ABUJA—THE Senate, yesterday, said it would soon uplift the standard of the National Open University of Nigeria, NOUN, through necessary legislations to enable it compete favourably and be at par with similar universities in the world.
The Senate position came as the Vice Chancellor of the NOUN, Professor

Abdallah Adamu, asked the National Assembly to review the National Open University of Nigeria Act, to compel hosts of study centres undertake the responsibility of providing 80 percent of infrastructure as well as structural materials required for the establishment of such centres.

Chairman, Senate Committee on Tertiary Education and TETFUND, Sentor Jibril Barau, stated this during a public hearing organised by his committee
on the Bill for an Act to amend the National Open University Act, No 6 of 1983.
The bill seeks to provide for the inclusion of ICT as another means of providing tuition in the NOUN throughout Nigeria. Barau insisted that the Senate “will create an enabling environment to make it the best in the world.”

He explained that the essence of the public hearing was to provide a platform for online tuition as a method of instruction so as not only to ease the troubles associated with the traditional ways of teaching but to also bring about efficiency, convenience, flexibility and effectiveness in Open University system.

“As a foremost university that has brought education to the doorsteps of many individuals and has made learning easier for all, this amendment is apt, timely an in tune with global best practices,” he added.

ABUJA — Minister of Defence, Brigadier General Mansur Dan Ali (retd), has reiterated the determination of the military to rescue the abducted Chibok schoolgirls, saying that the capture of Camp Zero in Sambisa forest was only a mission accomplished and not the end to the campaign against Boko Haram.
This came as the BringBackOurGirls, BBOG, group joined the Federal Government’s team on a day search sorties for missing Chibok girls in Sambisa Forest.

According to Mr Joseph Mutah, Chief Press Secretary to Minister of Information and Culture, in a statement, yesterday, the minister spoke at the Command Centre of Nigerian Air Force, NAF, Yola while briefing members of the BBOG group on the efforts being made by the military to rescue the missing Girls.

The trip which commenced, yesterday, is expected to last till today. The team was ferried to Yola by the Nigerian Air Force, from where a select group joined the NAF search mission to Sambisa. The BBOG team was briefed at the Tactical Command Centre, Yola by Gen. Dan-Ali; Minister of Information and Culture, Alhaji Lai Mohammed; Chief of Air Staff, Vice Marshal Sadique Abubakar and other operational commanders.

He said: “Camp Zero is the spiritual headquarters of Boko Haram, it doesn’t mean when you capture that all of them will disappear but it is significant because it was thought that the place was impenetrable. “Capturing Camp Zero is the end of the mission to capture the place, we are not saying the campaign is over but we have dominated Camp Zero.” On his part, the Chief of Air Staff, Sadique Abubakar noted that the rescue of the Chibok girls and other abductees had been one of the major aims of the Nigerian military.

HealthLASSA FEVER: NCDC Confirms 9 Deaths, 20 Cases In 7 States by browniecay(op): 6:58am On Jan 17, 2017
The Nigeria Centre for Disease Control, NCDC, has confirmed nine deaths and 20 cases of Lassa Fever in seven states since the beginning of the dry season in December 2016; even as it commences implementation of its plan to strengthen nationwide response capacity to anticipated Lassa Fever cases.

However, in an interview with Vanguard, the Nasarawa State Commissioner for Health, Dr. Daniel Iya, confirmed four deaths and 16 cases in the state, while 38 people are now under surveillance. In a statement made available to Vanguard, the Technical Assistant, Communication, of the NCDC, Dr Lawal Bakare, alerted Nigerians on the increasing cases of Lassa Fever and the need for increased focus on prevention and preparedness.

Bakare noted that Plateau State recorded three deaths out of six confirmed cases, while Ogun State recorded two deaths and two confirmed cases. He added: “In Taraba State, there was one death out of the six confirmed cases,while Nasarawa recorded three deaths. Other states that have recorded one case each, without confirmed deaths, in-clude Edo, Ondo and Rivers.”

Meanwhile, NCDC in the last quarter of 2016 commenced implementation of its Lassa Fever plan ahead of the current dry season with a view to strengthening nationwide capacity to prevent, detect and respond to the anticipated cases.
The deaths in Nasarawa, last week, occurred in Keffi and Lafia Local Government areas, barely one year after two persons died at the State Specialist Hospital in Lafia, including the medical doctor that was treating the patients.

Vanguard gathered that two persons reportedly died at the Dalhatu Araf Specialist Hospital in Lafia, while the other patient, who was earlier referred to Federal Medical Centre in Keffi, also died in the course of treatment. The Chief Medical Director of Dalhatu Araf Specialist Hospital, Dr. Ahmed Ashuku, also confirmed two new cases in an interview monitored on the state-owned radio station in Lafia.
He said the management of the hospital had engaged medical personnel on a one-day awareness campaign on the need to prevent further transmission of the disease . Bakare, in the statement, further explained that NCDC is working with affected states to ensure an appropriate response to these cases.

The Vice Chancellor of Osun State University , Prof . Labode Popoola , said on Saturday that the institution would collect the over N2bn debt students owe it whether they are able to recoup their money invested in the Mavrodi Mondial Moneybox or not. Popoola said , “ Some of them (students) used their school fees to invest in MMM . But whether MMM comes back or not, it is their headache . I have told them that we are not going to open the portal . If I see that a critical mass of the students pay, then we will decide to open the portal just for about 48 hours . But they must pay first.

The Rivers State Command of the Nigerian Security and Civil Defence Corps said on Thursday that it had arrested over 400 suspected oil thieves and pipeline vandals in the state within the past two years.

The State NSCDC also explained that it had secured about 44 convictions with the accused getting various jail terms between 2015 and 2017 . Outgone State Commandant of the NSCDC , Mr. Helen Amakiri , who disclosed this while handing over to the new State Commandant, Mr. Mohammed Lawal , pointed out that the command had sensitised the people of the state to the dangers of illegal oil
bunkering and pipeline vandalisation . Amakiri stated that the command would have secured more convictions , but for the court that went on vacation, even as she expressed optimism that more arrests would be made before the end of January.

“ I want to say that we have been able to sensitise the people in Rivers State on the illegalities of oil theft , pipeline vandalism. That is the core of our mandate in Rivers State . Where the national resources is found in the state, it is not for them to tamper with it and begin to deal in it illegally without any licence.

“ During my tenure, over 400 arrests were made and we secured about 44 convictions . If not that the court went on vacation , we would have secured more convictions . I will assure you that even before the end of the month , we will get more convictions . “ I strongly believe that the new State Commandant , who will be
taking over from me is sure that more arrest will be made while more convictions will be secured. I want to express my heartfelt gratitude to all the officers and men of the NSCDC , Rivers State Command .”

“ From this point , I will be going back to the national headquarters for more responsibilities. So , on this note, I am officially handing over the management of the command to the new Commandant,” she added. Responding, the new State Command , Mr. Mohammed Lawal , called on vandals in the state to leave the creeks and integrate themselves into the society.

Lawal promised to build on the foundation laid by the outgone commandant, adding that the Command was known for its excellent performance in the fight against pipeline vandalisation and oil theft in the state.

According to him, “ What I am going to do is to build on the foundation she has laid . She has built a very solid foundation . During her period, Rivers State was very stable; many arrests were made, no rancour. So , I am going to build on that foundation .”

The #BringBackOurGirls coalition has criticised President Muhammadu Buhari for failing to check killings by Fulani herdsmen in Southern Kaduna and by the military in other parts of the country.

It demanded that the President should visit Kaduna State to assess the situation for himself and thereafter , ensure a quick stabilisation in the area to pave way for peace and reconciliation . The BBOG said this in a statement on Friday during its procession in Abuja to protest against the ongoing bloodshed in Southern Kaduna and other parts of the country , as part of activities commemorating the 1006 th day since the abduction of the Chibok schoolgirls by the Boko Haram sect .

The group noted that the killings might become a replay of the insurgency in the North - East if it was not speedily addressed. The movement described as abhorrent the statement from the Presidency that Buhari did not have to respond to every crisis that involved lives and property. The group stated that the President had failed to address extrajudicial killings by the military, which resulted in the deaths of at least 150 peaceful pro- Biafra protesters in the Aba, Onitsha and others , according to a report published by Amnesty International and other investigators. It said , “ Sadly, President Muhammadu Buhari has repeatedly promised these would be looked into. However , no verifiable steps have been taken up to launch a government review of these many troubling reports in order to take appropriate preventive and punitive measures.

“ The worst carnage is presently ongoing in Southern Kaduna and most of the killings are unreported . Killings are alleged by the indigenes and residents of communities in Southern Kaduna to be rampant still despite the recent mobilisation of military and police teams.

“ We hereby demand , as a movement that does not wish to see a replay of the North - East destabilisation ; that President Muhammadu Buhari should immediately visit Southern Kaduna to assess the situation for himself as the Commander - in - Chief of the Nigerian Armed Forces . “ Following the visit , we expect a quick stabilisation of the situation in Southern Kaduna to pave the way
for peace and reconciliation, which should be led by the state government. ”

The group observed that military was deployed in about 30 states of the federation, which it said was an indication that the internal security system is broken.

This story is strange, odd but true. A woman practically died of snake bite 40 years ago, was ‘laid to rest’ after performing the ‘last rites’ by her family but returned home to the shock of the entire family members on Friday, December 30, 2016.

The entire family in India got the shock of their lives after their 82-year-old mother showed up at their doorstep 40 years after they had laid her body to rest on the Ganges River following a bite from a cobra.

According to odditycentral.com and Times of India, the whole drama started in 1976 when then 42-year-old pensioner, identified only as Vilasa, from Bidhoo village in India’s Kanpur district, went out into the fields to collect fodder for her animals, as she had done countless time before.

However, she unknowingly got close to a black cobra and got bitten by it. Upon returning home, her family immediately took her to a traditional healer, but his methods failed to alleviate the effects of the venom. Vilasa soon lost consciousness and was taken for dead by the family members. Thinking she had died, her family wrapped the woman’s body, placed it on a wooden float and threw it into the sacred Ganges River.

Although open-air cremation is practiced by millions of Indian Hindus, with the ashes of the dead scattered in some sacred rivers, but in the case of snake bites,
according to reports, some believe that the sacred river can wash away the poison from the body and bring the person back to life. It wasn’t something Vilasa’s family actually expected, though.

But as it turned out, after the body was thrown into the river in 1976, her body was sighted floating on the Ganges River by a couple of fishermen from a village close to Kanpur district border. They noticed she wasn’t actually dead and took her to their temple to be treated.

Although Vilasa eventually made a full recovery, she had lost her memory and couldn’t tell those who rescued her who she was, where she came from, or how she ended up there. With no memory of her past life, Vilasa remained at the temple for 40 years.

But last year, the woman suddenly began to remember bits of her life and started talking to a girl she befriended at the temple about it. The girl later told her uncle, who happened to know someone in Vilasa’s village. The person that the uncle knew, an 82-year-old man called Chetram, told the uncle that he knew the woman and had actually attended her ‘water burial’ 40 years ago.

“My mother said that she had lost her consciousness and her memory. A few days ago, she recalled the incident and narrated it to a girl who discussed the matter with her uncle. The girl’s uncle contacted one Chetram who too recalled that he attended Vilasa’s funeral. Later, Chetram contacted us and apprised us of the development,” the woman’s elder daughter, Ram Kumari, told The Times of India.

It all started to make sense, so Vilasa was taken back to her home, where her daughters were shocked to see her standing outside their house. “We immediately recognised her from a birthmark,” the woman’s younger daughter, Muni, said.

President Muhammadu Buhari on Friday met behind closed doors with the Attorney General of the Federation and Minister of Justice , Mr. Abubakar Malami (SAN )

The meeting, which lasted about an hour, took place inside the President’s office shortly after Buhari and some government officials had observed the Jumat prayers in a mosque located inside the Presidential Villa , Abuja.

Although the agenda of the meeting was not made public , it was suspected to have centred on the probe the AGF was directed to carry out on top government officials accused of corruption.

The PUNCH had on Friday reported exclusively that the minister would meet Buhari and that the probe might form part of the discussion at the meeting. After the meeting, Malami, who usually uses the Service Chiefs’ Gate to access the President’s office, walked through the corridor in front of the Press Gallery.

It was not clear whether he was headed for the Vice- President’s office or the office of the Chief of Staff to the President. Buhari, had on December 18 , 2016 , directed Malami to probe all top government officials accused of corruption.

In announcing the presidential directive , the Senior Special Assistant to the President on Media and Publicity , Garba Shehu , had said any of the government officials found guilty of the allegations levelled against them would not escape prosecution.

Based on that directive, the AGF had queried the Secretary to the Government of the Federation , Babachir Lawal ; and the acting Chairman of the Economic and Financial Crimes Commission, Ibrahim Magu , on the allegations levelled against them . They were reported to have since replied their queries. The Senate, had on December 14 , 2016 , called for the removal and prosecution of the SGF following alleged complicity in the diversion of the North - East humanitarian funds.

This followed the presentation of the interim report of the Ad hoc Committee on Mounting Humanitarian Crisis in the North - East by the Chairman of the Committee , Shehu Sani. The call for Lawal ’s removal followed alleged contravention of the
provisions of the Public Procurement Act and the Federal Government’s Financial Rules and Regulations pertaining to the award of contracts.

FORMER Chairman of Warri South-West Local Government Area, Delta State, Rev Sam Ken, has said the former governor of the state, Chief James Ibori, who was recently released from London Prison, United Kingdom, for money laundering, transformed many lives in the state and he would dance uncovered like the Biblical David to celebrate him.

Rev Ken, still bed-ridden after a life threatening automobile accident in 2014 on his way to the House of Representatives, Abuja, for an engagement on the 2011 Bonga Oil Spill, said in an encounter with Saturday Vanguard: “As for Ibori’s release, if not for my present condition, I would have done more than what a renowned politician in this state, said he planned to do. I will dance naked in the market place if God had allowed me to be physically fit now.”

“I would have danced with my head on the floor and my legs in the air, concerning the release of a titan, because the man is a colossus, a rare breed. Leaders have come and gone. In my 56 years around Nigeria’s political history, I have not seen a man apart from Chief Obafemi Awolowo, who has built the lives of people the way Ibori has done,” he continued.

His words: “Surely, every politician in Delta State is a product of Ibori’s humane leadership. Virtually all of them were nobody, I say this without apology, but, today, they are all men who are standing on their two feet and can be counted anytime in this state; both financially and otherwise. I am not aware of any other ruler that has built the lives of people; Ibori has built the present core of leaders in this state.”

Rev Ken added: “Beyond that, his foray into development takes a man with very strange visionary endowment to establish the numbers of polytechnics that he established. It looks conical at inception, but today, they are all operating well and has helped reduced the frustration of Deltans in their pursuit for tertiary education.”
“Look at the world class medical facility, I mean the University Teaching Hospital at Oghara, but go beyond that, look at the impossible things that he did. There are two tribes in this state that the federal government described as difficult terrain, Ijaw and Itsekiri. By their natural positioning, communication within these geographical locations was practically impossible, except through marine means, which are expensive and time consuming. But Ibori came and did what former President Olusegun Obasanjo refused to do. He built bridges that no Federal Government had
ever agreed to do.

“Their usual refrain is ‘it is a difficult terrain’ to develop, but Ibori built Patani Bridge that makes it possible to connect other communities up to Bayelsa state. He built Omadino Bridge that opened another opportunity, Ibori has really tried in all ways and he should be praised and given befitting welcome,” he said.

If he would dance naked to celebrate Ibori jailed for corruption, how does he see the anti-corruption fight of President Muhammadu Buhari? Rev Ken exploded: “When we talk about corruption on a general note, sadly, I have not seen any fight against corruption; I am only seeing some dramatization of a pre-conceived mindset. And, that is just to embarrass a few people and put fear in the minds of a great number of people, particularly the opposition.”

Four suspects have been arraigned at a Maiduguri High Court for alleged sale of children and child trafficking. The suspects who were arrested between January and August 2016, were brought before the Maiduguri High Court 13, yesterday for allegedly selling children for N100, 000.

According to the charge against them, “the main suspect, Nwokocha and three female suspects committed an immoral offense by selling newly born babies at N100, 000 each on various dates in Maiduguri.” The offense is contrary to section 278 and 279 of the 1994 Borno State Law and punishable under the penal code. The suspects pleaded not guilty of the offence.

Prosecuting counsel who is also the Borno State Attorney General, Kaka Shehu Lawan said, “considering the gravity of the alleged offenses, he asked for an adjournment of the case to present nine witnesses before the court.”

A 25 - year- old unemployed man, Stanley Adeyunju , has been brought before a Badagry Chief Magistrates’ Court , Lagos, for allegedly stealing three cartons of groundnut oil on New Year ’s eve.

According to the News Agency of Nigeria , Adeyunju of 24 , Wilfred Str . IyanAfin Area of Badagry, was arraigned on one count charge of stealing on Friday.

The Prosecutor , Innocent Uko , told the court that the accused stole the items belonging to MorenikeBadmus on December 31 , 2016 , at a shopping complex located at the Ajara area of Badagry . “ The accused stole the cartons of groundnut oil under the pretence that he wanted to purchase them . Instead of paying, he ran away with the items but was caught afterwards,” he said .

He said the offence contravened Section 285 of the Criminal Law of Lagos State 2011 . Counsel to the accused , Timothy Ukoha , urged the court to grant bail to the accused on liberal terms noting that his client would not jump bail .

The Magistrate, Mr. Abiodun Etti , granted the accused bail in the sum of N 50 ,000 with a surety who must provide evidence of tax payment to the Lagos State Government. Etti adjourned the case till March 17 for further hearing .
