Nigeria's export of oil is not the problem.

The problem is that we have idiots and traitors in the helm of power.

OPEC quota only covers exports.
It does not determine how much crude you can supply to your local markets.

There is no cap on how much crude you can supply to your local refineries.

There is nothing stopping us from exporting our maximum quota and still extracting more crude for local production.

The only thing stopping us is corruption, oil theft and high level inefficiency.

Saudi Arabia exports its full OPEC quota and still generates extra crude for local production.
