We don't want issues where money is transferred to customer,then Efcc will start chasing the customer.

Ques 1) When the deal is over who is responsible for initiating the transfer of the funds out of the client's account?

Ques 2) Into whose account will the funds be returned at the end of the deal, is it the account of the person who provided the funds or the account of the owner of the POF business?

Ques 3) Assuming the controls/restriction placed on the clients account fails and he misappropriates the money in his account who bears the risk?

OK.

I will respond to your questions accordingly.

1. I mentioned earlier that this would have been done before disbursement to the clients account, he would have signed a mandate authorizing the bank to initiate a transfer back to the sender at the end of 28 days or after some number of months depending on the country. You will be in copy of this mandate, the Account officer and the manager will acknowledge that this measure have put in place before disbursement, you will also be in copy of the mail.

2.The money will be transferred back to the owner,like I said we have nothing to do with your money directly.

3. Once the money is transferred a lien,
PND would be placed on the said sum, while the individual can perform transactions with any other amount in his account in other not to pose any form of suspicion to the Embassy.

However if after all these, the bank made an error, the manager would take full responsibility for the money if the client transfers it out, I have never heard of this before but it's not unlikely that it can happen.

I mentioned before it's a low risk investment, this is the only risk it poses.

Every business in this world has it own inherent risk, these measures are the ways we have put in place to mitigate or forestall the risk.
