You have to be a prior (Permanent) resident in any state in the USA to qualify for in-state tuition OR you were a permanent resident in one state and transferred your studentship to another state ..then you can qualify for the in-state tuition of that state .

IN SUMMARY.... In - state tuition is liken to NIGERIA STATE OF ORIGIN ...ie a Sokoto indigen applying to Uthman Dan Fodio University will pay lesser school fees than a student coming from Lagos.

Back to USA... A Nigerian does not have to be born in America to qualify for in-state tuition but he or she must have graduated from a US HIGH SCHOOL and lived in that state after graduation for like 1 to 2 years .

In -state tuition is a subsidized tuition ...you pay lesser fees than others . Out -of -state is a normal school fees for ALL AMERICANS who comes from different states .

International student like you without any form of scholarship might even pay more school fees than Out-of -state students . Therefore, IN AND OUT-OF STATE TUITION DOES NOT CONCERN AN INTERNATIONAL STUDENT .

Can someone please explain this In-state and Out-of-state tuition thing. As an international student if I get admission to say University of Virginia and decide to live in Virginia, do I qualify for in-state tuition?

I ask because I noticed that the focus is on "State of Residence " and not origin.

While I have limited knowledge and information regarding this(as most schools I applied to do not have such prerequisite and it is not too common in MSc applications, except it is for research, if I am not mistaken), I think you have to go through the schools' website and then to the program(s) you're applying to and then look at the faculty members and see the professors or teachers there whose areas of work you admire or align with yours.
You can subsequently send them email(using their school contact email address) that you're interested in their works(mention specific works you are interested) and tell them you're applying to their school and will like to mentored by them if you're accepted into the program.
NB: Include a brief background of yours, and you can let them know it is because of your interest in their area of work that you're applying to school. The subject of the email could something like, "Request to be mentored by you".

Some may response, others may ignore. Don't be discouraged by that.

Well as I earlier stated, you have to define the path you want whether you want to enter into clinical field, academia or research.
Bear in mind that PhD takes time(≥3 years) and with PhD you will likely enter into academia or research. If time is not an issue to you, you may go for the PhD after or during which you can navigate your way into clinical nursing (writing NCLEX, obtaining licence, etc) but the little concern is loosing track along the way as you stated.
You can try masters or PhD in nursing, MPH, physiology, etc. You can research for schools that offer such.

Requirements for PhD programs as someone already stated depends on the school. But some schools I researched sometimes ago require GRE, minimum of 3.0 GPA, interview, etc. Most admit direct from BSc. However, for public health(PhD in epidemiology, biostatistics, maternal and child health, etc), an MPH or MSPH degree is almost always required.
Any health related field(like anatomy, physiology, pharmacology, etc) that you took course in during your undergraduate program may not really be a deviation.

Per my limited knowledge, no 2 schools have the same admission requirements. Some do take intl students without NCLEX. You have to reach out to more schools.
Start applying to schools and stop looking at general information boards. One tested experience is better 10 scenarios posted on info board. You’re a unique candidate with your unique qualities.

Why are you considering other health-related programs… when ur nursing degree and NCLEX can you a multiple job offers in the US? It will also give you a path to citizenship.
Also, if you get tired of your PhD program, you can master out of it, and take your MS and NCKEX to job market. Either way, you are going to be fine. Good luck

I think your two options look great and promising. However, bear in mind that to practice clinically as a nurse in USA or Canada, you need NCLEX (if I am not mistaken).

As others commented, you can apply for MSc or PhD and you have high chances of getting funding. But you have to define the path you want and also know the timeline involved in finishing PhD program.
You can prepare and write the NCLEX while doing your PhD or MSc (as the case may be) and use the opportunity to also network.

I already looked up MSC admissions in both countries for Nursing and found that I have to be licensed to practice before I can enroll and licensing requires writing NCLEX too.

I considered applying for MSC in other Health fields like Gerontology but I'm afraid it may be a deviation from my undergraduate field.
