or otherwise of third term is the insincerity in the approach to the issue then.

I believe that although President Obasanjo then claimed that he never sought for a third term, I believe it is not true. Indeed, he wanted a third term and he was not honest about it. He has not told Nigerians the truth about the issue. I think that approach accounted majorly for why the issue ended the way it did. I think for some reasons, President Obasanjo at that time lacked the courage to face the country and tell them that himself and his people have decided that this is what they want to do and how they think it will be in the best interest of the country. If you are leader, I believe you must lead from the front and not from behind. You cannot hide behind a finger by getting people to work for your third term agenda on one hand and on the other hand, you are telling the country that you don’t want a third term. I think the attitude of most of the legislators back then was, the president said he doesn’t want a third term, even though his people are here mounting pressure on us to amend the constitution to help him get a third. If the man himself said he doesn’t want it, then why are we debating it? We are not going to give him and that was how the matter was shut down. For anybody to come and say he must be in office until he dies, that is turning the values of democracy on its head and I think that is why the issue of amending the constitution for a third term did not receive the support of parliamentarians and enlightened Nigerians because we will end up with a dictatorship at the end of the day which will not be healthy for the nation.

Governor of Rivers State, Nyesom Ezenwo Wike has said that Nigeria has enormous resources, if well managed can change not only the fortunes of the country but the life of every Nigerian.

He has, therefore, challenged the Federal Government to show evidence where it has deployed all the money borrowed from external creditors.

Governor Wike made the challenge call at the inauguration of the Rumuola Flyover Bridge that was performed by the former Governor of Ondo State, Dr Olusegun Mimiko on Thursday in Port Harcourt.

The Governor stated that his administration is propelled by love and commitment to service, which is why it is working assiduously and deploying the State’s resources judiciously, for the good of Rivers people.

“It is very clear that governance is not by magic. It is all about commitment. It’s all about your love for your people and your country.

“This country has enormous resources to change the lives of our people. Nobody should give excuses. Like we would always say, if you don’t have it, you don’t have it.

“So, all these stories that you borrowed money from here, and there, let us see what the money is being used for. If we borrowed money, we are showing Rivers, people, what we used that money to do.”

Governor Wike said he is preoccupied with the duties of governance and rendering service to the people who elected him.
According to him, his best reply to the opposition is the evidence of the quality projects that his administration has continued to deliver.

It is clear to them, he said, that the Peoples Democratic Party (PDP) controlled state government has performed creditable well.

Aside from the numerous roads completed and ongoing, Governor Wike explained that his administration has within two years period delivered nine flyover bridges, which are handled by Julius Berger Nigeria Plc.

“This government has done well. This PDP government has done well. Our contractor is Julius Berger Nigeria Plc. We are competing with the federal government that is using Julius Berger. Ask them how much it is to pay Julius Berger.”

He further said, “none of these flyovers cost us less than N7 billion. Now, the average of N7biilion into 9 and the other roads was done by Julius Berger Nigeria PLC and the quality they give. I’m happy and proud to associate myself with a company that gives the best as far as construction is concerned. I can move about in this state and country proudly.”

Speaking further, Governor Wike warned criminal elements who steal manhole covers on major roads and on the flyovers bridges to desist from their nefarious activities.


He described those criminals and their sponsors as enemies of the state because they are sabotaging the good works that have been achieved to make motoring pleasurable with the State’s resources.

“Let me warn those who steal the cover of the manholes. You know when you take action, people bring ethnic colouration. Those of you who are stealing the cover of manholes, if you like come from anywhere, if anybody wants to sabotage us, we will tell you how saboteurs are treated.

“We cannot do this road construction and you come to sabotage us by stealing to disappoint us, to make people have accidents.”

Governor Wike also spoke about the need for his successor to be one who will not only sustain the current pace of development but outperform him.

He pointed out that such a person must rise above a selfish pedestal and be ready to defend, and protect the interest of the State against all odds.

Performing the project inauguration, former governor of Ondo State, Dr Olusegun Mimiko said that Governor Wike has proved himself worthy of his sobriquet: “Mr Project!”.

According to him, those who feel unsettled by Governor Wike’s words and actions cannot take away the fact that he conceives projects, plan projects, delivers projects because he loves projects.

“Some see governance or being in government as an end in itself, you have deployed your limitless energy, by these accomplishments, to demonstrate that governance is a means to an end; the improvement of the lives of our people.”

Dr Mimiko also spoke about the need to restructure Nigeria because it is an imperative means to a just, more productive and more prosperous nation.

He noted that restructuring is also about policies and actions towards getting Nigerian children off the streets into schools for the right kind of education.

Jimi Agbaje, a former governorship candidate of the Peoples Democratic Party (PDP), in Lagos state has urged the incoming National Working Committee (NWC) of the party to rise above pettiness and shun selfish interests.

Speaking in an interview with DAILY INDEPENDENT, Agbaje also enjoined the new executives, led by a former Senate President, Iyorchia Ayu to run the affairs of the party like men who are hungry for victory and want to win elections, especially the forthcoming governorship elections in Ekiti, Osun and the 2023 general elections.

“They should run the party like they want to win elections. They are an opposition party hungry for victory. Be above all the pettiness and self-interest of members and groups” Agbaje said.

Aggrieved leaders in the ruling All Progressives Congress (APC) and the opposition Peoples Democratic Party (PDP) are set to launch a new political party ahead of the 2023 general elec­tions, Daily Independent exclusively gathered.

The arrowhead of the movement, who is a former two-term governor and currently a member of the Na­tional Assembly in a text message to Daily Independent, said “the formation of the new political party is already at advanced stage”.

He also said some active members of the two political parties have been giving “clan­destine backing and covert sup­port” to the yet to be launched political party

Leaders of the yet-to-be formed party said they are ex­pecting an influx of APC and PDP members to join the party when it is officially launched.

Another source, who is also part of the movement, said the leaders of the movement are already in talks with other an­ti-APC, PDP, who are desirous of providing a credible alter­native to Nigeria in 2023 such as the National Consultative Front (NCFront), Rescue Ni­geria Project (RNP) and other civil society organisations.

The NCFront is led by Gh­ali Umar Na’Abba, a former Speaker of the House of Repre­sentatives; Dr. Olu Agunloye, a former Minister of Power and Steel; Ralph Nwosu, National Chairman of Africa Demo­cratic Congress (ADC) and Dr. Yunusa Tanko, former pres­idential candidate of the Na­tional Conscience Party (NCP).

Leaders of the RNM include former Chairman of Indepen­dent National Electoral Com­mission (INEC), Prof. Attahiru Jega; political economist, Prof. Pat Utomi; former governor of Kwara State, Ahmed Ab­dulfatai; and former governor of Cross River State, Donald Duke.

One of the leaders, who asked not to be named, said it is clear that Nigerians are fed up with both the APC and PDP and will gladly embrace the new political party especially given the calibre of people com­ing on board.

When asked if the time frame is not too short to form a new political party with just one year and two months to the date of the presidential elec­tion, he said, “You just wait and watch. It is people that make up a political party. All the machin­eries are in place already and we are confident that the party we are putting together will be registered by INEC.

“Nigerians voted the PDP out in 2015 when the APC pre­sented themselves as credible alternative. But now, it has been discovered that the APC is even worse than the PDP. They are birds of a feather and politicians without ideology who do not have the interests of Nigeria at heart. Just wait and see what happens in the two political parties in days to come, especially during their primaries”, he said.

Also speaking, Senator Ru­fai Hanga, pioneer national chairman of the defunct Con­gress for Progressive Change (CPC), who recently dumped the APC, said the new political party to be formed will be stron­ger than the APC when it was first launched in 2013.

He said, “God forbid for Ni­geria to end up between APC and PDP. PDP and APC are drifting, sinking by the day. A third force will soon emerge which will be stronger than APC when it first launched in 2013.

“You know APC was very strong when it was formed and that was why it was able to dislodge PDP in the 2015 presidential election. The third force that will emerge now will be much stronger than the APC when it came. The party will participate in this forthcoming 2023 elec­tion and it will clean sweep the whole polity. I can assure you of this”.

However, when contacted, Yunusa Tanko, who is the Head, Public Affairs Bureau of NCFront, said nobody has contacted them for any align­ment.

“Nobody has contacted us for any alignment as at today. We are not into any alliance with any other group as at now. We are going on with our own programme”, he said.

The Speaker of the Lagos State House of Assembly, Mudashiru Obasa has advised Lagosians, particularly those of Igbo extraction to embrace the All Progressives Congress (APC) in Lagos State and at the national level because the party has given them the opportunity to actualize their aspirations.

Obasa who spoke during the formal inauguration of the executive members of Agege/Orile-Agege Ndigbo in Lagos APC said all efforts are now geared towards increasing the numerical strength of Ndigbo in Lagos APC, since, according to him, Ndigbo have a comfortable place in Lagos and in the APC.

He said: “Lagos State is a noble host that accommodates all well-meaning people. The state is a microcosm of Nigeria because members of every ethnic group in the country are residents here without being discriminated against. The state provides opportunities for those with genuine cause to excel. That is why Ndigbo should join hands in lifting the state that has been benevolent enough to provide progressive opportunities for those who are not indigenous to it to blossom.”

Leader of Ndigbo in APC in Orile-Agege Local Council Development Area (LCDA), Chief Solomon Chukwu said it is gratifying that Igbos in his domain, Agege Local Government Area and Orile-Agege LCDA have come into the mainstream politics in Lagos State by embracing the ruling party.

He said: “I am happy that my people from the two council areas have embraced the APC; just as their brothers and sisters in other areas in Lagos State. We inaugurated members of the executive to go ahead and water the seed that I have planted.

Ahead of the 2023 presidential election, a fresh crisis is brewing in the ruling All Progressives Congress (APC) over the ambition of Asiwaju Bola Tinubu, former governor of Lagos State, to suc­ceed President Muhammadu Buhari as Nigeria’s next leader.

Even though Tinubu is yet to for­mally declare his interest in the pres­idential race, he has been making consultations and visiting prominent Nigerians to notify them and seek their support.

Elder statesman, Alhaji Tan­ko Yakassai, who Tinubu recently visited in Abuja, disclosed that the APC national leader informed him of his presiden­tial ambition and asked for his support.

Speaking exclusively with Daily Independent in Abuja, Senator Rufai Hanga, pioneer national chairman of the de­funct Congress for Progressive Change (CPC) and APC chief­tain, who recently dumped the ruling party, said there is a split among the APC governors on the issue of the presidential flagbearer of the party.

According to him, while some governors in the party have settled for one of them as presidential candidate with a serving minister in President Buhari’s administration as run­ning mate, other governors are rooting for Tinubu, saying they should rally round him for all he has done for the party.

He said,“We have about three to four factions and it is next to impossibility to bring them together. There are governors in the party who have carved their own niche somewhere and are not ready to go with other governors.

“In fact, just three days ago, some governors sat and I heard it from very strong authority that they met and anointed one of them as presidential can­didate. They have chosen his running mate from among one of the serving ministers. They are willing to go it all hog and are determined that there is no going back.

“There are other governors who are not willing to hear all that. These governors are all out for Asiwaju Tinubu. These ones are saying that it is unfortunate Asiwaju badly despite all he has done for the party. They are tell­ing their colleague governors not to bite the finger that fed them. So, there is division among the APC governors right no won the issue of 2023”.

Hanga, who said the APC is technically non-existent, added that there is no way the party will survive an implosion espe­cially with the crises in almost 13 states owing to the fall-out of the congresses.

“There is a neutral group that has come out and say they have sacked Buni and they have a new national chairman. So, under this kind of confusion, how do you expect this party to survive at this material time? We are in December now.

“In fact, APC to me is techni­cally non-existent for now going by the Supreme Court judgment on Ondo governorship election. Yes, they have allowed Ondo to go away with the governorship but if you go by the judgment of all the seven judges, they all concurred that it was wrong for a governor to be the party chairman.

“If it is wrong and unconstitutional for him to be the governor and party chairman at the same time, it means what ever action he takes or must have taken is null and void. Anything done by him is illegal. The court will nullify anything he has done.

“To me, APC is a goner. That is why I have decided to call it quit. They keep on shifting their national convention from now till February. By June or July, you should have all gotten your can­didates nominated but the APC wants to do national convention in February.

“In more than 13 states now, they have more than three leaderships all claiming to be in con­trol of the party. How can they do a convention with parallel leaderships inmost of the states? From the time they had their con­gresses in the states till now, they should have resolved it but up till now, they are not able to do so. By February, they will still have some lingering problems”, he said.

The cracks among the APC governors was evident at the weekend when Governor Kayo­deFayemi of Ekiti and Abubakar Badaru of Jigawa State both ad­dressed Ahmadu Haruna Zago (Danzago), who belongs to Ibra­him Shekarau faction as Kano APC state chairman.

Two factions of the party in the state had conducted parallel congresses on October 18 but the party endorsed the one conduct­ed by the loyalists of Governor Abdullahi Ganduje of Kano State.

The Shekarau’s faction had elected Danzago as chairman while Ganduje’s camp elected Abdullahi Abbas.

The National Appeal Commit­tee set up by the APC later rec­ognised Abbas as the chairman of the party in the state.

Not satisfied with the deci­sion of the party, the faction led by a former governor of the state, who is now a senator, Ibrahim Shekarau, headed to the court, asking for the nullification of the congresses at the ward, local government areas, and state lev­els conducted by the rival faction and uphold its own.

In his ruling, the judge, Hamza Muazu, granted there quests and upheld the congresses conducted by the Shekarau faction.

The judge also made an order restraining the Ganduje faction from appointing a new executive.

Credible sources said the recognition given to Danzago by Fayemi and Badaru was to spite Governor Ganduje, whose candidate was removed by the court.

A former Minority Leader of the House of Representatives, Mohammed Kumalia has said the ruling All Progressives Congress (APC) is Nigeria’s ruling party today because of the major contribution of Asiwaju Bola Tinubu, former Lagos state governor and national leader of the party.

Speaking in an interview with DAILY INDEPENDENT in Abuja, Kumalia who said Tinubu is not in contention with President Muhammadu Buhari over who is the leader of the party said the title of ‘national leader’ of APC even though not in the constitution of the party was an appellation given to Tinubu to appreciate his major contribution to the success of the APC from its formation till date.

He said “As far as I know, the position of the national leader of the APC given to Bola Ahmed Tinubu is an appellation. It was given to him just to recognize his contributions to the party as an individual. There is nothing like ‘national leader’ in the constitution of the party. I think the title was given to him out of respect and recognition of his stature, status and indeed, his contribution to the APC as a party.”

"Love him or hate him, without what he brought to the table, there is no way APC could have been able to form government in 2015. That is the role that Tinubu played and nobody can take that away from him”.

“Whether you call him national leader or not, you can’t take that away from him. That however does not imply that he is in anyway contesting the position of the party leader with the president.

“The president is both the spiritual, administrative embodiment and leader of the party. His position is sacrosanct, non-negotiable and not contestable. Any other person can only come and support the president in giving leadership to the party”.

Pioneer national chairman of the defunct Congress for Progressive Change (CPC) and former chieftain of the All Progressives Congress (APC), Senator Rufai Hanga, on Friday said Asiwaju Bola Tinubu, former Lagos state governor and APC national leader, is suffering silently within the party.

Hanga, who disclosed to DAILY INDEPENDENT that he has resigned his membership of the party, also said Tinubu is still standing strong today despite all the humiliation he has suffered in the APC because he is ‘super-human’.

He said an ordinary person would have collapsed long ago if faced with the kind of treatment meted to Tinubu in the party.

Also speaking on why he dumped the APC, Hanga said there is no way the APC will survive an implosion in the coming days with the various cracks and divisions in the party.

“You don’t abandon a house you built but there are times when you have to abandon it. When you build a house and the house is cracking and you did everything to amend it but all your efforts are futile. When you see it collapsing on you, what do you do? Will you wait for it to collapse on you?

“No sane person will wait for the house to collapse on him, you will run away. That is what I have done by dumping the APC. I walked away from the party because I know the house is collapsing and I don’t want it to collapse on me.

“All this while, we did our best to mend all the cracks but unfortunately, I think it is not amendable. Nobody can remedy what is happening in APC now. There are people in the party who have suffered in the party and laboured financially even more than me. If they can be suffering like this under APC, then who else is spared?

“Look at how Asiwaju Tinubu is suffering in APC silently. He is completely sidelined. Just because the man is a super-human that is why he is still standing. If he were an ordinary human being, he would have collapsed. He has really endured a lot. That is why he is overcoming so many things. So, if people like Tinubu can be going through suffering despite his role in the formation of APC, who am I?”

“That is why I decided to walk away because with the way things are going, there is no way the party will survive. How many cracks are there now in the party? How many factions are there now? We have about three to four factions and it is next to an impossibility to bring them together.”
