The leadership of the Academic Staff Union of Universities has directed its members nationwide to disregard a circular from the Office of the Accountant-General of the Federation to enrol academic staff on the Integrated Payment and Personnel Information System from Monday. ASUU on Sunday stated that the same Accountant-General of the Federation had challenged the union to develop a template that accommodates the peculiarities of academic staff and present same to him. The union said the Federal Government needs to test its own model of ensuring financial transparency rather than forcing its members captured on the Integrated Personnel Payroll and Information System, which opened on Monday, a report by PUNCH said. Prof Biodun Ogunyemi, ASUU National President, added that the enrollment of lecturers was like taking universities back to core civil service. Ogunyemi insisted that its members will not take part in the registration for the IPPIS, adding that such steps by the Federal Government would undermine the autonomy of Nigerian universities. He said, “We have proposed to the government that we have an alternative that will address all issues that the government had raised about universities. “The government needs to test our own model rather than buying into a model that will take universities back to the core civil service. "With IPPIS, before a Vice Chancellor can employ an academic worker, the VC will have to get permission from the Head of the Civil Service of the Federation. “Universities cannot be run within the framework of civil service bureaucracy. Mambilla Hydropower Station project in Taraba State The Federal Government has reassured that the Mambila Power Project is taking off very soon. The Minister of State for Power, Goddy Jedy Agba, gave the assurance in Abuja yesterday at the presidential dinner of the Association of Alumni of the National Institute for Policy and Strategic Studies (NIPSS). According to him, the Kashimbila Project which, according to him, is about half the size of Mambila, is taking off in December. He charged the 41 Graduating Senior Executive Course participants of the Association of Alumni of the NIPSS to use their skills to tackle the nation’s power sector’s crisis. The Zone B of Nigeria Customs Service Federal Operations Unit Kaduna, on Thursday said it seized smuggled goods valued at over N43 million within one week in the zone. The Comptroller of the command, Mustafa Sarkin-Kebbi said among the items seized was a truck intercepted along Kebbi-Kalgo road carrying foreign parboiled rice concealed with footwears in one hundred kilogram bags. Mr Sarkin-Kebbi, who made the disclosure at a press briefing in Kaduna, also said 25 vehicles were intercepted within the period, as well as 703 bags of smuggled foreign rice, 500 Jerry can of vegetable oil and 245 cartons of spaghetti. Other were nine bails of second hand clothes, 40 Jerry Can of Kerosine and a truck of 30,000 PMS being discharged into Jerry Can across the boarders in Kebbi. According to him, in spite of the Customs anti smuggling patrols across the zone and closing of Nigeria’s borders, smugglers are yet to desist from their illegal acts. He assured that the Nigerian Custom Service especially the FOU zone B would not relax in its efforts to fight the smugglers to a standstill, to protect the nation’s economy. “The policies of the Federal Government of self sufficiency in rice production must be sustained, and we can only sustain that if we stop these smugglers,” Mr Sarkin-Kebbi said. Some residents of Kano communities are currently embarking on a protest over Thursday’s court judgment. PREMIUM TIMES reported how the Kano high court nullified the creation of four new first-class emirates by the state government. The four new emirates for which Governor Abdullahi Ganduje named first-class emirs in May are Bichi, Rano, Karaye and Gaya. Justice Usman Na’Abba ruled on Thursday that the law creating the new emirates did not follow due process. After the judgement, scores of residents of Karaye, one of the affected areas, trooped out to protest the judgement. A similar protest is ongoing in Gaya. There are unconfirmed reports that similar protests were holding in other emirates.
