Borno state has most of its capital expenditures done in the state capital, same with most of the Northern states.

In the East it is the contrary. Capital expenditures are spread or shared between senatorial zones, sub urban towns or non state capital cities.
Enugu has Nsukka and the state capita
Imo has Orlu, Okigwe and Owerri
Anambra has Onicha, Awka and Nnewi
Abia state has Umuahia and Aba ( Abia state is in a terrible state though, the state government there has been performing below par and should not be excused in any way)
Ebonyi is still considered a new state so for now has Abakiliki to develop before opening up new areas.

Very few states in Nigeria has such spread of urban centers and development.
