1. The FCT Minister, Barr. Ezenwo Nyesom Wike has reiterated his commitment to the Renewed Hope Agenda of President Bola Ahmed Tinubu



2. The Minister who stated this when he received former Senator representing the FCT, Senator Philip Aduda of the PDP and the APC candidate for the FCT Senatorial seat in the last election, Honorable Zakari Angulu Dobi on a courtesy visit to the FCTA, called on politicians, irrespective of their political party to join hands with the President to achieve the objectives of the Renewed Hope agenda.



3. Barr. Wike commended the lawmakers who though belonging to opposing political parties had resolved to work together for the overall interest of the FCT and its residents.



4. He said: “Let me thank you on behalf of the Honourable Minister of State and the Mandate Secretaries for this visit. What you have done today is what is supposed to be, members of two political parties who had elections against each other coming to say no this is not the issue of party A or party B but the issue of the development of the Federal Capital Territory. I commend you for that spirit”.



5. The Minister assured his guests that what is currently happening in the FCT was a testament of President Bola Ahmed Tinubu’s Renewed Hope Agenda, adding that the president is also mindful of the indigenous population of the FCT,hence the appointment of an indigene as a cabinet minister, a feat, he said, was the first since the creation of the FCT.



6. Barr. Wike said: “What is happening in the FCT is part of Mr. President’s Renewed Hope Agenda, giving hope to the residents as well as identifying that there are people from this area even though it is a Federal Capital Territory. And this is the first time any president has done it by appointing somebody from the FCT as Minister. That is why we say, we need a man with the political will to do those things people are afraid of doing. And he has kept to that faith.



7. “And those of us who are here will give him the necessary support to achieve what he promised Nigerians. For us, we want to work with everybody. It does not matter which party you belong to, it is about the development of the FCT and we must work together to be able to achieve this”.



8. The Minster who cited the establishment of the FCT Civil Service Commission and the withdrawal of the FCTA from the TSA as part of the President’s promises for the FCT, stressed that career progression, which the Commission stands to bring, was a great motivation for civil servants to put in their best while the removal of the FCTA from TSA signifies rapid development for the entire FCT.



9. “The removal of FCTA from TSA is to encourage development, particularly infrastructural development in the FCT. With this singular effort, you will see what will happen in the FCT in years to come”, he added.



10. Barr. Wike also disclosed that the President has directed the construction of a minimum of 5km road in each of the six Area Councils of the FCT before May 29, 2024 as part of efforts to develop the Area Councils, adding that development will not focus in the city only.



11. He said: “Mr President has directed that we carry out a 5km road in each Area Council. We have six Area Councils and we are working hard before May 29 to achieve 30km road in the Area Councils. It is something unprecedented and the President is fully committed to development not just within the city but in the rural areas also”.



12. The Minister urged residents to be patient with government as tough decisions would be made for the overall good of the nation’s capital.



13. “I urge residents to be patient. We are going to take tough decisions. Resident should not see it as punitive but for the good of the FCT”, he said.



14. Earlier, Senator Aduda had assured the Minister of their unflinching support, saying that, “For us it is about how to develop the FCT”.



15. While congratulating the Minister, the lawmaker commended him for the great developmental strides in the FCT since he assumed office, which, he said, was true to his nick name of “Mr Project”.

1. His Excellency, President Bola Ahmed Tinubu GCFR, has approved the appointment of Mrs. Adedayo Benjamins-Laniyi as the Mandate Secretary for the newly created Women Affairs Secretariat of the Federal Capital Territory Administration (FCTA). She will play a pivotal role in the FCTA's commitment to promoting the well-being and empowerment of women and children in the Federal Capital Territory.



2. Mrs. Adedayo Benjamins-Laniyi born in 1965 and hails from Ogun State, was appointed for her exemplary qualifications and dedication to public service. With over 35 years of experience as a communications consultant, social entrepreneur, international mentor, and environmentalist, Mrs. Benjamins-Laniyi brings a wealth of knowledge to her new role.



3. She attended Queens College Lagos for her secondary school education and is a 1989 graduate of English from the University of Ibadan. She has made significant contributions to society as a prominent compere and renowned motivational speaker. Her passion for social issues, particularly those affecting women and children, is evident in her remarkable work.



4. She has also showcased her commitment to women's political participation by aspiring for a senatorial position in the All Progressives Congress (APC) in 2022. 1. Civil Servants in the employ of the Federal Capital Territory Administration (FCTA), have commended the FCT Minister, Barrister Ezenwo Nyesom Wike over the recent announcement for the immediate establishment of the FCT Civil Service Commission.



2. The workers who came out in their numbers, Monday, October 16, 2023, could not hold in their excitement and elation as they sang praises of the Minister and prayed for his well-being while also commending President Bola Ahmed Tinubu for giving the presidential nod for the implementation of the FCT Civil Service (Establishment) Act which was passed by the National Assembly and accented to by the then President in 2018.



3. President of the Joint Unions Action Committee, JUAC, the umbrella body representing workers of the FCTA and FCDA, Comrade Korede Matilukoro, who spoke on behalf of staff during a thank-you rally to the FCT Minister, said Barrister Wike, by this singular act, has put smiles on the faces of the workers of the FCTA.



4. Comrade Matilukoro, who reflected on the protracted struggle for the implementation of the FCT Civil Service Commission, which, according to him, has been ongoing for over 20 years, said the collective efforts and prayers of the staff have finally yielded result.



5. He said workers of the FCTA were stagnated, not because they were incompetent or failed the prerequisite exam, but as a result of legal and administrative constraints, which made it impossible for Directors to rise to the position of Permanent Secretary.



6. He said, “We just want the Hon. Minister to know that we are so excited, we are so happy and we are saying thank you to sir.”



7. Comrade Matilukoro who led the rendition of solidarity songs by the mammoth crowd of FCTA workers who came to cheer the Minister, said the approval came to workers as a big surprise.



8. He said, “Coming from the weekend we decided to bring a disk jocker to stand by and you will see banners all over the place. It’s just to surprise him back to say to whom much is given, much is expected”.



9. On the implication of this development for FCTA workers, Comrade Matilukoro likened it to the end of the slave trade in the 60s which came with a huge relief.



10. He said, “Today, a new child is born. Today, Mr. President, our Commander in Chief of the Armed Forces of Nigeria has done a beautiful thing. If he said he has vision for Nigeria, if he says he knows what he wants to do, on behalf of FCTA, we believe him now because even without asking, within a twinkle of an eye, he is able to feel our pulse, he is able to deliver on it and put a smile on our faces, it’s a whole lot. That’s hope renewed, which was his campaign.”



11. Comrade Matilukoro while pledging the commitment and support of FCTA workers for the Federal Government, also sued for improved performance from the workers.



12. Responding, the FCT Minister, Barrister Wike explained that the implementation of the FCT Civil Service Commission is a demonstration of the Renewed Hope Agenda of the President in the FCT.



13. The Minister said, “What is the President’s motto? Renewed hope agenda. I told Mr. President; it is renewed hope agenda. These people have lost hope. Renew their hope. Tell them that everything is not lost and the only way you can assure them is by making them grow to the apex of their career.





15. Assuring the workers that the hindrance to their career development has been removed with this development, the Minister said the operation of the FCT Civil Service Commission will take effect from next week.



16. Also speaking on the withdrawal of the FCTA from the Treasury Single Account TSA, Barrister Wike said it would allow the Administration to better utilize its IGR for development.

17. He said: “All the projects we did in Port Harcourt, it’s because we were able to source for funds and use our IGR to be our collateral. It’s simple mathematics. If our IGR in a month is N20 billion and we are collecting N300 million from the bank, all you need to do is to tell the bank, collect N10 million every month, meanwhile your job is going.”



19. Barrister Wike while also hinting that further changes could be coming to the FCT, attributed these positive changes to President Bola Ahmed Tinubu’s capacity and political will to do the right thing that so many people could not achieve.

CrimeOne-Chance: Wike Vows To Tackle Violent Crimes In Abuja by Dannupawa(op): 6:07am On Oct 14, 2023
1. The Federal Capital Territory has intensified its crackdown operations against car robbery syndicates popularly known as one-chance and other violent crimes in the FCT.

2. FCT Police Commissioner, Haruna Garba, who made this disclosure in Abuja following the FCT Security Committee meeting, which was chaired by the FCT Minister, Barrister Ezenwo Nyesom Wike said two separate joint task forces have been set up and have since commenced operations.

3. According to the FCT Police Commissioner, decisions were taken to set up one task forces consisting of all the security agencies in the Territory to tackle the menace of “one chance” and the other to curtail the activities of armed robbers, kidnappers and all other crimes within the FCT and its environs.

4. The Police Commissioner who noted that these two security operations have commenced in earnest, assured the residents of the FCT of their resolve to rid the Territory of crimes and criminalities.

5. The CP said eight suspected “one-chance” syndicates have been arrested while eight operational vehicles used by them have also been recovered

6. He added that the FCT will soon witness notable decline in the activities of the “one-chance” robbery syndicates.

7. According to him, “We’ve been able to make arrests, eight within the last one week and they are still with us. I paraded them this morning. Eight vehicles, if you go to the FCT Police Command, you will still see them there, all with tinted glasses and those are the vehicles that these “one chance” people use.

8. Speaking on the raids on mechanic workshops within the city and other flash points, the Commissioner noted that a lot of people come into the city with no well-defined purpose and end up in uncompleted buildings, mechanic workshops and under the bridges, resorting to criminal activities.

9. The Police Commissioner also encouraged residents to report criminal activities to the security agencies through the emergency response lines, adding that security is everybody’s business.

10. CP Haruna also called on the media to sensitize FCT residents on the trending issue of male or female organ disappearance, which he dispelled as false.

11. The Commissioner who disclosed that 62 cases of alleged organ disappearance have been recorded in the FCT, said innocent lives could have been lost, but for the prompt response of the police and other sister security agencies to douse tension.

12. While dismissing the claims of organ disappearance as false, he said those who raised the false alarm have been taken to the court where some of them have been fined for inciting the public and making false claims.

13. He said, “We are happy to note that since these incidents happened in September this year, we don’t have any case of a single death. So, all those people who came up with a complaint that their manhood have disappeared, we’ve taken them to the hospital, the hospital has carried out examinations and confirmed that their manhood is active and intact. They have told lies. If not for the police, these people would have been mobbed to death, completely innocent people.

14. In attendance at the meeting were the representatives of the various security agencies in the FCT, senior officials of the FCT Administration, amongst others.

1. As part of efforts to ensure city sanitation and rid the nation’s capital of crime and criminality, the Minister of the Federal Capital Territory, Barrister Ezenwo Nyesom Wike has ordered the immediate removal of the Scavengers’ Colony along the road corridor cutting across Mabushi, Jahi and Kado Districts known officially as road N12 in Mabushi District of the FCT.



2. The Minister who gave the order on Tuesday when he paid an unscheduled visit to the area with senior officials of the FCT Administration said the exercise should commence immediately without further notice to the scavengers popularly known as “babanbola”.



3. The Minister described the scavengers’ colony located behind the location known as the Minister’s Quarters in Mabushi District as a threat to the security of the city.



4. He said such den of criminals would not be allowed in the FCT, noting that the colony was also encouraged by the thick canopy of cashew trees planted by the indigenous people of the FCT for speculative purposes.



5. The Minister warned against planting such trees in areas where the government has mapped out for development.



6. He said the Government would not pay compensation for the trees and ordered the Development Control Department and the Federal Capital Development Authority (FCDA) to clear the entire area and take a scope of the road for preliminary works.



7. He said, “We cannot complete the entire road but let it be that something has started and we tried to evacuate this place. You should not compensate them. This is a hideout of criminals. And communities should stop this (planting trees). When they see that government intends to develop the road, they come and plant crops for government to pay compensation. We are not going to do any compensation.”



8. “The Development Control must clear this area, chase out all these criminals. These are the kind of things you see that people commit crimes and then before you know it, they run down here for cover and people will be saying oh, FCT is not safe. I think we will do everything possible we can to reduce the level of crime and we will not allow the people to continue to be here.



9. “So, make sure you clear this immediately. Clear it today and then I will tell the FCDA to come and take the scope of whatever length they can start before the construction. It’s most unfortunate what we are seeing. I don’t think we will allow that. It’s not a question of giving them notice. There is no notice. You must chase them out now and clear the entire area."



10. Speaking to Journalists shortly after the Minister’s visit, the Director, FCT Development Control Department, Town Planner Mukhtar Galadima, explained that the area is a proposed transit way for a road network that traverses the city across almost all the districts.



11. He said, “This location is a kind of scavengers’ colony situated within the proposed transit way corridor between Mabushi and Katampe District. So, looking at the situation now, due to the security challenges all over the country, this present use of this area is not conducive.”

1. The FCT Minister, Barrister Ezenwo Nyesom Wike has called for partnerships and viable economic relations with the European Union in the areas of Agriculture, tourism and security in order to grow the economy of the nation’s capital.



2. Making the call in Abuja on Monday, October 9, 2023, while receiving the European Union Ambassador to Nigeria, Ms. Samuela Isopi, Barrister Wike declared that the FCT is open for cooperation and investments in these areas in order to address the economic challenges of the Territory.



3. The Minister who expressed the hope that increased cooperation and partnership in these areas would help to unlock the economic potentials of the FCT and create jobs for the teeming populace of the city, said, “I whole heartedly invite your member countries to pay us a courtesy call.





4. Speaking further, the Minister said “When I was Governor, one of the things I’ve always said is that I don’t believe in mere visits. I want us to concretize whatever we are going to do, not just coming to tell me we are here to partner with you, we are here to work with you. It’s good, but at the end of the day, the people will want to see what are the achievements, which for me is a priority.



5. “You know that Abuja is one of the best cities in terms of available facilities. The landscape is beautiful, it’s a tourist and agricultural area. These are areas we can partner with you sincerely. Maybe, when we meet with the member countries, it becomes specific, which of these areas we can deal with, maybe agriculture, tourism and security as the case may be.





6. As part of the Renewed Hope Agenda of President Bola Ahmed Tinubu, the Minister said the FCT Administration has submitted a proposal for the establishment of a Secretariat that will deal with women development issues, to ensure inclusivity and promote the participation of women in governance.



7. He said, “One of the priorities of Mr. President is inclusivity...I also know that the first lady, the wife of the President is also championing the development of women in terms of participating in governance.



8. “So, I know Mr. President will approve the establishment of Women Development Secretariat in FCT which was never there. There was no such Secretariat which we will say is devoted to women and I felt that was wrong. It is because the present government attaches so much importance to women and that’s why we are thinking of establishing it,” the Minister said.



9. Reacting to the position of the European Union Observation Mission on the recently concluded elections in the country, the Minister expressed his reservation on the actions of the EU for what he termed interference with the internal affairs of Nigeria.



10.The Minister who observed that the Mission did not have adequate personnel in the country to cover the elections, particularly in Rivers State, said that EU Mission’s position that the government stifled the opposition in the State was inaccurate.



11.He said, “Even though we have passed that era, but I think that I sincerely do not agree with the European Union on their stand on the past election in Nigeria. I do seriously take exception to their stand because we thought there is no need for you to interfere in Nigeria. Rather, you observe and make a recommendation. And your interference came when there were electoral tribunals going on.



12.“Like in Rivers State, I asked how many of you were in Rivers State to visit the 6,886 or thereabout number of polling units. Sometimes, you send in one or two persons and I ask you, how do you know. So, if you have seen some infractions in about 20 polling units, is that enough to make a general conclusion? I felt that as a sitting Governor, you were trying to indict me of not allowing the State to have a free democratic process. That is not correct.



13.The Minister however stressed that the priority now is how the EU can support Nigeria to grow her economy and create jobs to positively impact the lives of the citizens.



14.In her response, EU Ambassador to Nigeria Ms Samuela Isopi explained that the report on the outcome of the elections in Nigeria was that of the European Union Election Observation Mission, which is an independent observation mission deployed by the European Union at the request of the Nigerian government.



15.The Ambassador stated that the purpose of the mission and many other missions in other countries, is to assess the process of the elections against international agreements and treaties signed and ratified by Nigeria.



16.The purpose, she said was not to determine whether the elections were legitimate or not but to analyze the process and afterwards make recommendations, adding that the report had offered 26 recommendations.



17.On the areas of cooperation with Nigeria and the FCT, the Ambassador said the EU is refocusing its cooperation towards improving agricultural value chains to assist with the economic diversification agenda of the country and is also working on renewable energy projects in the country.

1. The Honourable Minister of the FCT, Barrister Ezenwo Nyesom Wike has reiterated his commitment to improving the welfare of judiciary officers in the FCT to improve their productivity.



2. The Minister made the pledge in Abuja on Thursday when he received a delegation from the FCT Judiciary, led by the Chief Judge of the FCT, Hon. Justice Husseini Baba Yusuf, on a courtesy visit to his office.



3. The FCT Minister who commended the stability in the FCT Judiciary as well as the cordial relationship between the FCT Administration and the FCT Judiciary, assured that the FCTA will do its best to increase the tempo of that relationship.



4. The Minister pledged the support of the FCT Administration to ensure a successful legal year and assured that the FCT Administration will do its best to improve the welfare of judicial officials.



5. Noting that the fight against corruption could only succeed when a conducive environment is provided for the judiciary, the Minister revealed that President Bola Ahmed Tinubu has directed him to work towards creating the enabling environment for the judiciary to discharge its duties well in the FCT.



6. He said the FCT Administration will work with the judiciary to ameliorate the accommodation problem of Judges in the FCT to ensure that they have a home to retire to at the end of their service.



7. Barrister Wike who also reflected on the cordial relationship between the executive and the judiciary during his tenure as Governor of Rivers State, said the government maintained the respect and independence of the judiciary in the interest of good governance.



8. The Minister therefore assured that the FCT Administration will try to replicate what was done for the Judiciary in Rivers State during his tenure as governor of the state.



9. He said: “Another thing I want to say is that what we did in Rivers State will be replicated in the FCT. We have to provide accommodation for them so that when they are retiring, they have a home to go to. Nobody will commandeer them with anything. But when you retire as a judicial officer and you have no home to go to, it doesn’t make sense



10. “Mr. President has told me that I must, as a matter of urgency, liaise with the Chief Judge to see how we can work out this, where Judges of the FCT Judiciary will have a home on retirement.



11. “Again, whatever you think will improve the welfare of judicial officers in the FCT, do not hesitate to let us know. We are here to do anything to make sure we provide good governance. We will do everything to make the environment conducive so that you can do your work without excuses”.



12. Speaking on the prerequisite for success in the fight against corruption, the Minister said the environment must be made conducive for those leading the charge to succeed.



13. “When you want to talk about fighting corruption, you must ask, have you provided the conducive environment for those people who are empowered to fight corruption, for example, the judiciary. In most cases, most of them don’t even have homes when they retire.



14. “Fighting corruption will start from the environment in which they are in. in that case, you will now say you have provided things that will make them to overlook certain areas. But if you have not provided it, then you don’t talk about fighting corruption.



15. “So, Mr. President has said he will do anything that will make the judiciary to do the work in order to make this country move forward. The renewed hope agenda for him is that so many people have lost confidence. He said nobody should lose confidence. Those things that are not in place will be brought back.”



16. The Minister also called for the support of the FCT Judiciary in tackling the issue of land racketeering and other sharp practices in the FCT that are militating against the provision of good governance in the FCT.



17. . Earlier in his remarks, the Chief Judge of the FCT, Hon. Justice Husseini Baba Yusuf, commended the FCT Minister over his remarkable accomplishments and dedication to public service, including his commitment to the welfare and wellbeing of judicial officers in Rivers State.



18. The Chief Judge assured that the FCT Judiciary will support the FCT Administration within the ambit of the law to bequeath a model city to the citizens of this country.

FCTA PARTNERS ISRAEL ON SECURITY, YOUTH EMPOWERMENT

1. The Federal Capital Territory Administration, FCTA will partner with the State of Israel to promote security, youth empowerment and job creation in the FCT.



2. Minster of the Federal Capital Territory, Barrister Ezenwo Nyesom Wike made this disclosure in Abuja on Tuesday when the Israeli Ambassador to Nigeria, Mr. Michael Freeman, paid him a courtesy visit.

3. The Minister who stated that the FCT has a very conducive climate for agriculture, added that the FCT Administration also has plans to establish large farms where Nigerian youths will be engaged in agriculture and be gainfully employed.

4. The Minister assured the Ambassador that the FCTA will continue to provide the enabling environment for investors to carry out legitimate businesses in the FCT.

5. Speaking on security, Barrister Wike admitted that like other major cities in the world, the FCT had its share of security challenges but was open for partnerships with the State of Israel to improve the security situation in the FCT.

6. He said, “Yes, we have had one or two setbacks in terms of security threats but like you know, security issues are everywhere and we are working very hard to see that we nip in the bud anything that will give us any negative publicity.

7. “You know all over the world, nobody can say you can have hundred percent security, you know it's not possible. But we will try as much as we can, anywhere we can collaborate and work together to help us reduce some level of insecurity in the city. But be assured that we are willing to work”.

8. The Minister also spoke on the recent publication in the newspapers listing some Embassies, High Commissions and government organisations in default of ground rent payments stressing that government’s actions were not targeted at anybody but to improve internally generated revenue in the FCT.

9. The Minister who noted that the ground rent in the FCT had accumulated over the years due to non-payment, called on the affected institutions to comply with the extant rules of the FCT to avoid negative consequences.

10. He said, “So, we think that you don’t need to be embarrassed but let’s work together. Every mission obeys the laws of where they are.

11. In his remark, the Israeli envoy assured that the Embassy is committed to complying with extant rules and regulations in the FCT.

12. The Ambassador informed the Minister about an ongoing capacity building project for young Nigerian entrepreneurs and innovators from across the country and invited the Minister to pay a visit for further discussions.

13. He said the programme is designed to attract young Nigerian entrepreneurs and innovators from across the country to the FCT to train them and provide mentorship from Israel to help them build their companies and create jobs

14. He said, “We have a six-month programme where we take young Nigerian entrepreneurs and innovators from across the country. We bring them deliberately to Abuja because we say this is the capital to help train them and give them the mentorship from Israel and from local Nigerians to help them to build their company, to create jobs, to create work and afterwards, we give them opportunity for funding and finance to then grow.

1. Fellow residents of the FCT, on behalf of the Federal Capital Territory, I extend my warmest greetings and heartfelt congratulations to you on the special occasion of the 63rd independence anniversary of our beloved country, Nigeria.



2. This day holds significant historical and cultural importance for our great nation, and it is a moment for us to reflect on our past achievements and the path to an even greater future ahead.



3. Independence Day is not merely a date on the calendar; it is a reminder of the sacrifices made by our forebears, the struggles they endured, and the dreams they held for a united and prosperous Nigeria.



4. Over the past 63 years, Nigeria has faced its fair share of challenges and triumphs. Our journey as a nation has been marked by moments of joy and sorrow, progress and setbacks. Yet, through it all, we have remained steadfast, resilient, and hopeful.



5. Today, as the Federal Capital Territory Minister, I want to call upon each resident of the FCT to rededicate themselves to the vision of a stronger and more prosperous Nigeria.



6. Building a strong and resilient society requires collective effort. It means working together to address the issues that confront us, be it in the areas of education, healthcare, infrastructure, or security. It means fostering a culture of innovation and entrepreneurship that empowers our youth and creates opportunities for all.



7. As residents of the FCT, we are not only Nigerians but also representatives of our nation's diversity and unity. The FCT, as our capital, symbolizes the coming together of people from all corners of Nigeria. We remain dedicated to enhancing the infrastructural development of the FCT and improving essential social services to meet the growing needs of our residents. It is our unwavering pledge to work tirelessly towards creating a more livable and prosperous Abuja, a city that reflects the aspirations of all its inhabitants.

WIKE INSPECTS ROAD PROJECTS IN THE FCC, EXPRESSES SATISFACTION WITH PACE, QUALITY OF WORK

1. Minister of the FCT, Barr Ezenwo Nyesom Wike has expressed satisfaction with the pace and quality of work at the various road projects in the Federal Capital City (FCC) embarked upon by the FCT Administration.

2. The Minister who inspected five projects on Saturday, September 30, 2023 in the company of the Permanent Secretary, Mr. Olusade Adesola, the Executive Secretary, FCDA, Engr. Shehu Hadi Ahmed former Governor of Abia State Dr Okezie Ikpeazu and other senior officials of the FCTA, commended the contractors handling the projects for the good work while urging them to ensure that they keep to the time of delivery.

3. The projects visited were: the full scope development of arterial road N20 from Northern Parkway to Outer Northern Expressway (ONEX) with spurs and the rehabilitation and expansion of Outer Southern Expressway from Villa Roundabout to Outer Southern Expressway (OSEX)/Ring Road 1 junction with four interchanges.

4. Others are, the construction of Southern Parkway from Christian Centre (S8/9) to Ring Road 1, the rehabilitation of the Federal Secretariat complex and Completion of roads B6, B12 and Circle Road in the Abuja Central Area

5. Barr Wike who addressed newsmen shortly after the inspection said ongoing projects in the FCT were abandoned by the contractors, due to non-payment but added that the contractors have since returned to site, following payment by the FCT Administration.

6. The Minister expressed the optimism that the projects would be completed and commissioned for use in the FCT within the next eight (cool months.

7. In the words of the Minister, “What we did in the FCT is to invite all the contractors so that we will be able to identify the quick deliverables in the next eight months.

8. “You will attest to the fact that there were no contractors as at the time we came on board because all the companies eventually left the site because of no payment and I believe with the Spirit of the renewed hope agenda, there's the need to reassure our people that there will be change, and that change is what you're seeing today.

9. “Eventually, those major companies have gone back to site. Julius Berger is on site. Satraco is on site. CGC is on site, Gilmore is on site. These are the ones we inspected today. Other companies are also on site but I don't want to talk about them because we have not been on site. Because I believe that we need to see, not merely telling people.

10. “So we are happy that B6 and B12 being handled by Julius Berger, you can see the quality of job. Overall, we want to say that we are happy with what they are doing.They have been paid handsomely so that nobody will leave their site. By the grace of God, in the next 8 months, all of us will begin to benefit from the construction of these very strategic roads.

11. Some residents came to welcome the Minister at the Arterial Road N20 under construction. Barr. Wike while addressing the residents, stressed that he was just a messenger directed by the President, Bola Ahmed Tinubu to ensure that the road is ready for use by them at the shortest time possible.

12. The minister who empathized with the residents for the hardship they had faced due to work on the road, assured that their suffering will soon be over as the contractors have since been mobilised and have promised to deliver the road soon.

13. The Minister called on the residents to also support the contractors to ensure the project is completed in good time, even as he urged them to also pray for the President.

1. Minister of the Federal Capital Territory, Barrister Ezenwo Nyesom Wike, on Friday, swore in the Mandate Secretary of the FCTA Social Development Secretariat, Ibrahim Aminu and charged him to work very hard in order to restore the hope of Nigerians in the FCT.



2. Shortly after the swearing-in ceremony, of the Minister informed him that he is now serving in the FCT, which is a microcosm of Nigeria, adding that there is need to work hard to achieve the mission and vision of President Bola Ahmed Tinubu, to restore the lost hope of Nigerians.



3. Barrister Wike while assuring the Mandate Secretary of his support and that of the Minister of State, also informed him that he would find in the FCT the support and cooperation of his colleagues which would help him to succeed in his task.



4. The Minister therefore advised the Mandate Secretary to work as a team with his colleagues and ask questions when in doubt, adding that he is serving Nigeria and not just Katsina State where he comes from.



5. The Minister said, “Now that you have been sworn in, I think you have only few hours for your merriment. The work starts. It is not an easy thing just to achieve the mission and vision of Mr. President. Nigerians have lost hope and that’s why the agenda is renewed hope. We are going to bring back that lost hope to make Nigerians believe that things can still work.



6. “You are serving Nigeria; you are not serving Katsina State alone. FCT is not like any other city. It’s a city that you can find every Nigerian. So, your services are for Nigerians. We believe with your track record, you are going to put in your best. You work as a team. Nobody knows it all. Things you may not understand, you ask your colleagues. I can assure you that you will find the team work that will make you excel.”



7. The Minister while congratulating the Mandate Secretary on his appointment, however reminded him that he would be held accountable at the end of his service, and warned that excuses will not be accepted for non-performance.



8. He said, “Please bear in mind that at the end of the day, you will be held accountable. What were you able to do when this opportunity was given to you. This is not time for excuses. This is time for performance. This is time for achievement. Nigerians are tired of hearing excuses every day. That is why we will do everything we can to assure the FCT residents that things will change and things have started changing.”



9. The Minister however expressed appreciation to President Bola Ahmed Tinubu for approving the appointment of the Mandate Secretary and equally thanked the FCT Permanent Secretary, Mr. Olusade Adesola and his team for their support in the FCT.



10.The oath office was administered by the representative of the Chief Judge of the FCT, Justice C.O. Agashieze.



11.Born in 1974, Alh. Ibrahim Aminu hails from Katsina State and holds a high diploma from the Usman Dan-Fodio University, Sokoto.

NULGE STRIKE: FCT MINISTER SETS UP COMMITTEE, URGES UNION TO HALT PROPOSED STRIKE

…COMMITTEE TO SUBMIT REPORT IN TWO WEEKS

1. The FCT Minister, Barr. Ezenwo Nyesom Wike has directed the setting up of a committee to look into the various issues of discontent of the National Union of Local Government Employees (NULGE) in the FCT.



2. The 6-man committee has membership drawn from FCT NULGE, the 6 Area Councils and the Area Council Services Secretariat.



3. Addressing the media shortly after a meeting between the FCTA, Area Council chairmen and officials of NULGE, which he chaired, the Minister said the committee has two weeks to submit its report.





4. He said: “We have had a very good meeting with the various bodies of the Area Councils and NULGE. The discussion went on very well and we have been able to set up a committee to come up with modalities for how the problems of NULGE will be solved”.



5. He continued “We believe also that NULGE is satisfied with the arrangements put on ground to resolve the issues. We are not being theoretical but practical, and we believe that in the next 48 hours, NULGE will do the needful in the interest of the FCT. We believe in them and we believe they will work for the development of the FCT”.



6. The Minister commended all parties, especially NULGE, for coming to the meeting with an open mind, which, he said, was necessary for the quick resolution of all problems.



7. He said, “When they have a mind set, it is difficult to talk. But when you have an open mind, it’s easy to communicate and this is why I must thank the President of NULGE and also thank the ALGON Chairman for their cooperation and thank members of the press for their support.





8. Shedding more light on the meeting held, the Secretary, Area Council Services Secretariat, Mr. Bitrus Lawrence Garki said issues raised by the NULGE went as far back as 2006 and commended the Minister’s intervention in resolving the problems.



9. He said: “The meeting today with NULGE and NUT is a part of NULGE and everything boils down to the 40 per cent peculiar allowance, hazard allowance and other deductions that NULGE is fighting for. And some of these issues go as far back as 2006. What happened today was basically to understand what these issues are and what the area councils are facing.



10. “The Honourable Minister was able to intervene and we thank God for his wisdom and experience. He set up a six-man Committee of which Members comprise the NULGE, Directors of Finance from the six Area Councils and also, we from the FCTA. From our discussions, of course, NULGE actually applauded the Minister for his steady interventions and responding to their letter”.



11. “When the Committee was constituted, we all agreed that the strike should be called off prior to when the report will come out from the Committees. So, two weeks was given and to be factual, the report should be back on the 10th (of October) and I believe once the report is sent to the Minister, we should be having a meeting again and find a more lasting solution”, he added



12. NULGE has planned to begin a strike over the next 24 hours prior to the intervention by the FCT Minister.

In cases of alleged missing male organ.


The FCT Police Command warns residents against taking laws into their own hands or resorting to jungle justice in any criminal or alleged criminal situations, as it only breeds lawlessness and disruption of public peace in an already existing peaceful environment.

This follows an incident of alleged missing male organ on 23/09/2023 at about 1614hrs of the trio of Muhammad Aminu 'm' 17yrs, Ibrahim 'm' 25yrs and Lawal Salisu 'm' who claimed to have had an uncommon feeling around their manhood after sharing a body contact with one Ahmed Haruna 'm' 50 yrs around Karshi area.

The suspects was almost being lynched by irate youths when the Police operatives attached to Karshi Division acting on actionable intelligence swiftly mobilized to the scene and rescued the suspect from the mob.

The Commissioner of Police, FCT, CP Haruna G. Garba psc, cautions the members of the public to shun all forms of mob action or jungle justice while enjoining them to follow the legal and appropriate channel to express grievances whenever the need arises, as the FCT Police Command is committed to preserving peace and security of all.

COMMENCEMENT OF APPEAL COURT LEGAL YEAR: WIKE SEEKS JUDICIARY’S SUPPORT FOR FCT REFORMS

... PLEDGES SUPPORT TO PROMOTE EFFICIENT FUNCTIONING OF THE COURT



1. FCT Minister, Barrister Ezenwo Nyesom Wike has sought the the support of the judiciary for the implementation of reforms being implemented by the FCT Administration.



2. The Minister made the appeal in his address during the ceremonies marking the commencement of the 2023/2024 Legal Year of the Court of Appeal which took place at the ceremonial court of the Appeal Court Headquarters, Abuja on Monday, September, 25th.



3. In the words of the Minister, “Here in the FCT, we are fully committed to implementing certain reforms that will not only restore the glory of the Federal Capital Territory but also make it a source of pride for every Nigerian. And as we diligently work towards realizing this vision of rejuvenating the FCT, we implore the judiciary to also stand beside us in this quest”.



4. The FCT Minister, also recognized the importance of a strong and independent judiciary as it affects the preservation of justice, protection of citizens’ rights and the overall wellbeing of the society and assured that the FCT Administration will continue to provide the necessary support to promote the efficient functioning of the court.



5. The Minister also expressed the resolve of the FCT Administration to address some of the accommodation challenges confronting Appeal Court Justices in the FCT.



6. According to the FCT Minister, “We recognize that a strong and independent judiciary is pivotal to the preservation of justice, the protection of citizens' rights, and the overall wellbeing of our society. Therefore, we are resolute in our determination to provide the necessary support to ensure the efficient functioning of the Court.



7. “We are not unaware of some of the challenges confronting the justices of this Honourable Court in the FCT, especially the problems associated with their accommodation. We will look closely at this matter and see how it can best be mitigated”, the Minister added



8. Noting that the Appeal Court has a huge task ahead as the final Court for appeals arising from the National and State Houses of Assembly Election Tribunal, the FCT Minister said a lot of industry is required while hearing and determining these appeals.



9. Barrister Wike therefore charged the court of appeal to live up to the trust and tremendous faith in the decisions of the court by members of the public.



10. According to him, “By virtue of Section 246(3) of the 1999 Constitution of the Federal Republic of Nigeria (as amended), this court is the final Court for appeals arising from the National and State Houses of Assembly Election Tribunals. This implies that a lot of industry is required while hearing and determining these appeals. The public has tremendous faith in the decisions of this Court and the Court has a responsibility to live up to that trust.”



11. On the need for peace and stability in the country as President Bola Ahmed Tinubu drives the renewed hope agenda, the FCT Minister said the judiciary, as a bastion of justice and an arbiter of disputes, has a role to play in maintaining stability, peace, and progress throughout the country.



12. In her remarks, the President of the Court of Appeal, Honourable Justice Monica Bolna’an Dongban-Mensem, said the special court session is designed to not only reflect on the achievements and challenges of the past year, but also to set sights on the path ahead and recommit to the ideals of fairness, equity and the delivery of justice.



13. Honourable Justice Dongban-Mensem who described the legal profession as the bedrock of the nation’s social, economic and political coherence, said the Court of Appeal will harness the potential of technology, fortify the capacities of staff and deepen its tireless devotion in the discharge of its constitutional mandate in the new legal year.



14. She however charged the Bar to uphold the role of legal custodians and refrain from dubious tactics that could hinder progress and sabotage national interest.



15. Also speaking at the event, the Attorney General of the Federation and Minister of Justice, Prince Lateef Fagbemi, stressed the need for quick dispensation of Justice so as to decongest the court of pending cases.



16. He expressed concern for the plight of judiciary workers in terms of poor remuneration, saying that the issue was being addressed with the aim of finding a lasting solution soon.



17. Highlights of the events include the commissioning of a fires station, training center and police outpost within the Appeal court complex.

The FCT Police Command cautions residents against sharing false information about the alleged disappearance of male organs in the territory. False rumors lead to public anxiety and disrupt peace.

An incident involving Rokeeb Saheed, who accused Lucky Josiah of causing his male organ's disappearance, prompted this warning. After medical examinations, Saheed's male organ was confirmed to be fine, and Josiah's injuries were treated.

In a similar development, following a distress call that a male adult, name unknown was being lynched by irate youth for alleged disappearance of the male organ of one John Ugwu 'm' 17yrs on 21/09/2023 at about 1940hrs, in phase 2 Gwagwalada.

The Police operatives attached to Gwagwalada Police Divisional Headquarters swiftly mobilized to the scene, rescued and rushed the male adult to the hospital for medical attention, where he was later confirmed dead as a result of the severe injury inflicted on him on the pretext of a false allegation.

The Commissioner of Police, CP Haruna G. Garba, warns of stringent measures against spreading false information and urges the public not to resort to mob justice. The FCT Police Command is committed to preserving peace and security.

TravelHajj 2024: Nigeria Gets 95,000 Quota - NAHCON by Dannupawa(op): 7:26pm On Sep 19, 2023
The Saudi Ministry of Hajj and Umrah has announced the allocation of 95,000 Hajj seats to Nigeria in the forthcoming 2024 Hajj.

This was made known via a virtual meeting held between the National Hajj Commission of Nigeria (NAHCON) and the Saudi Ministry of Hajj and Umrah held today.

The meeting which officially marked the start of the 2024 Hajj was attended by the Chairman, House Committee on Hajj, Honorable Jafar Mohammed, representatives of the Chairman, Senate Committee on Foreign Affairs, Senator Abubakar Sani Bello as well as the Nigerian Consul-General in Saudi Arabia, Ambassador Bello Abdulkadir.

The high points of the discussion is that Nigeria is expected to finalize all arrangements and negotiation with Service Providers including the Catering, Accommodation and Transportation within the next 120 days.

* NAHCON to submit the lists of Medical and other officials to the Kingdom very early as the Kingdom has plans to work with the two bodies very closely.
* Ensure that only Air Carriers with at least two Aircrafts on its fleet and a Back- up are appointed or allowed to participate in the 2024 Hajj operation.

Leading the the Saudi team, Dr Badr Mohammed Al- Somi urged the Commission to strive to meet up with the timeline in order to enable the Ministry make adequate plan and also avoid the experience and incidents witnessed in this year's Hajj.

“We want all Hajj Missions to be proactive in meeting our time frame, so that we won't allow what happened previously and also to give the missions sufficient time to examine the services before Pilgrims' arrival".

Al- Talaheen promised that the refund sought by the Commission was being worked on and that as soon as the result of its investigative Committee is released, it would be acted upon accordingly.

Earlier in his address, the Chairman of the National Hajj Commission of Nigeria (NAHCON), Alhaji Zikrullah Kunle Hassan had called on the Saudi Authorities to expedite action on the refund of the feeding and tent services not provided in the Mashair.

He further reiterates the need for the Kingdom to disengage from the provision of feeding service in the Masha'ir and allow the Country to take over Muna and Arafat to afford the Pilgrims opportunities to enjoy delicacies they were used to at home.

Meanwhile, the Chairman has sought for the support and assistance of the Ministry in securing the refund paid to the General Authority on Saudi Aviation (GACA) on behalf of the Nigerian Carriers in 2019.

Alhaji Hassan also called on the Ministry to review its decision by allowing Nigerian Pilgrims to depart through the King Abdul-Aziz International Airport Jeddah instead of Madinah as that would create bottlenecks and logistics problems for the Pilgrims.

In the same vein, the Commission appealed to the Saudi Ministry for the upward review of the number of Tour Operators/Companies to be allowed to conduct Hajj from 10 to 100 companies saying that much as the action will enable the Commission to organize the agencies for effective management and control, the sudden decision would seem to be too harsh.

Arising from the unfortunate road traffic crash that occured in Lagos and Kaduna States where operatives of the Corps were ruthlessly killed while on active service to the nation, the Corps Marshal, Federal Road Safety Corps, Dauda Ali Biu has sent his heartfelt condolences to the families of the deceased, on behalf of the Management and the entire staff of the Corps, over the sudden demise of the operatives.
A statement by Corps Public Education Officer Bisi Kazeem, said.
The deceased staff, a Deputy Chief Road Marshal Assistant (DCRMA) A Ajomole was diligently carrying out lawful patrol duties at Iganmu Bridge, in Orile Lagos State on 16 September, 2023 at exactly 1416HRS on the day the sad event happened. While Road Marshal Assistant I (RMA I) Hamidu Idris detailed on patrol activities in Dutse Outpost, Doka Local Government Area of Kaduna State on 12 September, 2023.
Crash investigation reports revealed that on the said day of the Lagos crash, late Ajomole was attending to an offender who drove a Cabstar (Lagos Taxi), when suddenly, a Mack truck conveying a container, lost control and hit the Cabstar he was attending to.
The impact of the crash on the Cabstar forced the operative to hit his head on a stationary tanker parked by the roadside and died on the spot.
On the other hand, Hamisu was on his way to impound an arrested offenders' vehicle, when the driver pushed him out of the vehicle, and hit his head on a stone; a situation that led to his untimely death.
As a result of the rising spate of these unfortunate incidents involving the deceased and others who faced similar fate in recent times, Dauda Biu also reiterated his call for caution amongst patrol operatives in the discharge of their duties.
He also used the opportunity to warn drivers of all categories of vehicles to observe all traffic rules and regulations as well as avoid bad road use behaviours that trigger crashes on the roads.

WIKE HANDS OVER NEW VEHICLES TO TRADITIONAL RULERS, TASKS THEM ON COMBATING INSECURITY IN FCT

1. The FCT Minister, Barr. Ezenwo Nyesom Wike has tasked traditional rulers in the FCT to join forces with the FCT Administration in the fight against insecurity in the nation’s capital.

2. The Minister who gave the charge today, August 15, 2023, during his maiden meeting with members of the FCT Council of Chiefs stressed that royal fathers have always played a pivotal role in mobilizing their subjects to key into government policies and programmes, adding that the agenda of President Bola Ahmed Tinubu on combating insecurity in country was no exception with the traditional rulers playing a crucial role.

3. He said: “Particularly the traditional rulers have a role to play in terms of security. You know your community better than anybody. You know those who live with you in your communities. So, you will be able to identify those who look like strangers where you stay.

4. “No security agency can perform its function without the support of the traditional rulers. So, we believe we need to partner with the traditional rulers to succeed in the fight against insecurity”.

5. Barr. Wike said the FCTA values the role of the traditional rulers hence its decision to enhance their mobility to reach the nook and crannies of the territory and complement the Administration’s efforts to combat crime and keep the FCT safe.

6. The Minister said, “Government must also encourage you and provide you with the needed logistics to do your work. And part of that is mobility. This is also in line with the President’s agenda of renewed hope”.

7. Barr. Wike who stressed that everybody was important in the fight against insecurity, called for all hands to be on deck in the fight while expressing the hope that the traditional institution will help the FCTA achieve peace and security in the FCT.

8. He also said that plans would soon be worked out for improved welfare for traditional rulers as part of efforts to achieve the renewed hope agenda of President Bola Ahmed Tinubu.

10. In appreciation to the gesture by the Minister, the Chairman of the FCT Council of Chiefs and Ona of Abaji, HRH Alh Adamu Baba Yunusa, pledged the commitment of the traditional rulers to partner with the FCTA to make the FCT safe.

1. The FCT Minister, Barr. Ezenwo Nyesom Wike has charged newly appointed mandate Secretaries of the FCT Administration to work in synergy for the overall success of the Administration.

2. The Minister who gave the charge shortly after the appointed secretaries were sworn-in today, August 12, 2023 at a brief ceremony held at the FCDA conference hall, stressed the need for the sharing of ideas to overcome challenges and achieve set goals effectively, urging them to work towards transforming the FCT to a world-class city.

3. He said: “I encourage all of you, our Mandate Secretaries, to communicate amongst yourselves, share ideas, and support each other in your roles. We are part of a team, and ultimately, what affects one of us tends to affect all. By working together and learning from each other, we can overcome challenges more effectively and achieve our goals.

4. “Let us commence our work with determination, dedication, and the firm belief that, together, we will build a brighter future for the people of the FCT. I have every confidence in your abilities and commitment to this noble cause. Together, we will transform the Federal Capital Territory into a world-class city that we can all be proud of”.

5. While congratulating the new secretaries on their appointments, Barr. Wike assured of his commitment to work with them to turn the FCT into a world-class national capital.

14. “A significant aspect of our mission will be the enhancement of our Internally Generated Revenue (IGR) profile. We must explore innovative ways to raise the necessary funds to support our development agenda. This is crucial to finance the ambitious projects and initiatives we have planned.

15. “Public transportation is a major challenge that we must address comprehensively. No modern city can function effectively and efficiently without a reliable and comprehensive public transportation system. We are committed to establishing an integrated and efficient transport network that meets the needs of our residents.

16. “Environmental sanitation is another pressing concern, as expressed by our residents. Clean and well-maintained surroundings are not only a reflection of our city's pride but also a fundamental requirement for a healthy and prosperous community. It is a collective responsibility of both the government and the citizens, and we must work collaboratively to ensure a cleaner and greener FCT.

17. “Security, an equally shared responsibility, is paramount to the well-being of our residents. We will collaborate closely with law enforcement agencies and communities to ensure a safe and secure environment for all. Without security, we cannot hope to achieve our development goals.

18. “In addition to these, we will place significant emphasis on the social sector. There is a pressing need to uplift our education, agriculture, and health sectors to world-class standards. A well-educated and healthy population is the foundation of any prosperous city, and we must provide our citizens with access to quality education, healthcare, and agricultural opportunities.

19. “Furthermore, our tourism sector holds tremendous potential for economic growth and job creation. We will work diligently to promote and develop our unique cultural and natural assets to attract both local and international visitors, thereby boosting our economy.

20. “I wish to reiterate my unwavering determination to bring our city development back in line with the Abuja Master Plan. Infractions will be dealt with decisively, and non-compliant buildings will be subject to appropriate measures, including removal and penalties. It is essential that we uphold the standards and integrity of our city.

21. “In addition to addressing infractions, we will closely examine our laws and seek ways to strengthen them, closing any loopholes that offenders may exploit to the detriment of the administration and the people of the FCT”.

22. The Swearing-in was performed by a representative of the Chief Judge of the FCT High Court, Justice C.O Aghashieze.

1. As part of efforts to improve road infrastructure in the Federal Capital Territory, the FCT Minister, Barrister Ezenwo Nyesom Wike has flagged off the resurfacing/rehabilitation of existing roads and remedial works on bridges within the Federal Capital City.


2. Carrying out the flag-off exercise in the Garki II District of the FCT on Monday, September 11, 2023, Barrister Wike disclosed that the road resurfacing/rehabilitation project in the district falls under phase one of the project, adding that work would also commence in the Entire Garki District in the next few weeks.



3. According to the Minister, the provision of road infrastructure, is one of the many benefits that President Bola Ahmed Tinubu has promised residents of the FCT, adding that other aspects of development in the FCT would also be addressed in due course under the renewed hope agenda of the President.



4. He therefore urged the traditional rulers and other residents of the FCT to give maximum support and cooperation to the contractors working on the project to ensure it is completed within schedule.



5. The Minister however warned the contractors against colluding with officials of the FCDA to frustrate the timely completion of the project, adding that the FCT Administration will no longer accept the variation of contracts in the FCT.



6. Stressing that the FCT Administration had the finances to pay the contractors, the Minister assured that every aspect of the project has been considered, thereby foreclosing the possibility of any variation.



7. According to the Minister, “My dear people of FCT, Mr. President, Bola Ahmed Tinubu has directed the FCT Minister of State and my humble self to assure you that his agenda of renewed hope works.





8. “What we have come to do today is to assure you that the agenda of renewed hope of Mr President is not just by talking but also putting it into practice. That is why we have come to start with flagging off of a number of roads in this area. This is just phase one. In the next few weeks, we will go to phase two, which is the entire Garki.



9. “This is about road infrastructure. There are so many things that Mr. President has promised. Just be patient, we are taking it one after the other. That is the message I have told you here.”



10. Speaking in both English and pidgin for emphasis, the Minister said, “To the contractors, let me warn you now; all these things wey una de do with engineering services, e no go work again. Nothing like variation. It will not work. A Job of one Naira; in the next seven days, it now becomes fifteen naira, it will not work.



11. “So, don’t even try it. There is no variation in this job. We have the money to pay you. So, if you like, go to engineering services and do anything with them; it will not work. We are paying you your money and I assure you, nobody will owe you a dime. We are going to pay you and you must finish within the time we have agreed with you.”



12. The Minister further assured that the FCT Administration will do everything within its powers to bring about a turnaround in the fortunes of the FCT in line with the visions of the city’s founding fathers.



13. Speaking earlier, the Executive Secretary, FCDA, Engr. Shehu Hadi Ahmad, explained that the road resurfacing project is designed to rehabilitate a substantial number of dilapidated roads within the phase one of the FCT, which were developed in the 1980s, in order to prolong their lifespan.



14. He said the project will involve scarification and removal of existing asphalt in some locations, while in other places, it will require milling and asphalt overlay.



15. He said about 135 roads covering 42 kilometers in Wuse, Garki and some areas in Maitama and Asokoro Districts are ivolved in the rehabilitation and resurfacing exercise.



16. The project, when completed, according to the Executive Secretary, will improve the flow of traffic in the FCT, reduce travel time and make the roads even safer.



17. He therefore commended the FCT Minister for deeming it necessary to take on the project as a priority, adding that the replacement of gully inlet covers as well as the rehabilitation of drainage systems will also be undertaken.



18. The Hon. Minister of State in her remarks said that there has been tremendous positive feedback from residents of the FCT for improvements of streetlights and sanitation in the city and also praised the commitment of the Minister to improving the FCT as no 48 hours passes without project sites being visited



19. Also speaking, the representative of the contractors working on the project, Obada Zabadne, who is also the CEO ZBMC Ltd, thanked the FCT Minister for the trust and opportunity given to them to work on the projects.



20. Mr, Zabadne assured that the contractors were very committed and would work very hard in the next few months to achieve the objectives and possibly surpass expectations in the FCT.

A Social media post trended recently about alleged illegal variations and inflation of some contracts of the FCTA/FCDA.

Our correspondent took time out to investigate the allegations contained in the Social media post. Credible sources in the FCTA/FCDA provided useful information which proved that the allegations were false and misleading.

Our correspondent gives a point by point explanation on each of the allegations below:

1. The Project referred to in Gaduwa is presumed to be the contract for the Emergency Rehabilitation/Improvement of Access Road to Nigeria Centre for Disease Control Laboratory in Gaduwa District. The contract was awarded to M/s CBC Global Civil & Building Construction Company Nigeria Limited at the sum of N2,493,389,942.88.
As the name implies it was an emergency contract due to the Covid-19 Pandemic and the need to quickly access the facilities for testing and treatment of infected persons. The scope of work comprises, Roadworks, Surface Water Drainage, Culverts and River Training. It is 2.4km long asphaltic concrete road. The project was completed on schedule and payment made in full.
The assertions of the author is therefore false.

2. On the issues of the contracts awarded at 10 Billion naira and later jacked up to N119 billion, no such contract exists in FCDA.

3. "Awarded Contract of N50 Billion later jacked up to N200 Billion" - FCTA/FCDA sources say this is strange to them and believed to be the figment of imagination of the writer.

4. "Award of contract of N6 Billion and later jacked up toN70 Billion", Our sources in the FCTA/FCDA also revealed that they do not have such contract.

5. "Awarded Emergency Maintenance of Usman Dam at the cost of N9 Billion and paid in full without any BOQ and so many procurement infractions".
Our credible sources revealed categorically that it is not true.
According to them, currently, the nature of works at the site demands emergency attention due to the fact that it can result to disruption of water supply to the city.
More so some of the Eletro-mechanical components required will have to be imported, so the procurement process is ongoing.
"But as we speak there is no payment yet on the works", the source said.

6. "Left debt of over N1.2 Trillion to FCT without anything to show" - Our sources revealed that debts owed contractors working for the FCT Administration were debts accruing over a period of more than 20 years, spanning through several administrations and not wholly incurred during the last administration.

6. "Approval of green areas to residential houses and Converting Residential Houses in Wuse 2, Maitama Gana Street, Garki into Commercial in contrary to the Abuja Master Plan". It was confirmed that the FCT / FCDA at no time condoled the abuse of the Master Plan. "However, if there is any infringement known to the Authority, necessary actions are always taken to correct such violations".

RE: FALSE ONLINE MEDIA REPORTS REGARDING ALLEGED INVITATION OF EFCC AND ICPC TO INVESTIGATE FORMER FCT MINISTER

1. The Office of the Federal Capital Territory (FCT) Minister wishes to address recent online media reports that have surfaced, claiming that the FCT Minister, Barrister Ezenwo Nyesom Wike plans to invite the Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices and Other Related Offences Commission (ICPC) to investigate the immediate past FCT Minister, Malam Muhammad Musa Bello, in relation to certain irregularities in the award of contracts and other such matters.

2. We categorically and unequivocally state that these reports are entirely baseless and without any merit whatsoever. The FCT Minister, during his routine inspections of various projects within the FCT, has indeed expressed concerns and frustrations regarding irregularities observed in the procurement and execution of certain projects, amongst other observations which he very publicly expressed.

3. However, at no point did he contemplate or authorize any action by anyone within or outside the FCT Administration to invite the EFCC or ICPC to investigate the former FCT Minister in connection with these or any other matters.

4. The online story in question is nothing more than a product of the imagination of its authors and is clearly designed to mischievously sow discord and confusion among the general public.

5. We view such misinformation with great concern and urge the public and well-meaning Nigerians to exercise caution and discernment when encountering such unfounded reports.

6. The FCT Minister remains focused on his responsibilities to ensure the efficient and transparent administration of the Federal Capital Territory. Any actions or decisions taken by the FCTA in this regard will be communicated through official channels and in accordance with due process.

7. We hereby advise the general public to disregard the story in its entirety, as it is nothing but a deliberate attempt to spread fake news and create unnecessary tensions.

1. The Federal Capital Territory Administration, will complete access roads to the institution and Research District, Jabi, Abuja where some of the major academic and research institutions in the nation’s capital are located.



2. Minister of the Federal Capital Territory, Barrister Ezenwo Nyesom Wike made this pledge in Abuja on Monday, September 4, 2023, when he led the FCT Minister of State Dr Mariya Mahmoud and heads and officers of relevant agencies of the FCTA on inspection of projects.



3. Barrister Wike assured that the access road to the Institution and Research District, where very notable institutions including the EFCC Corporate Headquarters, the Body of Benchers Building, Baze University, Federal Medical Centre, Institute of Human Virology amongst others are located would soon be completed.



4. Barrister Wike said, “We’ve been able to invite the contractor to see us tomorrow so that we will be able to complete that road, which is very, very important; important in the sense that headquarters of the EFCC is there, the Body of Benchers building is also there.”


The FCT Minister also visited the Kabusa Junction along the Apo Mechanic village where some shanties were recently cleared by the Development Control Department. The Minister who commended the department for removing the shanties, said perimeter fencing would be introduced in the area to prevent miscreants from returning to the cleared portion.


6. The FCT Minister, while stressing that the FCT Administration will not allow shanties to take over the city, said, “Development Control has done well by making sure that those shanties are destroyed. Having been destroyed, we are going to put fence in the place so that all these miscreants will not go back there to mess up all what we have done.”



7. Next stop of the Minister is the ongoing project for the provision of engineering infrastructure to Wasa affordable housing project in Wasa District which was awarded in 2014 at the cost of N28 billion and later reviewed upward to N85 billion.



8. The Minister who expressed displeasure over the terms of agreement between the FCT Administration and the private developers involved in the construction of the houses said the FCT Administration will review the agreement to ensure fairness.



9. Barrister Wike said, “We are not impressed with the arrangement made by the FCT. Government will not just cough out N85 billion and the land and we are providing all the infrastructure, then you want to give out to private developers who will now build and sell. We think that government must also participate, having provided the land and having provided the infrastructure.



10. “So, this kind of arrangement is not commendable at all. If we are partnering with private individuals or developers, the common sense is that you provide the land and also provide infrastructure and then they come and develop and make profit. Government can say okay we will take 10 percent, then they take 30 percent, depending. And it is in that case that government will even be involved in determining the prices that the houses would be sold. But when you don’t have that kind of arrangement, then the private developers can put the cost at any rate, which is not also affordable.”



11. Barrister Wike also restated that the FCT Administration, going forward will only award contracts based on the availability of funds to start and complete the projects. He said a situation where contracts are awarded and later abandoned, due to the lack of funds, will no longer be encouraged.



12. He said, “We are not going to be awarding contracts for awarding sake. We are going to award contracts that we will finish and then embark on new contracts.



13. “ Contracts in the FCT are something else. As I speak to you, you don’t even have up to 20 percent completion. Every contract abandoned because of no money. We are not going to encourage that. We are going to look at everything.



14. “We will continue to do this. Areas that we are not sure of, we will go and visit and see it for ourselves before we make any commitment to the contractors.

WORK TO COMMENCE ON 2ND RUNWAY OF THE ABUJA INTERNATIONAL AIRPORT AS FCTA PAYS OVER 800M COMPENSATION TO COMMUNITY



1. Work will soon commence on the construction of the 2nd runway of the Nnamdi Azikiwe International Airport Abuja following the signing of an agreement on compensation to the Jiwa Community on whose land the runway will be constructed.



2. In the agreement signed between the Federal Capital Territory Administration, the Ministry of Aviation and Aerospace Development and the Jiwa community in the FCT, on Tuesday, August 29, 2023, a sum of Eight Hundred and Twenty-Five Million, Eight Hundred and Nineteen Thousand, Nine Hundred and Eleven Naira Forty-Three Kobo (N825, 819,911.43) would be paid to the community as compensation to pave way for the commencement of work on the project.



3. Speaking on the agreement reached, the FCT Minister, Barr. Ezenwo Nyesom Wike, assured that the money has been made available and will get to all affected in the next few days.



4. He said, “As we leave here, the Federal Capital Territory through the FCDA will release the money approved for compensation and resettlement of those who are there. The total value of what we are paying is N825, 819,911.43 (Eight hundred and twenty-five million, eight hundred and nineteen thousand naira, Nine Hundred and Eleven Naira Forty-Three Kobo) for the compensation and resettlement.”



5. The contract for the construction of the second runway of the Nnamdi Azikiwe International Airport was awarded in March 2022 by the Ministry of Aviation and Aero Space Development, but work could not commence due to disagreements over issues of resettlement and compensation.



6. However, following the signing of the agreement between the FCTA and the Jiwa community, the FCT Minister, Barrister Wike, says contractors will now move to site in the next few days to commence work on the project, after the payment of the agreed sum to the community.



7. Barrister Wike who spoke shortly after a meeting between the FCT Administration, the Ministry of Aviation and Aero Space Development, as well as representatives of the Jiwa Community at the FCDA Conference Room in Abuja, expressed gratitude to God for the amicable resolution of the contending issues.



8. The Minister who also appreciated the Sarkin Jiwa, HRH, Alhaji Idris Musa, for mobilizing his people to resolve the issues, stated that President Bola Ahmed Tinubu has mandated the Ministry of Aviation to kick-start and complete the second runway project, which is very vital for the international airport in the FCT.



9. Barrister Wike also disclosed that as part of incentives to the community, the FCT Administration will give immediate employment to 10 indigenes of the Jiwa community, while another 12 will come from the Ministry of Aviation and the Aviation Agencies.



10. He further assured that the FCT Administration will include the rehabilitation of the Tunga Madaki bridge in Jiwa community in the 2024 budget, in addition to the provision of a modern healthcare facility.



11. The FCT Minister said, “We are going to construct Tunga Madaki bridge which will be put in 2024 budget. Secondly, we are going to provide for the community, a modern healthcare facility that is better than what is there now”.



12. “We believe by the grace God, if that is done today and then tomorrow or next tomorrow, the money is paid to them, the contractors will no longer delay. They have to move to the site immediately and commence work. The second runway has come to stay”.



13. Earlier in his remark, the Minister of Aviation and Aerospace Development, Barrister Festus Keyamo (SAN) disclosed that work ought to have started on the second runway project but regretted that contractors could not be mobilized to site due to the contending issues.



14. Barrister Keyamo called on the community to cooperate with the government to ensure the realization of the project, adding that they also stand to benefit from the development in the area in addition to other corporate social responsibility to the community.



15. Also speaking the Sarkin Jiwa, HRH Alhaji Idris Musa assured of the cooperation and support of the Jiwa community towards the actualization of the project which, he said, is in the overriding interest of the public.



16. During the signing ceremony, between the FCTA, Ministry of Aviation and the Jiwa Community, the FCTA Permanent Secretary, Mr. Olusade Adesola said that the compensation was for enumerated communities in Jiwa which still had one community -Angwan Kano- yet to be enumerated. On conclusion of the enumeration, the said community will also be compensated.



17. 1. The Federal Capital Territory Administration will mobilize contractors back to site to resume work on the various ongoing and abandoned projects in the FCT, even as road resurfacing projects are set to commence in the Garki and Wuse Districts of the nation’s capital.



2. Minister of the FCT, Barrister Nyesom Ezenwo Wike who made this disclosure in Abuja on Monday, August 28, 2023 when he met heads of over 15 construction companies working on various projects in the FCT, assured that the necessary funding will be made available for them to return to site and complete the projects.



3. Addressing the contractors at the start of the meeting, the FCT Minister who declared that Abuja is now a construction site, disclosed that President Bola Ahmed Tinubu has given him marching orders to ensure that the Abuja Metro line is completed and put to use, adding that ongoing road projects in the FCT would also be completed to improve the road network in the nation’s capital.



4. As a show of its determination, the FCT Minister said that the Administration will restructure how projects are funded by tying specific projects to internally generated revenue (IGR) sources as against relying solely on federal allocations.



5. The Minister also hinted at increased allocation from the federal government to improve funding for projects in the FCT.



6. Barrister Wike therefore assured that the FCT Administration will not owe any contractor as each project will be tied to specific funds, warning that contractors must deliver the projects within agreed time frames without failure.



7. In his words “Now the time has come for action. First of all, on the metro line, those of you who heard what Mr. President said yesterday (at the NBA Annual General Convention), he did give a marching order that he wants to ride on the metro line and so it’s a key project that we must achieve.



8. “We are going to restructure how we fund you so that you go back to site and do work. I don’t want to hear that this happened and this didn’t happen. Ordinarily, I would have gone back to look at performance or no performance, but I feel there is no need to go back. Let’s move forward and see what we can achieve.”



9. “I have agreed with the Hon. Minister of State and I have told the management that we must restructure the way projects are funded. We must not fund projects depending only on the national budget. We must also fund projects through our direct internally generated revenue. I will not be a party to give out contract and then there is no money to fund.”



10.“We are going to fund you, give you your money to go to site then you will tell us the time within which the project will be finished because I’m going to attach funds to it. If we agree on three months, it’s three months. If I give six months, it’s six months. I hear no excuses at all because I know that we are not going to owe. Yes, we are not going to owe.”



11.Barrister Wike also warned that the FCTA will not tolerate any work that is below standard, stressing, that all the ongoing projects will be directly supervised by his office and the office of the Minister of State to ensure compliance.



12.He said, “We are determined to make sure every contractor goes back to site, not just going back to site but with direct supervision from my office and office of the Minister of State.”



13. “The major problem we are having in this country is the lack of supervision. We are not going to tolerate anything below standard. If there are people you are working with who have been compromising standard, too bad. It’s not with me. I’m not going to accept anything that is below standard.



14.While addressing the press after the meeting with the contractors on Monday evening, the Minister disclosed that the Millennium Tower and Cultural Center will be given priority attention disclosing that it will be one of the legacy projects of Mr President.



15.In the words of the Minister “ I can tell you that it is not going to be easy going into that project, but I can equally tell you that we have decided that for whatever it takes, it is going to be one of the legacy projects for Mr President to complete in the next few years. Certainly, we are looking at the next two years, if the way we are going structure our payment is agreeable with the contractors”.



16.The Minister also disclosed that the resurfacing of major roads in Garki, Wuse Maitama and Asokoro will begin in earnest as the contractors will be mobilized to site immediately.



17.On the rehabilitation of the Abuja Metro line, the Minister said that the contractors will over the coming days be paid so that they can mobilise back to site while also holding discussions on the operational cost of the project.



18.The Minister, further lamented the poor funding of projects in the nation’s capital and reiterated his resolve to tie internally generated revenues to specific projects to be completed within specific time frames.



19.While admitting that there has been improvements in the functionality of street lights in the city, he admitted that more work will still need to be done in this regard.



20.On city sanitation the Minister revealed that there are plans to dedicate two Saturdays in a month as environmental sanitation days to allow residents to clean up their environment saying that “Abuja must be clean” and called for the cooperation of all residents in this regard.



21.He said “ in fact, I was able to brief Mr President that we are coming up with an idea that at least two Saturdays in a month, we will declare sanitation, say from 7 am to 10am where we will get companies that will give us logistics to clear up the refuse”



22.He also spoke about plans to revive the public transportation sector of the FCT with the re-introduction of the AUMTCO buses and once again decried the presence of several undeveloped plots of land and uncompleted structures that become hideouts for criminals.

Minister of the Federal Capital Territory, Barrister Ezenwo Nyesom Wike has pledged that the FCT Administration will complete some ongoing projects in the territory over the coming months.

The Minister made the pledge in Abuja on Thursday, August 24, 2023 shortly after undertaking an inspection tour of ongoing projects in the nation’s capital to ascertain their levels of completion.

The projects visited include the proposed FCTA Headquarters Complex at the Ministry Zone, Central Area, the residence of presiding officers of the National Assembly in the Three Arms Zone, as well as the resident of the Vice President at Aso Drive, Abuja.

Others are the rehabilitation of the Federal Secretariat at the Central Business District, the Roads B6, B12 and Circle Road in the Abuja Central Area as well as the Abuja Cultural Centre and Millenium Tower also undergoing construction.

During the inspection visits, the FCT Minister, who expressed concern over the spate of abandoned and uncompleted projects in the FCT, emphasized the need to complete these projects to justify the huge funds invested in them.

Barrister Wike who also queried why work was abandoned at the residence of the presiding officers of the National Assembly, said the FCT Administration will dialogue with the leadership of the National Assembly to resolve whatever concern that they may have to avoid wastage of public funds.

He said, “We are going to dialogue with the leadership of the National Assembly. But the point is this, if you look at how much we have put in this structure and then you abandon it, what becomes of the structure at the end of the day? What will happen? They were the ones who initiated that this structure should be built here and the government accepted and have started construction to this level.

“This is not a private residence. These are public officers’ residence that if you are not there, another person will take over. We must understand that public funds cannot be wasted in this manner because if we abandon them, even if the FCTA takes over, to do what with it?

“So, it is very unfortunate that we find ourselves in this kind of dilemma. I will try and plead with the present leadership of the National Assembly so that we are able to save funds and apply those funds in other projects.”

Commenting on the spate of abandoned projects in the country the Minister said;“Part of our problems in this country is spate of uncompleted project. Even if you want to come back to start a project, the contractor will bring variation because the price of things as the time is no longer the price of things and this is why we are losing every day. I will also make this request to Mr. President to let him know the dilemma we are in, while the talks with the leadership of the National Assembly is ongoing”.

Speaking also at the Vice President’s residence in Aso Drive, which was awarded to Messrs. Julius Berger in 2010. Barr. Wike also expressed worry that such vital project had been abandoned for over 13 years, describing the situation as disheartening and embarrassing.

“I can’t believe that in a country like this, where the Vice President is supposed to reside, a contract awarded in 2010 and we are in 2023, nothing is going on. Funding is a problem. Why in the first place would we go into it if we know that we don’t have the funds for the project? It’s highly embarrassing. I don’t think any serious government would allow this to happen.”

On the Abuja cultural Centre and Millenium Tower, Barrister Wike said it was a very important facility that ought to turn Abuja into a world class city. He said he was aware of the funding challenges and assured that efforts will be made to solve the problems.

The Minister also revealed that before he was sworn into office, Mr. President told him to do everything he could to bring back some of the facilities that will make Abuja a world class city.

He said, “one of those is in terms of the road network and facilities like cultural centre that will bring tourists and families to move around and have fun with their loved ones.”

The Minister who admitted that funding is a difficult area, assured that the FCT Administration will do whatever it could to surmount the challenges, adding that he would confer with the Minister of State and the Permanent Secretary to restructure the way some of the projects are being funded.

Barr. Wike who also stated that his administration will not give excuses assured that he will do the best he can and take the ones he could not do back to the President.

He said, “We are sure of the kind of things we are going to do in the next six, seven months, projects that have been abandoned will now come back to life. Like I have told Julius Berger about the Federal Secretariat and they have promised that if the funding is there, they are going to finish it in seven eight months. These are very important infrastructure that will change the landscape of Abuja and they have told us that if the funding is there, under six months, they will finish it.”

He assured that efforts will be made to find funding to complete the project in that time frame.
