Please go to the NIPOST to collect your card. It had arrived since 29-30th July. You can go there today to pick up your card. Since you have choosing the P.O.Box in your address. Do not forget to log in your account and activate your and load your card as directed.
You do not need any tracking number in any form.
I advise all the cardholders of the Payoneer to not allow any fraudster to make merchandise of you. Please make any inquiry or report any misleading information in forum here. All the information would be given accordingly.

May be you have not read his question well or you did not understand it.
He was asking if the office id cards be accepted esp those of civil servants for the registration or signing up for the card and not for the verification of paypal account.

Please try to get your mind aright. The card is from United States Of America not from Nigeria. Paypal accepts the card for verification. I used it to verify my own Paypal account. What Paypal requires is your valid card, bank account. You use a valid USA address. What if an America citizen comes to Nigeria, and verifying his Paypal account with his US card, bank account and address?

I once tried my GTB NMC but was unsuccessful. What did I miss?

You must first activate your GTBank Naira Master card for internet services with token device and user ID on the form given you for internet banking activation. Now activate your card to get its Master Card Secure Code. You would need this code to complete all your online transactions with your GTBank Master Card. Without it you cannot complete any of your online usages of the Naira Master Card.
Another way for the cause of failure of your card is when you have insufficient fund in your Naira Master Card to load your Payoneer Master Card. For example, if you want to load $50 into your Payoneer Master Card, and you are having $50 in your Naira Master Card, it would not go. Payoneer charges a token for loading the card. What you need to do is just to have at least $53 upward in your Naira Master Card or any other cards you are loading your Payoneer Master Card with. Take to all these areas and try again. Great shall be your success.
