From the Inside: Mondays with Caleb Olonitola HONOURABLE ALABI KOLADE DAVID (AKD), COUNCIL CHAIRMAN OF MANY PARTS The Bariga Council Chairman mean different things to different people, depending on the prism from which he is being considered. To some people, Honourable Alabi Kolade David is a father figure. To some others, he’s Transformer of Bariga & its environment, promoter of good governance, a mentor, a leader, a technocrat, a grassroot manager, team player and to some he's a dream actualiser, true. And yet, to some others, he’s the strict man of integrity, whose focus remain to bridge the gap between dream and reality in achieving a better community and Bariga of our pride, very correct. Sometime in the early days of the administration, Honourable Alabi Kolade indicated that he had come to run an all inclusive government where everyone and anyone will have a say and his/her opinion well attended to in transforming Bariga Local Council. Huge numbers of resident/ associates believe outrightly on the transformation agenda, it took few 6 months to believe in the simple agenda while a little 365 days in office to believe Alabi Kolade led Government has not come to play with respect to his vision for Bariga. On visit, Governor of Lagos State Mr. Babajide Olusola Sanwo-Olu on 14th February 2020, he described the health Center as Grade A and a classic one to the community. However the CMS Primary Health Centre housed loads of standard equipments & departments therein such as maternity wards, consulting rooms, accident and emergency , doctor's quarters, laboratory , standby ambulance , security patrol van , pharmacy as well as X ray machine among others standard equipments in the health Center. National Youth Council of Nigeria (Bariga Branch) has okay her Walk Against Rape set to hold on Saturday 22nd August. Recall the event was initially scheduled to hold on 8th August 2020 but postponed due to the tight scheduled of some of her invited prominent personalities. According to the public Relations Officer Caleb Olonitola "we are set to hold our proposed event tagged Walk Against Rape within our immediate community. The event will house Bariga council chairman Hon. Alabi Kolade David (Chief Host), Wife of Lagos State Governor Dr. Ibijoke Sanwo-Olu, Hon. Kuye Ademorin (MHR), Hon. Rotimi Abiru (LAHA), Hon. Kuponiyi Adeola (Vice Chairman), cabinet members, Legislators, SSAs, Supervisors, Youth Organizations, general public among others. "As youth and useful body we key into the sustainable development goal of the United nation, SDG 5 Gender Equality. It's worth of note that Gender/ Sexual Equality is not only a fundamental human right, but a necessary foundation for a peaceful, prosperous and sustainable community", he said. The meeting which was the first after the outbreak of COVID19 in the country few months ago, the Association led by Honourable Alabi Kolade David was back on working effectively to position ALGON to its benefitted height. According to the National President Alabi Kolade David, "Our efforts towards rebranding the narrative of ALGON positively remain unchanged", he said. ALABI KOLADE DAVID AT THE ASSOCIATION NATIONAL EXECUTIVE COUNCIL MEETING HELD ON THURSDAY 13TH OF AUGUST, 2020 IN ABUJA. Honourable Colleagues, all praises to Almighty God for His mercies and continued benevolence to have seen us through the CORONA VIRUS PANDEMIC that plagued our Nation in the last 6 months or so! Let me also acknowledge the tremendous Grace of Allah that has enabled us to observe the Eid-Il-Kabir in good health!! It is on that note that I warmly welcome you to Abuja for yet another NEC meeting. My beloved Colleagues, when the mantle of leadership fell on me by the grace of God and your exceptional show of love towards me, I promised to change the narratives from the unpleasant doldrums to raising the bar for effective beneficial governance at the grassroots. ALGON HOUSE I profoundly acknowledge with deep appreciation, our legal team both external and internal for their professional dexterity to retrieve the ALGON HOUSE here in Maitama-Abuja by a unanimous decision of the Hon. Justices of the High Court of Abuja. Their conclusive words in their judgment are damning of the high level fraud perpetrated against the body of ALGON. EUROPEAN UNION We have equally maintained our follow up, collaboration and synergy with the United Cities and Local Governments-Africa, (UCLG Africa) and that of the European Union have been established. I wish to further bring to your notice some other concerns already placed in the front-burner for Local Councils to be treated as "State Actors" before the Federal Government for consideration and upward review. ALGON as well as other members of UCLG Africa, having been recognized as State Actors, have the unique opportunity to now participate in the dialogue with the EUD, representatives of the Federal Government in the formulation and execution of agreed programmes. The consultant, if time permits, will brief NEC on progress so far. REVIEW OF ALLOCATION FORMULA We have also been invited to present our memorandum on the review of Revenue Allocation Formula by the Revenue Mobilization Allocation and Fiscal Commission (RAMFAC) Review of the fiscal Revenue Allocation Formula viz – a) FEDERAL GOVERNMENT: 52.68%. b) STATE GOVERNMENT: 26.72%. c) LOCAL GOVERNMENTS: 20.60%. We have so much in our hands to contend with and the paltry sum allocated is grossly inadequate!! ALGON INVESTEMENTS The Nigeria Investment Authority "NSIA" Seed Capital of $1.25Billion with current ownership structure which is as follows: a) Federal Government: 45.83%. b) State Governments: 36.25%. c) Local Governments: 17.76%. Also not forgetting our shareholding structures in The Nigeria Delta Power Holdings LOCAL GOVERNMENT RECOVERY Many thanks to Dr. Okey Odey whose zeal, propensity and determination to retrieve our accruable Paris Club Funds over the years from the Federal Government to ALGON indeed is commendable with assurances that all shall be well very soon. The consultant is also here to give us a brief. IN CONCLUSION I also quip to advise that we take advantage of the proposal of the consultant, Dr. Kingsley Esegbue on TV Licenses Fees collection services lucidly enumerated to improve our Internally Generated Revenue at the Local Governments, more so with our lean purse caused by this new-normal brought about by Covid-19 Pandemic With all intent and purposes, I am assiduously deploying all reasonable, diligent and legal means aimed at the aforementioned instances, secure the release of ALL accrued benefits over the years to the Local Governments throughout the Federation. By Caleb Olonitola LASG Distributes Relief Package to Indigents Pregnant Women in Somolu/Bariga. Lagos State Governor Mr. Babajide Olusola Sanwo-Olu through the Office of Civil Engagement has distributed relief package to the indigent pregnant women in Somolu Local Government & Bariga Local Council. The program held on Tuesday 4th August 2020 at Bariga secretariat was well attended by pregnant women from different communities within Somolu-Bariga. Recall one of the responsibilities of Lagos civil engagement department remain to bring all state government opportunities down to the local level in assisting the efforts of the Council Chairmen. However, the purpose of the program was to orientate pregnant women on reasons to always consume balance diet at all time to assist the unborn kid cognitive growth. The scheme tagged Mother, Infant and Child (M.I.C.H) Programme. The representative of the Civil engagement said the M.I.C.H programme is a component of the ‘Womb to School’ initiative, which is a basket of social services initiated by the Office of Civic Engagement. Honourable Kuponiyi Adeola Zainot who represented the Chairman Honourable Alabi Kolade thanked the Governor of Lagos State, First Lady as well as Office of the Civil Engagement for the wonderful program to the pregnant women in Somolu/Bariga. She added that the CMS primary health centre built by the Council Chairman Hon Alabi has been one of the resourceful place for our pregnant women for their antenatal test among all other necessary tests & checkup because health is wealth. In attendance were: Lagos State Officials, Honourable Kuponiyi Adeola (Vice Chairman), Hon. Kazeem Babalola (Supervisor on Health), MOH Bariga, MOH Somolu, medical practitioners, HODs, SSAs, S.As among others.

Re: Who Succeeds Osinowo in Lagos East?. Our attention had been drawn to the article of a popular newspaper “ THE NATION" titled: “WHO SUCCEEDS OSINOWO IN LAGOS EAST?” published on June 23rd, 2020. Even though we are still mourning the passing away of our late benefactor and leader, Senator Bayo Osinowo. The article clearly is an indicator that high level consultations and politiking had began in the quest to find a suitable candidate for our great party that will succeed our dear Peperito at the senate. The article on "who Succeeds Osinowo in Lagos East", mentioned Chief Lanre Rasak, KLM as the most qualified, matured and experienced person to represent the lagos east senatorial district. We strongly believe such position remains the thought and imagination of the writer and cannot reflect the appropriateness of the good people of Lagos East at large, we also feel at this stage in our political sojourn efforts should be geared at putting forth vibrant, experienced and more importantly a youthful representative as such, it is disservice to mention someone aged, with no legislative Experience as the only candidate who is fit to represent Lagos East in the red chamber of the National Assembly. Interestingly and to set the records straight, we all are aware that Senator Anthony Adefuye at the age of 46 became a senator, Senator Olorunimbe Mamora became a senator of Lagos East in 2003 at 50 years, Senator Ganiyu Olarenwaju Solomon got elected a Senator in 2007 at 48 years, Senator Musiliu Obanikoro was 46 years a Senator in 2003 and Senator Solomon O. Adeola (Yayi) in 2015 got elected at 45 years. etc. The recent of it all is our proactive Governor, Mr Babajide Sanwoolu who just clocked 55 and our well-articulated Speaker representing Surulere, RT. Hon. Femi Gbajabiamila who is now 58. They have all been instrumental to the growth and development of this nation at large and not bench warmers. Therefore, it is agreeable that Lagos East senatorial district needs someone with criteria as follows: 1. Someone within the age bracket of 35 to 55 years, a party loyalist with capacity, character and competence, *who is ranked first out of many 2 A person with grounded legislative experience, policy formulation and implementation, friend of all, accessible, youthful and useful to the populace. 3. A team player with legislative knowledge who can set the ball rolling with little or no guidance, as there should be no room for freshers or learning on the job. 4. A marketable candidate whose loyalty has been tested and trusted by the party and not a technocrat or individual who isn't known or involved in the progressive movement of our dear party before now. We cannot but agree that Lagos East Senatorial district have productive, experienced and competent leaders within the age bracket mentioned above, who can be given the mandate to continue transforming the representation of Lagos east Senatorial district at the upper Chamber positively. To mention but a few are *Hon Dayo Alebiosu (former member House of Representatives, Kosofe), Hon Jimi Benson (Member House of Representatives, Ikorodu), and probably Hon Segun Olulade Eleniyan (former member Lagos State House Of Assembly, Epe) and other capable hands* that can be suggested with capacity and character marketable to the populace. Conclusively, We crave the indulgence of the party leadership to consider the above recommendations towards picking the right individual whose brand is marketable to all and can stand to defeat any candidate from the opposition. We so much believe that our leader, the political strategist, *Jagaban of Africa Asiwaju Bola Ahmed Tinubu* will understands the importance of choosing a person of attributes above as replacement for our late distinguished Bayo Osinowo. Our development in Lagos East remains our concern and we do not see our senatorial district divisible by any means whatsoever. We therefore opine that our voice should be led by an intelligent, Progressive, loyal and well experienced youthful personality who will deliver democratic governance to the people. It was very unfortunate as the alledge mission of Lagos State Transition Committee Chairman Comr. Odunuga continue to gain more limelight in putting Local Chapters within the State into crises of self interest ahead of the State Congress. According to eyewitness, the alleged illegal innauguration which took place at Somolu Local Government in the presence of NYCN State Leaders witnessed different opinion turns rift from Youth but the situation was not managed carefully. Our source learnt the former Chairman of Youth Council Somolu Chapter Comrade Martins Abiodun reportedly raised a valid point of order for the available of leaders from the state to be aware of the impending error and injustice they will do to the existing excos and the youth at large if they actually went ahead with the innauguration. The inauguration turn violence when Comrade Martins Abiodun was assailed in the hall by alleged thugs. According to our reporter "Martins was held by his trouser dragged out like a dog, his insistence on witnessing the whole scenes or not to be touched further infuriated the thugs and Martins was beaten up with heavy blows and slap. Some of the Youth Council leaders presented at Somolu Local Government on Friday 19th June 2020 includes Comr. Odunuga, Comr. Gbadebo, Comr Qudus, Comr. Obama, Comr. Alex Akin and Comr. Aphixco. One of the Youth said "Mr. Dele Afọlábí the Chief of staff to Somolu Local Government Chairman had instructed the 'good boys' to beat, molested and violently dismissed a youth leader , Comrade Martins Abiodun." The question is what is the future of Youth Council in State and its Chapter if Comr. Odunuga and his Co Team continue with their ways of defrauding Local Chapters by act, Interfering in Local Chapters affairs and plotting to back particular candidate at the forthcoming Congress!!!

THE DEMISE OF A RARE GEM- ALGON NATIONAL PRESIDENT COMMISERATES WITH PEPERITO'S FAMILY! How cruel can death be at this material time? The National President of the Association of Local Governments of Nigeria (ALGON), Hon. ALABI Kolade David symphatizes with colleagues, families and friends particularly Lagos East Senatorial District upon the demise of Distinguished Senator Adebayo Osinowo a.k.a "Peperito". Hon. Alabi in his short statement through his Media Office said, " we are still in shock and saddened about the death of a rare gem, Peperito, an inspiring leader who used his voice as a legislator to speak on behalf of his people. His untimely death has left a mark of "real courage and leadership skills worthy to emulate by all." Before his demise, he was a true and noble friend of the people of Lagos East. He was one of the very few people that fought for democratic rule, and always on the front-line. Indeed, we loved him and will be greatly missed but Allah loved him most. The Association of Local Governments of Nigeria (ALGON) National President, Hon. Kolade Alabi celebrates this historic day with Nigerians as he urges them to be supportive democratic governance at all times. In a brief statement released this morning through his media office, the ALGON National President said, "Democracy, ever since1993 mirrors more in our country". He quipped to make reference to Theodore Roosevelt, who in one of his sayings opines that, "A great democracy must be progressive or it will soon cease to be a great democracy". To prevent this, Nigerians need to be more supportive and law abiding at all times to the Governments at the Federal, State and Local levels in order to achieve a progressive democracy with monumental developments in the country. As a continuous exercise to ease the burden on residents during this Government lockdown to prevent the viral spread of Covid19 in the Country. Bariga Local Council Chairman Honourable Alabi Kolade David further its distribution of food packages to the Vulnerable, Widow and less-privileged persons within the community as stay at home continues. Saturday 18th April 2020, again the distribution train touched down at 5000 households in Bariga Local Council, the relief package distributed includes Rice, Beans, Garri, Semovita Coordinated by Bariga Youth. Recall that the first batch of the palliatives was distributed exactly a week ago, the chairman , and his Vice, Hon Adeola Kuponiyi, gave out palliatives to people of Ago Egun community in Ilaje and Pedro compound, also visited Igbehinadun primary school and Omo Alade Alafia street. The major stakeholders like the CAN, Muslim community, CDAs, Traditional chiefs were also not left out, top council officials also took the gesture to streets across the council to cushion the effect as directed by the chairman. The purpose of the Phase 2 relief package distribution was to accommodate more vulnerable residents which were not part of the first phase. #StayhomeStaySafe. Recall a publication with respect to the distribution of the relief package was made online while names were collated both Online and Offline through physical movement from household to household and the distribution went peacefully across the Local Council. While commending the ongoing relief packages initiated by the present Government led by *Hon Alabi Kolade*, the beneficiaries advocated that the relief package sharing has brought indeed relief to some households who has not benefited at all since inception of the stay at home order by Federal Government. One of the beneficiaries, a resident of Kusa Street Ward A Mrs. Okesanya was full of praise to the Chairman's saying the palliative was timely in reducing the negative impact of the coronavirus pandemic. Also speaking with resident at different Wards, appreciated the Council Chairman for his kind gesture and good qualities that he has shown to all regardless of it plights, they pray that may Almighty Creator continue to strengthen him to do more. Coronavirus : Badmus Opeyemi Development Initiatives Visits Akire, Sensitizes, Sanitizes People, Donates Relief Materials Yesterday , Badmus Opeyemi Development Initiatives popularly known as BODI took its “War Against Coronavirus Sensitisation Train” to Irewole Local Government area of Osun State. BODI firstly visited Akire of Ikire, Oba Olatunde Falabi III in His palace to kick start their activities and receive royal blessings from Kabiyesi before proceeding to town. The leadership of BODI moved around the town, residential areas and market places to distribute relief materials, food stuffs, hand washing bowls, hand sanitizers , washing soaps, gloves, nose masks. The movement also conducted simple medical check ups by checking people’s body temperature with digital thermometers. BODI team used the avenue to sensitize people on “step to stay safe” from the pandemic disease, COVID-19 popularly known as Coronavirus . They as well placed washing hand bowls, soaps and sanitizers at different strategic places within the town. People while reacting to the initiatives felt excited and encouraged BODI to keep the good work going and as well prayed for BODI team . “Let’s stay safe; Let stay at Home”, Mr Badmus Opeyemi, the leader of the BODI team reiterated .

BARIGA LOCAL COUNCIL UPDATES AND THE GOVERNOR VISITS BARIGA ...Commissions PHC, School, Buses and Roads ...Promise Bariga A Special Adviser ... To construct St Finbars, Jagunmolu, Diya and Soluyi street. Governor Babajide Sanwoolu on Friday, commissioned a state-of-the-art CMS Primary Health Centre built by the administration of Hon Kolade Alabi , the chairman of Bariga local council.. The commissioned CMS Primary Health Centre completed with maternity wards, consulting rooms, accident and emergency , doctor's quarters, laboratory , standby ambulance , security patrol van , pharmacy as well as X ray machine alongside three blocks of classrooms , 24 toilets, school hall , Thomas drive , Famosa Lane, Ademolu street , Egberongbe street , Olusegun lane, Jolaosho, Adeyinka Osijo and network of 5 roads of Ewenla, Adetoke, Omobokun, Emmanuel Church street constructed at Apelehin area of Bariga , free public school ride( one more to be purchased in a month's time ) , buses for CAN, Traditional Chiefs, Market men/ women, and two staff buses were the other milestone projects completed by Hon Kolade Alabi. Earlier before the arrival of the governor , the Commissoner for Local Gorvement and Community Affairs, Dr Wale Hamed and Senator Anthony Adefuye commissioned the bus acquired for the Christian Association of Nigeria ( Bariga chapter), Market men/ women and the Bariga traditional chiefs. The Governor , Mr Babajide Sanwoolu, alongside his deputy Dr Obafemi Hamzat, Mr Muri Okunola (HOS), Dr Wale Hamed ( commissioner for local govt and community affairs ) Special Adviser works , and other state executives and officials were welcomed amidst cheers from thousands of Bariga residents scattered across Ilaje Area where the Primary Health Centre was located. He and his team were welcomed by the host chairman, Hon Alabi, his Vice, Hon Adeola Kuponiyi, Bariga legislators, excos , Mr Olufemi Ogundeko( CM) and other management staff , Hon Rotimi Abiru( LAHA member Somolu 2) , Hon Rotimi Olowo ( LAHA member Somolu 1), Hon Ademorin Kuye ( Reps member Somolu ) , Senator Anthony Adefuye, Hon Sesan Olanrewaju, Hon Wole Diya , Hon Wale Mogaji, Somolu Bariga Apex leaders , Revd Timothy Oyasodun , Hon Gbolahan Bagostowe, ward chairmen ( somolu and Bariga), other party leaders, youths and women, after which he was taken round the health centre for the commissioning. He was afterward taken to Gbagada Girls Junior High School , where he also commissioned 3 blocks of fully furnished classrooms, 24 modern toilets, a hall and a recreation Arena. The students trooped out of their classes with the chanting of the governor's name, raising white flags with Lagos state logo and also honoured him with cultural display "The governor in his words said "We are very grateful to Alabi on the good works he is doing in Bariga especially in the area of health care and education, and the children will surely get quality education and brighter future with this educational facilities" The last point of call for the governor was the network of roads constructed at Apelehin, the ward F area of Bariga , the five newly constructed roads are Adetoke street, Omobokun street, Ewenla street , Community street and Emmanuel Church street. Before the advent of this administration the area was been referred to as mosquito village , this was due to the level of decadence associated with the area, but now referred to as Transformation city after his intervention. Speaking at the Ewenla end of the road, Hon Alabi said he decided to bring succor to the people of the area after his ward tour on assumption of office. The council chief eulogizing the governor said the 21 roads in which 18 has been delivered so far by the administration, was to complement the 11 roads under construction and nearing completion by the administration of Mr Sanwo-Olu. The council boss said Governor Sanwo-Olu facilitated the completion of the inaugurated roads, noting that the Governor, after listening to the council’s complaint, immediately mobilised contractors handling the projects back on the sites. “Bariga LCDA has been benefiting from the magnanimity of Governor Sanwo-Olu. I recall his efforts towards the completion of some roads that has been abandoned in Bariga by the State, I made a complaint to him about the neglect of the roads and he immediately approved that the contractors should return to sites to ensure the projects are completed, and they are nearing 80 percent now Alabi said the usefulness of the projects to the people demonstrated the capacity of the council to transform development programmes in the grassroots.. The Governor while addressing the mammoth crowds present at Ewenla, said Alabi has demonstrated a good leadership qualities , as this was the first local government he will visit and made full tour and he was indeed happy with what he saw. “Hon. Kolade intervened in education sector with the building of three modern classroom blocks in Gbagada Girls Junior Secondary School, build 24 toilets, hall and donated buses to carry the pupils free of charge. He also intervened in infrastructure, given all the roads he has built for the people of Bariga. This is a real transformation of a local government and I will use this good example in Bariga council as a point of contact to other local council chairmen.” says the governor . As a reward for the quality of projects delivered, and it will also serve as his valentine gift to the people of Bariga , Sanwo-Olu promised to appoint a Special Adviser from Bariga Local Council to support the State Government’s effort in driving more development at the grassroots. He charged other council chairmen to emulate the example set by the Bariga council boss, saying their social programmes and capital projects must address the welfare of their residents ”As a Government, the quality of projects we have inaugurated today demonstrate our commitment to lifting people at the grassroots and show them that our labour is to improve their well being. We will be starting massive rehabilitation of St. Finbar’s Road, we will be rehabilitating Jagunmolu Street, Diya Street and Sholuyi Street” He concluded by telling the chairman that the reward of hard work is more work .
