These are the people creating the unbearable hardship in Nigeria so a bill to hang them by the neck should come up in the senate. Frustration has led to many suicide cases which was avoidable if they had done what they collected money to do. |

President Muhammadu Buhari on Tuesday ordered the probe of those who failed to judiciously spend the over N1 trillion voted for such projects in the last 10 years. He gave his backing to the Independent Corrupt Practices and other Related Offences Commission (ICPC)’s plan to go after the contractors. “The funds didn’t produce expected results”, he said at the opening of the National Summit on Diminishing Corruption in Public Sector, at the State House Conference Centre in Abuja. The event was organised by the Office of the Secretary to the Government of the Federation (SGF), Boss Mustapha, in collaboration with ICPC. According to him, the data collected from Nigerians in rural communities showed that they had not felt the impact of such projects. Besides directing the anti-graft agency to go after the contractors, who collected funds for such projects and their collaborators in government, the President also urged the National Assembly to fast-track the passage of the Special Crimes Court Bill. The President added: ‘‘It is on record that in the past 10 years One trillion naira (N1 trillion) has been appropriated for constituency projects, yet the impact of such huge spending on the lives and welfare of ordinary Nigerians can hardly be seen. ‘‘The first phase report of tracking these projects by ICPC confirms our worst fears that people at the grassroots have not benefited in terms commensurate with the huge sums appropriated for constituency projects since inception. ‘‘I am, therefore, delighted that through the effort of ICPC, some contractors are returning to site to execute projects hitherto abandoned and that project sponsors are being held to account. ‘‘The ICPC has my full support and the support of this government to hold fully to account contractors, complicit public servants and project sponsors who divert funds meant for constituencies, or other people oriented welfare projects of our government, or who by other means, reduce the quality and value of such projects meant for our people.’’ Urging the National Assembly to expedite action on the pending Special Crimes Court Bill, the President also called on the judiciary to embrace and support the creation of the specialised court. The Federal Republic of Germany has budgeted N7.2 billion (€18 million) for the development of border communities across the country. The fund which would be disbursed by Germany’s international aid agency, German Cooperation is part of Bonn’s support for the fourth phase of the African Union Border Programme phase 2020-2022. Announcing this in Abuja on Tuesday during the workshop on the regional review and planning of the AUBP in West Africa, the GIZ ECOWAS Cluster Coordinator, Mr Ludwig Kirchner explained that border communities were often neglected by the authorities due to their remote location, noting that the fund was meant to enhance social- economic development of the settlements. Massimiliano Riccini fired Invictasauro, an under-18 side from Tuscany, demolished Marina Calcio and scored an incredible 27 goals. Prior to the pronouncement by the Minister of Agriculture, Alhaji Sabo Nanono that with thirty naira (N30), one can feed himself in Kano state, Alhaji Haruna Engineer was a radio and television repairer conducting his business along Layin Kuka in Sani Mai-Nagge quarters, Gwale local government area of Kano state. But few days after the minister’s controversial pronouncement that generated serious debate among Nigerians, the popular technician decided to establish a restaurant where a plate of food would be sold at the cost of N30 only. Engineer told Chronicle that the idea of establishing the N30 restaurant was conceived by his wife, Malama Sadiya Sa’id, who told him that in their family house they sold N20 worth of food to people. He said, “the whole thing started like a joke between my wife and I. We were discussing about the minister’s pronouncement after listening to comments by the people on the issue over the radio. Then my wife said the minister was right because in their family house they sold a plate of rice and beans for N20. “She did not stop at that, she further advised me that if I can get some money we can try it as a business. Initially, I did not believe her until after she made some calculations and came up with an idea on how we can prepare a plate of rice and beans or Garri with grounded groundnut cake at the cost of less than N30. It was at this point that I believed her and agreed to start the business as trial.” He recalled that they started with a capital of N450 which they bought a measure of Garri at the cost N250, vegetable oil N50 and grounded groundnut cake (Kuli- Kuli) N100, Ginger N20, Maggi N20 and Salt N10, making a total of N450, adding that at the end of the day they realized N700, therefore making a gain of N250. He said later they introduced rice and beans which they also sold a plate at N30, saying although the profit was not much but at least they were making some gains out of the business and at the time helping many people from the less privileged families. He said: “Presently, we are preparing 10 measures of rice, five measures of beans and 10 measures of Garri every day. We usually start selling at 11am and close by 8pm daily. As at now we have a capital of more than N300,000 because some people have donated some cash to me after I started the business. “I have also acquired a certificate from Kano state government for the formalization of my restaurant, which I named N30 Restaurant and I am planning to open branches in all the 44 local government areas of the state. But for now, I have decided to open branches in Mandawari, Kasuwar Sharada and Janguza before I move to other local government areas.” Tahir Nura Muhammad came all the way from Dorayi quarters to buy a N30 worth of plate of rice and beans from Malam Haruna. He told Chronicle that he bought four plates of rice and beans as well as a plate of Wasa-Wasa. “It cost me only N120 for the four plates. When I heard about the man, I could not believe it until when I came here and saw for myself. It is a plate of rice and beans plus sachet water at the cost of N30,” he confirmed. Malam Ibrahim Idris, popularly known as Baba Tangul, who bought three plates of Wasa- Wasa from the N30 Restaurant, also told Chronicle that he had been buying food from the restaurant since it was opened a month back. The Senate has introduced a new bill that seeks to consign the management of constituency projects initiated by federal lawmakers. The Bill when passed would deny ministries, departments and agencies of the Federal government from having any input in awarding contracts for projects captured under the constituency fund. The Bill seeks the setting up of a special fund made up of 2.5 per cent of yearly budget to be dedicated to constituency projects. The Bill also stipulated that the fund when set up would be managed by the Rural Development Department of the Federal Ministry of Agriculture and Rural Development. Currently, constituency projects of lawmakers are captured in the capital allocation of relevant MDAs. The MDAs also award the contracts and determine the execution of the projects. The practice had led to outcry by lawmakers who often complain that funds for projects allocated against their names are never released or suffer poor releases which often stall the implementation of such projects. Investigations byThe Nationshow that the N100billion allocated for constituency projects in the 2019 budget have not been released by President Muhammadu Buhari. In a bid to forestall the repeat of the development in future, a former Leader of the Senate, Ali Ndume, has sponsored the “Constituency Development Fund Bill, 2019”, which scaled first reading on the floor of the red chamber, on Tuesday. The bill, according to a copy, obtained by our reporter on Friday, seeks to legalise the management and implementation of constituency development funds in the country. Against the current practice where MDAs are fully in charge, the new legislation seeks to entrust the execution of such projects in the hands of the Rural Development Department of the proposed agency. Kinsmen of former President Goodluck Jonathan in Kolo, Ogbia Local Government Area trooped out to celebrate the defeat of the Peoples Democratic Party (PDP) in Ward 9. They took over the road leading to Ogbia Town immediately the results of the 13 units in Ward 9 were announced by electoral officials and APC was declared the winner of the ward. Some of them flew the flag of APC while others used their brooms to sweep the road saying they had suffered under the current PDP government. Some of them said they were given as much as N10,000 but that they rejected the money because they were United and determined to vote out PDP. “We are happy because we won the PDP in all the units” one of them, who failed to mention his name out of excitement said. The Nigeria Customs Service (NCS) said it has obtained approval from President Muhammadu Buhari to begin electronic process for clearing imported and exported goods. The Comptroller General of Customs, Col. Hameed Ali Rtd disclosed this on Friday at the graduation ceremony of 40 officers from the Senior Course 3 session at the Nigeria Customs Command and Staff College in Gwagwalada, Abuja. Col. Ali said the E-Customs deployment will transform the operations of the Service, providing for faster clearance of goods. When this happens, Ali said, “Export and import processing will be paperless. The Assistant Comptroller of Nigeria Customs Service, Alhaji Bashir Abubakar said Kebbi State Command has confiscated 4,500 jerry cans of petroleum products. He said Customs operatives intercepted the products at Bahindi village, Bagudo Local Government Area of the state. Abubakar, who is coordinating the Border Drill exercise of Sector 4, said this during a courtesy visit to Governor Abubakar Bagudu on Thursday. He said, “it has been observed that many filling stations at border areas have been receiving supply of petroleum products, but they are not selling to customers. They prefer to smuggle them outside the country”. He said his team is a conglomerate of security officers put together to secure lives, property and economy of the nation and that because of the menace of insecurity, it was necessary to have absolute control at the borders. He said security report had indicated influx of arms and ammunition and of illegal immigrants into the country. The Deputy Governor, Alhaji Samila Dabai, who received him on behalf of the governor, appreciated efforts of the officials and commended steps taken by the federal government to ensure security of the nation’s borders. He said Kebbi State has benefited from the federal government’s measures because the state shares borders with Niger and Benin republics. He said: “Before now, Kebbi was at the receiving end but things have changed for the better.
