You can either use @file() function or @curl_int() to send url headers and retrieve information, for sechduling, you need to write a cron job script that runs every minute on your server, note you need a very reliable web host that wont go downtime when its the scheduled time, i can't type much now cos am using phone, but the script the guy gave above should work. Nigeria will never be better if we have people like you hustling around because of the little html knowledge they have.its better to tell your potential clients the actual cost of holding a website than making them own a website for a week and the next week the website goes out of service.

i think you had a wrong approach in ur coding, after creating the variables for the database and established a connection with mysql_connect("localhost",$dbuser,$dbpass) or die('error connecting to db'); then you should add it to a variable like $conn=mysql_connect blah blah; then next line should be mysql_select_db($conn,$dbname);.
