Barely two days after his convoy was involved in an accident that led to the death of a former President of the Academic Staff Union of Universities (ASUU), Prof. Festus Iyayi, Kogi State Governor, Idris Wada, has approved the re-construction of the Lokoja- Okene Road at the cost of over N2 billion. The road, running through Lokoja metropolis, belongs to the federal government and is one of the failed roads littering the state capital. The accident that claimed Iyayi's life happened at Banda village, a few kilometres outside Lokoja, while the governor was returning from an official engagement in Abuja. Other roads also to be constructed include Idah and Egbe township roads. The state Commissioner for Information, Mr. Yabaji Bologi, told journalists yesterday, after the state executive council's meeting that the council also approved the establishment of the State Road Maintenance Agency (KSRMA), which has been given N332 million as a takeoff grant. The Inspector-General of Police, Mr Mohammed Abubakar, on Wednesday assured the people of Anambra of adequate security during the Nov. 16 governorship election. Abubakar gave the assurance in Awka at a forum of the Independent National Electoral Commission (INEC) with political parties, candidates and stakeholders. According to Abubakar, DIG Philemon Leha, in charge of operations, will supervise security during the poll and report directly to him. “There will be a joint security operation room at the Police Headquarters, Awka, where we will receive information on security across the state,” he said. The police boss said that INEC had all the identification details of all the police officers deployed for the election. Abubakar said that two battalions of fully armed policemen would be deployed to each of the three senatorial districts of the state apart from police officers deployed to polling units. According to him, in each of the zones, a commissioner of police and an assistant-inspector-general of police will take charge as well as security agents from the State Security Serrvice. “We have also deployed troops from the Nigerian Army for the three senatorial districts with more than 10 armoured personnel carriers and other vehicles while two helicopters would be provided by the Nigerian Air Force. “The marine police and Navy will take charge of the water areas,” Abubakar said. Former chairman of the Economic and Financial Crimes Commission (EFCC) and APC chieftain, Mallam Nuhu Ribadu, has taken a swipe at the country’s leadership by the ruling Peoples Democratic Party (PDP), insisting that change was needed. Speaking to newsmen in Katsina yesterday when he paid condolence visit to Governor Shehu Shema over the death of his father, Ribadu said ruling PDP had failed in all ramifications and said that APC would ensure justice and fairness. “PDP leadership is a total failure. It has failed to provide opportunity to people to serve to the best of their interest,” RIbadu said. “We are confident of recording success. We are making consultations and we are optimistic that APC will confront the ruling PDP. Consultation is on as we have visited some key governors. APC will defend the interest of all Nigerians and is open to all without differences.We intend to talk to everybody,” he added. Few weeks after BBM service was introduced to Android phones, the initiative has adversely affected the demand for Blackberry phones. Some dealers who spoke with P.M.NEWS BusinessWorld lamented the drop in sales of BB phones now that the BBM service is no longer exclusive to BB phones. Bayo, a dealer who attests to this development said many phone users now prefer android to BB. ‘‘Before now, the use of Blackberry has different hitches and because there was no serious competition, people still rush to buy them. Considering the functions of Andriod phones, I won’t even advise anyone to buy it again because the Andrioid phones have so many applications and advantages that Blackberry does not. For example, you cannot skype on Blackberry but you can do so on other Android phones. BB phones are even very expensive to maintain unlike Andriod phones. Another dealer, Caleb Sonia said, “I applauded the extension of BBM to Androids but the thing I don’t like is the fact that so many people have spent money trying to get Blackberry phones and now, those that didn’t strive for them then are now getting the same opportunity. For example someone with N15, 000 can equally get the same opportunity with someone that purchased his BB phone for N80,000. You know how many girls have gone out of their way to get one. Those that bought theirs for substantial amount of money are getting the same benefit,’’ he said. A phone dealer at Ogba who gave her name as Judith said though the demand had dropped before the introduction of BBM into Android phone, she stressed it is more visible now. “ Not that people do not like Android phones before now, Android phones have many applications that Blackberry do not have, but then Android phones were considered very expensive, while the users couldn’t ping. But now people are not bothered by the price as it has what they are looking for,” she said. Opeyemi said his decision to buy android phone was not necessitated by the BBM service but the fact that BB phones are fragile while the battery sets are not durable. The political standoff between Governor Rotimi Amaechi and President Goodluck Jonathan has assumed a dangerous dimension with the federal government now deliberately sabotaging the effective partnership between the Nigeria Governors’ Forum, NGF, and the Bill & Melinda Gates Foundation to eradicate polio from the country. Bill Gates has through his Foundation been involved in several interventions for the eradication of polio in Nigeria. On February 1, 2009, Nigeria’s 36 governors met with the American billionaire businessman to seek his assistance at a time Nigeria and India accounted for 90 percent of polio cases globally. A Memorandum of Understanding was later signed between the Gates Foundation and the Governors’ Forum, with both parties having now consistently worked together in the past four years, with polio cases dropping drastically nationwide. But PREMIUM TIMES can authoritatively report today that the Federal Government, as a way of getting at Governor Amaechi, has activated a series of moves aimed at destroying the partnership between the NGF and the Gates Foundation, which has no doubt provided the most effective offensive against polio in Nigeria. In what is clearly an abuse of power, the presidency has instructed the Federal Ministry of Health to fence off Mr. Amaechi and officials of the Governors’ Forum from a ceremony in Abuja on Monday where Bill Gates and Nigerian officials will present awards to governors of states which won the 2012 Immunisation Leadership Challenge instituted by the NGF and sponsored by the Gates Foundation. The NGF initiated and coordinated the immunization awards in 2011, with support by the Gates Foundation to reward states which committed more time and resources to stopping the transmission of polio virus and strengthening immunization services. The first edition of the awards saw Ondo, Cross River, Kogi, Anambra, Borno, Zamfara and Niger states coming first to seventh place respectively. Each of the states is to be celebrated at the event and awarded a $500,000 grant for health related project. But the leadership of the NGF, which initiated and facilitated the entire award process, has now been blocked from attending, in what a presidency source said was a ploy to further ostracize Mr. Amaechi and cut off Mr. Gates and his foundation from further interacting with the NGF. Rather than the NGF secretariat and the National Primary Health Care Development Agency, NPHCDA, coordinating the event, the presidency has taken control and has, apart from the seven winning states, invited the governors of Yobe, Taraba, Bauchi, Sokoto, Kebbi, Katsina, Kano and Plateau to the programme. Effectively blocked from attending are Mr. Amaechi, who ordinarily should be there in his capacity as chair of the NGF, and under whose leadership the programme was initiated and executed; Asishana Okauru, the NGF’s director general, who facilitated the programme but who should even have been invited in his capacity as a member of the Presidential Task Force on Polio; and Zikirullahi Giwa, the NGF Focal Person on Polio who interfaces between the NGF, the Gates Foundation and the NPHCDA on the immunization challenge awards. To avoid a situation where Mr. Amaechi and other NGF officials might gatecrash into the programme, a presidency source said, the event has been moved from Transcorp Hilton to the Banquet Hall of the Presidential Villa while the deputy chief of staff in the presidency is personally sending out letters to invitees. Vice President Namadi Sambo is slated to preside over the programme. The NGF director general, Asishana Okauru, confirmed in a telephone interview that neither he nor Governor Amaechi had been invited to the event. He however abruptly terminated the call, saying he was hurrying out of his home for an appointment. He did not answer subsequent calls. Presidential spokesperson, Reuben Abati, could not be reached to comment for this story. He did not answer calls made to his mobile telephone. He replied a text message, saying he was in church. But the Executive Director, National Primary Health Care Development Agency, Ado Mohammad, whose agency serves as a secretariat for the Presidential Task Force on Polio and is partnering the presidency in organizing the event, simply said, “Leave me out of this. I don’t know about this politics you are talking about. As far as I’m concerned, health has no politics. All I know is that we are working with the governors.” It is unclear why Mr. Gates and his Foundation appear comfortable with attending a ceremony where their key partner has been fenced off for what is believed to be political reasons. It is also not clear why Mr. Gates and his foundation have failed to advice the Nigerian government on the need not to bring politics into polio eradication campaigns. Contacted, Michael Galway, the Gates Foundation’s Senior Programme Officer on Vaccine Delivery, who is Mr. Gates’ key contact person on Nigeria, declined comments. He directed all enquiries at James Whittington, a spokesperson for the Foundation. Mr. Whittington is yet to respond to an enquiry emailed to him by PREMIUM TIMES. The drama over the detention of Mrs. Clara Chime, wife of the Enugu State Governor, Sullivan Chime, entered another chapter Sunday when the governor, with the assistance of security operatives, sent her packing from the Enugu Government House. Mrs. Chime’s personal effects were packed for her by the governor and his security detail, and she was forcibly taken out of the Government House to her mother’s residence at House 38, Coal City Estate, Enugu. Mrs. Chime, who THISDAY gathered struggled to depart with her four- year-old son, was bundled into a convoy of six cars and taken to her mother’s home. However, on getting there, the mother who had not been notified that her daughter was being brought home, was not at home which forced Mrs. Chime and the security operatives to sit in their cars waiting for her mother to return. After waiting for close to two hours, the governor, who was obviously embarrassed that news of his wife’s eviction had leaked and was attracting journalists who rushed to the mother’s estate, ordered that Mrs. Chime be brought back to the Government House. However, he still intends to evict his wife today and hand her over directly to her mother. THISDAY learnt that the governor took the decision to drive away his wife because she had petitioned the National Human Rights Commission (NHRC) over her confinement in the Government House against her wish. Mrs. Chime, who had admitted suffering from a nervous breakdown over what she alleged was as a result of her husband’s maltreatment of her, was however projected by the governor last week as someone who is mentally unstable requiring the administration of drugs by a doctor she does not trust and her confinement in her bedroom. Meanwhile, the NHRC yesterday said it had not conducted any medical investigation to determine the mental health of Mrs. Chime. A statement by NHRC said the commission was yet to reach a determination on the petition received from the governor’s wife. The commission said: “The complaint is currently being investigated and will be subjected to the commission’s Rules of Procedure. The commission is a credible national institution that will never be biased or compromised in case management or any matter before the commission.” NHRC said it became necessary for it to address the press on Friday November 8, in respect of the complaint received from Mrs Chime because it had attracted considerable media attention and generated a lot of public interest. “The purpose of the briefing was to inform Nigerians that the commission’s team of investigators visited Enugu and held a meeting with the complainant and her husband and is taking further investigative steps in respect of the matter. “The commission wishes to place it on the record that it has never claimed to have established that Mrs. Chime has health challenges. It was clearly stated during the meeting with the press that the issue of Mrs. Chime’s health status came up in the course of investigation and it was mutually agreed that the commission constitutes an independent medical team to evaluate the true state of her health. “The NHRC has no form of medical competence to establish the health status of Mrs Chime or any other person. The investigation is still on- going,” it said. Also, the Chairman of the Governing Council of the commission, Dr. Chidi Odinkalu, has described allegations that the commission might have been compromised in the conduct of the case of the alleged illegal confinement of Mrs. Chime as factually inaccurate and manifestly unfounded. Odinkalu, in a statement in Abuja, said he was inundated with inquiries about the on-going processes of the NHRC in relation to the complaint initiated by Mrs. Chime. He said since the complainant was the spouse of a senior political office holder, the complaint had naturally elicited somewhat fevered public interest. The commission’s Executive Secretary, Professor Bem Angwe last Friday had stated that when the commission's team interacted with Mrs. Chime, she spoke to them fluently and coherently, adding, “She answered all the questions we raised in her presence as a person who is aware of the circumstances of her environment and the consequence of her action.” Angwe had however added that Mrs Chime had admitted to suffering from depression and “hallucinations”. But the commission’s statement drew the ire of Mrs. Chime who immediately made it clear that she had never informed the officials of NHRC that she suffered from hallucinations. OVER 100 women and their children on Thursday marched on the streets of Maiduguri, Borno State to demand for the immediate release of their husbands, fathers and sons who are being detained by the Army for allegedly being members of Boko Haram sect in the state. The women urged the unconditional release of the suspects or they should be told that they are no longer alive to join them in their homes and communities. Addressing journalists at the premises of Borno Radio Television (BRTV), Maiduguri, they alleged that most of their husbands, sons and fathers had been taken away by military operatives and detained for different periods ranging from eight months to over a year. A protester, Ya’hadiza Bulama Musa, and an official of the University of Maiduguri Teaching Hospital (UMTH) told newsmen that most of their husbands and children arrested by the soldiers were innocent. She wondered why they were still being kept in custody, without anyone telling them the truth about their state of health at the detention centre of Giwa Barracks. Ya’hadiza, who was close to tears, said two of her sons, Mustapha Tijjani Bukar and Allamin Sule Tijani, both graduates, were arrested while they were driving out of their streets at Ngomari Junction on June 6, this year, and since then, has not been seen by the family. “Our children are not Boko Haram members; they were arrested innocently and wrongly by the JTF who labelled them Boko Haram. I am a mother and should know my children better. If they are Boko Haram members, I will not be here wasting my time. But I know my children, they are educated just like their father and I,” she said. A 14-year-old boy, Bashir Zarami, who broke down in tears while recounting his ordeal, narrated that his father was arrested in his presence and since then he could no longer go to school or fend for himself properly. He said: “My father is a provision seller there at Bayan Quarters area. I was with him on the day soldiers came to our shop some eight months ago (February) and began to beat us, asking us to lie down with our faces to the ground. After trampling on us, they dragged my father out and took him away. Since then, I was left alone. I don’t know my mother; my father brought me up alone. Now I have no one, I cannot go to school, and no one to feed me, except I beg. A Nigerian has been found guilty in London of murdering his partner’s three-year-old nephew after the child wet the bed they were sharing. Ben Igbinedion, 44, inflicted “catastrophic” injuries upon Daniel Evbuomwan that were so severe they were likened to those caused by a car crash. Igbinedion, of Bromley, South London, had put Daniel back to sleep in a different bed but when family members tried to wake him in the morning, he did not respond. The youngster suffered multiple injuries to his ribs and multiple fractures to his pelvis. They were described by Professor Anthony Risdon, who carried out a post-mortem examination, as “among the most severe he had seen.” Daniel had been living with his grandmother, Rosemary, since earlier this year and was in normal physical health, but all that dramatically changed when he went to stay with Igbinedion and his family in March, the court heard. Daniel’s grandmother had wanted to go shopping and to church, so it was decided he should stay with his aunt, Sandra Okundaye, a nurse, and her partner, Igbinedion, jurors were told. Ms Okundaye was away working that night and Igbinedion was left in charge of looking after Daniel and his three children, the trial heard. At bedtime, Igbinedion stated that Daniel and his youngest son should sleep in his room, while the other children slept in their own room, it was claimed. In the early hours of the morning on March 2, one of the children was woken by Igbinedion telling off Daniel for wetting the bed, the court heard. Giving his own evidence, Igbinedion told the court that he treated the boy as if he was his own son. Igbinedion claimed he woke Daniel up at 5:30 a.m to use the toilet before returning the boy to the children’s bedroom and turning the light off. He accepted the youngster had been well during the day but could not explain what happened. Daniel’s cousins had tried to wake the boy but after several attempts, he slumped from the bed to the floor. The leakage of the House of Representatives report on the purchase of N255m BMW bulletproof cars to the media tore members of the investigation panel apart on Thursday. The Nigerian Civil Aviation Authority bought the controversial cars allegedly for the use of the Minister of Aviation, Ms Stella Oduah. She appeared before the panel to deny that the cars were purchased for her. Some newspapers, including The PUNCH, had scooped snippets of the report on Wednesday ahead of the report presentation before the House on Thursday (yesterday). Investigations showed that the Chairman of the House Committee on Aviation, which conducted the investigation, Mrs. Nkiruka Onyejeocha, was enraged that the media had foreknowledge of the content of the report. Some key members of the committee also expressed disgust over the development, saying that it exposed the “lack of trust” among the members. “The chairman has been raking all day; she has been restless. “She has asked almost all members of the committee how the media got what they reported today (Thursday). “The matter caused disquiet among the members; they are seriously suspecting one another. “More so, she insists that the media published a distorted version”, a source close to the committee, confided in The PUNCH on Thursday. The PUNCH learnt that some members, who suspected that the final report might be doctored, had volunteered pieces of information to the media. Efforts to get the report proved abortive on Thursday, as Onyejeocha guarded it jealously till she laid the document. She also declined to comment on the content of the recommendation as she consistently expressed bitterness over the snippets. When The PUNCH traced her to her office after laying the report, Onyejeocha was further enraged. She claimed to have printed only one copy, which was submitted to the House on Thursday. Fresh crisis looms in the power sector as workers of the defunct Power Holding Company of Nigeria (PHCN) have summoned an emergency meeting to deliberate on the next line of action, following the alleged sack of the majority of the workers and the failure of the federal government to proceed with the payment of their entitlements, in line with the agreement reached with the government on October 31, 2013, THISDAY has learnt. THISDAY gathered that majority of the workers, including the executives of the unions in all the 36 states of the federation were affected by the mass sack, raising concerns among the workers that the new owners might outlaw unionism in the power sector. This development, coupled with the alleged failure of the federal government to implement the agreement reached on October 31, which resulted to a smooth handover of the PHCN assets to the new owners, prompted the Central Executive Council (CEC) of the unions to summon an emergency meeting in the evening today in Lagos. It was also learnt that the General Secretary of the National Union of Electricity Employees (NUEE) and Deputy President of the Nigerian Labour Congress (NLC), Mr. Joe Ajaero, who had been on an official visit to the United Kingdom, had to cut short his visit and flew into the country last night to attend today’s meeting. A top official of the union, who spoke to THISDAY on condition of anonymity, said the federal government deceived them with the agreement to ensure smooth handover of the power assets. “The agreement provides that the balance of the union dues should be paid, while the remaining workers who have not received their full entitlements should be paid latest by November 15. It was also agreed that in line with labour laws, the executives of the unions shall not be affected in the disengagement exercise. But since the agreement was signed, no worker has been paid and immediately after the handover, sack letters dated October 21 were handed over to both the unions’ executives and majority of the workforce, including those that have not been paid. They also wanted to divide the rank of the workers by issuing few people with re-engagement letters. The fact that the sack letters were dated October 21, while the agreement was reached on October 31 showed that the government had made up its mind to sack the workers before deceiving them to sign the agreement,” he explained. On speculations that the workers had embarked on an industrial action, a member of the executive of the senior staff union,said the workers were not on strike but only decided to stay away to avoid confrontation with armed soldiers guarding the facilities. “We went to ask them why they have not started paying the remaining staff and they used armed soldiers and civil defence corps to intimidate us. So, we decided to stay away to avoid being hit by stray bullets,” he said. He confirmed that today’s meeting would decide the next line of action that would be used by the workers to press for their demands. There were indications on Wednesday that the House of Representatives Committee on Aviation had established some infractions against the Minister of Aviation, Ms Stella Oduah, and the Nigerian Civil Aviation Authority. The committee is investigating the controversial purchase of two bulletproof BMW cars by the Nigerian Civil Aviation Authority allegedly for Oduah at a whopping N255m. However, she testified before the committee, which is chaired by Mrs. Nkiruka Onyejeocha, and denied that the cars were bought for her use. The panel ended its public hearing on the transaction on Monday. Oduah was expected to appear before the Senate on Wednesday but could not because of the Federal Executive Council meeting. Findings by The PUNCH indicated that the Onyejeocha –led committee might lay its report before the House on Thursday (today). It was gathered that after deliberating on records before them, members of the panel had established some infractions against the minister and the NCAA. Sources close to the committee confided in The PUNCH that “at least four issues are no longer disputable.” According to findings, one of the issues is “extra-budgetary spending”, while the second is “approval beyond ministerial limit.” It was learnt that the committee also established a case of “violation of public procurement procedures.” Similarly, the panel confirmed that “indeed, N255m was spent to buy two bulletproof BMW cars and the use of waivers meant for EKO Games to import the cars.” One of the sources told one of our correspondents that the committee tried to remain focused on its core mandate and not to veer off into other allegations that might have been levelled against the Ministry of Aviation. The source said, “Some infractions have been established, no doubt. “The recommendations of the committee will follow glaring issues that came up during the public hearing. “For example, it has been established that while the National Assembly approved N240m for the NCAA to buy 25 vehicles this year, it spent over N643m to procure 54 vehicles. “That is a case of extra-budgetary spending. “We have heard the minister admitting that she acted on a proposal for lease financing of N564m. “Whether she was not properly guided as she told the committee or not, what is clear is that the figure is above the N100m that a ministerial board can approve. “What role did the Bureau of Public Procurement play in this transaction? No role at all; another infraction. “The BPP came here to testify and they told us that there was no communication between them and the NCAA over the transaction.” A member of the committee, Mr. Zakari Mohammed, confirmed that the report could be laid on Thursday (today). “The report should be laid in plenary tomorrow (today). We are presenting it,” he stated. Oduah however did not appear before the Senate on Wednesday as she sought a last-minute permission to attend the weekly FEC meeting. Oduah had been summoned by the Senate to explain her roles in the October 3 plane crash in Lagos and her role in the purchase of the controversial bulletproof cars. A source told one of our correspondents in Abuja that the minister sent “a last-minute letter to the Senate leadership on Tuesday evening, requesting another date because she needed tto attend the FEC meeting” Our correspondent learnt that Oduah’s request was granted but was directed to appear on Thursday (today). Immediately after the FEC meeting, the Secretary to the Government of the Federation, Anyim Pius Anyim, whisked the embattled minister off from the Presidential Villa. Sensing that State House correspondents might be waiting to engage her on the car scandal, he quickly engaged her in a discussion as they walked to where the SGF parked his Sport Utility Vehicle . From, there both of them were driven away through the Service Chiefs Gate. Meanwhile, the Economic and Financial Crimes Commission has interrogated five top officials of the NCAA over the N255m car scandal. A top official of the commission, who made this known, said the NCAA chiefs arrived at the commission’s office in Abuja at 2pm. It was learnt that they were asked to write statements on their involvement in the scandal and thereafter asked a few questions. The source, who did not want his name in print, said that the NCAA chiefs were allowed to go at about 4pm. He said the commission would also look into some transactions by the Federal Aviation Authority of Nigeria. The source said, “The commission interrogated a team from Coscharis Motors on Tuesday.
