I participated in the osun state election an INEC adhoc staff. We were trained for three days and camped at the eve of the election where we received both sensitive and non-sensitive electoral materials. I for 1, signed and stamped all ballot papers even before they were issued to voters. Well, if for any reason, a presiding officer did not sign and stamp the ballot paper before issuing same to voters, it might be to fast track the electoral process which is not justifiable anyway and if proven to be true, it would lead to a re-run of election in that particular area. I'm very sure if there's anything like that,it won't be up to 5 polling units. This however, cannot spin the victory.
