A strong military is needed to prevent exploitation but what the US is doing now is excessive because they are borrowing money in order to stay ahead of every other nation in the world - money that could be used for things like health care and education is channelled into defence and the only beneficiaries are the defence contractors, arms manufacturers and the private mercenary companies like Blackwater that have started springing up in the US and Europe.

I think Russia was weakened politically after the cold war but only temporarily, hence the entry of US backed puppets like Yeltsin.
