Something that most State Govt. Officials have shared to their people already. One Deputy Governor I heard put the Names of his in-laws, security etc, they were to travel for verification or so but some refuse to go because of the distance and the fact that the amount is small according to what I heard. At the end, how many ordinary Nigerians that doesn't know anyone will get?

You guys are underrating this northerners, Those guy are politicians and when it matters most, they can easily forgo their individual ambitions for a common goal. Don't also forget that over 70% of the billionaires in the south were made by the northerns and they are mostly loyal to them. The fact that Tinubu does not have the support of ordinary Nigerians with him means going against these guys won't be a good idea.
