I saw this same job vacancy last year September 2014. Can anyone tell me what is happening in the company or are they recruitment firm?

Can undergraduate student apply for the post?

I purchased the form last year Dec 2014/2015 but along the line I had some financial issue so I couldn't pay for the tuition fee up till now.
Do I need to write the authority for deferring the admission till next year?
Please kindly advice me on what to do.
