Police arrest alleged serial rapist in Mubi

The police in Mubi, Adamawa State, have arrested a man, Ali Buba, suspected of defiling seven teenage girls.

The Divisional Police Officer for Mubi South Police Station, Mr Jacob Nwaja, who confirmed the arrest to the News Agency of Nigeria in Mubi, said that the suspect was arrested in Wuro-Patuje ward in the town.

Jacob said that Buba had lured and raped seven teenage girls on different occasions.

The DPO said, “We recieved complaints from parents of the affected teenagers and had to move in and arrest him.‘‘

The Ebira people of the central senatorial district of Kogi State have an interesting history. They were known generally for good character which is indicative of their name. Such qualities as integrity, valor, gallantry, honesty and hard work were associated with them. Religion, culture and tradition were the bedrock of their integration as a distinct social group in Nigeria with a common history, language, and world view.

Their love for one another and even more for strangers is legendary. History is replete with several instances where such deep affection for one another had united them to pursue a common course.

[b]This is why it is difficult to understand or rationalize the seemingly unending chaos and killings in the area today. It is most disheartening that gun fights have become a daily routine in this homogenous community. A whole generation of children is growing up in Ebiraland who have known no other life than wanton killings and hooliganism.

Fueled largely by ruthless political agenda and retrogressive clannish sentiments, violence in Ebiraland has become banal. Ebiraland is today dangerous. It has more guns per capita than anywhere else in Nigeria. Yet, the state government is ringing its hand as if it is powerless. Traditional institutions in the area have been compromised, commanding no respect from the rampaging young thugs.

The state government sees political benefits in the turbulence in the most vocal section of the state. If they keep killing themselves, it is reasoned, they will not be in a position to complain about marginalization. As for the embattled traditional leadership, such unending hostility distracts attention from the questions currently being raised about its legitimacy and morality.

Everyone ought to be concerned about the mayhem in Ebiraland. The needless loss of human lives daily should stir our collective conscience. The Ebira killings dehumanize all of us. Okene, for instance, is a strategic intercession between East/West and the North. Each time the town explodes, travelers experience a lot of hardship, taking tortuous detours to avoid the eye of the storm. The area is the nerve centre of commercial activities in the state. It contributes more than 70 per cent of internally generated revenue in the state.

One of the factors responsible for the continued political turmoil is its criminal neglect by both the Abubakar Audu and Ibrahim Idris Administrations. Since 1999, there have been no major state government project in the area that can engage the army of restive youths there. The Obehira – Ihima Road and Ege Roads which the state government claimed to have spent billions of naira constructing are already falling apart. Local government allocations are allegedly heavily “audited� before they get the five local councils in the senatorial zone. What finally gets to the local government is spent on salaries and overheads. Nothing is left for public works projects that can generate mass employment for idle youths.

State and local governments in the areas must urgently provide resources for the engagement of idle and vulnerable young people in the area. This is one of the ways to stop the political unrest in Ebiraland. The state government can no longer continue to hide its head in the sand as if the problem does not exist. It is time to confront it with sincerity and an open mind. It says a lot about the quality of leadership in the state that the killings have gone on for so long without intervention. The police are outnumbered, under-equipped and confused over whether the political leadership in the state actually has the political will to tackle the problem.

Political leaders from the area also stand indicted. They have not offered true leadership. Most of the dysfunctional youth in the area today were allegedly recruited and armed by politicians in desperate quest for power,  The monster they created is threatening to consume them too as some of them can no longer go home because of the fear of molestation or being killed,  It is unfortunate that Ebira is being represented or led by thugs who fought their way to power. The quality of representation is so low that Ebira people frequently compare their political leaders to the tenth eleven team of a soccer community.

Instead of mobilizing the people against economic and political injustices in the state, such as the lopsidedness in political appointments, in the state civil service and in the provision of amenities and social services, Ebira leaders are pursuing only their selfish interests. Calculations for 2011 or 2012 have been cited for renewed violence in Ebira recently. Instead of engaging youths in productive employment, Ebira leaders are restocking their armouries with sophisticated weapons such as Kalashnikovs, Pomp-action, Lars, S.M, G and even grenades.

It is on record that in February 2007, the Special Anti-robbery Squad stormed Ebiraland and arrested some thugs found in possession of small arms and light weapons, but they [/b] were bailed out by their sponsors and the case has not been pursued again. This sort of thing breeds impunity and allows thuggery to flourish.

Last month, one of the local governments in the area decided to dole out huge sums of money these same hoodlums as part of its poverty alleviation programme. It led to more killings and mayhem as the beneficiaries fought themselves over the sharing formula. Needless to say that some of this money will go into the purchase of more weapons for more killings. By doling out such money, the impression is being created that criminality pays. Of course it is a well known fact that some of these thugs are millions who ride the best cars and live opulently. They have made thuggery attractive to thousands of young people.

The social dimension of the problem is to be found in the break down of the family system in Ebira. An average Ebira man marries many wives and still keeps plenty of concubines. A lot of wayward children are therefore produced in the process. These children are untrained, uneducated and left on the streets to fend for themselves. Such children often do not value either their own lives or other lives. They do not respect authority. They do not respect elders. They are anti-social. They need serious rehabilitation to be productive members of the society.

I would like to appeal to President Umar Musa Yar’adua and other leaders of this country to save Ebiraland from self-annihilation. It is obvious that our leaders have failed to disarm those they have armed. The state government is playing evil politics over the crisis.

Ebira people should desist from taking politics as an occupation and imbibe the hard working spirit of their fore fathers. The must end to the violent clannish rivalries. Ebira is too small to be fragmented along clans. Continued obsession with clans is a sign of backwardness. All progressive societies have gone beyond such atomization.

Man, 29, Jailed Two Years For Infecting Girl With HIV

A 29-year-old man, Somunachi Osuh, who raped and infected an eight-year-old girl with the dreaded HIV virus, has been sentenced to two years imprisonment without option of fine by an Umuahia Chief Magistrate's Court.

The accused had earlier pleaded guilty to the charge of rape and indecent assault, but pleaded with the magistrate to temper justice with mercy when he was arraigned for the offence he committed at Ukwa Ukwu Oboro in Ikwuano on June 25 last year.

The magistrate, Kanu Onuma, in his judgement, observed that the offence was committed last year, adding that the charge was brought to the court in April 2009, while the law says that rape charges be brought to court two months after the offence was committed.

He said he could not convict the accused for rape but for indecent assault and described his action as satanic not only for raping an innocent girl but also for further transmitting HIV to her.

Onuma urged the Nigerian Security and Civil Defence Corps (NSCDC) that arrested the man to ensure that the girl was placed on anti-retroviral drug and make the proceedings known to the Child and Human Rights group so they can help her further.

It would be recalled that men of the Abia State Command of the NSCDC on March 31 apprehended Osuh following a complaint by the victim's grand mother with whom she was staying at the time of her ordeal.

Trend Of Illicit Drug Trafficking Worries NDLEA Boss

National Drug Law Enforcement Agency (NDLEA) said on Monday that statistics in the last one year have shown that in every 10 drug traffickers arrested, eight were likely to be from the South East of the country.

"ThIgbo ethnic extraction in Nigeria is therefore put the a willing tools in the hands of the drug barons, the Northerners are consumers of the substances, while South West provide storage and platform for trafficking in drugs."

Chairman of NDLEA, Ahmadu Giade, disclosed this to newsmen in Lagos on Monday.

He stated that the development is a worrisome one and then called for concerted effort to be able to stem the tide "at least for the future of the youth of this country".

[b]The NDLEA boss also on the occasion received the report of the committee on awareness campaign on the prevention of illicit drug crop cultivation, trafficking and abuse in Nigeria from its Director General, Lanre Ipinmisho, at the NDLEA headquarters in Lagos.

He noted that the statistic were alarming and predicative.

He added that out of the 18 Nigerians in prison at far away Indonesia, 17 of them are Igbo.

"Even one that answered Olaniyi which was believed to be a Yoruba man later turned out to be Nwachukwu.

"So in a situation of that nature what do you do; you have to cry out, perhaps help would come from somewhere for these promising young men."

Earlier, Ipinmisho, in his address had stated that the Minister of External Affairs, Ojo Maduekwe, who was also at the Indonesian prison with some of the NDLEA chiefs, could no longer contain the situation.

"He has to cry out; why is it that all are Igbo men. At least it should have been WAZOBIA, why? But that was the dilemma of the Minister," Ipinmisho stated.[/b]

[b]Managing Director of Mojat Consult, a consultancy firm to the Oyo State Government on Signage and Outdoor Advertising, Mr. Remi Adeniji has cried out over the negative activities of street urchins otherwise called “area boys” in his firm’s bid to discharge its duties.
At an interactive session with newsmen, Adeniji said the “area boys” were in the habit of swooping on his workers thereby extorting money from them as conditions to allow the erection of structures meant to beautify the state capital.
Though he admitted that the area boys were creation of the political class, he however stated that the time has come to deploy the energies of the hoodlums to some gainful ventures if the effort of the government on the beautification exercise was to bear meaningful fruit.
“I never anticipated them  and so did not bring them into reckoning. With the way they are going, I will report them to the governor so that they would be called to order.
“I think the state has passed that stage of hooliganism. We are now in a new era where hooliganism hitherto elevated to high heavens is being relegated. I know it is the problem of the government and the government has recognised that and very soon, there shall be sanity.
He added that governments had concluded arrangements to rehabilitate them so that they would not be creating unnecessary nuisance in the city.
The government too, is feeling the problems posed by these people and very soon something concrete would come out of it,” he said. He revealed that the social misfits are forcing contractors to cough out between N4, 000-N5, 000 on daily basis in all places being renovated by the private companies on behalf of the government.
Adeniji said with the way the hoodlums were going, they could scare away investors who, out of genuine interests, may want to establish companies in the state.
The Mojat boss attributed the activities of the hoodlums as an extension of the negative traits in some human beings, “our psyche in terms of development is very low. We don’t assist in the growth of the society. We are only interested in destruction and pull him down at all costs.
He pointed out that his firm counted on the goodwill of corporate organizations like commercial banks in the state to partner with it in the task of making the state capital a center of attraction.
Adeniji stated that with his efforts, the Nigerian Brewery Company {NBL} has agreed two bus stop sheds while he has secured the nod of some banks for the beautification of 25 roundabouts in the state capital.
He said, “the beautification of the city is being done free of charge by banks and NBL as part of their corporate social responsibilities. Anytime, the contractors get to the roundabouts to start work, the area boys would ask them to pay between N4, 000 and N5, 000 daily. If they fail to pay it, they won’t be allowed to work.
“The government is ready to beautify about 25 roundabouts in Ibadan. But, these area boys are making things difficult for us. Just yesterday, at the Secretariat, some area boys came to trouble us at Iwo road and Secretariat; they demanded money from the contractors. And they we have to part with the money before they allowed them to work. How long shall we continue like this”, he wondered.
Henceforth, residents in the city would not be allowed to place signage which includes signboards, posters and bill boards indiscriminately adding that the firm would be removing such signage from places they are not wanted. [/b]

South East, recruitment ground for drug traffickers — NDLEA

The National Drug Law Enforcement Agency, on Monday, said that the South East remained a recruitment ground for drug traffickers in the country.

It[b] said the region had the largest share of the number of Nigerians languishing in jail in Indonesia and other countries over drug-related offences.

The agency‘s Director-General, Chief Lanre Ipinmisho, disclosed this while presenting the report of the awareness campaign for the prevention of illicit drug cultivation, abuse and trafficking, to the Chairman, Alhaji Ahmadu Giade, in Lagos.

Ipinmisho said that while the South East remained a recruitment ground for traffickers, the North West, North East and North Central zones were predominantly known for the abuse of drugs such as Indian hemp, psychotropic substances and solvents.[/b]He added that many traditional rulers in the South West and South South were aware of the thriving Indian hemp cultivation in their domains and were willing to collaborate with the agency to curb the menace.

He said that an intensive awareness campaign was the solution to the menace.

Ipinmisho said that the campaign was necessary because drug control efforts revealed that despite the quantum of seizures of illicit drugs and the number of offenders sent to prison, the number of drug victims was on the increase.

Giade, while receiving the report, promised that the agency would continue to involve all stakeholders in the fight against illicit drugs.

Police arrest three cops over Ife killings

The [b]Police authorities in Abuja have ordered an investigation into the mayhem, which erupted in Ile-Ife, on Sunday morning, leading to the shooting of more than five persons and the destruction of properties worth several millions of naira.

Police Public Relations Officer, Osun Command, Mr. Olabode Akinola, in a telephone interview with our correspondent on Monday, said the three policemen that caused the crisis had been arrested and transferred to the Criminal Investigation Department, Osogbo.

Akinola said, “The three policemen involved in the mayhem have been arrested and taken to the state CID, Osogbo. We’re launching a full-scale investigation into the incident. Motorcyclists who were allegedly involved in the crisis are not brought to the CID.”

Our correspondent gathered on Monday that the Inspector-General of Police, Mr Mike Okiro, called the attention of police authorities in Osun State to the crisis.

A police sergeant and a commercial motorcyclist were killed in the mayhem, which occurred when policemen raided a beer parlour, where some customers resisted an alleged bid by the policemen to extort.

One of the policemen opened fire at the beer parlour, killing a commercial motorcyclist, thereby setting off a chain of violent reactions in the city.

The mayhem paralysed activities in Iremo area of Ile-Ife as Moore Police Station; State Security Service Office, residence of the Divisional Crime Officer, several properties belonging to police officers were set ablaze by a mob.

The Commissioner of Police, Osun State, Mr John Omoronike, deployed anti-riot policemen from Osogbo to Ife to quell the rebellion, which when it was getting out of hand.

More than five motorcyclists, who were shot by the police, are on admission at the Obafemi Awolowo University, Ile-Ife.

Explaining the reason behind the shooting, Akinola said efforts to quell the crisis with minimum force did not yield result and, as such, the police had to resort to shooting the rioters on the legs.

But an Osogbo-based activist, Mr Amitolu Shittu, has threatened to sue the police over the crisis, saying that what the policemen did was wrong.

Shittu, who is the Coordinator, Committee for Democracy and Human Rights of the People, said, “We are watching the direction of the case. We are glad that the police have begun investigations.”[/b]

8mNigerians abroad to get e-passport

ABUJA— The Comptroller General of Nigerian Immigrations Service, Mr. Joseph Udechukwu has allayed the fears that the 8 million Nigerians living abroad may not have the opportunity of being issued with the Electronic International Passports when the Service phases out the Machine-readable passports currently in use by Nigerians resident anywhere in the world by next year.
The CG Immigrations, who held an interactive session with the Abike Dabiri-Erewa-led Committee on Diaspora Affairs at the National Assembly told the Committee that the Service had concluded plans to phase out the Machine-readable passports.

According to him, Nigerians living abroad would need not bother, as the Immigrations Service was ensuring that e-passports were made available to all applicants abroad.

Mr Udechukwu was responding to fears by Mrs Dabiri-Erewa that the 8 million Nigerians in the Diaspora may not be re-issued the e-passports when the out-dated ones are phased out next year.

Said he: “In our consultations with Nigerians abroad, he expressed the fears about what will happen when their passports expire in 2010. What happens thereafter to the 8 million Nigerians in the Diaspora since there are no facilities for e-passports in many countries abroad,” she queried.

The Immigrations Comptroller-General however told the Committee that the service was working assiduously to avoid all obstacles to meet that target.
