When the power situation is poor, it is the fault of the minister, once there is a significant improvement, praise overflow of Kainji dam and not the minister. The hypocrisy of you wailers and enemies of the current government stinks to high heaven.

There is a significant improvement in power supply all over the country and God willing, the improvement will continue. The country is currently generating over 5000 megawatts and when the militants fully stops blowing up gas pipelines, we will even see more improvement in the power situation.

There has been light since yesterday evening 6.pm up till this very moment even as I am typing this

Wow I can't believe this is happening. There has been a massive improvement in electricity in my area Umuahia, for the past two weeks I can boast of at least 18 hours of electricity. Even I cannot use my freezer again because it is blocked.

I think the government is working on improving electricity.

Let us Join the fight against corruption.

Kudos to Government
Kudos to PMB

Keep up your good works

Nigeria shall be great again.

Good development, I am encouraged that the fight in the NASS and executive will bring some light into certain issues . Hopefully we use this opportunity to address them. This thieving system has no party , just affiliation of godfathers who sponsor rogues to steal from national sweats . Worst set of criminals , even Anini will turn in grave to the tune of the amount that goes missing for projects that will never be done
Politics / Revealed: NASS Padded 2016 Budget With N481bn by chuksmoni: 4:10am On Jul 27, 2016
By Soni Daniel, Northern Region Editor, Kingsley Omonobi & Johnbosco Agbakwuru

ABUJA—Despite strident denials by top officials of the National Assembly, it has been discovered that the legislators padded the 2016 budget to the tune of N481 billion.

Documents obtained by Vanguard showed that apart from padding the budget with the huge sum, forcing the Presidency to raise alarm over it, NASS also unilaterally jerked the votes meant for constituency projects from N60 billion to N100 billion.

But the Chairman of the House of Representatives Committee on Appropriation, Abdul Jibrin, who was fired last week, had said the Speaker allowed 10 committee chairmen to insert projects worth N284 billion and washed his hands off the illegal action. The House leadership, however, said Jubrin was fired for fixing the budget, a development he vehemently denied.

Vanguard found out from the document exclusively obtained from the National Assembly that the lawmakers ingeniously removed some key projects proposed by the executive or drastically reduced their costs and introduced many others not contemplated by the Presidency which prepared the budget. Among the projects which votes were surreptitiously jerked up without the knowledge of the executive, were Nigerian railway modernization project: Lagos – Kano standard gauge rail line project, which cost was raised by N32.5 billion and the consultancy dredging and river training works (N609 million) under the Ministry of Transportation.

Others, according to the document, are the Code of Conduct Bureau which had N4.4billion added to its vote, provision of broadband Internet Service to National Assembly by Nigcomsat, N318 million, Training and Consultancy for Nigcomsat 2 Project, N3.5 billion etc, in the Ministry of Communications. Most scandalous, according to the document, is the case of Ministry of Works, Power and Housing where 82 new projects, principally roads, with a total provision of about N50.63 billion, were inserted in the budget.

The Presidency, which reviewed the budget, said: “A large number of these projects are outside the mandate of the relevant Ministry (e.g. the Ministry of Agriculture and Rural Development, and the Ministry of Works, Power & Housing); or statutorily outside the FGN’s mandate (like intra-city and state road projects); or cannot be implemented as there are no designs or costings made for them. “The amounts proposed for some MDAs’ projects were increased significantly without due consultations on implementation capacity or additional financing needs for the projects.

This amounts to tying down resources that could have been applied to more impactful projects in other areas. “In addition, hundreds of new projects that have no relationship to the MDA’s were introduced and simply cannot be implemented. Among these are the construction of town halls, township street lights, procurement of transformers and tricycles under the Ministry of Power, Works and Housing and the building of classrooms under the Ministry of Agriculture etc,” the document revealed.

Also, the executive proposal of N4.06 billion for the provision for test kits, vaccines and anti-retroviral drugs under the Federal Ministry of Health was reduced to N1.01 billion. “As a result of this reduction, there shall be vaccines stock-out by October 2016 and, among other things, the gains of polio eradication will be lost, and the government will be hampered in the battle against HIV. “Very large cuts have been made to proposals for many important projects in several MDAs and the sums applied to fund hundreds of new projects.

“The Bill (2016 budget) cannot be implemented in its current form because some of the figures in the Bill passed do not correspond with the figures in the budget details accompanying the Bill.

“The aggregate expenditure as contained in the budget details as passed, is higher than that in the Appropriation Bill by about N481 billion, compared to the Appropriation Bill. “The executive made provision for the sum of N60 billion to be used by members of the National Assembly in funding their constituency projects. This was increased by the National Assembly to N100 billion. “It is, therefore, unclear why, in spite of this increase, the National Assembly felt it necessary to divert funds from line Ministries for their constituency projects, having already provided for same in the Service Wide votes.

“The amounts allocated to a number of important projects in a number of key ministries have been so reduced that they cannot be implemented. The savings from these reductions have been re-allocated to hundreds of new projects which have not been designed or costed and so cannot be implemented. Giving specific details of the projects, which votes were slashed and the fund moved to other extraneous ones, the document revealed that some key allocations for programmes/projects under the Service-Wide Votes, SWV, were either reduced or removed outright, pointing out the dangers posed by such decisions.

For instance, the provision of N3 billion for adjustment to capital cost was removed, while the provision for “capital exigency” was reduced by about 56% from N12.5 billion to N5.5 billion. The executive fears the reduction may affect the ability to meet any unforeseen capital expenditure. The provision for pensions & gratuity was reduced by about N12.06 billion, while that for Public Service Wage Adjustment, PSWA, was reduced by N14 billion.

Among others, allocations to the health sector for outstanding payments to health professionals (by N2bn), Internal Operations for the Armed Forces (by N3bn), and Operation Lafiya Dole (by N2bn) were also reduced. These reductions could potentially trigger industrial actions or pensioners’ protests and constrain the ongoing security operations in the North-East during the fiscal year, if not remedied. The emergence of the document seems to have put paid to the claim by the NASS that it did not pad the budget, a claim dismissed by Jibrin.

Jibrin had said: “When the budget harmonization committee headed by Deputy Speaker Yusuf Lasun gave out 80% concession across board to the executive demands during the harmonization negotiation, it was agreed that the remaining 20% should go to the entire NASS. The deputy speaker excused himself that he wanted to go and consult with Mr Speaker. “He came back after a few hours and in an unprecedented display of greed, presented to me a hand written note distributing the remaining 20% to only principal officers. 70% of the 20% was reserved for Mr Speaker and himself while the remaining 30% of the 20% goes to other principal officers.”

How Jibrin changed 2016 budget —Reps

Meamwhile, the House of Representatives, yesterday, alleged that Jibrin, single handedly changed the budget estimates presented by President Muhammadu Buhari to the National Assembly by adding N250 billion into it. The House also accused the embattled former Appropriations Chairman of deliberate plot to blackmail the President during the budget process by inserting funds for the so called Muhammadu Buhari Film Village in his constituency in Kano State without the consent or solicitation of the President.

This is as the Chairman, House Committee on Health Services, Chike John Okafor, accused the embattled former appropriations committee chairman of tampering with the health budget by allegedly putting for himself N500 million health project in his constituency without the consent of the committee. Briefing journalists in Abuja, Chairman, House Committee on Media and Public Affairs, Abdulrazak Namdas, accompanied by other committee members, explained that Jibrin was removed as a result of credibility problem he had brought to the House in particular and National Assembly as a whole.

He said: “His removal was based on sundry acts of misconduct, incompetence, total disregard for his colleagues and abuse of the budgetary process, Immaturity and lack of capacity to handle the Office of Chairman, Appropriations.”

Jibrin makes U-turn, demands police protection

Meantime, Jibrin, who disclosed at the weekend that Nigerian Police operatives were laying siege to his Abuja residence with a view to arresting him over budget padding revelations, has made a U-turn and is requesting police protection. Vanguard gathered last Thursday, following his removal as Chairman of the Appropriation Committee and his threat to reveal dealings involving alleged padding of the budget by principal officers of the House, the Police at Force headquarters invited him to depose to a statement about his allegations.

After several invitations, including telephone conversations, Jibrin refused to answer the Police summons but instead relocated from his home to an unknown place to, according to him, avoid being arrested by the Police who allegedly laid siege to his house

Abuja: Thirty one years after his administration was toppled in a military coup, President Muhammadu Buhari has finally opened up on why he was sacked.

Buhari said in an exclusive interview granted The Interview, that he was removed from office because he was planning to purge the military hierarchy of corruption.

Buhari, who has not spared the military even in his ongoing anti-corruption war, said senior military leaders, led by former military president, General Ibrahim Babangida and General Aliyu Gusau, removed him in August 1985, to save themselves from his wrath. In an exclusive interview published in the current edition of The Interview magazine, Buhari challenged Babangida and Gusau to tell the truth on why they carried out the coup against him.

“I learnt,” he said, “that Aliyu Gusau, who was in charge of intelligence, took import licence from the ministry of commerce which was in charge of supplies and gave it to Alhaji Mai Deribe. “It was worth N100,000, a lot of money at that time. I confronted them and took the case to the Army council in a memo…I wanted Gusau punished.

” In a statement on www: theinterview.com.ng, the Managing Director/Editor-in-chief of The Interview, Azu Ishiekwene, said, “This is one edition that won’t let sleeping dogs lie.” But in an earlier edition of the magazine last December, Babangida had said that that there was nothing in the memo which Buhari said he submitted to the Army council.

IBB said: “Don’t forget that I was one of Buhari’s closest aides. I was the chief of army staff. So, I had an important position, an important role to play within that administration. I don’t think it had to do with a memo.”

But in a tone which suggested that the past may neither have been forgotten nor forgiven, Buhari challenged Babangida and Gusau to come clean on why they removed him, asking The Interview to choose whose story to believe.

He also fielded questions about his health, the 2016 budget, the pace of his government, former President Goodluck Jonathan and why Mr. Babatunde Raji Fashola was handed three ministerial portfolios.

I got admission into Uniport in 2010 in biochemistry single handedly without any runs. It was given to me by merit.

I wasted my opportunity right from year one I stopped writing exams after year two first semester. By year 3, I stopped attending lectures in fact due to frustration I couldn't continue in school.

Fast forward now to 2016 I want to go back to school, I have realized how foolish I was

Will Uniport give me another chance, even if it means demoting me to year two or year one because I have been writing jamb and it's difficult for me to get admission again

Will they consider demoting me, will they listen to my request? Since I was originally given admission.

Please nairalanders advice me on what to do.

Our dear vice president I wish what I just read was your real briefing and if it is, I want you to take time off to read what you gave as briefing and tell your self if your government is moving forward, backward or retardant. that in a population of 110 million people you classified as poor, that your program will capture just 2 million people, in any exams would that be a pass mark? Am sure president Mahama and those you were addressing would have died laughing at you and your policies that you are so proud of, that you will giving $25 monthly to the poor people and you expect them to feed, train their children in school out of your pittance $25, if I may ask how much was allocated to your office for entertaining visitors every day? How much is your food allowance per day? And you are so proud and encourage other rulers like you to emulate you and your program. O ma se ooo

Politics / Buhari’s Priority Is To Address Poverty, Inequality In Nigeria Osinbajo by chuksmoni: 9:11pm On Jul 16, 2016
By Levinus Nwabughiogu

ABUJA-Vice President Yemi Osinbajo has said that the utmost priority of President Mohammadu Buhari’s administration was to reduce poverty and address social inequalities, urging other African leaders to do so. Osinbajo who spoke at an event hosted by the President of Ghana, Mr. John Mahama on the sidelines of the African Union meeting in Kigali, Rwanda on Saturday said the resolve was in line with the tenets of the Sustainable Development Goals (SDGs).

Incidentally, the event was focused on Africa and SDGs.

Osinbajo who lead the Nigerian delegation to the continent-wide meeting told his audience made up by a number of presidents and several heads of delegations that whole idea of the SDGs “is really about addressing inequality and poverty.”

He said that the social programmes of the government for which N500 billion had been earmarked would surely liberate many people especially the women and youth from penury. He said: “The problems are so obvious that however we described the programme, we really must do something and something urgently.

“In Nigeria, in the current budget cycle we have the largest social protection programme in the history of the country. It’s a N500b programme-(worth over $2.5b as at the time budget was signed.) “Basically we are looking at lifting many out of poverty, of course many are familiar with the size of the Nigerian state and we have close to hundred and ten million people who are poor and about two-tenth are in extreme poverty.

“So it is a very huge problem and part of what we are trying to do is to look at how not just to empower people but also to ensure that what they are given is sustainable. “For the women, we are doing a programme, micro-credit programme for a million market women and artisans. “All would be given facilities, training facilities as well to enable them to be able to do some work for themselves and to continue to be able to live.

“And we think that giving this micro-credit loan to women is to make sure that they handle money better and do a much better work on the whole. “So l think that with what we ve’ done already, we have seen that they are certainly going to work. “In the case of Conditional Cash Transfer, again we are handing these to women. We are giving (this to) another million, to the poorest of the poor.

“In determining who the poorest is, we had problems on that, but we have very good assistance from the World Bank and the Bill Gates Foundation. They helped in trying to map the really poor. “We had to get inside the communities looking for the poorest of the poor with the small sum of money which is about N5000 (which is roughly about $25 dollars or there about) which is a sum of money that would be given to the poorest every month, which may enable them feed themselves and find something that they may do and on the condition that they send their children to school and participate in immunization.

“So we are really excited about some of the works we are trying to do around the SDGs and we are hopeful that we’ll be able to get the Social Protection Programme working. “We just recently appointed a Senior Special Assistant on SDGs. We also have a full SDG Implementation office which is fully equipped and we hope to be able to carry out all of the proposals we made and effect them within the shortest possible time.”
