Violence in parts of North-western Nigeria has forced an estimated 23,000 persons from the area to seek safety in neighbouring Niger Republic in one month, the United Nations Refugee Agency (UNHCR) has said.
The agency said the number of fleeing refugees from the region to Niger Republic has increased to more than 60,000 since the influx began in April last year.
PREMIUM TIMES had reported last year how 40,000 Nigerians had migrated to Niger as a result of killings and kidnap for ransom crises in Nigeria.

The UNHCR spokesperson, Babar Baloch, at a press briefing at the Palais des Nations in Geneva, on Wednesday, said since April 2019, 25 per cent of the refugees who fled from relentless attacks by armed groups came from Sokoto, Zamfara, and Katsina states of Nigeria.
The details of the briefing were made available via a statement sent to PREMIUM TIMES.
Mr Baloch said many of them have sought refuge in Maradi, the second largest city in Niger.
He said as a result of insecurity at the border region in Nigeria, an additional 19,000 Niger nationals have become displaced inside their own country.

The official also said the humanitarian agency is concerned about the influx of the refugees, “mainly desperate women and children, following the deteriorating security and attacks inside Nigeria’s Katsina, Sokoto and Zamfara states, also the risk of armed incursions spilling over into Niger.”

He also raised concern over the non-precautionary measures taken at the borders to check the refugees “despite border closures due to COVID-19.
“An estimated 23,000 people sought safety and security in Niger last month (April), as a result of the ongoing violence in parts of north-western Nigeria. This takes the total number of refugees fleeing that part of Nigeria to take sanctuary in neighbouring Niger to more than 60,000 since the first influx, in April last year.

“Since April 2019, people have fled relentless attacks by armed groups in the Sokoto, Zamfara and Katsina states of Nigeria. Most found refuge in Niger’s Maradi region.
“Fearing and fleeing the same insecurity in the border areas, an additional 19,000 Niger nationals have become displaced inside their own country.

“Many have also been caught up in the clashes reported being blamed on farmers and herders of different ethnic groups as well as vigilantism. Some 95 per cent of the refugees have come from Nigeria’s Sokoto state, rest from Kano, Zamfara and Katsina states. Mr Baloch said.
To address the violence, the Nigerian Air Force (NAF) launched operation “Tsaftan Daji” (Clean Forest), to flush out the armed bandits in the North-West. The army also has an ongoing operation in the region.

Various state governments in the North-west, including those of Zamfara, Sokoto and Katsina, are also negotiating with the armed bandits and have done prisoner swaps with them. The swaps have involved the release of arrested armed bandits in exchange for tens of persons kidnapped by the bandits.

President Muhammadu Buhari had directed the Nigerian Army to join the police to flush out bandits from forests around the country, particularly in Plateau and Sokoto states.
Relocation of Nigerian Refugees
Mr Baloch also said the UN is working closely with authorities in Niger to relocate at least 7,000 refugees to safety.
He added that the UNHCR would continue the biometric registration of refugees to better assess their social needs.

“We are working closely with authorities in Niger to relocate at least 7,000 refugees to safety, in villages 20 kilometres away from the border, where water, food, shelter, access to health and other essential assistance can be provided. This will also enable to ease the pressure on host communities in border areas, where basic infrastructure and services are lacking.

“UNHCR needs to continue biometric registration of refugees to better assess their needs and lead the humanitarian response. Discussions are also ongoing with the authorities to recognize on a prima facie basis the refugees fleeing Nigeria and arriving in the region.”
Violence far from Lake Chad crisis
The UN said the violence in the region is not directly linked to armed groups operating in the Lake Chad and in the Sahel.

It, however, added Maradi to other areas in Niger struggling with insecurity, including in Diffa, Tillaberi and Tahoua, a situation it said was further straining humanitarian actors’ financial resources and their capacity to respond.
PREMIUM TIMES had also reported that a London-based research group, Conflict Armament Research (CAR), in January revealed arms used in the farmers/herders conflict in North-West Nigeria came from the same source as those used by the terror group, Al Qaeda, in Mali and other Sahel countries.

In paper, Professor Ibrahim Agboola Gambari’s choice as Buhari’s Chief of Staff is so far the regime’s most luminous appointment. Gambari is undoubtedly one of Nigeria’s most credentialed and globally visible citizens for whom the position of Chief of Staff to the President is actually a positional, even symbolic, downgrade.
Ordinarily, the office of the Chief of Staff to the President is informal, discretionary, and of no consequence. Its inconsequence is underscored by the fact that the constitution does no recognize it and does not require the president to appoint anyone to perform its duties. That was why Umar Musa Yar’adua didn’t have one.

The only reason the position of CoS to the President has become uncharacteristically visible in the last five years is that Buhari is both too cognitively incapacitated and too splendidly incompetent to function as president, so he needs a proxy or, as I pointed out in my April 22 status update, “a babysitter, a political and intellectual babysitter.”

As a military dictator, Tunde Idiagbon was Buhari’s political babysitter from 1983 to 1985. The late Salihijo Ahmad’s Afri-Projects Consortium (APC), was “the sole manager of the PTF projects,” according to Ray Ekpu’s June 5, 2018 article titled, “Petroleum Trust Fraud.” In other words, Buhari couldn’t even manage a government agency as small as the PTF without needing babysitting. Of course, most people know that since 2015 until his death, Abba Kyari was Buhari’s proxy.

Mamman Daura, on whom Buhari is intellectually and emotionally dependent, “created” Abba Kyari for Buhari but Kyari later grew into a Frankenstein that almost devoured his “creator.” Daura wants no repeat of that and sees a potentially dutiful factotum in Gambari who was Buhari’s external affairs minister from 1984 to 1985.

He seems like a person who would do a good job of concealing Buhari’s cognitive and mental infirmities from the public and from government officials, which is what the position of CoS to Buhari has now been reduced to.

Although Gambari has intimidatingly impressive academic and professional credentials, he has no reputation for lofty, high-minded principles, which explains why he would even accept this position, which relegates rather than elevates him.

He defended IBB’s ruinous invalidation of the June 12 presidential election, justified Abacha’s heartrending judicial murder of Ken Saro-Wiwa and other Ogoni activists, and, according to the New York Times of Oct. 5, 1997, opposed something as innocuous as a planned renaming of a New York street after the late Kudirat Abiola who was murdered in cold blood by Abacha’s junta, which Gambari served.

He also evinces what I call the overzealousness of the identitarian periphery, by which I mean people who are on the margins of a desired identity tend to go overboard to assert their membership of that identity in order to impress people who are rhetorically constituted as the core of that identity.

Gambari is an Ilorin prince, but his middle name (and the name by which his close family members call him) is Agboola. “Ibrahim” is just for show. Although he traces patrilineal descent from the Fulani, he is culturally (and obviously genetically) Yoruba and doesn’t look anything like a Fulani man, yet Yoruba people won’t accept him as one of them.

He’s on the geographic, symbolic, and cultural fringes of western and northern Nigerian identities, but he identifies as, and indeed is, a northerner. People who know him say he works excessively, if quietly, hard to prove his “northernness” through exaggerated subnationalist gamesmanship of the kind that someone from Kano or Sokoto with a similar educational and experiential exposure as he would find a little too extreme.

People like that are often happy and willing tools of puppeteers who come from the identity they want to be seen as central to but to which they are marginal. My sense is that he won’t be nearly as powerful and as influential as Abba Kyari was for as long as Mamman Daura is alive.

The only silver lining I see is that he probably won’t be as lazy as Abba Kyari was. Kyari was an indolent, self-absorbed presidential gatekeeper who allowed files that required urgent presidential attention to gather dust and who attended only to issues that feathered his nest.
I hope Gambari would at least bring his considerable experience to help lubricate the rusty wheels of governance even while doing the bidding of his benefactor(s).

Bukky undressed and removed her makeup while Vivian washed her small body under the flowing shower. Bukky was surprised at how thorough she seemed to be, even when shampooing her hair. Her grandparents had done a superb job teaching her.

"Here's a towel, Vivian. Let me jump in while the water is warm."

Five minutes later, Bukky emerged refreshed and squeaky clean. Vivian was waiting for her.

"Mummy, when I get big, will I look like you?"

"No, you will be much prettier than me."

"I want to look like you."

"Sweetheart, you will always have fair skin and light hair. I will always have darker skin and black hair."

"Did you know my first mummy?"

"I'm sorry but I didn't know her."

"Victoria said she was very nice and that Jesus took her to live with Him in heaven."

Onome, Roli and the guys arrived at the Zuddy restaurant and bar, just a few doors up and across from Mama Caro’s joint.

After several minutes of banter on what they wanted. Football players always went for the heavy meat, and he was hungry.

Roli asked, "Ike, why did you pledge Goldies Club? I'd think you football players are too busy with your sport and trying to stay in school than to fool with us."

"It was a tough decision but I needed some comic relief from all the studying and practice. Dele and the brothers seemed to be a fun bunch of guys."

"Speaking of fun," Dele said, "Dayo's been talking about the video all week. He said you're doing it in multiple sessions starting Monday. He and Bayo had some hard words about it When Nike was over this week."

Why was Saidat acting as if she owned him? The earlier she understood that everything between them was casual, the better for her.

At the close of work, Tosin came to meet him.

“I’ll be coming over this evening,” she said.

He smiled at her. “You’re always welcome, Tosin darling.”

Truly, she left for her place but soon came to meet him in his place. To his surprise, she came with a luggage.

“I’ll be staying here for a while,” she announced.

Just like that! She did not even discuss with him that she would like to move in. his heart raced.

Tosin’s seeming permanent stay would affect many things. One, it would foreclose any reconciliation between him and Gloria.

Two, it would mean he would no longer be able to bring any other lady to the house. Three, it meant the relationship between him and Tosin might go deeper than he had envisaged.

“Do you have any problem with that?” she asked, staring at him.

“Oh, no, no.” He tried a smile. “Of course, you’re welcome. My home is your home. You are welcome, my darling.”

He kissed her to show that he had no objection whatsoever to her stay.

“Now, we have to eat something,” she said. “I’m famished.”

“Yeah, I’m hungry too.”

“The idea of eating out is not the best. I’ll be cooking henceforth.”

He seemed pleasantly surprised. “That will be a good thing.”

“Yes. But for the evening, we will eat the food I brought.”

“You brought food?”

She nodded and brought a food flask from the polythene bag she had brought along. Inside the flask was jollof rice and fried chicken.

She took it to the kitchen and poured the content inside a plate. She put two forks and two spoons there. They would be eating from the same plate. She put the plate in a tray and was back in the sitting-room.

They soon started eating.

“You prepared this?” he asked unnecessarily. “It’s very delicious.”

“Thanks.”

As they were eating, the bell rang. He had to suspend the eating. “Excuse me, let me see who’s at the door.”

He moved to the door to open it and was surprised to find Saidat there.

“Hello,” he greeted.

“Hi.” Even from the doorway, she could see the lady visitor that he had eating at the dining table.

“I … I have a visitor,” he said. “Come in.”

“I just came to tell you that the landlord will like to see you.”

“Hmn? No problem.”

She shrugged. “Bye.”

He nodded. “Bye,” he replied in a mumble. Saidat turned and left. Well, that was quite dramatic of her. Not too long ago, her tone was caustic on the phone.

Now, she behaved as if nothing had happened and she had only come to deliver the landlord’s message.

He returned to the table where they were eating.
“Who and what was that?” Tosin asked.

“It’s the landlord’s daughter. She said the father will like to see me.”

“Landlord and their palaver,” she hissed as she continued to eat.

“Maybe NEPA has brought the electricity bill,” he opined.

The remaining part of the meal was done in silence. After she cleared the table while he went to get two bottles of malt from the fridge. He was just putting them on the stool when she rejoined him.

“You enjoy yourself,” he said. “I’ll go and see the landlord. He stays upstairs.”

She grinned and nodded. “Okay.”

He left his flat and went to the staircase. He could see Saidat standing on the first floor by the rail. She moved to him as he approached.

“Is he in the sitting-room?” he asked.

She shook her head. He was surprised. “Has he gone out?”

Again she shook her head. “This is where to go.”

She held his hand and took him to the door of a room nearby. He stopped.
