Nobody should cheat each other. It is not necessarily govt stealing the funds. U can still have access to it whenever u demand for it.
As for the guy saying his father died interstate, that's no issue. Resolve with your siblings get a letter of administration, open an estate account and your father's money will be transferred into the estate account. Simple.

Accounts have next of kin, why not contact the next of kin for them to claim the funds if the person is dead. Why will FG collect individual funds without any interest and use it without anything. This is stealing by tricks.
