NATO has never been weak. Let's get that out of the way first.

There was no NATO in 1939. Back then, they were expecting the world powers on the continent (Britain and France) to come to their aid then, and they did just 2 days later. Poland suffered during the war but their aid made the final rescue possible.

If a non NATO country attacks a NATO member nation, and the nation invokes article 5 of the treaty, then you shall know the strength of NATO. It has only been activated once.

As for the Russians, it was most likely a pilot error otherwise it would be more than 42 seconds to at least gather Intel or make an attack. But still, it could be testing the defence response time which I don't advocate for. There are too much wars already on the planet and it's the innocent that suffers.
