Senate has ordered the Federal Road Safety Commission, FRSC to stop issuing new vehicle number plates and driver’s license. The order was upon the adoption of a motion on new number and driver’s sponsored by Senator Dahiru Kuta and 19 others in which they condemned the indiscriminate fees charged by the FRSC on the new number plates and driver’s license. Senators during the consideration of the motion on Wednesday described the new vehicle number plates issued by the commission as illegal noting that act that set up FRSC does not empower it to issue number plates. Moving the motion, Kuta lamented that FRSC has abandoned it primary mandates of ensuring safety on Nigeria roads by turning itself into revenue generating agency. Kuta said, “The commission was not established principally as a revenue generating agency for states or Federal Government, but the commission in recent times has embarked on frequent and arbitrary introduction and reintroduction of vehicle number plates and driver’s licenses. “The new driver’s license which the commission launched in 2011 is now issued for N6000 as against the N3000 while the new number plates have suddenly jumped from N5000 to an astronomical N15, 000. “The exorbitant cost of the driver’s license and vehicle plate number is meant to financially improvised Nigerians because the amount is exploitative, prohibitive and insensitive for a population that is already facing challenges of harsh economic conditions.” http://trends.com.ng/2012/02/senate-halt-frsc-issuing-number-plates-driving-license/ |

Six ex-governors, including some of those on trial, are in trouble over alleged acquisition of assets worth £15million in the United Kingdom, while in office. The Economic and Financial Crimes Commission, EFCC and the Met Police on Monday began talks on the tracing of the affected assets in the UK. Investigation by our correspondent revealed that some of the assets were acquired between 2005 and 2011. It was gathered that the suspected ex-governors cut across the South-West, South-East, North-East, South-South and North-Central. One of the governors was said to have paid £1.6million at a go in 2005 for a posh mansion in London. Source said the session between the EFCC and Met Police provided an opportunity for the two sides to echange information on the ex-governors, trace the affected assets and secure court injunctions for the purpose of seizing the assets temporarily pending their trial. The source said: “We have some intelligence reports on the assets acquired by these ex-governors and we have turned in these to Met Police for verification. “While the EFCC team was led by its chairman, Mrs. Farida Waziri, a crack intelligence officer, Peter Clark led the Met Police group. “It is too early to give details of the ongoing investigation of the UK assets of these governors but we have gathered some dossiers on them for the Met Police to assist us.” Responding to a question, the source added: “The outcome of the Met Police investigation will be useful for trial here at home or abroad. If necessary, some of these ex-governors may be extradited to the UK for trial. “I can tell you that there is no place to hide for them.” The assets in question may be seized under the Interim Forfeiture Order in Sections 26 and 29 of the EFCC Act. The section reads: “Any property subject to forfeiture under this Act may be seized by the commission in the following circumstances- (a) the seizure is incidental to an arrest or search; or (b) in the case of property liable to forfeiture upon process issued by the Court following an application made by the Commission in accordance with the prescribed rules “Whenever property is seized under any of the provisions of this Act, the Commission may-(a) place the property under seal; or (b) remove the property to a place designated by the Commission. “Properties taken or detained under this section shall be deemed to be in custody of the Commission, subject only to an order of a Court.” The EFCC and the Metropolitan Police have been collaborating in the past few years. The British government had, in 2008, expressed its willingness to return about £40 million stolen funds recovered from some Nigerian government officials. A former Acting British High Commissioner to Nigeria, James Tansley, on September 27, 2007, for handed, over two cheques for more than $250,000 (£126,000, 29.3m naira) to Nigeria. The UK Metropolitan Police had said the amount was only a fraction of the fortunes that the former Governor of Plateau State, Chief Joshua Dariye and other Nigerian officials had diverted to London. Fire For Fire : Ex- Militants Challange Boko Haram A BATTLE line appears to be emerging between the dreaded sect, Boko Haram, and ex-militants of the Niger Delta, following the state of insecurity in the nation as the ex-militants has vowed to storm Borno State in search of members of the Islamic sect. Leader of a group of 6,166 ex-militants, Abubakar Sylvester Oyas Tambo, popularly known as Aso Tambo, told The Guardian in an interview, that the group will soon storm Borno and other hideouts of Boko Haram in order to put an end to their threats on government and the nation at large. Tambo, the national chairman of the Coalition of Niger Delta ex-Militants Leaders, under the Presidential Amnesty phase two, is from Ekeremo in Bayelsa State and was the leader of the group of more than 2,000 ex–militants that stormed the FCT on July 7th, 2010 in over 60 buses. He viewed the current state of insecurity as posed by Boko Haram as a fight against Jonathan’s administration and vowed to quench it. “It is because of the innocent ones dying in these bomb blasts that we are taking this step and we will not allow the unchecked activities of Boko Haram to destabilize Jonathan’s administration.” He, however, absolved the president and the Amnesty office from knowledge of the group’s plan to attack the sect. Tambo, who called on Northern leaders, to call members of the Boko Haram sect to order, or have both groups clash, urged the federal government to steer clear of the clashes that will soon ensue. According to him, the attack on innocent citizens by Boko Haram was not a mere fight against the government and the entire nation, but against the government of a Niger Delta-led government. He called on Boko Haram to stop the cowardly act of hiding among innocent Nigerians to fight but that they should come out to the open, set up bases from where they could be engaged, rather than stay in places where innocent Nigerians can easily fall victim of crossfire. Meanwhile, speaking recently at a public lecture organised by the Institute for Peace and Conflict Resolution (IPCR), Prof. Muhammed Ladan, from the Faculty of Law at Ahmadu Bello University (ABU), said the government would have to tackle the reasons for youths’ adoption of violence and terrorism before the menace of insecurity could be contained. Ladan, who was the guest lecturer at the event, noted that the solution to terrorism in Nigeria was not in the use of military force alone, but combination of human capital empowerment and military might. To buttress his point, Ladan noted that about 12.2 million educated Nigerian youths were unemployed; among them are those who have embraced terrorism and violence. “The government will have to understand how these extremist youths, especially the Boko Haram, have grown in sophistication before terrorism can be stamped out,” he said. He added that there should be thorough investigations and the sharing of intelligence on previous bombing in order to prevent crime, rather than making hurried arrests and name mentioning. According to him, the bombing of the UN House could have been prevented if information on previous attacks had been shared. However, Director General of IPCR, Dr. Joseph Golwa, said the inability to satisfactorily resolve high profile cases has a disproportionate impact on both local and international perception of the effectiveness of the criminal justice system.
