Russia is now officially the third worst-hit country by the coronavirus.

It overtook UK this morning after it posted yet another monstrous 10, 899 cases, taking its total to 232,243.


UK has 223,060 cases and has now fallen into the 4th place, although it has the highest fatality of 32,065 in Europe.

Russia in contrast has 2,116 deaths after adding 107 deaths recorded on Tuesday.

The country has been posting for the past ten days, huge numbers over 10,000.


However, Tuesday’s number is less than the 11, 656 posted on Monday.

Only Spain and the U.S. are now ahead of Russia in coronavirus caseload.

Spain has 268,143 cases and 26,744 fatalities, while U.S. has 1,385,834 cases and 81,795 deaths.

Foreign reserves have risen to $34.65bn within eleven days, latest figures from the Central Bank of Nigeria have indicated.

The report specifically showed that the foreign reserves rose by $1.22bn from $33.42bn as of April 29, 2020 to $34.65bn on May 11.

The reserves had slipped into a decline after hitting a high of $45.17bn on June 11, 2019, losing $11bn at $33.89bn as of April 28, 2020.

The Central Bank Governor, Mr Godwin Emefiele, during the last Monetary Policy Committee meeting of the banking sector, reiterated the need for government to urgently reduce reliance on oil revenue by gradually diversifying the economy and improving tax collection.


On the domestic front, he said, available data on key macroeconomic variables indicated the likelihood of subdued output growth for the Nigerian economy in 2020.

He said, “Based on the current downturn in oil prices, staff projections indicate that output in 2020 would be less than earlier envisaged.


“The major downside risks to this outlook, however, include the continued spread of COVID-19; further decline in crude oil prices and the reduction in accretion to external reserves; reduced government revenue leading to weak aggregate demand; declining non-oil receipts; as well as infrastructural and security challenges.”


Emefiele also said the headwinds would, however, be partly mitigated by the timely and effective response of the monetary and fiscal authorities in containing the spread of the COVID-19 infection, and the recalibration as well as adjustment of the 2020 federal budget to the revised thresholds.

The CBN governor emphasised pegging expenditure to critical sectors of the economy, adoption of a new fiscal regime to encourage the build-up of fiscal buffers; sustained CBN interventions in selected sectors; and enhanced flow of credit to the real sector and deliberate policies to diversify the economy.

The meeting of the National Council of State is long overdue. The Council met last on January 22nd last year and discussed many issues especially the minimum wage. Although the Council has no executive power but its advisory role is important. The National Economic Council and the Council of State are the two bodies created by the Constitution to advise the President on specific matters. The Council should have been involved in the recent pardon of Chief Anthony Eromosele Enahoro (1923-2010) from Uromi in Edo State and Professor Ambrose Folorunsho Alli (1929-1989) from Ekpoma in Edo State, who was born on September 22, 1929 in Ido-Ani in Ondo state, if it had met. I am sure the Council could have asked why the delay in awarding National Honours for the past four years. The National Honours are a set of orders and decorations conferred upon Nigerians and friends of Nigeria every year.

They were instituted by the National Honours Act No. 5 of 1964, during the Nigerian First Republic, to honour Nigerians who have rendered service to the benefit of the nation. The Council was established to unify the country especially during crisis like the pandemic we have now. The Council was not made to be idle. The presence of those retired Presidents and former Heads of State and former Chief Justices was to provide a sense of National Unity. Their familiar presence will be most reassuring now. Gradually they are being stripped of one of their jobs in retirement that is their unique ability to unify the country in a crisis.


The Council could have advised on many burning issues affecting the country. It is a constitutional responsibility for the National Council of State to meet often. I think it is obligatory. The annual meeting of the Council is not tidy enough. Regular meetings of such bodies will help President Muhammadu Buhari, GCFR, to accommodate new ideas on how to run a complex country like Nigeria. The key to building relationship currency is through authentic connections. Too often leaders get so caught in the day to day, that they forget that their reports are people with feelings. The mountain of problems that face us as a country today is beyond the wisdom of President Buhari alone, however competent he could be and his aides and those who serve him, who cant oppose him for fear of losing their positions or friendship. I guess it’s even beyond the wisdom of the National Assembly and the Governors’ Forum.

The only person who can summon the meeting of the Council of State is President Muhammadu Buhari, GCFR. The Secretary of the Council is the Secretary to the Government of the Federation, Mr. Boss Mustapha who is also the Secretary of the Federal Executive Council, the Secretary of the National Defence Council and also the head of the Cabinet Secretariat. Although the power of the Secretary to the Government of the Federation has been encroached, trespassed and infringed now, statutorily, he is to process appointments to Headship of Statutory Bodies, Commissions and Agencies by the President, he is also to co-ordinate the activities of Ministries and Government Agencies, especially on the implementation of government policies and decisions as well as to channel papers and directives of the President and to deal with constitutional, political and economic matters as may be referred to the Presidency.

The Secretary to the Government of the Federation is supposed to be the engine room of the government. He is the pulse of the heart of government that acts as a unifying force. He is the brain box of the central government with six Permanent Secretaries working directly under his supervisions.


The idea of the National Council of State was first introduced by General Murtala Ramat Mohammed (8 November1938-13 February 1976) on July 30, 1975 in his broadcast to the nation shortly after deposing General Yakubu Gowon, GCFR. He told the nation that day that “the structure of government has been re-organised. There will now be three organs of Government, at the Federal level namely: The Supreme Military Council, The National Council of State, and the Federal Executive Council.”

He then appointed the following governors as members of the council of state namely Lt. Col. Muhammed Buhari (North-East), Colonel George Innih (Mid-West), Lt. Col. Sani Bello (Kano), Captain Adekunle Lawal (Navy) (Lagos), Lt. Col. Paul Omu (South-East), Colonel Ibrahim Taiwo (Kwara), Captain Akin Aduwo (Navy) (West), Colonel Anthony Ochefu (East-Central), Lt. Col. Usman Jubrin (North-Central), Col. Abdullahi Mohammed (Benue-Plateau), Lt. Col. Umaru Mohammed (North-West) and Lt. Col. Zamani Lekewot (Rivers).

In the first republic there was no National Council of State as the Premiers were in control of their regions. Occasionally they met with the then Prime Minister, Sir Abubakar Tafawa Balewa, GCFR. After taking over power in January 15, 1966, General Johnson Thomas Umanakwe Aguiyi Ironsi (1924-1966), GCFR, set up the Supreme Military Council and appointed Military governors of the four regions as members of the council. That pattern of structure was followed and sustained by General Yakubu Gowon (85) during his reign between 1966 and 1975. General Murtala Mohammed excluded the Military Governors from the Supreme Military Council and only limited them to the National Council of State.


The 1979 constitution produced by Justice Egbert Udo Udoma (1917-1998) enlarged the composition of the Council of State. In the third schedule of the 1979 constitution, it states that “ 1. The Council of State shall comprise the following persons, namely —-(a) the President, who shall be the Chairman; (b) the Vice-President, who shall be the Deputy Chairman; (c) all former Presidents of the Federation and all former Heads of the Government of the Federation; (d) all former Chief Justices of Nigeria who are citizens of Nigeria; (e) the President of the Senate; (f) the Speaker of the House of Representatives; (g) all the Governors of the States of the Federation; (h) the Attorney-General of the Federation; and (i) one person from each State, who shall as respects that State be appointed by the Council of Chiefs of the State from among themselves.

2. The Council of shall have power—- (a) to advise the President in the exercise of his powers with respect to the National Population Census and compilation, publication and keeping of records and other information concerning the same, Prerogative of Mercy, Award of National Honours, the Federal Electoral Commission (including the appointment of members of that Commission), the Federal Judicial Service (including the appointment of members, and other than ex officio of that Commission) and the National Population Commission (including the appointment of members of that commission); and (b) to advise the President whenever requested to do so on the maintenance of public order within the Federation or any part thereof and on such other matters as the President may direct.

Travel / FG To Evacuate 200 Nigerians From Canada Thursday by cyrilamx(m): 5:39pm On May 12, 2020
The Nigeria High Commission in Canada says it is set to evacuate Nigerians stranded in that country due to coronavirus travel restrictions.

In a statement on Monday, the mission said it had received no fewer than 200 requests for evacuation.

To this end, it stated that a Boeing 777 aircraft operated by Air Peace had been specially arranged to fly the intending returnees home this Thursday.

The high commission noted that it could be the only special evacuation flight for Nigerian nationals stranded in Canada due to the coronavirus pandemic.


It said the plane would pick the prospective passengers from two locations in Canada, namely Toronto and Alberta.

According to the flight schedule, the aircraft is expected to pick the first set from the Pearson International Airport, Toronto.

From there it will fly to the Calgary International Airport, Alberta, a distance of 2,915 k.m., to load the second set of passengers.

The aircraft will depart Alberta for the Nnamdi Azikiwe International Airport, Abuja, where the evacuees would be moved into isolation for 14 days.


The one-way flight will cost each prospective evacuee between 1,130 dollars (N452,000) and 2,000 dollars (N800,000) depending on the class.

The News Agency of Nigeria reports that the special evacuation exercise began on Wednesday with the return of 265 Nigerians from the United Arab Emirates.

On Friday, 253 were brought back from the United Kingdom, followed by 160 from the United States on Sunday.

This brings to 678 the total number of Nigerians evacuated by the Federal Government so far.

A former commander of the Presidential Air Fleet (PAF) has temporarily forfeited N510 million to the federal government.

Uko Obong, an air vice marshal, headed the PAF between 2013 and 2015, mainly during the Goodluck Jonathan administration.

The forfeiture was granted by Justice A. R. Mohammed of the Federal High Court, Abuja, on Monday, according to a statement from the anti-graft agency, EFCC.

The EFCC said its “intelligence scooped the money stashed in Sterling Bank and discreet investigation revealed it was a proceed of unlawful activities, traced to AVM Obong.”

Justice A.R. Mohammed of the Federal High Court, Abuja, on Monday, May 11, 2020, ordered the interim forfeiture of N510 million, belonging to Vice Air Marshal Uko Etim Obong, in an application filed by the Economic and Financial Crimes Commission, EFCC.

The Commission’s application for interim forfeiture was pursuant to Section 44 (2) of the Constitution of the Federal Republic of Nigeria, 1999, as amended.

EFCC’s intelligence scooped the money stashed in Sterling Bank and discreet investigation revealed it was a proceed of unlawful activities, traced to AVM Obong.


It could be recalled that AVM Obong was the Commander of the Presidential Air Fleet between 2013 and 2015, and allegedly enriched himself corruptly while serving in that capacity.

The former Air Chief was alleged to have used some of his cronies and companies, such as Magnificent 5 Ventures Ltd; Tripple Kay Company Nigeria Ltd, and Elionenai International College, as conduits to drain public funds while concealing his identity.


Justice Mohammed, thereafter, granted the prayers of the EFCC and ordered the interim forfeiture of the said sum and adjourned the matter to May 26, 2020 for hearing.

Reacting, Omokori in a tweet via his Twitter account on Monday said the former minister was a hypocrite who only speaks up when it’s convenient for her.

“How come she was quiet when Elrufai demolished houses of political opponents in Kaduna?

The hotels were demolished after it violated an Executive Order on COVID 19.

Ignatius Kaigama, Catholic archbishop of Abuja diocese, says the COVID-19 pandemic will determine those who are true clerics and those seeking to amass wealth.

The federal government has since banned social and religious gatherings to curb the spread of COVID-19 but some clerics have protested the decision.

Speaking with PUNCH, Kaigama said pastors could still go ahead to lead their followers to heaven, whether there is pandemic or not, adding that COVID-19 “is the acid test now.”

The bishop said any cleric in the church whose goal is to amass wealth is not called of God but a businessman.

“This is the time to know who are true shepherds of the flock and those who are just engaged in work of religion in order to amass wealth for themselves or to acquire wealth and prosperity,” he said.

“If you are a pastor or priest in order to serve the people and lead them to heaven, then whether coronavirus is active or not, you will still go on to do that.

“But if you are a pastor or priest in order to acquire material wealth, in order to enjoy prosperity, then, I’m sorry, you’re not called by God. You’re a businessman or businesswoman and not a priest or pastor.

“This is the time we should see real men of God who are dedicated, even to the point of giving everything they have, including their lives in the service of the people of God.

“This is a moment of trial for us, we hope that we will pass the test with distinction as pastors and we will be able to stand by our people solidly without money.

“If the collections are not coming to the church, tithes are not there, how do you do? Will you run away and abandon the sheep? No, as a good shepherd, you should stand strong and firm and be there for the people and pray for good time to come again.”

When the 1954 constitution conference started, my good friend, Chief Obafemi Awolowo tabled a motion to the effect that in the new constitution, provision should be made that any state which feels like seceding should do so. I was opposed to it and said ‘no’ and said that once we have a federation, we are indivisible and perpetual.

That was when we began to use that expression – ‘The Indivisibility and perpetuity of the federation’ – and that to secede would amount to treason. And so, a debate ensued.



The Secretary of State then was Oliver Littleton, later Lord Chandos and he was very much interested and that was his first time in saying that the people of African descent were people actually debating at a high level.

So a full day was given to Chief Awolowo to make his points. He spoke brilliantly as a lawyer. He made his points why secession should be incorporated in the constitution. He cited the case of the Soviet Union which is a federation, and that secession is written there so that any state in the Soviet Union can secede at will. He also cited the case of Western Australia and eventually he finished his case and was applauded.

Lord Chandos said that on the face of the arguments before him it would be suicidal to incorporate secession in our constitution and that is why we have section 86 in our constitution that if any region or state should secede, then it will be an act of treason

We adjourned. The next day, I had to reply. I availed myself of the opportunity to, well, demolish the arguments of my friend and I cited the case of United States which based its constitution on that of the Swiss Confederation. That is Switzerland. I pointed out a case, I think, that of Texas versus White, where Mr. Salmon Chase, the Chief Justice laid down the principle – he was really an arbiter – that the union was intended to be perpetual and indivisible and that any attempt to divide the union by secession was treasonable.

The North (NPC) supported Action Group. The question was then: Should we have secession? The Colonial Office came to our rescue. You know, the usual principle of Britain – ‘divide and rule’ (laughs) but this time, it was in our favour. So, the colonial office backed us.

The American University of Nigeria owned by former Vice President, Atiku Abubakar, on Monday sacked over 400 staff.


This comes three days after another of Atiku's companies, Gotel Communication, a media outfit, sacked 46 staff on Workers Day.

President of AUN, Dawn Dekle, signed the sack letters seen by SaharaReporters, stating that the university no longer required the services of the affected staff.

Some of the disengaged workers told SaharaReporters that they were fired without severance benefits despite serving the university for about 10 years.

However, Vice President, University Relations of the institution, Abubakar Abba Tahir, denied the allegation.

He said, "Ask them to show you their disengagement letters.

"Until now, AUN has operated a student-staff ratio which balance had continued to affect the sustainability of the university

.

"It would not be realistic for AUN to continue to anchor its administrative structure on an over-bloated personnel whose role do not have significant effect on the philosophy of a development university.

"Thus, consequent upon the university’s new Governing Council vote to restructure the institution in line with its agenda for sustainability, a process of workforce rationalisation had been in the pipeline.

"It is now time for the university to look back, look around and look ahead to ensure that realistic and globally competitive administrative practices can be achieved in structure, strategy and focus."

The Joint Admissions and Matriculation Board (JAMB) has returned N3.5billion to the Federation Account from the excess generated from its operations during the conduct of 2020 Unified Tertiary Matriculation Examination (UTME).

It said that it had returned N3.5billion to the government following the sales of ePINs to UTME candidates, bringing the total remittance this year by the board to N7billion.


The board pledged to make further remittance to the government as soon as its operations are concluded and proper audit of its books done. JAMB’s Head of Media and Information, Dr. Fabian Benjamin, disclosed this in a statement yesterday in Abuja.

Last year, the board returned N5 billion to the government coffers, but was later asked by the government to keep N2billion to enhance its operations.

According to the statement, the remittance was done in line with the Registrar, Prof. Is-haq Oloyede’s avowed commitment to remit wholly, excess funds generated from its operations to the Federal Government.

It added that the board returned the excess to the government coffers despite reduction in the cost of ePIN sold to candidates from N5,000 to N3, 500 as directed by President Muhammadu Buhari last year.

Over 1.9 million candidates wrote this year’s examination, making it the highest in the history of the board so far.

The statement reads: “The Joint Admissions and Matriculation Board(JAMB) has made an interim remittance of N3.5billion to the Federal Government consolidated account for the 2020 expected remittance in line with Prof. Oloyede’s avowed commitment to remit wholly, excess funds generated from its operations to the Federal Government.

“It had made the payment of over N3.5billion to candidates by way of reduction of N1,500 from the cost of each ePIN sold to each candidates as graciously directed by the President totalling over N3.5billion, bringing the total remittances this year to over N7billion with the assurance to remit more as soon as its operations are concluded and proper audit of its books done.”

It explained that it’s the intention of the board to return to government coffers excess funds made from its operations.

“From the outset, it had been the intention of the present leadership of the board to return to federal coffers, whatever is left unutilised from its operational imperatives.

“The immediate benefit of the move manifested in the reduction by President Buhari of the UTME registration fee payable by candidates from N5,000 to N3,500, which entails the transfer of over N3billion to candidates and parents/guardians annually via the reduction in the cost of application documents.

“Before the reduction in the cost of application ePINs, the board had remitted over N7billion in 2017 and replicated same in subsequent years until the gracious action by the Buhari administration’s unprecedented decision to give back to candidates a percentage of the cost of registration.

“To sustain the gesture, the board will continue to come up with innovations on ways to ensure that candidates are provided with world-class services at modest cost, as obtained anywhere in the world,” the statement added.

Nigeria has signified interest to be part of global trial test of the vaccines developed for the treatment of coronavirus, the Presidential Task Force (PTF) on COVID-19 disclosed on Monday.

Already, Nigeria has informed the World Health Organisation (WHO) that it wants to be part of the global solidarity trial of the medicines being tried to tackle the COVID-19 pandemic.

Speaking at the daily press briefing of the PTF in Abuja, both the National Coordinator of PTF, Dr. Sani Aliyu, and the Minister of Health, Dr. Osagie Ehanire, said Nigeria would be part of the global trial and its patients would be used for the clinical trials.

The national coordinator said the manufacturers of the product had reached out to Nigeria from the United States to be part of the test.

Dr. Aliyu said: “We have also expressed interest in being involved in Oxford trial of the vaccine and we have been reached by the manufacturer of Remdesivir; which is the new drug the US provided, to see whether we can look at using it for our patients. We are looking at that from a clinical trial perspective.”

Also, the Health Minister said: “We have indicated interest to the World Health Organisation to be part of the global solidarity trial of medicines being tried to tackle the COVID-19 pandemic and efforts are on to also conduct research here in Nigeria.

“Other drugs can be added to the trials based on emerging evidence. In all this, we shall ensure the maintenance of ethical standards and safety of our people.



“I wish to recognise our healthcare workers who are at the frontlines, for your commitment and to reiterate the importance of maintaining high personal safety standards and infection prevention and control protocols at your workplace. This not only protects you but your family. We shall ensure more personal protective equipment for you and urge you to ensure its judicious use.”

The WHO Country Representatives, Fiona Brakar, said the COVID-19 vaccine would probably be available between 12 and 18 months to the date the virus was reported by China, saying that first vaccine trial started as early as 60 days after the genetic sequencing information from the virus was shared by China.

With about 89 products currently under vaccine production, with the accelerated efforts, and an expedited process, she said the first product might be available 12 to 18 months.

She said: “Research in going on globally, to study the genetics, of the virus and by styling the genetics of the virus, this helps us to develop a vaccine. Thanks to rapid sharing of genetic sequencing data from countries, we are able to advance the production of the vaccine. We do acknowledge the contributions of countries in sharing their genetic sequencing data, including Nigeria.

“The first vaccine trial started as early as 60 days after the genetic sequencing information from the virus was shared by China. And we have about 89 products that are currently under vaccine production. The number keeps getting updated because there is an accelerated process going on globally to try and found a vaccine.”

In case you don't know, Federal Governments help to Dangote hurt Lafarge Cement so much that Lafarge could not make profit for years and got sold and bought by several foreign investors for the past few decades.


FG will grant Dangote monopoly and tax waivers and even forex waivers to import cement cheaper and he will bring it in and slash the price of cement to half the price Lafarge is selling, thereby forcing Lafarge to slash price to remain in business and also sack staffs and do pay cuts to sustain operations.


If you know what Obasanjo and other Federal Government of Nigeria did for Dangote, you will be shocked.
