Politics › Body Of Benchers Applaud Tinubu, Wike Over Infrastructure For Judiciary by Dannupawa(op): 7:15pm On Dec 06, 2024

1. The Chairman of the Body of Benchers of Nigeria, Chief Adegboyega Awomolo (SAN), has commended President Bola Ahmed Tinubu and the Minister of the Federal Capital Territory, FCT, Barrister Ezenwo Nyesom Wike, for their infrastructural intervention and support for the judicial arm of government.

2. Chief Awomolo, who spoke while flagging off the design, construction, and furnishing of the office annex of the Body of Benchers of Nigeria, also stated that the executive's support for the judiciary does not amount to interference with the independence of either arm of government.

3. The Chairman said no arm of government was sufficiently endowed with everything it required to perform its constitutional functions, adding that the makers of the Nigerian constitution also foresaw the need for support, cooperation, collaboration, and intervention of the executive arm in areas of infrastructural facilities.

4. He said, “The Body of Benchers is very grateful to His Excellency, President Bola Ahmed Tinubu, GCFR and Chief Executive of the Federal Republic of Nigeria, for approving the initiative of the Honourable Minister for the FCT, His Excellency, Ezenwo Nyesom Wike, Life Bencher, CON for interventions of provision of basic infrastructural facilities in the Nigerian Law School, Body of Benchers and the judiciary”.

5. While describing the FCT Minister as an Ambassador of the judiciary, Chief Awomolo said g, “The infrastructural intervention now made to the Body of Benchers by the Honourable Minister is one of the Executive supports which deserve appreciation and commendation”.

6. In his remarks, the FCT Minister, Barr. Nyesom Wike also highlighted the importance of collaboration between the various arms of government and stressed the FCT Administration's commitment to providing a conducive environment for the judiciary to function effectively.

7. He disclosed that provision was made in the supplementary budget of the FCT for the construction of the Body of Benchers office complex and was approved by the President, and assured that the project would be completed over the next 10 months.

8. The Minister also revealed that the President has approved the construction of 10 residential buildings for the lecturers of the Nigerian law school, which will be flagged off in the coming week.

9. He said, “It’s a public school owned by the government, and they lack basic infrastructure. Mr. President said it has to be done, and he approved the construction of 10 residential buildings for the lecturers, which will be flagged off on Monday and completed in 10 months.”

10. The Minister assured of the availability of funds for the project and thanked President Tinubu for his unwavering support for the FCT Administration.

11. Responding to a request to provide a fire service station within the Body of Benchers complex, the Minister also assured that the project would be included in the FCT's 2025 budget.

12. He said, “You can take it for granted; by 2025, we are going to establish a fire service station within this complex”.

13. The FCT Minister pledged his continued support for the judiciary, adding that criticisms would not deter him.

14. “I want to assure the Body of Benchers that I will make you proud, and you will see a difference as far as governance is concerned,” he added.

15. In his goodwill message, Former Minister of Justice and Attorney General of the Federation Kanu Agabi (SAN) described the FCT Minister as a man with a plan who has given hope to the nation and thanked the Minister for the respect and support he has shown the judiciary.

16. He said, “We are very proud of you, we appreciate you, and we are grateful to you. I thank God that a man like you is Minister at this time. You have vision, you are decisive, you have foresight. Thank you for all the things you are doing.”

17. Giving an overview of the project, Ag. Executive Secretary FCDA, Engr. Richard Yunana Dauda said the project is located within the Institution and Research District in Phase 3 of the Federal Capital City and involves constructing and furnishing an office complex and providing other facilities like Conference Halls and meeting rooms.

18. He said the project will provide a conducive environment for the Benchers to carry out their statutory functions effectively.

19. In his pledge of commitment, the Project Manager, Tobocat Nig. Ltd – the contractors handling the project, Engr. Emmanuel Hon assured of the timely completion of the project. He thanked the Minister for entrusting his company with the execution of the project, adding that the project would be executed with the highest standard, abiding strictly by the guidelines and specifications.

20. Highlights of the event include the decoration of the FCT Minister with the insignia of the Body of Benchers and the presentation of a plague to him by the immediate past Chief Justice of Nigeria and Vice Chairman, Body of Benchers of Nigeria, Justice Ariwoola, to commemorate the official flag-off of the construction exercise.

… AS HE FLAGS OFF THE CONSTRUCTION OF ACCESS ROAD IN GIRI DISTRICT

1. Minister of the Federal Capital Territory, Barrister Ezenwo Nyesom Wike, has reiterated the FCT Administration's commitment to developing the FCT through the provision of access roads.

2. Barr. Wike said this while flagging off the construction of the access road, leading to the site of the new Economic and Financial Crimes Commission (EFCC) academy in Giri District, Abuja on Thursday, December 5, 2024.

3. Speaking during the flag-off ceremony, the Minister said the provision of access roads would encourage the development of the real estate sector, enhance access to the markets for agricultural produce, and also decongest the Abuja city center.

4. Noting that some parts of the FCT were undeveloped due to the lack of access roads, the FCT Minister said, “With the access road, everybody will come and develop, and that is what we are looking for so that we will decongest the city.”

5. The Minister clarified that the road was not being constructed specifically for the EFCC but to open up a part of the FCT where the EFCC's new academy is also located, thereby making them a beneficiary of the road project.

6. He said, “The community is also going to benefit. People will now build houses, and farmers will bring their produce to the city. That is the whole essence of opening up everywhere.

7. “So, let it not be said that we are building roads for the EFCC. We are not building roads for the EFCC. We are building roads to open up access and develop areas and of course, they are one of the beneficiaries”.

8. The FCT Minister thanked President Bola Ahmed Tinubu for the opportunity to contribute to the FCT's infrastructural development and for providing the necessary funding and support for the FCT Administration.

9. He also assured the contractor of the availability of funds and urged them to ensure the project's timely completion. He said it would be commissioned by May next year to mark the President's second anniversary in office.

10. The Minister further urged the contractor to also positively relate to the host community by giving them employment opportunities during the road project's execution.

11. Earlier in his remark, the Chairman, EFCC, Olanipekun Olukoyede who was represented by the Secretary of the Commission, Malam Muhammed Hamma-Joda, thanked President Tinubu and the FCT Minister for their commitment to the provision of infrastructure in the FCT.

12. In his goodwill message, Senator David Jimkuta, Chairman of the Senate Committee on FCT Area Councils and Ancillary Matters, also commended the FCT Minister's developmental efforts, saying that the construction of the access road will stimulate economic activities in the FCT.

13. Senator Jimkuta observed that about 79 percent of the capital projects approved in the 2024 budget for the FCT have been implemented. He expressed confidence that the FCT will achieve 100 percent implementation by the end of the year. He also pledged the continued support of the National Assembly for the FCT Administration.

14. Giving an overview of the project, the Acting Executive Secretary, FCDA, Engr. Richard Yunana Dauda said the 3-kilometer access road commences from the airport expressway at the Bill Clinton Interchange and descends to the EFCC academy site at plot 18 in Giri District.

15. He added that the road project, which will be completed in 9 months, will be fitted with all the facilities of a well-planned road and will enhance rapid development within the area.

16. While committing to deliver the project on time, Elie Tannous, the Managing Director of Levant Construction Ltd, the contractor handling the project, also thanked the FCT Minister for giving the company the opportunity to execute the project.

...PROMISES THE CONSTRUCTION OF A SENIOR SECONDARY SCHOOL IN KETTI

1. Minister of the Federal Capital Territory, Barrister Ezenwo Nyesom Wike, has stressed the FCT Administration's commitment to opening up the Area Councils through the construction of rural roads, in line with President Bola Ahmed Tinubu's directive.

2. The Minister stated this on Wednesday, December 4, 2024, while flagging off the construction of the 10.5-kilometer Kabusa-Ketti access road in the Abuja Municipal Area Council (AMAC).

3. Barrister Wike said providing rural roads would improve residents' well-being, enhance access to farmlands, and improve security in rural areas.

4. He assured of adequate funding for the timely completion of the road project, which, he said, would be commissioned during President Tinubu’s second year anniversary in office.

5. while stressing that development will not be concentrated in the Abuja city center, the Minister said the Kabusa-Ketti road would be provided with streetlights as part of efforts to tackle insecurity.

6. He said, “Our effort is not to concentrate development in the city. Mr. President has directed that we must also open up all the satellite towns, and that is what we are doing today in Kabusa-Ketti”.

7. The Minister commended the residents for coming out to show appreciation for the road project and urged them to continue to support the government. He assured them that the FCT Administration would continue to interact with them to address the issues that affect them.

8. Reacting to a request written on one of the banners hoisted by community members demanding the construction of a Senior secondary school in the Ketti community, the Minister assured that the request would be granted.

9. He said, “Let me assure you, I’ve seen what you have written there without you even saying it. Let me approve that Ketti will get a Senior Secondary School”.

10. Stressing that governance was a two-way contract between the people and the leadership, the Minister assured that President Tinubu's government would continue to fulfill the promises he had made to the people.

11. He said, “Mr. President has come through me to fulfill his promises”.

12. Speaking further on the projects being executed in different parts of the FCT, the Minister said, “We are now going to dualize the Kuje to Gwagwalada road. We have already dualized the Garage road in Kuje. Go there at night and you will see the streetlights in Kuje now.

13. “By the time we finish the Airport Road to Kuje, you don’t need to go to Abuja to stay. You can come to work from Kuje to Abuja and go back within 15 minutes, and that is what the government is all about; that is what the present administration is doing”.

14. Earlier in their separate goodwill messages, the Chairman, Senate Committee on FCT Area Councils and Ancillary Matters, Senator David Jimkuta and the Chairman, House of Representatives Committee on FCT, Hon. Mukhtar Aliyu Betara thanked the FCT Minister for his development efforts in the FCT and support for President Tinubu in actualizing the Renewed Hope Agenda and assured of the continued support of the National Assembly for the FCT Administration.

15. Noting that the FCTA requires resources to provide infrastructure, Hon. Aliyu Betara called on residents to pay up their ground rent and other levies, stressing that the FCT Minister was working for the interest of all residents.

16. In his vote of thanks, the Chairman of AMAC, Hon. Christopher Maikalangu, also thanked the FCT Minister for providing rural roads in the Area Council, which, he said, will improve security and enhance the socio-economic condition of residents.

17. The Acting Executive Secretary, FCDA, Engr. Richard Yunana Dauda, while highlighting the scope of work for the road project, said the 10.5-kilometer Kabusa-Ketti road will be completed in 6 months and will be provided with streetlights and all the services of a modern road project.

Abdullahi Murtala thanked the Minister for allowing an Indigenous company to execute the project and assured that the project would be completed on time without compromising on standards

1. Minister of the Federal Capital Territory (FCT), Barr Ezenwo Nyesom Wike on Tuesday, December 3rd, 2024 flagged off the construction of the 7-kilometer Kabusa to Takushara access road in the Abuja Municipal Area Council of the FCT.

2. Speaking during the flag-off exercise, the FCT Minister stressed the government's commitment to bringing governance closer to the grassroots to rekindle the people’s lost hope, in line with President Bola Ahmed Tinubu's Renewed Hope Agenda.

3. He added that the provision of rural infrastructure in the FCT also lends credence to the fact that governance was not concentrated in the Abuja city center but also in the rural areas.

4. The Minister said that the Kabusa-Takushara road, which will be provided with streetlights, will be completed in the next seven months.

5. He added that the road project, when completed, will enhance agricultural activities in the area and improve security in the nation’s capital.

6. Barr. Wike said, “What we are doing today is what the Renewed Hope Agenda is all about – giving hope back to our people. I’m sure the people of Kabusa and Takushara have lost hope that this road will ever be done. But to the glory of God and by the coming in of President Ahmed Bola Tinubu, it’s a different story”.

7. Speaking further, the Minister said, “Government is no longer concentrated in the city. Government has come back to the grassroots. When a government has made a promise, it must fulfill the promise.

8. “One of the promises Mr. President made is that all of you in the satellite towns don’t think that government is about the city; we will also turn the satellite towns into cities, and they are constructing roads for you”.

9. “And I assure you, it is not about flagging off projects. In the next seven months, I want to assure you we will commission this project.

10. “For the first time, roads are constructed in the rural areas, and we will provide streetlights. It has never happened before”.

11. The Minister charged the contractor with ensuring that the road project is completed within the stipulated timeframe and urged them to provide employment opportunities residents of the area.

12. The FCT Minister who stressed that no student should be made to stand by the roadside to welcome VIPs , especially during school hours, also expressed displeasure at the poor state of the Government Senior Secondary School (GSSS Kabusa) along the road corridor and pledged the immediate rehabilitation of the school.

13. He said, “This should be the last time I see this happen. Nobody should bring students out of school to line up on the road. We will not accept that any longer. We are doing what we are supposed to do, so I will not accept where our students are subjected to line up to receive us. I want to appeal to the principals of the various schools not to allow this to happen next time.

14. “There will be immediate upgrading of this school to be what a school is supposed to be. I’m sure when Mr. President comes here and sees this is a school our children are learning, I will lose my job, and I don’t want to lose my job. Therefore, this school, we are going to make you happy to be what a proper school is supposed to be.”

15. Stressing the administration of President Tinubu's commitment to providing good governance, the Minister called for continued prayer and support for the government, saying, “The government of Ahmed Tinubu will not fail you. I cannot support a government that is not serious; I cannot support a government that will make promises without fulfilling the promises.”

16. Barr. Wike, while also acknowledging the commitment of the AMAC Chairman, Hon. Christopher Maikalangu, to the provision of rural infrastructure, equally charged the residents to reciprocate the good gesture by supporting the Chairman.

17. In a goodwill message, the House of Representatives member representing Abuja South of the FCT, Hon. Abdurrahman Ajiya, thanked President Bola Ahmed Tinubu for appointing Barr Wike as Minister of the FCT, describing the Minister as a blessing to the residents.

18. In her remarks, the FCTA Head of Service, Mrs. Grace Adayilo, said the area's residents had prayed and longed earnestly for the road's construction and thanked the FCT Minister for bringing development to the people's doorsteps.

19. Mrs Adayilo also thanked the FCT Minister for prioritizing infrastructure development in all areas of the FCT, saying, “Posterity will never forget your large heart for humanity.”

20. Giving an overview of the project, the Acting Executive Secretary, FCDA Engr. Richard Yunana Dauda said the Kabusa-Takushara road is a 7-meter single-carriageway with shoulders and will be provided with solar streetlights to improve security.

21. Also speaking, Engr. Naim Raffoul, the Project Manager at M/s I.A.C Allied Technical Construction Company Ltd (the contractors handling the project), pledged that the company would adhere to the highest standards in executing the road project.

Dr. Mariya Mahmoud, FCT Minister of State, has callled on government at all levels, private investors, and stakeholders to invest in film, noting that investment in the sector was not
just an economic decision but a cultural imperative.

The minister gave this charge at the opening ceremony of the 14th edition of the international Zuma film festival held at the Jabi Lake Mall in Abuja.

She also advocated for policies that could empower filmmakers to showcase their work, stressing that efforts should be made to nurturing a future where African cinema takes its rightful place on the global stage.

The minister who was represented by her Special Assistant on Social Development Secretariat, Hon. Helen Zamani, also noted that the Zuma film festival has become a true celebration of storytelling, culture, and creativity.

"Let me use this opportunity to reiterate that Zuma film festival is not just an event; it is a movement—a convergence of voices, ideas, and visions that shape the narrative of who we are and where we are going.

"The power of film is much more than entertainment. It is a mirror reflecting our collective experiences, dreams, and struggles. It is a bridge connecting diverse cultures and a canvas for the stories that define us," she stressed.

Mahmoud, however, called on filmmakers to recognise the role of technology in the film industry.

According to her; "As a matter of fact, in an era where technology evolves at lightning speed, the way we tell stories is changing. From virtual reality to artificial intelligence, these tools are transforming how audiences engage with films.

"We must therefore embrace these innovations while remaining true to the authenticity that sets our stories apart".

The minister identified
funding and infrastructure to distribution and copyright issues as some of the numerous challenges in the industry despite its immense potentials.

Mahmoud, therefore, commended the organizers of the Zuma film festival for creating the platform to showcase the future of African cinema.

In his welcome address, Dr. Ali Nuhu, the Managing Director of Nigerian Film Corporation, described the festival as a hallmark of African creativity and innovation, noting that the festival has been globally recognized for its role in promoting the rich cultural heritage of Nigeria and the continent.

He also said that this year’s theme, "Digital Renaissance: Embracing the Future!", underscores the transformative power of digital technology in reshaping filmmaking and storytelling.

Recall that the opening ceremony brought together a diverse audience of creative professionals, cultural enthusiasts, diplomats, and government officials to celebrate the union of culture and technology.

As part of elevation of the China-Nigeria relation to a more comprehensive strategic partnership, the Hunan Province and the Federal Capital Territory Administration have expressed commitment to strengthen cooperation in urban development, cultural education, tourism, environment amongst other areas of interest.

The FCT Minister of State Dr. Mariya Mahmoud, who recieved the Hunan Province delegation on behalf of the Administration, stressed the importance of strategic partnership between the two cities.

Mahmoud emphasised that partnership in these critical sectors would allow Hunan Province and the Federal Capital Territory Administration to combine their resources, knowledge, and expertise.

According to her; "This can lead to greater innovation, more effective problem-solving, and enhanced capabilities that would be difficult to achieve alone.

"In other words, partnerships foster mutual benefit, strengthen individual and collective efforts, and promote growth and resilience".

While appreciating the delegation for the warm reception extended to FCT Minister, Barrister Nyesom Wike, and his delegation during his recent visit to China, she expressed confidence that there would be a better outcome.

Mahmoud further said; "I also want to appreciate the dedication from China as a follow up visit. You have followed us since FCT delegation left China and it is left to us to look at more possible areas of collaboration.

"As you have noted the changes in the infrastructural development of FCT, people that were here before this administration, they know how FCT was and how FCT is looking now. So there are several areas we can collaborate".

Earlier, vice chairman of the Hunan Provincial Political Consultative Conference and leader of the delegation, Lai Mingyong, noted that Abuja as the capital and political-cultural centre of Nigeria is an international city filled with modern atmosphere.

"This young city is renowned for its unique urban planning, beautiful architectural style, and well-developed infrastructure. It has grown into a modern metropolis with great achievements in terms of infrastructure".

Mingyong, used the occasion to invite the FCT Administration to the China-Africa Economy and Trade Expo initiated by the President, Mr. Xi Jinping, hoping that new chapters would be developed during the Expo.

Recall that on September 3, 2024, President Xi Jinping met with Nigeria President Bola Ahmed Tinubu, who was in China for the Beijing summit of the Forum on China-Africa Cooperation, and a state visit at the Great Hall of the people of Beijing.

The two heads of state announced the elevation of China-Nigeria relation to a comprehensive strategic partnership.

The National Hajj Commission of Nigeria (NAHCON) says it has disbursed refunds amounting to N4,479,362,880.00 (Four Billion, Four Hundred and Seventy-Nine Million, Three Hundred and Sixty-Two Thousand, Eight Hundred Eighty Naira) to States’ Pilgrims’ Welfare Boards, the Federal Capital Territory (FCT) and the Armed Forces. These refunds pertain to the Masha’ir electricity services not rendered properly by the Saudi Authorities during the 2023 Hajj exercise.

In addition, the Commission has refunded a sum of N917,148,479.99 (Nine hundred and seventeen million, one hundred and forty-eight thousand, four hundred and seventy-nine Naira, ninety-nine kobo) to 192 accredited Tour Companies that participated in the 2023 Hajj. This amount is intended for onward disbursement to their respective Pilgrims, while the remaining participating companies will also be refunded after due reconciliation.

This refund underscores NAHCON’s commitment, under the leadership of its Chairman/CEO,
Professor Abdullahi Saleh Usman, to uphold transparency and accountability in the management of Hajj operations.

All Pilgrims who participated in the 2023 Hajj are advised to contact their respective State Pilgrims’ Welfare Agencies, Boards and Commissions or Tour Operators to claim their refunds. Each Pilgrim, is entitled to receive a refund of N61,080.00. (Sixty One Thousand, Eighty Naira only). A detailed breakdown of the number of Pilgrims per State and the corresponding amounts is attached to this press statement.

The Commission hereby calls upon all 2025 Hajj intending Pilgrims to promptly deposit their 2025 Hajj fares with their respective State Pilgrims Boards. This measure is essential to ensure the timely transmission of funds to NAHCON, thereby facilitating early arrangements of the 2025 Hajj in strict compliance with the guidelines set forth by the Kingdom of Saudi Arabia.

In the interest of transparency and due process, NAHCON calls upon the Economic and Financial Crimes Commission (EFCC), the Independent Corrupt Practices and Other Related Offences Commission (ICPC), and other relevant security agencies to closely monitor the refund process. This collaboration aims to ensure that all refunds are appropriately disbursed and reached the intended beneficiaries without any discrepancy.

The National Hajj Commission of Nigeria (NAHCON) has inaugurated a 32-man Screening/Aviation Monitoring Committee for 2025 Hajj air-carriers and cargo conveyers.

This is contained in a statement made available to Radio Abuja FM on Tuesday in Abuja by Fatima Sanda Usara’

Also inaugurated was a six-man Secretariat for the Committee.

The inauguration was followed by Opening of Application Forms for the Issuance of Hajj License for airlift of the 2025 pilgrims from Nigeria.

The event took place in Hajj House, the NAHCON headquarter, today 26th November 2024. This sets the pace for series of activities that will culminate in the selection of pilgrims’ air carriers as well as excess luggage freighters for the 2025 Hajj exercise.

The Committee, chaired by NAHCON’s Commissioner of Operations, Inspection and Licensing (OILS), Prince Anofi Olanrewaju Elegushi draws membership from several aviation industry managers as well as stakeholders from the State Pilgrims’ Welfare Boards, representative from the Presidency, Security Agencies and NAHCON staff.

The composition of the Committees include five representatives from State Pilgrims’ Welfare Boards, three from Nigerian Civil Aviation Authority (NCAA) and one member each from Federal Airports Authority of Nigeria (FAAN), Nigerian Airspace Management Agency (NAMA), Nigerian Meteorological Agency (NIMET), and Nigerian Safety Investigation Bureau (NSIB). Similarly, one member each was drawn from Nigerian Customs’ Service (NCS) and Independent Corrupt Practices Commission (ICPC). Others are NAHCON Board members representing each geo-political zone of the country, NAHCON Heads of Aviation, Procurement, Legal, Internal Audit, Special Duties as well as Board Member representing the Aviation industry.

Eleven airlines, including two from Saudi Arabia sent applications indicating interest in the airlift of pilgrims for this year’s Hajj. From Saudi Arabia under the airlift bilateral agreement are FlyNas and Flyadeal. Nine applications are from Nigerian airline companies; they are Air Peace, GYRO Air Limited, Max Air Ltd, Nahco Aviance, Tarco Aviation, Umra Airline Limited standing for Ethiopian Airlines, UMZA Aviation Services Limited, Value Jet and Trebet Aviation Ltd.

Meanwhile, five cargo companies applied for excess luggage transportation. They are Aglow Aviation Support Services Limited, Cargo Zeal Technologies, Qualla Investment, Kiswah Logistics Services Limited, and Sokodeke Global Travels and Cargo.

The following are the Terms of Reference for the Airlines Screening Committee:

Screen the prospective carriers that applied for license for the airlift of pilgrims and those for Excess Luggage in respect of the 2025 Hajj;

To decline the screening of any applicant whose status or documents are at variance with the conditions of application as stated in the adverts, and application form.

Determine the suitability and capability of the applicants in line with the extant Nigerian Civil Aviation regulations and ICAO standards and recommended practices;

Establish criteria, score or grade for suitability and for the recommendation of an applicant;

Recommend minimum standards of operation in accordance with industry best practices by the prequalified companies;

Recommend appropriate pilgrim airfare and excess luggage rate for the specified departure zones;

Make any other recommendations necessary for the efficient conduct of 2025 Hajj airlift; and

To allocate passengers to the carriers based on their assessed capabilities in line with paragraph Ill above.

Submit a comprehensive report at the completion of the exercise for consideration of the EXCO of the Commission.

Below are the Terms of Reference for the Aviation Monitoring Committee (AMC):

i. To constitute a subcommittee to review and evaluate all documents to be submitted by applicant Airlines in respect of 2025 Hajj,

ii. To serve as member of the 2025 Air Carriers/Cargo Screening Committee.

iii. To inspect and assess the readiness of the airports being considered for the 2025 Hajj Operation.

iv. Make specific and general observations/recommendations arising from (iii) above.

v. Monitor all inbound and out bound flights at all departure centres to check compliance with the airlift agreement and industry standards.

vi. Monitor the quality of in-flight services in accordance with industry standards.

vii. Monitor compliance with (32/8kg) luggage policy of the Commission by carriers and pilgrims.

viii. To recommend appropriate actions /penalties against defaulters (carriers or SPWBs as the case maybe)

xi. Liaise with the Central Security Committee and Task Force on abscondment of pilgrims in order to provide support where needed.

x. To undertake any action deemed necessary for the success of airlift operations and also make appropriate recommendation (s) incidental to the entire assignment.

Present at the event was Senator Abubakar Sani Bello, Chairman Senate Committee on Foreign Affairs who was represented by Senior Legislative Aid, Alhaji Rabi’u Adamu Pan-Uku. Also present were Chairman House Committee on Muslim Pilgrimage, Hon. Jaafaru Muhammad (Shettiman Borgu), representatives of airlines and all other committee members.

In his Opening remarks, the NAHCON Chairman, Professor Abdullahi Saleh Usman described the inauguration as an important activity that demands commitment due to the magnitude of work involved and its significance to successful operations. He urged the members to work within the terms of reference towards providing excellent services to pilgrims.

In his submission, the NAHCON Commissioner OILS, Prince Elegushi, called on members to be ready to work day and night in order to conclude their assignment within the timeframe allotted. He reminded them of the crucial place aviation occupies in the operation of Hajj. In addition he assured all stakeholders that the screening will be conducted in a very transparent manner while seeking their support to reach the goal of the screening and monitoring successfully. The Commissioner described last year’s Hajj airlift as successful having concluded both the outbound and inbound flights earlier than slated. Prince Onofi gave assurances of replicating the feat and even better.

Senator Abubakar Sani Bello apologised for being unavoidably absent due to another national assignment. His representative bore witness to the transparent process deployed on the task and promised to report same to his principal.

Meanwhile, Hon. Jafaru called on the airlines that would emerge successful to discharge their responsibilities with the fear of God.

Other speakers at the occasion include representative of the aviation industry, and the NAHCON Commissioner Planning, Research, Statistics, Information and Library Services, (PRSILS) Prof Abubakar Yagawal.

The event ended with a vote of thanks by Commissioner, Policy Personnel Management and Finance (PPMF), Alhaji Aliu AbdulRazaq. The Committee is expected to submit its report by 2nd December 2024.

In order to prevent a repeat of shortcomings in service delivery observed during the 2024 Hajj, Mai-Hajj, a Civil Society Organization, has called on the National Hajj Commission of Nigeria (NAHCON) to begin early preparations for the 2025 exercise.

In a statement signed by the Chairman of the group, Garba Ubale, made available to journalists in Abuja on Tuesday, Mai-Hajj recalled that last minute arrangements in the past had led to failure especially in areas of securing good accommodation for pilgrims in Makka, Madina and Muna.

According to the group, "non availability of toilet facilities at Mudzilifa, where Nigerian pilgrims were sometimes forced to queue for several minutes before accessing the facility after a long walk from Arafat, were largely due to lack of adequate toilets facilities, which can be attributed to lack of adequate plans during final negotiations with Saudi authorities.

Mai-Hajj noted that other challenges witnessed during the 2024 Hajj operation in areas such as as delay in inbound flights recorded in some states, poor accommodation in Muna and Arafata as well as inadequate toilet facilities in Munna and Muzdilifa, were largely a fall out of the late preperation for the exercise.

"In view of the need to achieve a hitch free operation next year, Mai-Hajj calls on NAHCON to promptly set up a monitoring committee of experts and stakeholders to swing into action in key areas of the operations such as aircraft selection, accommodation, transportation, security and Media for effective public education and sensitization in all areas of the Hajj 2025 operations".

1. The FCT Executive Committee has approved the procurement of fertilizers and sprayers for dry-season farming in the FCT.

2. The Mandate Secretary of the FCT Agric and Rural Development Secretariat, Malam Lawan Geidam, disclosed this while briefing journalists shortly after the FCT Executive Committee Meeting held on Monday, November 25, 2024, which was chaired by the Minister, Barr. Ezenwo Nyesom Wike.

3. Giving further details, Geidam said the FCT EXCO approved the procurement of 300 metric tons of NPK, 300 metric tons of Urea, 310 NAFSAT sprayers, and 3500 liters of liquid fertilizer for irrigation farming in the FCT.

4. While thanking the Minister, the Mandate Secretary said the policy will encourage all-year farming in the FCT and improve food security in the nation’s capital.

5. He said, “As you know, the rainy season has ended. We are going into dry season farming, that is, irrigation farming. This is the first time such approval was made in the FCT to encourage, instead of annual farming or rainy season farming, let’s go into irrigation and see that we can do farming all year round".

6. Also speaking, the Mandate Secretary, FCT Education Secretariat, Dr. Danlami Hayyo, said the contracts for procuring 1000 computers to digitize the education system in FCT Senior Secondary Schools and the contract for providing examination materials for FCT schools were also considered and approved in the course of the EXCO Meeting.

7. He said, “Because we want to digitalize the education system in the FCT, the transformation of FCT schools into a digital education system, a contract was awarded to provide over 1000 laptops attached to vocational and educational curriculum content so that teaching and learning in the FCT will now move from regular classroom teaching to a media education system of learning.

8. “The value of this contract is about 990 million, which I believe is going to impact our FCT students, who will start learning digitally. It will assist a lot in JAMB and other examinations, and I believe that in the next few years, even WAEC and NECO will now be based on CBT examinations.

9. Also addressing journalists, the Abuja Metropolitan Management Council (AMMC) Coordinator, Chief Felix Obuah, said the committee also deliberated on the relocation of the Apo automobile mechanics and spare part dealers currently trading on the road corridor in Apo.

10. He explained that the EXCO resolved to address all the grey areas affecting the relocation exercise to allow for the smooth relocation of the traders to a permanent site in Wasa District.

11. He also stated that the FCT Minister is considering the best ways to ease traders' financial burden and ensure that nobody was surcharged.

12. Chief Obuah said 15,000 traders were enumerated at the road corridor and buffer zone in the Apo Mechanic Village, of whom about 12,000 obtained application forms.

13. He said, “At the end of the presentation, the EXCO was happy and ready to make sure that all those at the road corridor relocate to the permanent site to enable the commencement of construction of the OSEX road.

14. “Furthermore, the EXCO also approved that we are going to set up another Committee to ensure that nobody is surcharged in any form or shape.

15. For his part, the FCTA General Counsel, Barrister Salman Dako, told journalists that a memorandum was considered for the award of the contract for the design, construction, and furnishing of the proposed office complex for the Body of Benchers in Abuja.

16. Barr. Dako explained that the construction of the office complex will provide befitting accommodation and create an enabling environment for the Body of Benchers to carry out its statutory functions.

17. He said, “To accommodate them very well and to create an enabling environment for them to carry out their statutory functions, the EXCO has considered a memorandum presented by the Acting Executive Secretary of the FCDA to build a befitting office complex for them so that they can carry out their statutory duties”.

18. He also said that the contractor has 10 months within which to complete the contract. “So, we believe that in 10 months, we should be having a befitting complex for the Body of Benchers”, the GC said.

FCT Minister of State, Dr. Mariya Mahmoud, has called on the management staff of the FCT College of Education, Zuba, to run an all-embracing curriculum that is rich, globally compliant and locally relevant.

Mahmoud who spoke at the combined 3rd Convocation Ceremony of the FCT College of Education Zuba, also noted that by adapting the curriculum to meaningful change, the College should be able to produce sound graduates that would be marketable, globally competitive and relevant.

While congratulating the 6,068 new graduates on the successful completion of their various courses and programmes of study in the College, she charged them to put into practice the knowledge, expertise, and skills they have garnered from the College to the noble cause of national development.

The minister acknowledged that the Administration was aware of the infrastructural deficits in its education sector, she however, noted that the Administration has made deliberate and sustained efforts to surmount these challenges by spending over 13 billion naira in its school renovation programme.

"The current FCT Administration will not relent in its commitment to following due process, preserving the sanctity of the rule of law, securing the lives and property of our people, and rehabilitating or upgrading our critical infrastructure," she affirmed.

Mahmoud called on the College to continue to adjust to the everchanging demands of modern day world by repositioning itself through training and retraining of staff, especially in the area of the use of ICT based technologies in teaching, so as to encourage impactful education that would bring about sustainable development.

She said, "this College should be the vanguard of research and community service in line with their tripartite mandate.

"Our College, as citadel of learning, should take the lead in championing demand-driven research that would serve the society in making human lives better and enriched".

The minister commended the College for the industrial peace between the staff and student unions, while hoping that it will continue so as to ensure that the territory has a stable higher education sector that positively contributes to national and global competiveness.

Mahmoud assured that the current FCT Administration would give maximum support, within the available resources, to every planned and sincere effort that is geared towards excellence.

The Provost of the College, Dr. Sule Mundi, in his remarks revealed that a total of 6,068, comprising 4,625 NCE regular and 1,443 NCE part-time graduands have been found worthy both in character and learning for the award of Nigeria Certificate in Education of the College.

Mundi, therefore, appealed to the Administration for adequate funding to enable the College expands its programmes by introducing the technical component such as automobile technology, building, electrical and electronics.

He stressed that the importance of such courses cannot be over emphasised, especially as such categories of teachers are looking at the basic and post basic level in addition to the fact that they provided a platform for self-reliance.

He, however, thanked the FCT Minister for his timely intervention on issues that border on the continued growth and development of the College.

While welcoming guests to the occasion, the FCT Education Mandate Secretary, Dr. Danlami Hayyo, noted that the convocation ceremony was a fulfilment of FCT Administrator's determination to place the College on a high platform in the comity of colleges of education globally.

The highpoint of the convocation ceremony was the conferment of fellowship awards and
certificates of excellence to best graduating students.

1. FCT Minister, Barrister Ezenwo Nyesom Wike has said that the government was duty-bound to bring development to the people.

2. The Minister stated this on Thursday, November 21, 2024 when he inspected ongoing two road projects in Gwagwalada Area Council of the FCT.

3. Projects inspected were the rehabilitation of the 11km Aguma Palace/Radio Nigeria/New Market road and the 9km Paikon Kore/Ibwa road within the area council.

4. Addressing journalists shortly after the inspection exercise, Barr. Wike stressed that the impact of government can only be felt when it reaches all areas and all the people.

5. He said, “You can’t talk about good governance or the impact of government without touching all areas, be it in the city or the satellite towns which you will refer to as rural areas. As such, it is the responsibility of every government. And you know under the Renewed Hope Agenda, this is the promise the President has made, to rekindle the hope of everybody.

6. “Yes, things were bad yesterday, but we are trying to improve to make sure that things don’t get worse”.

7. The Minister expressed satisfaction with the progress and quality of work on both road projects and commended the contractors handling them.

8. Commenting on the crowd of residents that gathered at both sites to show appreciation to the Minister and his team, the Minister said that the people can now see that the current government is working to change their lives for the better and they are happy.

9. He said, “Yes, the residents have trooped out because nobody sees good things and will not appreciate it. People were complaining before because they never had any impact on the government but now they can feel, they can see that indeed there is a government that is working to change their lives in a positive way”.

10. While assuring residents that all the roads will delivered with streetlights, the Minister said the most important part of the projects was their completion by December, 2024, to enable farmers in the rural areas access their farms and bring their produce to the city, thereby ensuring food security.

11. He added that the construction of roads in the rural area was a strategy of the government to bring down the cost of food items and urged residents to continue to support the government and be patient as things will improve for the better.

12. The Minister assured that before the end of the first tenure of the present administration, the spate of development will speak for itself, that this administration has come to give hope to the people.

13. He said, “Infrastructure is basic to turn around any economy in any part of the world. If you don’t have basic infrastructure, too bad. That is part of the problems we have had in Abuja and we are trying to create more infrastructure to open up, not just the city but the rural area so that the economy of Abuja will thrive”.

14. On the involvement of the Area Council Chairmen in the infrastructure development in the rural area, the Minister said the FCT Administration is working together with the chairmen, adding that the Chairmen were also doing their best with the funds available to them.

15. The Minister said, “Don’t expect them to carry out this kind of magnitude of project because they don’t have that kind of resources. But the mere fact that they are giving us the support to carry out this project without any protest.

16. “You know sometimes you may be carrying out the project and the community and the Chairmen may not be in support, they will begin to sabotage it…we have never had such..so it means they have fully bought into the project and own it as their own and that is why we are succeeding. So, they are really doing well”.

Media Awareness for Hajj (MAI-HAJJ), a Civil Society Organization, has called on the Nigerian Senate to reject the moves to strip the National Hajj Commission of Nigeria (NAHCON) of the exclusive right to select Airlines for State Pilgrims Boards.

The group made its position known during a Public Hearing on Thursday in Abuja.

In a Memorandum presented to the Senate Committee on Foreign Affairs, Mai-Hajj argued that the proposed amendment to NAHCON Act is capable of reversing all the gains recorded since the inception of the Commission.

"Mai-Hajj is of the strong opinion that the current system, which limits the licensing authority to NAHCON, is essential for maintaining a unified regulatory structure that ensures efficiency, standardization, and the highest safety standards for Nigerian pilgrims".

The group emphasized that maintaining NAHCON's exclusive licensing authority, ensures that a particular body, equipped with the necessary expertise, remains responsible for the safety, regulatory, and operational standards of air carriers.

Speaking on the implications of passing the proposed amendment, Mai-Hajj noted that,
"allowing multiple authorities, such as States and FCT, to be mandatorily involved in selecting airlines could take us back to the dark days of inconsistency, fragmentation, and potential regulatory gaps leading to frustration of pilgrims and sometimes diplomatic rows with Saudi Arabia".

The group told the Committee that countries with a large number of Hajj pilgrims often centralize air carrier selection to ensure high standards of safety, security, and service quality, adding Nigeria cannot be an exception.

"Here in Nigeria, NAHCON has been and can always ensure efficient management of the Hajj process by selecting reliable airlines that meet specific standards, thereby reducing the risk of flight delays or cancellations", the group said.

According to them, the specific regulatory and logistical framework in Saudi Arabia, cooperation with Saudi authorities (such as the General Authority of Civil Aviation - GACA) is essential, pointing out that Air carriers need to have good relations with Saudi officials to secure landing slots and manage the heavy air traffic during the Hajj season.

Mai-Hajj therefore urge the Nigerian Senate to sustain NAHCON's exclusive licensing authority for Air Carriers, warning that allowing multiple authorities, such as States and FCT, to be statutorily involved in selecting airlines could be counter-productive and has the potential to take us back to the dark days of inconsistency, fragmentation, and potential regulatory gaps leading to frustration of pilgrims and sometimes diplomatic rows with Saudi Arabia.

"Mai-Hajj is aware that, contrary to the premise of the proposed amendment, States are already involved in the airline selection process. The Forum of State Pilgrims Welfare Boards, along with the FCT, meet annually to nominate representatives to be part of the Airlines Screening Committee. These representatives, alongside NAHCON officials, Aviation Industry Experts, Anti-Graft Agencies, play an integral role in evaluating and selecting airlines. The inclusion of State representatives ensures that the interests of the States are reflected in the selection process, promoting both accountability and efficiency."

The public hearing which was chaired by the Chairman of the Senate Committee on Foreign Affairs Senator Sani Bello, was on the bill which seeks to amend the NAHCON Act of 2006 to involve the 36 States and FCT in the selection of Airlines for Hajj operations.

The public hearing was attended by the Chairman of NAHCON, Professor Saleh Abdullahi Usman, Commissioners, top management staff and many stakeholders.

1. Minister of the Federal Capital Territory (FCT) Barr. Ezenwo Nyesom Wike, on Wednesday, November 20, 2024, carried out inspection visits to the construction sites of ongoing road projects in Bwari and Kwali Area Councils of the FCT.

2. The projects inspected by the Minister include the rehabilitation of the 5-kilometer Dutse /Usuma Dam road, the upgrading of the War College/Army Checkpoint and other ancillary roads within the Bwari Area Council, as well as the reconstruction of the 25-kilometer Kwaita/Yebu road and the 11-kilometer Yangoji-Sukuku-Ebo road in the Kwali Area Council.

3. Addressing journalists after the inspection exercise, the Minister expressed satisfaction with the pace and quality of work on the ongoing road projects and confidence that the contractors would complete them by December 2024 as scheduled. He also assured of adequate funding to ensure timely completion.

4. Noting that the road projects were located primarily in rural communities of the FCT, the Minister said their completion would boost agricultural activities and enhance food security in the nation's capital.

5. The FCT Minister said, “What amazes me is the length of the roads, particularly as they will positively impact these communities.

6. “When we went to Kwaita, you can see how long the road is, and we are now in Yangoji-Sukuku. I can’t believe what I’m seeing. We thank God that the Renewed Hope Agenda is alive and working.

7. “On the performance of the contractors, you know we had heavy rains this year and we gave them December to complete these projects. You can see the level of work they have done and the quality of the jobs which are in rural areas.

8. “I’m very much impressed with all the contractors. From Dutse, where the SCC is working, we got to Ushafa in Bwari; then we went to Kwaita and Yangoji/Sukuku in Kwali.

9. “I will do everything to ensure that funding is not a problem for them. When you see committed contractors, you, on your own part, will also carry out your obligation by ensuring that they are funded to complete these roads and make the people happy”.

10. “I’m sure you can see the large expanse of land for farming and if the government can capitalize on this, we won’t be talking about food security. So, I’m very impressed”.

11. Barr. Wike who also said that his frequent visits to the sites of ongoing projects was to see things for himself and not only rely on official reports, equally allayed fears that the December 2024 scheduled completion dates for the road projects may not be attained.

12. He said, “I believe, like they said, that they will hand it over to us in December; let us keep to it. I don’t want to be pessimistic. I’ve seen the contractors, and they’ve told me that they will complete these roads. With the good weather we are having now, I think we don’t need to doubt them. As much as we do our part, I’m sure they will also fulfill their promise.

13. Barr. Wike noted that all the problems in the FCT could not be solved all at once but stressed the FCT Administration's commitment to ensuring that all parts of the FCT are positively impacted by the current administration's policies and programs.

…REVEALS PLANS TO AWARD CONTRACT FOR THE RECONSTRUCTION OF DEI-DEI/LIFE CAMP ROAD

1. Minister of the Federal Capital Territory, Barr. Ezenwo Nyesom Wike, on Tuesday, October 12, 2024, inspected the ongoing construction of the 5-kilometer access road to Saburi 1 and 2 communities from the Outer Northern Expressway (ONEX) to the old Keffi Road, near the Dei-Dei International Market in Abuja.

2. Speaking to journalists shortly after the inspection exercise, the Minister expressed satisfaction with the pace and quality of work on the road project and the contractor’s assurances that the road would be completed by December 2024

3. Barr. Wike, while also stressing the FCT Administration's commitment to providing infrastructure in the capital city in line with the Renewed Hope Agenda, revealed that the procurement process for the award of the Dei-Dei/LifeCamp road project contract was equally in its advanced stages.

4. The Minister said, “One of the reasons I came to this point is to see this particular road, Dei-Dei to life camp…The procurement process is almost 80 percent done. We are waiting for the Bureau of Public Procurement to send us a document stating that they have given a Certificate of No Objection. If that happens, then we will go to the Federal Executive Council for approval, and then we will continue from there. “

6. Speaking on Saburi Road project, the Minister said its construction fulfills the promises made by the current administration, adding that its completion will make the people of the area happy and improve their living conditions.

7. He said, “Obviously, by the time we finish, the people of this area will be quite happy. Already, it’s almost completed. You can see how happy they are. We believe, as part of the Renewed Hope Agenda, to make promise and fulfill the promises we have made”.

8. Regarding the efforts to reduce the level of damages to public infrastructure in the FCT, Barr. Wike also disclosed that a task team comprising various security agencies has been set up to rid the city of vandals and other criminals.

9. He said, “Of course, you can see that we have reduced the level of damage. The scavengers are being arrested and being prosecuted. We have a task force going around at night comprising all the security agencies already cleaning the roads of some of these people who say they are beggars. They pretend to be beggars, but at the end of the day, they cause a lot of havoc”.

10. Barr. While commending FCT residents for their support for the Administration, Wike called for patience, assuring that the dividends of democracy would reach every nook and cranny of the FCT.

11. He said, “People are happy with what we are doing, and that shows that people are beginning to appreciate the whole essence of the Renewed Hope Agenda.

12. “I have always told Nigerians to be patient, but we don’t want to be patient because things have been so bad. But you can see that the dividends of democracy are coming out, maybe not in the way you want it, but at the end of the day, it’s important that the people are happy, and what makes me happy is that the people are happy”.

1. The FCT Minister, Barr. Ezenwo Nyesom Wike has reiterated the commitment of the FCT Administration to the security of the lives and property of residents of the territory.

2. Barr. Wike stated this on Sunday, November 10, 2024, when he paid an unscheduled visit to the recently demolished shanty settlement at the Cadastral Zone B03 along a railway corridor in Wuye District of the city.

3. The Minister, who was accompanied by the heads of various security agencies in the FCT and senior officials of the FCTA, said that no amount of blackmail or intimidation would stop the removal of shanties in the nation’s capital to safeguard the city and its residents.

4. Barr. Wike, who addressed journalists at the site, said the visit was to inform the settlers about the government's position regarding the illegal shanties that abound the metro line rail corridor and why they were being removed.

5. He said, “As you can see, we have had a lot of threats of insecurity in the FCT, and the security agencies are working 24 hours a day to make sure that Abuja is safe, to make sure that citizens and residents of Abuja go about their normal businesses, having sleepless nights to make sure that all of us sleep very comfortably. And they identified that this area is one of the areas that pose a lot of threat to security.”

6. “Our interest is to protect lives and properties, to safeguard Abuja so that it will be one of the best cities in the world.

7. “We are working in synergy with all the various security agencies. So, we are happy that we have come to see the place ourselves, and we will not allow things like this to continue to happen.”

8. Reacting to insinuations from certain individuals and groups that the administration’s actions were for ulterior motives, the Minister, said “I have also said that no amount of blackmail, intimidation, or abuse will stop us from doing our jobs”

9. The FCT Minister, however, stated that the Administration would, on compassionate grounds, interface with the dwellers and also promised to have further talks with their representatives to see what assistance the government could render to them.

10. He said, “We are human, and we have come here to tell them the proper position of the government and then see how we can also interface with them and see what we can do for them.

11. “But the truth is that no government worth its salt will fold its hands and allow this place to be occupied by hoodlums. You can imagine the number of persons here whom we cannot identify. We hear many crimes are being committed outside, and at the end of the day, they come here to stay.

.

12. While setting up a committee made up of heads of security agencies, heads of relevant departments of the FCTA and five members of the community to work out modalities on the way forward, the minister issued a stern warning that the dwellers should not rebuild any demolished structure, saying, “We have told them not to build anything on the place, whether temporary or permanent until the government has taken the final decision on what to do on this piece of land.”

13. Earlier, the spokesman of the shanty dwellers, Abba Garu, had appealed to the minister for shelter, saying that many of them had resided in the area for as much as three decades. He also appealed to the FCT Minister to provide an alternative and expressed their readiness to vacate the area.

14. The visit to Wuye was preceded by an emergency security meeting chaired by the FCT Minister.

1. As part of the routine inspection of ongoing projects in the Federal Capital Territory, FCT, the FCT Minister, Barr. Ezenwo Nyesom Wike, on Thursday, November 7, 2024, inspected the full scope development of the 11km FCT Highway 105, otherwise known as Kuje highway, from the Airport Expressway to Kuje Junction with Spur at Kyami.

2. The FCT Minister also inspected the emergency construction of a 5-kilometer Kuje township road from the Garage Junction to the LEA Secretariat within the Kuje Area Council.

3. Speaking with journalists shortly after the inspection exercise, Barr. Wike expressed satisfaction with the speed and quality of work on the road projects and directed that the Kuje township road be extended to Gwagwalada.

4. He said earthwork on the FCT Highway 105 was expected to be completed by the end of the year, while the Kuje town asphalt carriageway would be completed and handed over by the end of December 2024.

5. The Minister said, “You can see the work is going on well as expected by Arab contractors and they have promised that by the end of this year 2024, they would have finished everything pertaining to earthwork, even though some sections of the road they’ve started putting macadam, before they will start applying binder and wearing course. So, you can see the work is moving on very fast, the fastest we think we should have”.

6. Reacting to the issue of the power transmission lines along the road corridor of the FCT Highway 105, the Minister said the FCT Administration has commenced the processes of collaboration with the Transmission Company of Nigeria to relocate the electric facilities to avoid any delay in the road project.

7. On the 5-kilometer Kuje township road, Barr. Wike said the dualisation and extension of the road to the Gwagwalada Area Council will improve traffic situation, reduce travel distance and also enhance economic activities within the Area Councils.

8. He said, “We believe that by this December, the contractor, Gilmor Engineering would have handed over, latest by the end of this December as promised and we have also directed them to continue the dualisation of Kuje to Gwagwalada.

9. “That will ease off traffic difficulties when you are going to Gwagwalada and also reduce the travel distance. People who have no business passing through the airport road through Giri can now, from Gwagwalada and come to Kuje. Everybody in Kuje who is going to Gwagwalada of course will go straight and you know the economic impact. This road will trigger off a lot of economic activities”.

10. While reiterating the FCT Administration's commitment to providing infrastructure in the FCT in line with Mr. President's Renewed Hope Agenda, Barr. Wike also stressed that the road projects would be constructed with streetlights, adding that it would ultimately change the area's topography.

11. On how the FCT Administration has been able to fund the numerous projects in both the city center and Area Councils, the Minister said the Administration relies mainly on Internally Generated Revenues and also applies prudence in the utilization of available resources, stressing the need for residents to pay their taxes.

12. He said, “It’s a matter of strategy and being prudent with the available resources. No government or institution can say they will have all the necessary resources to carry out every service or services.

13. “What is important to us is yes, we try to make sure that people pay their taxes. One thing I can tell you about people or Nigerians is that when they see that their taxes are being utilized, they reciprocate by making sure they pay their taxes. But they are reluctant to pay when they see that the taxes they pay and nothing has been done with it.

14. “We are trying as much as possible to continue increasing our IGR. We are using our IGR to pay. There is no other money coming from anywhere.

15. “And again, we restrict the number of projects and ensure that we have gone far before awarding other projects and that the funding is available so that it will not be an abandoned project or projects.

16. “So, it’s not that we have so much money. It’s just that we are trying to prudently manage what we have and apply it in the best interest of our people”.

1. In furtherance of the commitment to opening up the Federal Capital Territory, FCT, in line with the Renewed Hope Agenda, the FCT Minister Barr. Ezenwo Nyesom Wike has said that the FCT Administration has set plans to expand the Outer Southern Expressway (OSEX) from Ring 1 to Ring Road II, also known as Lokogoma Junction in Abuja.

2. To this end, the FCT Minister embarked on the inspection of the ongoing construction of the left-hand service carriageway of the OSEX from Ring Road 1 (Nnamdi Azikiwe Expressway) to Wasa Junction on Tuesday, November 5, 2024.

3. Addressing journalists shortly after the inspection exercise, the Minister said the expansion of the road will reduce traffic bottlenecks around the area and enhance business operations in the Abuja capital city.

4. He expressed satisfaction with the speed and quality of work on the road project being undertaken by CGC Group, as well as confidence that the six-lane dual carriage way expansion, from Ring road 1 to Ring road 11, being proposed on the road will be executed by the contractor.

5. The Minister said, “We came out from the OSEX where you saw what CGC is doing on the left hand service carriageway of two lanes. Now we want to expand because that alone will not reduce the traffic bottleneck.

6. “So, there is a need that we have to do another six lanes to take it down to Lokogoma. In that case, we will be able to reduce the traffic by about 95 percent”.

7. Speaking on the Apo Mechanic Village traders along the road corridor of the OSEX, the Minister assured that the Committee on the relocation of the traders was doing its job to relocate them to a permanent site in Wasa in the overriding interest of the public.

8. He said the traders were already aware that the road project will pass through the area, adding that the FCTA was not envisaging any problem on the issue of relocating the traders.

9. The Minister said, “The Committee is doing their work. You know that the road is going to pass through that area. So, that is not going to be a problem. We have told them that when we get to that point, they have no choice but to leave for the interest of everybody. It’s not for anybody’s particular interest. It’s for the public”.

10. While reiterating that the Renewed Hope Agenda was real in the FCT and not just mere rhetoric, Barrister Wike equally stressed that the FCTA was committed to the provision of infrastructure in the Abuja city centre and the satellite towns in line with the directive of President Bola Ahmed Tinubu.

11. He said, “It is the directive of Mr. President to see that all areas, not only the city but also in the satellite towns are all opened up with road infrastructure. You will not believe it now that all the roads we are doing in the satellite towns are going to be provided with solar street lights, which has never happened.

12. “So, it is wonderful, we are happy with what we are seeing and we are happy with what the contractors are doing. Indeed, the renewed hope agenda is working, it’s a reality. People can see with their eyes. It’s not that you are told”.

. . Orders extension of Access Road N16 in Katampe District

1. Barely two weeks after the flag off of construction of some critical road projects in the FCT, Minister of the Federal Capital Territory, Barrister Ezenwo Nyesom Wike on Monday, November 4, 2024, paid an inspection visit to the sites of the road projects in Life Camp and Katampe District to assess the progress of work.

2. He also visited the renovation of the International Conference Centre in Abuja and expressed satisfaction with the speed and quality of the work on the project.

3. Addressing journalists shortly after the inspections, the Minister expressed confidence in the contractor handling the ICC and assured that the project would be completed by April next year, giving the country a more fitting conference centre of international standard.

4. He said, “I’m quite satisfied with what I’ve seen Julius Berger doing. By the grace of God, by April next year, they will have handed over this project, and it will be available for Nigerians to use.

5. “What is important is that we are going to have an International Conference Centre that can meet the standard of International Conference Centres in the world. So, I’m quite happy with what we have seen”.

6. Speaking on the N5 and N16 roads in Life Camp and Katampe district, Barr. Wike also revealed that he had directed the extension of the Arterial Road N16 within the Cadastral Zone B07 in Katampe District to further link it to Arterial Road N20 in Jahi District, which, he said, underscores the need for the relocation of the communities to pave the way for the project.

7. He said, “We also went to Katampe, where CGC is, and we have to extend the road because it will be more meaningful if it links to N20. The contractor has agreed that they will still complete it within the agreed timescale of May next year. So, we are happy with that commitment”.

8. The Minister also said that the FCT Administration had concluded plans to compensate communities affected by the road works, directing the FCDA and the Department of Resettlement and Compensation to expedite action on the plan.

9. The Minister said, “We went to Life Camp to see the obstruction that may delay finishing that job. But by the grace of God, that has been sorted out. We believe that in the next two days, the communities and those who own some crops will have been compensated. That job is being handled by Julius Berger.”

10. Speaking on the possibility of relocating the affected communities, the Minister said the FCT Administration was working with the relevant stakeholders to ensure that compensation is applied where necessary.

11. He said, “First of all, the one we went to in Life Camp has to do majorly with the crops. Then they have some small houses that we need to compensate them for. If it requires relocating them, we will do it. If it requires just compensation, we will do it. It depends on what is available.”

1. The FCT Executive Committee has approved contracts to construct dedicated bus lanes for the Kugbo and Mabushi bus/taxi terminals currently under construction.

2. The Executive Committee also approved the contracts for the construction of an access road to the site of the EFCC Training Academy in Giri District, the rehabilitation and reconstruction of the existing road link of Bill Clinton Drive to the presidential wing of the Nnamdi Azikiwe airport, and the design and construction of ten staff quarters for the Nigeria Law School, Bwari.

3. Others are procuring office equipment and furnishing of the new Legal Services Secretariat and utility vehicles for the secretariat.

4. The approvals were given on Friday, November 1, 2024, during the 9th FCT Executive Committee meeting, which the FCT Minister, Barrister Ezenwo Nyesom Wike, chaired.

5. Addressing the Media shortly after the meeting, the Chief of Staff to the Minister, Hon. Chidi Amadi, said the meeting's decisions were part of the FCT Administration's efforts to provide critical services to residents of the FCT.

Shedding more light on the contract for the bus lanes to the bus/taxi terminals, the Secretary of Transportation Secretariat, Dr. Chinedum Elechi, said, “Contract had been awarded in May 2024 for the building of bus/taxi terminal in Kugbo, Mabushi and the Central Business District. Now, work has advanced in the terminals at Kugbo and Mabushi, and after conversations, we realized that there would be a need to build access bus lanes to exclusively service the terminals off the major roads.

7. “The proposal was brought forth today, and the contract was awarded for building two exclusive access bus lanes into the Mabushi terminal and into the Kugbo terminals as this will help the ultimate utility of the bus/taxi terminals when completed.”

8. The contract was awarded at the sum of N7,222,301,122.19 (Seven Billion, Two Hundred and Twenty-Two Million, Three Hundred and One Thousand, One Hundred and Twenty-Two Naira, Nineteen Kobo) with a completion period of twelve weeks.

9. Also briefing the media, the Executive Secretary, FCDA, Engr. Shehu Hadi Ahmed said, “From the FCDA, one of the memos was for a contract of 7,825,379,618 (Seven Billion, Eight Hundred and Twenty-Five Million, Three Hundred and Seventy-Nine Thousand, Six Hundred and Eighteen Naira, Fifty-Six Kobo) for the provision of access road to the EFCC site for their academy in Giri District linked to the University of Abuja, by Bill Clinton flyover and to be completed in nine months.

10. “The second contract was awarded to Julius Berger at the sum of N9, 874,326,036.10 (Nine Billion, Eight Hundred and Seventy-Four Million, Three Hundred and Twenty-Six Thousand Naira, Ten Kobo) with a completion period of six months for the rehabilitation and reconstruction of the existing Bill Clinton road link to the presidential wing of the Nnamdi Azikiwe Airport”.

11. He said the contract also includes rehabilitating facilities in the presidential wing, which includes the Presidential Hanger, taxiway, airport apron, among other facilities.

12. Also approved, Engr. Ahmed said, are the design and construction of ten staff quarters for the Nigeria Law School, Bwari, at the sum of N2, 191,677,889.60 (Two Billion, One Hundred and Ninety One Million, Six Hundred and Seventy-Seven Thousand, Eight Hundred and Eighty-Nine Naira, Sixty Kobo) with a completion time of nine months.

13. Also approved was the contract for the supply of automotive gas oil (diesel) and premium motor spirit (petrol) for the Wupa Basin Sewage Treatment Plant covering 2023 and 2024.

14. Addressing the media, the Solicitor General and Permanent Secretary of the Legal Secretariat, Barr. G. G. Bawa said the Committee equally approved the procurement of office equipment, furnishing of the new office for the Legal Services Secretariat, and the purchase of utility vehicles.

1. Minister of the Federal Capital Territory, Barr. Ezenwo Nyesom Wike on Thursday, October 31, 2024 flagged off the FCT Renewed Hope Youth Empowerment Programme by distributing 80 vehicles to youths in the FCT.

2. Speaking during the flag-off exercise, which rounds up the minister's nine days of project flag-offs, Barrister Wike stressed the Federal Government's commitment to improving the lives of FCT youth through the Renewed Hope Youth Empowerment Initiative.

3. He said the vehicles—30 Sports Utility Vehicles (SUVs), 30 7-seater Suzuki Minibuses, and 20 14-seater Hiace buses—would provide employment opportunities for the youth and also reduce the cost of transportation in the FCT.

4. The Minister added that the brand-new vehicles were being provided by the government at no cost to the beneficiaries from across the six Area Councils of the FCT to give them a source of livelihood and urged the beneficiaries to utilise the vehicles for the purpose which they had been provided.

5. The FCT Minister said, “These are brand new vehicles, and they are not paying a dime. We are not saying pay the government any money. The government is saying this is our own support to make sure you have something to feed, to make sure you can support your family, and also to reduce the cost of transportation in the city.”

6. Barr. Wike also disclosed that the vehicles would be used as a pilot scheme to gradually phase out tricycle operations in parts of the Abuja city centre, adding that more vehicles would also be procured to address possible shortages.

7. He said, “I’m not saying there will be no more Keke. No, you will go to certain areas. But for now, we will try to see the pilot scheme in Maitama, Guzape and Asokoro. Let us see how it will work, and by the grace, it will work well because Mr. President means well for everybody”.

8. Noting that some of the tricycle and taxi operators in Abuja were informants to criminals, the Minister also disclosed plans to conduct security profiling of commercial buses and taxi operators within the FCT, adding that they must also operate with the Abuja taxi colour.

9. He said, “From January next year, nobody will operate as a taxi driver or a bus driver without approval from the security, without security profiling you, and without the Abuja colour. So, there is nothing like using any vehicle on the road. From January, we will not allow that. We would have also brought in more vehicles so that we won’t have a shortage."

10. He also charged the Mandate Secretary, Youth Development Secretariat, Hon Abdullahi Ango, with devising programmes and proposals that will benefit the youth, such as skill acquisition, stressing that he would not approve money for conferences that would not help the youth. The Minister also disclosed plans to revive the abandoned skills acquisition centre in Nyanya, Abuja, where youths could be trained in ICT and other areas.

11. Barr. Wike thanked President Tinubu for his overwhelming support for the FCT Administration, saying all requests from the FCTA to the President have been approved and called on the youths to support the President and desist from any mischief.

12. In their separate remarks, Senator David Jimkuta, Chairman of the Senate Committee on FCT Area Councils and Ancillary Matters, and Hon. Aliyu Betara, chairman of the House of Representatives Committee on FCT, acknowledged the transformative efforts of the FCT Minister in providing infrastructure and empowering the youth and pledged the continued support of the National Assembly for the FCT Administration.

13. Also speaking, former Governor of Abia State, Okezie Ikpeazu, commended the FCT Minister for the youth empowerment programme, saying that the gesture will not only empower the youths but will also give hope to other youths across Nigeria that someday, fortune will shine in their direction and they will be empowered.

14. Speaking earlier, the Mandate Secretary, Youth Development Secretariat, Hon. Abdullahi Ango, thanked the FCT Minister for empowering the FCT youths and including them in the government decision-making process.

15. He said the provision of the buses was aimed at ensuring that the Renewed Hope Agenda positively impacts the lives of the beneficiaries and pledged the support of FCT youths for the government's policies and programs.

16. The highlight of the event was the flag-off and distribution of the vehicles by elder statesman Chief Ferdinand Alabraba.

1. Minister of the Federal Capital Territory, Barr. Ezenwo Nyesom Wike, on Tuesday, October 29, 2024, flagged off the construction of the 15.4-kilometer Pai-Gomani road project in Kwali Area Council.

2. Speaking during the flag-off exercise, Barr. Wike reiterated President Bola Ahmed Tinubu's Renewed Hope Agenda’s commitment to providing infrastructure in the FCT Area Councils.

3. He stressed that the construction of the road project in the largely agrarian community of Kwali will improve access to the farmlands and enhance food security in the nation’s capital.

The minister, while stressing that the FCT Administration was focused on delivering the dividends of democracy in line with the Renewed Hope Agenda of Mr. President, said, “The government of President Ahmed Tinubu will allow everybody to benefit, to participate, to have the dividends of democracy.

5. Speaking further, the Minister said, “That is what I have told our people. Mr. President has promised you, give me time, be patient, I will get to all of you. All the Area Councils must have the impact of the government of Asiwaju Bola Ahmed Tinubu who is the President and Commander in Chief”.

6. Continuing, the Minister said, “I want to say clearly let everybody hear me; I did not become a Minister to come and sell land. I took this position to support Mr. President to improve the infrastructure of the FCT. That is why every day, our concern is infrastructure and infrastructure, be it in the city or rural areas”.

7. Barr. Wike, while stressing that the FCTA was committed to improving residents' living conditions, called for their continued support for the government, irrespective of political divides, to ensure the completion of ongoing road projects.

8. He said, “Whether you are in PDP, whether you are in APC, whether you don’t even believe in any party, you must use this road. So, this road is very important. No matter how far it is, we will make out from time to time to see that we come here and see if the contractor is doing what he is supposed to do”.

The FCT Minister also expressed displeasure at the non-award of the contract for the construction of Road A2, which connects the Pai community to the Abuja/Lokoja expressway, and promised to present a request for virement to the National Assembly for the construction of the road as an emergency project.

12. He, however, assured the contractor of adequate funding and called for the project's timely completion, even as he warned FCTA officials against delaying the processes for payment to the contractor.

In his goodwill message, Senator David Jimkuta, chairman of the Senate Committee on FCT Area Councils and Ancillary Matters, thanked President Bola Ahmed Tinubu and the FCT Minister for their commitment to rural infrastructure in the FCT Area Council and pledged the continued support of the National Assembly for the FCT Administration.

14. In his goodwill message, the member representing Abuja South in the House of Representatives, Hon. Abdulrahman Ajiya, said the projects being flagged off in the FCT have renewed the people's hope and rekindled their confidence in the government.

1. In continuation of efforts by the FCT Administration to bridge the gap in the provision of infrastructure in the FCT satellite towns and the city centre, the FCT Minister, Barr. Ezenwo Nyesom Wike on Monday, October 28, 2024, flagged off the upgrading of the War College/Army Checkpoint and other ancillary roads within the Bwari Area Council.

2. Speaking during the flag-off exercise, Barr. Wike stressed the administration of President Bola Ahmed Tinubu's commitment to improving the living conditions of the people in the satellite towns through the provision of vital infrastructure.

3. The Minister, who stated that the road project was awarded to an indigenous contractor, said this also demonstrates the President's commitment to empowering the local populace and indigenous contractors.

4. Recounting the series of events before the contract award, Barr. Wike said he personally visited the project site to ascertain the veracity of the proposed contract and the contractor's capacity to deliver on the project.

5. He said “It makes me happy that under the administration of Asiwaju Bola Ahmed Tinubu, one thing I’ve always emphasized is to empower our people, empower our indigenous contractors who have shown capacity, who are willing to work".

6. Speaking on the efforts of the present administration to provide infrastructure in the nation's capital, Barr Wike revealed that the President has approved the award of the 9.5km Kabusa/Ketti road and the 11km Kabusa/Takushara road in the Abuja Municipal Area Council, as requested by the council chairman, Hon Christopher Maikalangu.

7. The Minister also revealed that an MOU has been signed between the FCTA and CGC for the provision of potable water in Kwali, Gwagwalada and Kuje Area Councils.

8. He said, “We went to China, we signed a Memorandum of Understanding with CGC to provide water for Kwali, for Gwagwalada and for Kuje to start with. We are not just only providing roads. Now Mr. President has taken a step further to see that you must have portable water to drink…”.

9. “As far as infrastructure is concerned, by the time this administration finishes in 2027, Abuja will be a different thing altogether”. The Minister added the administration has restored the people’s confidence in government, while assuring that development will get to all parts of the nation's capital in due course.

10. He said, "I can assure you that every Area Council will be treated very well. You don't need to worry yourself. The Renewed Hope Agenda is real. You can see that promise made, is promise fulfilled".

11. Commending the Area Council Chairmen for their support for the FCT Administration, the Minister also stated that he has refrained from interfering with the allocations of the FCT Area Councils to encourage autonomy. He also called for Accountability on the part of the Council Chairmen.

12. The FCT Minister, while also noting that government requires revenue to provide infrastructure, called on FCT residents to pay their taxes and ground rents, even as he urged them to also hold the government accountable.

13. Speaking on the efforts of the government in the aspect of human capital development, Barr. Wike also revealed that N10 billion was earmarked, in the budget, for the empowerment of the youths in the FCT.

14. In his goodwill message, Chairman, Senate Committee on FCT Area Councils and Ancillary Matters, Senator David Jimkuta, described the ongoing infrastructure provision in the FCT as unprecedented.

15. Senator Jimkuta who also described the FCT Minister, Nyesom Wike as the symbol of the Renewed Hope Agenda, added that the Minister’s excellent performance across the FCT was clear for all to see.

In her address, the Minister of State, FCT, Dr Mariya Mahmoud thanked President Tinubu for giving approval for the upgrading of the War College/Army Checkpoint and vital ancillary road projects, which she said will improve economic activity in the rural areas and enhance the quality of lives for the citizenry and thanked the FCT Minister for his vision, leadership and commitment to the development of the FCT.

…AS WIKE SEEKS AMENDMENT OF FCT’S PROCUREMENT ACT

The President of the Senate, on Friday, October 24, 2024, flagged-off the commencement of the full scope development of Arterial Road N5 (Obafemi Awolowo Way) from the Life Camp Junction to Ring Road III in Abuja.

Speaking during the flag-off exercise, the President of the Senate who was represented by the Chairman, Senate Committee on FCT, Senator Ibrahim Bomai, highlighted the importance of a good road network to the socio-economic development of the country and stressed that the construction of the Arterial Road N5 will not only improve the traffic situation in the area but will also boost socio-economic activities in Abuja.

Senator Akpabio also commended the ingenuity of the FCT Minister, Barr. Ezenwno Nyesom Wike, in improving the revenue base of the FCT and ensuring the provision of vital infrastructure in the nation’s capital.

He said, “The commissioning of the road will definitely reduce traffic and also shorten the driving time and also boost socioeconomic activities in the city. On behalf of the entire Senate, I once again commend the Hon. Minister, Minister of State and all the staff of the FCT for this milestone in the development of the FCT”.

He also reiterated the commitment of the Senate to providing the necessary support to the FCT Administration to deliver its statutory function.

Speaking earlier, the FCT Minister, Barr. Nyesom Wike who disclosed that his attention was drawn to the bad state of the road and the attendant chaotic traffic situation, said its completion will alleviate the challenging traffic situation around the Life Camp axis of the FCT.

Barr. Wike while thanking members of the National Assembly for their continued support to the Administration of President Bola Ahmed Tinubu and the FCT Administration, however regretted that the existing procurement law in the FCT was hindering the timely execution of projects and called for its amendment by the lawmakers.

He said the amendment of the procurement law will help to remove the bureaucratic bottlenecks that were slowing down the execution of projects in the nation’s capital.

The FCT Minister said, “Part of our predicament, part of our major headache is the procurement law. the procurement law, yes, it’s to protect and make sure our money is safe. But then if you look at the overall situation, it drags us backward.

“That’s why in most cases, you will do procurement for almost four months before it’s approved, before it goes to the Federal Executive Council and before you know it, six months is over. Six months of procurement alone is half of the year”.

Reflecting on the procurement challenges he also faced as the Governor of Rivers State, Barr. Wike said he was compelled to move for the amendment of the procurement law in the State, adding that this shift in policy helped to quicken the pace infrastructure development and also eliminate the problem of contract variations.

The Minister said, “We amended the law to say that in every job we have done with Julius Berger then, we will pay 70 percent. That’s how we were able to do 12 flyovers in four years”.

The FCT Minister thanked President Bola Ahmed Tinubu for his support to the FCT Administration in the execution of capital projects and called on Nigerians to continue to support and pray for the success of President Tinubu’s Renewed Hope Agenda in the country, adding that the President was committed to addressing the ongoing hardship being experienced by Nigerians.

Speaking on efforts by the Administration to reduce hardship in the FCT, Barr. Wike said the series of infrastructure projects that commenced in the FCT in the course of the week will not only reduce travel time but will also have the ripple effect of reducing the cost of food items, in addition to creating employment for residents.

The Minister who also disclosed plans to commence the provision of infrastructure projects in Kwali, Kuje, Gwagwalada and Bwari Area Councils by next week, said, “By the time Tinubu finishes his first tenure, Abuja people will say yes, we have no choice but to continue to follow you because you have brought back our hope”.

The Executive Secretary FCDA, Engr. Shehu Hadi Ahmad, in his welcome address, explained that the Arterial Road N5 will cover a distance of about 4.4 kilometers with two carriageways of six lanes.

He said the road will provide the much-needed relief to the Old Keffi Road which connects the Lifecamp Junction up to Dei Dei in Abuja, adding that the project will also open up economic activities in the Districts of Kado, Karmo, Gwarimpa I, Dape, Ido Gwari, as well as Saburi and Dei-Dei.

Engr. Hadi added that procurement was ongoing to rehabilitate the Old Keffi Road which he said will serve as a relief while the arterial road N5 project is ongoing.

While delivering the vote of thanks at the event, Minister of State, FCT, Dr Mariya Mahmoud, extended gratitude to President Tinubu for his unwavering support to the FCT Administration.

Dr Mahmoud, who noted that the arterial road N5 will promote economic growth and improve the quality of lives of residents, further thanked the FCT Minister and all the management team of the FCT Administration for their commitment to the development of the FCT and called for the continued support of FCT residents for the FCTA.

4. He assured the contractor of adequate funding and urged him to ensure the completion of the road project within the stipulated time.

5. Barr. Wike also revealed that the FCT Administration would commence the construction of four other road projects in the satellite towns by next Monday and said that the provision of road infrastructure outside the city center was a necessity and demonstrates the importance that the President’s Renewed Hope Agenda attaches to the development of FCT Satellite Towns.

6. The Minister said, “I believe that this is the first time, for so many years, that the people who reside outside the city can feel the impact of governance and this is what it’s supposed to be.

7. “That is why Mr. President, in his Renewed Hope Agenda, has said development must not only be concentrated within the city where it is believed the big men are; that development should also be taken to the rural areas where those who are considered not to be very wealthy are settled.”

8. Stressing the FCT Administration's commitment to ensuring that development reaches all parts of the Abuja city center, the Minister said, “No part of Abuja in the city should look different from the other part of the city.

9. “Mr. President has said everywhere in the city must have a good road network so that anybody who comes here will know that yes, indeed, this is the city of the biggest country in Africa”.

10.The FCT Minister also attributed the successes recorded so far in providing infrastructure in the FCT to President Tinubu's unwavering support and thanked him for making available the required funding.

11. Recalling that the President mandated him, on his appointment, to make the Abuja metro line operational and fix all the roads in the FCT, the Minister said, “I thank Mr. President for saying that and giving the necessary support. If the funds were not made available, it would not have been possible for us to make the metro line operational. So, we thank Mr. President for backing his words with action. That is what is called leadership”.

12.In his goodwill message, the member representing the Abaji, Kwali, Gwagwalda and Kuje Federal Constituency in the House of Representatives, Hon. Abdurrahman Ajiya, stressed the importance of good road networks to the overall development of any city. He commended the FCT Minister for the development strides in the nation’s capital while urging him to do more given the city's increasing population.

13.Speaking earlier, the Executive Secretary, FCDA, Engr. Shehu Hadi Ahmad said Collector Road CN8 (Asukwo Okon Way) is an inter-district road connecting the Obafemi Awolowo Way in Jabi District to the Olusegun Obasanjo Way within Daki Biyu District.

14.He said the road project, when completed, will open up the sector centers of Jabi, Daki Biyu, Utako, and Wuye Districts and will also increase economic activities within these areas.

15.Also speaking, the MD of O.K Isokariari Nigeria Limited, the project contractor, Engr. Obeleme Isokariari assured us that the project would be the standard befitting of the nation’s capital and executed in record time.

1. Minister of the Federal Capital Territory, Barrister Ezenwo Nyesom Wike has reiterated the commitment of the FCT Administration to ensuring that all Districts in the nation’s capital territory are provided with good road networks and other basic infrastructure in line with the Renewed Hope Agenda of President Bola Ahmed Tinubu.

2. The Minister stated this at the flag-off of the construction of the access road from Arterial Road N11 within the Cadastral Zone B07, Katampe District, Abuja, on Wednesday, October 23, 2024.

3. While emphasizing FCTA’s commitment to infrastructural development, Barr. Wike said the construction of the access road will not only improve the living conditions in the surrounding Districts but will also increase the value of properties and economic activities in the area.

4. He said, “Because people know that this road has been awarded, I can tell you that if you want to go and buy land now, it has skyrocketed more than 500 percent. That is what good roads can do. There will be a lot of economic activities here. “So, I think that for a city like Abuja, we have no choice but to continue to provide basic infrastructure like a good network of roads. “

5. The Minister also assured that adequate provision has been made in the budget for funding the road project and urged the contractor to ensure its completion by May next year to commemorate President Bola Ahmed Tinubu's second anniversary.

6. He said, “I believe that they (Contractor) can beat the time they have given. We, on our part, will make sure that we do not owe you. As you submit your invoice or your certificate, be assured that we will pay you.”

7. Pledging the FCT Administration's commitment to ensuring the completion of ongoing projects, the Minister assured that every District created in the FCT will be provided with access roads and other basic infrastructure before new ones are created in line with the President's mandate.

8. He said, “We will not rest until we see all the districts are connected with good roads. A good network of roads makes a city very clear.

9. “These roads are very key for us to reduce the hardship our people are facing and that is the mandate Mr. President has given that every District in Abuja, before we create a new District, the one that has been created should have the basic infrastructure that cities are supposed to have.

10.“So, let me assure you that we are not just awarding contracts, and these contracts are being awarded by the Federal Executive Council, not just FCTA. No project under our tenure will stay beyond us. Every project we award, by the grace of God, I will make sure that we finish those projects. We are not going to leave any abandoned project for anybody. We are not going to leave projects where there will be variation or augmentation. Our own time is nothing like variation. Nothing like augmentation”.

11.Earlier in his goodwill message, the Chairman of the Senate Committee on FCT Area Councils and Ancillary Matters, Senator David Jim-Kuta, described the road project as another milestone achievement for the people of the FCT and the Renewed Hope Agenda of the President.

12.He also commended the appointment of Barrister Nyesom Wike by President Tinubu, describing it as one of the greatest things to happen to the present Administration while also noting that the Minister’s achievements in the FCT speak for themselves.

13.He said, “You are the only Minister that will bring a budget that is straight to the point. The recurrent expenditure is less than two digits. More than 95 percent is capital. So, what are you going to waste time doing? You make it easy for us.

14.In his goodwill message, the member representing Abuja South Federal Constituency in the House of Representatives, Hon. Abdulrahman Ajiya described the infrastructure developments in the FCT as unprecedented and pledged the maximum cooperation of the House of Representatives for the FCT Administration.

15.The Executive Secretary, FCDA, Engr. Shehu Hadi Ahmad in his welcome address, said the road project is an inter-district connecting road with a dual carriageway from the Ahmadu Bello Way to the Gishiri village. He said the road will open up district infrastructure in Mabushi and the adjoining Katampe, Jahi, and Kado Districts.

16.Also speaking, the Deputy Managing Director, China Geo-Engineering Corporation Overseas Construction (CGCOC) Group, the contractor handling the project, Mr. Fan Xiaojing, thanked the FCT Minister for the confidence reposed in the company and assured that the project will be executed according to the highest standards and in time to commemorate President’s Tinubu’s second year anniversary in office in May 2025.

1. The Chief Justice of Nigeria, Hon. Justice Kudirat Motonmori Olatokunbo Kekere-Ekun, on Monday, October 21, 2024, flagged off the design and construction of 40 housing units Judges Quarters in Katampe District of the FCT.

2. Justice Keke-Ekun performed the groundbreaking exercise in the presence of the FCT Minister, Barrister Ezenwo Nyesom Wike, FCT Minister of State, Dr Mariya Mahmoud, principal officers of the National Assembly traditional rulers as well as FCT Area Council Chairmen among others

3. Chief Justice Kereke Ekun described the exercise as a significant milestone in the continuation of efforts by the Federal Government and the FCT Administration to enhance the welfare of judicial officers in the Federal Capital Territory.

4. She stressed that the provision of comfortable and befitting accommodation for judicial officers is a practical step towards ensuring that they are well supported, adding that it will also provide an environment for Judges to carry out their duties with independence, impartiality and integrity.

5. She said, “Beyond the courtroom, a supportive and conducive living environment is essential to their ability to focus on the heavy responsibilities entrusted to them. Judicial officers require peace of mind, security and comfort in their residences to fully dedicate themselves to the rigorous task of interpreting and applying the law”.

6. “It goes beyond addressing the basic needs for housing. It reflects the recognition that the mental and emotional wellbeing of judicial officers is directly tied to their living conditions.

7. “These homes will provide a secure and tranquil environment enabling judicial officers to perform their duties with greater focus efficiency and clary of mind”.

8. Justice Kekere-Ekun who also acknowledged the focus of the Renewed Hope Agenda of President Bola Ahmed Tinubu, further commended the FCT Administration for its initiative and forward-thinking in implementing the project, which, she said, reflects the importance placed on the welfare of judicial officers.

9. Speaking earlier, the FCT Minister, Barrister Ezenwo Nyesom Wike emphasized the commitment of the Federal Government to safeguarding the rule of law and administration of justice by ensuring the independence of the judiciary.

10.The Minister highlighted some of the practical steps taken by the government to ensure the independence of the judiciary, which, he said, include improvements in the condition of service of judicial officers, increment of allowances and salaries as well as the provision of befitting and comfortable accommodation.

11.He said, “Mr. President said it is not every time that we talk about the independence of the judiciary. We must show in practice; we must show in action that we are indeed not saying so but we are doing so, so that people can see that we are seriously doing that.

12.“Mr. President said we must at all times provide housing. But that can only be better if you have an owner occupier, so that every judge will know that at the end of the day, as I’m retiring from office; I have my own home.

13.“With that, it will be difficult for anybody to manipulate or interfere. When you have a home, what are you afraid of? When you know that salaries and allowances can be paid when you are retired, when you know that your tenure of office is guaranteed, that of course, anybody will be firm and courageous to do his or her work.

14.“That of course is what Mr. President’s renewed Hope Agenda is doing, not merely talking but by showing in action”, Barr. Wike stated.

15.The Minister also explained that the FCT Administration did not limit the provision of accommodation to FCT High Court Judges but also included the Federal High Court and Court of Appeal Judges who also render services to the residents of the FCT and other Nigerians.

16.He said, “Mr. President has also approved that by next year, we should also provide for the Industrial Court so that they will also be part of the benefits of the Renewed Hope Agenda”.

17.The Minister also disclosed that 70 percent of the budget for the Judges Quarters has been approved and assured of adequate funding for the project. He added that the project has a 15-month completion timeframe and charged the contractor to ensure its timely completion.

18.He said, “You have only 15 months to hand over well-furnished houses because our judges are doing their best. They are doing a lot of hard work and good work for the country.

19.Speaking on how the 5.2-hectare land in Katampe was acquired for the Judges Quarters, the Minister said the land was previously allocated to Julius Berger Plc some 20 years ago but had to be revoked in the overriding interest of the public.

20.In his goodwill remarks, Chairman, Senate Committee on FCT, Senator Ibrahim Bomai reiterated the commitment and support of the National Assembly for the FCT Administration, adding that his committee will continue to work with the FCTA to ensure that it achieves its goals of providing infrastructure for the FCT.

21.The Minister of State, FCT, Dr Mariya Mahmoud, in her remarks thanked President Bola Tinubu, the Vice President, Senator Kashim Shetima, the National Assembly and other stakeholders for their continued support to the FCT Administration.

22.Giving a breakdown of the project, the Executive Secretary FCDA, Engr. Shehu Hadi Ahmad, said it involves the construction of 40 number residential accommodation, with 10 numbers for the Court of Appeal, 10 for the Federal High Court and 20 for the FCT High Court Judges.

23.He said the project will also include the provision of access road and other requisite infrastructure that will further enhance the development of other adjoining Districts of Mabushi, Kado and Jahi as well as improve economic activities.

24.He said, “We are anticipating that not less than 1000 direct and indirect jobs will be created. This is in furtherance of the Renewed Hope Agenda of President Bola Ahmed Tinubu”.

25.Highlights of the event include the presentation of Certificate of Occupancies to the Federal High Court, the FCT High Court and the Court of Appeal respectively by the FCT Minister and the symbolic stone laying for the project by the Chief Justice of Nigeria.

1. Minister of the Federal Capital Territory Barrister Ezenwo Nyesom Wike has said that the FCT Administration is poised to encourage investments in the nation’s capital in line with President Bola Ahmed Tinubu's Renewed Hope Agenda.

2. The FCT Minister stated this in Abuja on Thursday, October 17, 2024, when he received a delegation from the Zeberced Group, Nigeria and other businessmen from Turkey, on a courtesy visit to the FCT Administration.

3. Barrister Wike who was informed by the leader of the delegation and Managing Director, Zeberced Group, Nigeria, Mr. Adil Aydin Kurt, of the desire for partnerships and collaborations by Turkish businessmen, said the FCT would welcome investments in the areas of housing, road construction, energy and ICT.

4. The Minister further expressed his readiness to visit Istanbul in Turkey for further discussions with potential investors, adding that the ongoing Abuja Investment and Business Summit was also aimed at attracting investments to the FCT.

5. He said, “We would also want to say categorically that we also want to visit Istanbul and see how we can collaborate with the municipality, how we can exchange some ideas, how we can collaborate in terms of ICT, housing, in terms of roads, in terms of energy. ICT is very key to us.

6. “So, we think that it is proper if I can have a discussion with the Mayor of Istanbul. So, we will be willing to visit Istanbul to further synergize on how the relationship will be”.

7. The FCT Minister further expressed satisfaction with the activities of Zeberced Group in the FCT, especially the Stone Quarry in Kubwa and the Abuja Industrial Park in Idu Industrial District and pledged the continued support of the FCTA for the company.

8. He said, “We are going to give support to that Industrial Park because it will expand the economy, create a lot of jobs for our people and we are willing to encourage you more.

9. “Just this morning I signed your (Zeberced) C of O, so it will give you that confidence that government is willing to encourage investors. This is what the Renewed Hope Agenda has been saying, that we are here to encourage investors and you can see what we have been able to do in terms of infrastructure”.

10.The Minister also assured Zeberced Group of efforts by the FCTA to enable the company assess the necessary means to construct the second carriageway leading to the Abuja Industrial Park, which, he said, will further open up the Idu Industrial District.

11.Speaking earlier, the Zeberced Group MD, Mr. Kurt expressed the desire of Turkish investors to support President Tinubu’s industrialization-focused Renewed Hope Agenda.

12.Kurt noted that the Investors were keen to support international collaborations for Nigeria’s industrialization, especially in the establishment of an industrial park and regional businesses.

13.He stressed the need for collaboration between the Istanbul municipality in Turkey and the FCTA for the development of an environment in the FCT that is conducive for industrial growth in line with President Bola Ahmed Tinubu’s Renewed Hope agenda.
