Those houses are illegal. It's not an issue with lagos, the owners of those houses simply built their houses on a low land. I am very certain those structures never had approval from the govt. And the services of a surveyor wasn't sought by the owners.

Not every flood issue is due to lack of drainage. Take a look at the pics again, an you will agree that the houses might even be siting on a natural pathway for drainage. How come the buildings on the highlands in the pics weren't flooded?
