Oga Poster, you have not fully listed all the features the site would have, all you said is people should start giving you prices, this is not the best way to outsource a job, your client would not be fully satisfied with the site when completed if you do it this way.

My Advice:

List all the features the site would have, i.e shoping cart, payment integration, news letter implementation, what the admin of the site would look like(administrative features), what the administrator of the site would be able to do from the backend, e.t.c.

if you do it that way, developers would have a picture of what you requested for and give you their best prices for the package,

but with this your method, you would see CHEAP and UNSKILLED developers who would be calling UNREASONABLE prices for you and at the end giving you a SUBSTANDARD Job.
