Rotimi Amaechi, Minister of Transportation Minister of Transportation and former Governor of Rivers State, Rotimi Amaechi says his greatest regret as governor of Rivers State for eight years is that the people of the state have failed to recognize his contribution towards the progress of the state. Amaechi, who spoke at the Annual Lagos Traffic Radio Lecture Series in Alausa, Ikeja, Lagos also accused the incumbent Governor of Rivers State, Nyesom Wike, of driving away investors from the state due to growing insecurity and crime. “The problem with Nigerians is that they forget so soon what someone had done for them. And that was one of my greatest regrets as the Governor of River State for eight years. I served my people but they did not recognise my contribution,” he lamented. According to Amaechi, there was no way one would be encouraged to do more for his people if they did not appreciate what such person had done in the past. The former governor, however, accused Wike of driving away investors from Rivers as he had not been able to tackle rising wave of insecurity in the area, which had led to the plunging of the Internally Generated Revenue, IGR, from N8 billion to N4 billion. “Do you know that people are now migrating away from Port Harcourt? When I was the Governor of Rivers State, nothing like that happened. The crime rate in the state has now increased and the IGR dropped. As the governor, the IGR of the state was at N8 billion. And that was why I have often advised Nigerian public office holders not to play with figures. “I was accused of owing 12 months’ salary but when I left office, I had paid up to 40 percent of the workforce. I believe that all public officers must tell the public the truth always. During my tenure, when my IGR begins to fall, I invite the Commissioner of Police and other security operatives in the state to bring the statistics of crime in the state. “Due to the crime rate in the state, people have started migrating away from the state and the IGR has dropped to N4 billion. The state governor (Wike) now moves like chairman of a council, asking traders and others if they had paid their taxes. But when I was the governor, I don’t engage in that,” he said. According to Amaechi, “Migration is either voluntary or involuntary. But in the case of Rivers State, it is involuntary. They are forced to relocate from the state. The man complained that I am corrupt but I have asked him to go to court but until today, he is yet to bring evidence forward to buttress his claims.” Amaechi also said that the reason Lagos often experience gridlock was due to lack of roads in the state, saying, “How many times do you see traffic in Abuja? And the reason was that it had nexus of roads. There is need for the construction of more connecting bridges across the state.” The minister, in his paper, said as far as mass transportation was concerned, there is evidence to show that inadequacy in transport infrastructure and services had contributed significantly to the prevalence of poverty across various Nigerian communities in both urban and rural areas. He said the problems of Nigerian transport system had varied across various sub-sectors including air, water, rail and road transport in particular. “The challenges confronting transportation in Nigeria are numerous but its greatest failure is attributable to poor governance which several Nigerians have identified, including a former Minister of Transport, Dr . Abiye Sekibo, who noted that “transportation occupies a central position in the socio-economic and political development of any nation” but “successive Nigerian governments have left the transport sector comatose as a result of total neglect”. He listed excessive government monopoly, grounded rail system with inefficient, obsolete and deficient transport policy, under-developed inland waterways, ports and port services, as well as corruption, as being major problems of the sector,” he said. “In achieving our mission of establishing a safe, efficient, affordable and seamless intermodal transport system, we will ensure that we achieve internationally acceptable standards and deploy the available resources in the private sector through public private partnership to build a sustainable transportation system. This goal is realizable and the advantage we have is the political will and incorruptible nature of our Team Leader –President Muhamadu Buhari. The Nigerian Army has yet to pay more than 700 soldiers making up the Armed Forces Special Force (AFSF) who were in 2015 sent to Belarus and Russia for training as snipers to strengthen the fight against Boko Haram. The special snipers were chosen after a rigorous screening that was carried out towards the end of former President Goodluck Jonathan’s administration. They were selected from the Army, Police, Navy, Air Force, and State Security Service (SSS) were flown to Belarus. SaharaReporters learned that each of the sniper- trainees was paid $7,700, which was 30% of their Duty Transport Allowance (DTA), and promised payment of the 70% balance on their return to Nigeria. Several members of the group disclosed that the Army has failed to pay them their outstanding allowances since their return in December 2015. Some members of the AFSF accused senior army officers of seeking to corruptly embezzle their remaining allowances. “May be some of these senior officers are waiting for some of us to die so that they may steal our money,” said one of the special snipers. He added: “Before we went to Belarus, they were supposed to pay our allowances in full. But they gave us 30%, promising that we would get the remaining 70% when we return.” Another sniper chafed at the delay in paying their allowances. “Up till now, we have not seen anything. We came back December 12, 2015. Till now, I don’t know what they are waiting for. They didn’t tell us how much the whole money was, but if they can pay you 30%, which was $7,700, then you do the calculation. The remaining percentage that is left, till now, we are yet to see anything and nobody is talking about it,” he said. Our correspondent calculated the remaining sum to be at least $18,000. One of the trainees said he learned that the Army had not paid the full amount out of fear that some of the trainees might abscond. “We heard that the officers at the top [of Nigerian army] believed that if they gave us 100% of the amount, some of us might not come back. That’s why they had to break that money. Okay, now that you are back, they have decided not to pay the money, because if they wanted to pay the money they would have paid it since.” One member discounted the idea that the failure to pay them was a result of the change in government, from Mr. Jonathan to President Muhammadu Buhari. “The fact that we were paid 30% of the money before we left shows there must have been proper documentation on everything that is related to the payment. So I don’t see why it would be difficult for the incumbent government to approve the payment of the rest of the amount,” he said. The trainer added, “If it is part of the money [former National Security Adviser] Dasuki stole, at least the government has been retrieving money from those who benefited from the cash Dasuki distributed. They should use some of the retrieved funds to pay us the remaining 70% of our allowance. At least we are still doing the work.” Speaking also with SaharaReporters, one of the soldiers complained that members of the Police and SSS who undertook the sniper training did not proceed to Sambisa Forest with soldiers after returning to the country. “The police and SSS members received the initial payment, yet they have not joined us in operations. There is no reason why those of us who are advancing into the forest should not be paid,” he said. “Eight policemen advanced with us but they were later removed. SSS didn’t advance with us although they went for training with us, got the same allowance that we got and nobody is making use of them for this operation,” said the source. He added: “But those of us in the Army, Navy and Air Force, we face the problem of the nation totally. And we that are in the operation, we are facing casualties and there is no plan to balance up our money. According to him, SSS agents who undertook the training were deployed to Aso Rock on their return. One sniper bemoaned the treatment he and others had received. “We were promised that when we come back we would get your 70% of the allowance to make sure that things like house and car would not be our problems. The payment was supposed to give us rest of mind. That’s why we went there and trained hard. We faced the rigorous aspect of the training. All of us did the training to the maximum. “If you were not fit, they discovered from your heartbeat and they returned you. They returned at least two men. We are still fighting with the manual system, but war has gone beyond that. A lot of equipment was given to us in Russia, and they make us different from the conventional soldiers. “This issue of the allowance is serious. We are risking our lives to defeat them [Boko Haram]. Some APC delegates, who allegedly surrendered
their PVCs for patronage are demanding for the
return of their PVCs.
A delegate, who was a victim and does not want
his name in print, told Vanguard that he was
one of the delegates that were summoned to the
residence of a chief along New Lagos Road where
their PVCs were allegedly collected under the
guise that they were taking them to help them
get employment.
He disclosed that when they demanded the
return of their PVCs, they were told that, “it’s
being kept for safe keeping and being processed
for job.”
He said, “We want to bring it to the attention of
the National leadership of our party that some of
our leaders are deploying several means to ensure
that their preferred aspirant wins at all cost.”
“Many of us can no longer live in our houses for
fear of been harassed and intimidated by a
particular leader of our party in Oredo, who has
deployed several means of harassing us each time
we are to see any other visiting aspirant in our
ward or LGA
“Our appeal to the national is that these people
must be called to order, and all delegates must
be assured of maximum security during and after
the APC primaries. A stitch in time they say saves
nine.”
