Different governments of the world give money to Charities with certain conditions that have to be met. In Norway, they used to pay Watchtower certain amount of money per JW which amounted to millions, with the belief that this money will be extended to JWS. That is what paying per publisher/JW means. Unfortunately, word got to the Norway government that Watchtower disfellowships children and isolates them from the JW community. This is regarded by the government as Discrimination, against fundermental Human rights. The Norway government deregistered Jehovah's Witnesses, stopped them from conducting marriages and stopped funding them. Watchtower then took the government to court but they lost with the court deciding that the government has the right to take such action since they didn't follow their rules. You can Google Jehovah's Witnesses and the Norway government to get the info.
