The Federal Capital Territory Administration has allocated the sum of $4.5 million to the FCT Fadama CARES programme to implement three disbursement linked Indicators (DLIs) out of a total allocation of $15 million made available to the FCTA by the World Bank for implementation of the FCT CARES programme.


The FCT Minister of State, Dr. Mariya Mahmoud, made this revelation at the official flag off of disbursement of grant to third batch of FCT FADAMA CARES beneficiaries for year 2023/2024 Dry Season production held at FADAMA office, Gwagwalada, Abuja.


Specifically, the FCT Administration and World Bank has set a target for the FCT Fadama CARES programme to provide grants support to 12,283 individual farmers as well as upgrade 17 Wet Markets across the Federal Capital Territory.


The minister noted that the event was another significant indicator of the unflinching determination of President Bola Ahmed Tinubu’s commitment towards the actualization of his Administration’s “Renewed Hope Agenda” which was designed with the specific purpose of revitalizing and deepening the nation’s economy through deliberate far reaching interventions in key sectors.


According to her, "it is heartwarming to note that the agricultural sector has been chosen as one of the critical intervention areas under the “Renewed Hope Agenda” to facilitate the attainment of food and nutritional security, provision of raw materials to our local industries, generation of gainful employment for our teeming unemployed youths, as well as contributing significantly towards increasing the inflow of foreign exchange through export.


"The specific objective of the FCT Fadama CARES programme is to increase food security and safe functioning of food supply chain in the FCT.


"The programme is deliberately designed to support the recovery of livelihood activities of poor and vulnerable households engaged in Agricultural value chains in the FCT with special consideration to women and unemployed youths.


"Its implementation is being anchored on the World Bank Community Driven Development approach for deployment of programme investments at the community level".


While congratulating the 3,707 successful beneficiaries selected from thirty nine farmers community associations for disbursement of grants under this third batch by the FCT Fadama CARES programme, Mahmoud, however, assured that the FCT Fadama CARES Programme will increase to 7940 having earlier disbursed grants to 4233 beneficiaries under the first and second batches.


On his part, the FCTA Permanent Secretary, Mr. Olusade Adesola, revealed that other delivery platforms implementing result areas 1 and 3 of the FCT CARES programme namely; FCT Cash Transfer Unit, FCT Community and Social Development Project and Abuja Enterprise Agency have since commenced implementation of their respective Disbursement Linked Indicators (DLIs).

He, therefore, call on the FCT Agriculture and Rural Development Secretariat and indeed the FCT Fadama CARES office to re-double their efforts towards ensuring the successful implementation of the FCT CARES Result Area 2.


In his remarks, the Mandate Secretary Agriculture and Rural Development Secretariat, Hon. Lawal Kolo Geidam, said the FCT Agriculture and Rural Development Secretariat (ARDS) is always ready to provide FCT Fadama CARES programme the necessary support in delivering this vital project.


"We will work with you closely during the course of the project implementation and will not hesitate to make available to you our technical and financial resources to ensure its successful delivery," he stressed.


The items distributed include fertilizers, seeds and agro-chemicals, sprayers and personal protective equipment for crop farmers, day old chicks and feeds for poultry farmers.


Others include juvenile and feeds for fish farmers. goats for livestock farmers and grinding machines for women processors

The Federal Capital Territory Administration has pledged its commitment to support members of the House Committee on FCT Area Councils and Ancillary Matters in the discharge of their constitutional oversight functions.

FCT Minister of State, Dr. Mariya Mahmoud, made this commitment at the inauguration of the FCT Committee on Area Councils and Ancillary Matters held at the National Assembly complex, Abuja.

The minister who noted that the committee plays a crucial role in addressing the diverse issues within the Federal Capital Territory, however, commended members for their dedication to serving communities in the FCT.

According to her, "the Federal Capital Territory (FCT) Committee on Area Council and Ancillary Matters typically performs functions related to the administration, development, and coordination of activities in the area councils within the FCT.

"This include, but not limited to, overseeing local governance, infrastructure development, and addressing ancillary issues that impact on the overall well-being of the residents in the Territory.

"It also plays a crucial role in ensuring effective local governance and the implementation of policies at the grassroots level within the Federal Capital Territory".

Mahmoud, therefore, assured that the FCT Administration would work together with the committee towards the development and betterment of residents of the territory and visitors alike.

Earlier, Honourable Agbedi Fred, Chairman, House Committee on FCT Area Councils and Ancillary Matters, had solicited for the support of the FCT Administration in the areas of tourism, revenue drive, development of rural infrastructures sports, chieftancy affairs and other sundry matters.

He, also assured that the committee would continue to legislate on policies that would help accelerate development across the area councils.

1. Minister of the Federal Capital Territory, Barrister Ezenwo Nyesom Wike on Wednesday received the immediate past Nigerian Ambassador to Jamaica and Dominican Republic, Dr Maureen P. Tamuno, who paid him a courtesy visit in his office in Abuja.

2. The FCT Minister commended the Ambassador an indigene of Rivers State, for her service to the nation, saying that the country and people of Rivers State were proud of her accomplishments during her tenure in office.

3. Barrister Wike stated that he had followed Dr Tamuno’s antecedents right from when she was a Council Chairman in Rivers State as well as her activities on the international scene, saying that she has given a good account of her stewardship.

4. According to the Minister, “There are some people who will be given opportunity to serve the way you are given, they cannot account within the period they served, what they were able to accomplish. It does not matter the tenure. If you cannot do something in one year, you cannot do it in four years.

5. “People will appreciate when they start seeing what you are doing even within six months or one year, then they will now know that within four years, this is what you will do”.

6. The FCT Minister further noted that the Ambassador had acquired valuable experience that could be further utilized for the growth and development of the country and assured that consideration would surely be given for her talents when the opportunity arises for other national assignments.

7. “Whatever capacity you find yourself, I know you will still perform. When you were Council Chairman, everybody saw what you did. Nobody wants to waste this talent and these experiences. We would want to use it for other things.”

8. “Be assured that I’m here and whatever it is, I will give you all the necessary support. You have done well politically and nobody can say you are not a relevant factor in the politics of Rivers State and even the politics of Nigeria today.”

9. Speaking earlier, the Ambassador said she was on the visit to pay homage to the FCT Minister and also inform him that she is back and has gathered a lot of experience both bilaterally and multilaterally.

10. Dr Tamuno explained that she was the Ambassador to the Dominican Republic and Haiti, while she also doubled up as the High Commissioner to Jamaica, in addition to representing Nigeria on the International Seabed Authority based in Jamaica.

11. She said she was able to accomplish a lot of cultural exchanges between Nigeria and Jamaica and also the Dominican Republic during her tour of duty, which lasted for two years and four months, adding that her experience in the Maritime sector has also expanded.

1. Minister of the Federal Capital Territory (FCT) Barrister Ezenwo Nyesom Wike has presented a N61,553,778,259 billion 2023 statutory supplementary budget proposal for the FCT before the Senate and House of Representatives Committees of the National Assembly.

2. Making the presentation before the Senate and House of Representatives Committees in Abuja on Wednesday, November 29, 2023, the FCT Minister disclosed that the supplementary budget is to accommodate additional cash inflows to the FCT to ensure the completion of prioritized projects and programmes of the Administration.

3. The Minister explained that the additional cash inflows comprise of receipts of N25.8 billion Paris Club Refund, N28.6 PAYE Tax liabilities from federal agencies, N5 billion Special intervention funds (palliatives) from the Federal Government, Internally Generated Revenue (IGR) of N9.4 billion and N5 billion Infrastructure Support Fund.

4. Of the N61.55 billion proposed sum, N12.9 billion is for overhead costs, while N48.6 billion is earmarked for capital expenditure.

5. Some of the capital projects that will benefit from the supplementary budget include the resurfacing of existing roads and remedial works phase I and II, completion of roads B6, B12 & Circle Road in the Abuja Central Area, Full Scope Development of Arterial Road N20 from Northern Parkway to Outer Northern Expressway (ONEX) and Construction of Southern Parkway from Christian Centre (S8/9) to Ring Road I (RRI).

6. Others are the provision of Engineering Infrastructure to Wuye District, Provision of Access Road to Kabusa Garden Estate, Provision of Mass Transit Buses/Rehabilitation of existing and Serviceable, Rehabilitation of National Mosque and National Christian Centre, Design and Construction of Vice President’s residents, amongst others.

7. The Minister equally disclosed that virtually all the contractors working for the FCT Administration had left the project sites prior to the coming of the current FCT Administration due to the non-payment of contractual obligations by the FCTA.

8. He said FCT Administration required the consent of the National Assembly via appropriation in order to utilize the needed funds to get the contractors back to the various sites adding that the budgeted funds would be attached to some of the ongoing projects to ensure their completion before May next year.

9. He informed that the projects are part of the presidential deliverables of which the FCT Administration is committed to completing before the celebration of one year in office of the President by May 2024.

10.The FCT Minister further disclosed that substantial funds from the supplementary budget has been earmarked for extensive advertisements in the national newspapers aimed at creating enough awareness in its bid to enforce the payment of ground rent and the proposed recertification of Certificates of Occupancy

11.These actions, the Minister said, will help to boost the IGR of the FCT and improve the security features of the FCT land Title documents as well as checkmate fraud.

12.The Minister also disclosed that the Administration will engage the services of Senior Advocates of Nigeria to efficiently defend the FCTA in the numerous litigations leveled against it which he said numbered about 800.

13. The Minister further clarified that the FCT 2023 supplementary budget differs from the national supplementary budget presented by the President, where the sum of N100 billion was allocated to the FCT to carry out national projects like the metro line and some other road projects.

14.He therefore called on the National Assembly to give expeditious approval to the supplementary budget, promising that the FCT will witness the commissioning of many projects next year.

15.In his remarks Chairman of the House of Representatives Committee on FCT, Hon. Mukhtar Betara commended the FCT Minister for his passion and commitment to the development of the FCT.

16.Other members of the Committee also called for improved security and increased CCTV surveillance in the FCT as well as the provision of road infrastructure, education and health facilities in the satellite towns.

17.Barrister Wike was also commended for the improved street lighting in the city which has greatly enhanced security.

1. Minister of the Federal Capital Territory (FCT), Barrister Ezenwo Nyesom Wike on Tuesday, November 28, 2023, visited the proposed site of the Judges Quarters in Katampe District of the FCT as well as the proposed site for the Abuja Division of the Court of Appeal Complex in Sector B, Jabi/Dakibiyu District and the proposed site for a Memorial Park in Jabi District, Abuja.

2. Explaining the purpose of the visits, the FCT Minister said it was to physically examine the sites and plan accordingly, adding that he has given directives to the FCDA to provide the necessary infrastructure at the sites so that work would begin on the projects.

3. According to the FCT Minister, “You remember we said we are going to build accommodation for Judges of the Federal High Court. We also did say we are going to build for Judges of the FCT High Court and we are also going to build for Justices of the Court of Appeal of Abuja Division”.

4. “As part of it, we had to go and see the site and we found out that the infrastructure is yet to be provided, which has made us to direct the FCDA to quickly see that we provide the infrastructure so that we can start the residential buildings. You can’t site residential buildings when there is no basic infrastructure”, the Minister added.

5. On the proposed Abuja Division of the Court of Appeal complex, the Minister disclosed that the FCDA has also been directed to provide infrastructure and acquire some of the adjoining structures in the area, in the overriding interest of the public and pay compensations accordingly.

6. He said, “We have seen where we want to build the Abuja Division of the Court of Appeal, which is at Utako area. We also have seen that we need to provide infrastructure, particularly roads and I’ve also directed the FCDA to make sure that that is done and then acquire some buildings for public purposes and pay compensation for part of this Court of Appeal complex for the Abuja Division of the Court of Appeal.”

7. Also speaking on the proposed memorial park in Jabi, the Minister stated that the FCT Administration intends to build a befitting memorial centre in remembrance of those who lost their lives during the unfortunate building collapse incident at the site in 2008.

8. He said “There was a collapsed building in 2008 where seven people died and I was told that FCT decided to make here a memorial centre in remembrance of those who died and that has not been accomplished. So, I decided to take a visit and see the place.

9. “I have directed the Director of Parks and recreation to bring out a proper design that will stand the test of time, a model memorial park that people will remember those who lost their lives here.”

10.Addressing a gathering of FCT residents who thronged out to show support and appreciation for the project at Jabi, Barr. Wike explained that the park will not only beautify the city but also serve as an area for relaxation and leisure for the residents.

11.He added that the project is part of the Renewed Hope Agenda of President Bola Ahmed Tinubu to bring happiness to the people of the FCT and called for their support for the President.

12.The FCT Minister further disclosed that work on the projects will commence after the passage of the FCT 2024 statutory budget.

13.He said, “We are preparing for that and as soon as the budget is submitted to the National Assembly and is passed, we will start procurement process for this.

14.Speaking on the efforts to improve revenue generation in the FCT and provide funding for infrastructure projects, the Minister also explained that the withdrawal of the FCT from the Treasury Single Account will enable the Administration to access funds from the wider financial market using its IGR as collateral.

15.The Minister further reiterated that the FCT Administration will only embark on projects that have cash backing, saying “I don’t believe in just awarding contracts when you know you don’t have the money. Any project we are embarking upon, be assured that there will be backing of funds”.

16.The Minister was accompanied on the visit by the Executive Secretary, FCDA, Engr. Shehu Hadi Ahmad, the Director Engineering, Engr. Obiora Ezeoha, Director Land TPL Adamu Hussaini Jibril and other senior officials of the FCT Administration.

1. The Federal Capital Territory Administration (FCTA) wishes to react to a recent social media video circulating on Tik Tok which purportedly shows the demolition of a plaza located on Lobito Crescent, Wuse II, in Abuja.



2. We would like to categorically state that the video in question is a deliberate attempt to spread misinformation and create unnecessary panic among residents. The video which is being passed as a recent development was recorded two years ago in 2021 and the building featured was not demolished.



3. The FCTA wishes to clarify that, instead of demolition, the Department of Development Control identified an infraction related to the building's use. Subsequently, appropriate measures were taken to address the issue responsibly. Contrary to the claims made in the video, the building was not brought down. Rather, the contravening portion was removed to ensure compliance with regulations.



4. To provide further clarity, we have attached a current photo of the building taken today, clearly demonstrating that it remains standing. The FCTA takes great care in enforcing regulations while ensuring the well-being and safety of our residents.



5. We strongly condemn the deliberate spread of false information, as it undermines the trust and security in our communities. Even more distressing is the ethnic coloration attached to the offending videos. Mischief of this nature is counterproductive and only serves to create unnecessary fear and disaffection. The FCTA urges the promoters of such misinformation to desist from these actions, as they contribute nothing positive to the society.



6. We assure residents that the FCTA remains committed to transparent communication and responsible governance. We encourage the public to verify information from reliable sources before spreading it further.

1. Issuance of Certificates of Occupancy will now cost N3.5 million, a reduction from the previously proposed cost of N5 million.



2. This was disclosed by the FCT Minister, Barrister Ezenwo Nyesom Wike during his second monthly Ministerial media parley which was held on Friday, November 24th in his office.



3. Speaking on a wide range of issues, Barrister Wike disclosed that the decision to reduce the cost of C of O was based on the recommendations of the Task Force set up on the issuance of C of Os, in mass housing estates and recovery of land use contravention fees.



4. It may be recalled that the Task force had proposed the payment of the sum of N5 million which was largely objected to by stakeholders, prompting the organisation of an interface between estate developers as well as residents’ associations.



5. The Minister, during that meeting had hinted at the possibility of a downward review of the cost of issuance of the land document.



6. The Minister equally stated that new security features such as the National Identification Number (NIN) and the Bank Verification Number (BVN) for individuals and corporate organisations respectively will be incorporated in the new Certificates.



7. Barrister Wike equally disclosed that payment of the N3.5 million will not apply for recertification, but will be applicable only for new issuances.



8. His words “Those who have C of O don’t need to pay this money. The highest you can pay is maybe N50,000 and corporate bodies, maybe N100,000 because you already have C of O. All you are doing is to recertify in order to incorporate these new features.”



9. Speaking on the efforts to improve revenue generation in the FCT, the FCT Minister also reiterated that the FCT Administration will enforce the payment of property tax and ground rent, warning that those who fail to pay will have their allocations revoked. He stressed that to shore up IGR, payment of ground rent has to be enforced.



10. He said, “Over the years, nobody has been able to enforce the payment of ground rent. I came on board and I said okay, it can’t be business as usual. You have property, you are given a C of O to back up your property. In that C of O, you are told to be paying annual ground rent. For the past 15 years, you didn’t pay. Some people, for the past 20 years, they never paid.



11. “And you know Nigerians, they said nothing will happen. I came and said something will happen and they have to pay. Seeing that we mean what we have said, if you don’t pay, we will revoke and we have been doing that, people are now queuing up to pay. Go to AGIS, people are queuing up and that has now increased our IGR.”



12. He said IGR in the FCT has increased from a monthly collection of N14 billion to over N20 billion.





13. To ensure that capital projects get priority attention, the Minister revealed that adjustments would be made to the FCT budgeting process, with 70 per cent of the budget dedicated to capital projects, while the other 30 per cent will be utilized for overhead expenditure.



14. Speaking on critical ongoing projects in the FCT, including the Abuja mass rail transit scheme, the Minister assured that they would be completed before May 2024 to coincide with the celebration of one year anniversary of President Bola Ahmed Tinubu’s administration.



15. He added that provisions have also been made for funding of the projects in the FCT 2023 supplementary budget, adding that the contractors executing the projects have given assurances that the projects will be completed within schedule.



16. The Minister equally revealed that the FCT would be launching its mass transportation buses and taxis next month to ply the routes of Maitama, Asokoro, Wuse and Garki, following which tricycles, popularly called Kepe Napep, operation in the city centre would be phased out by January 2024.



17. The Minister added that the FCTA would also be spending about N600 million to repair the mass transit buses in its fleet which would also be deployed in various routes to ease the transportation.



18. “We are launching vehicles for the mass transit in December. Again, it’s part of the supplementary budget we submitted for Mr. President to transmit to the National Assembly. The fund is there. We are anticipating that the National Assembly will pass it. We have started the procurement process so that as it comes, we will not be delayed.



19. “We have the money in our account. All we are seeking for is approval by the National Assembly for us to be able to spend”.





20. While lamenting the increasing wage bill of the FCT Administration, Barrister Wike, promised to carry out a forensic audit exercise of staff to determine the actual staff strength of the FCTA.

1. Minister of the Federal Capital Territory, Barrister Ezenwo Nyesom Wike has expressed the desire of the FCT Administration to have collaborations with the governments of Cuba and Mexico in the areas of health, agriculture and tourism.



2. The FCT Minister made the disclosure when he met with the Cuban and Mexican Ambassadors to Nigeria, Miriam Morales Palmero and Alfredo Miranda Ortiz respectively, in separate meetings in his office on Thursday, November 23, 2023.



3. Barr. Wike added that the FCT Administration was also open to partnerships with both countries in the areas of skill acquisition as part of efforts by government to create employment for the youths in the FCT.



4. He said the FCT has vast arable land, suitable for farming and would be willing to leverage the expertise of Cuba and Mexico to develop the FCT’s agricultural sector.



5. The Minister further assured that the FCT as the capital of Nigeria and host to all the embassies in the country will continue to make the city conducive for its visitors, particularly the diplomatic community.



6. Barrister Wike, while thanking the Cuban Envoy for the visit, said Nigeria and Cuba have a long history, adding that many Cubans could trace their roots to Africa and Nigeria in particular.



7. He also acknowledged the impact that Cuba has had in the field of medicine as well as their contribution to the fight against Malaria and pledged the readiness of the FCT Administration to partner with the government of Cuba to eliminate Malaria in Nigeria.



8. He said, “I have known mostly the impact of Cuba in terms of medicine and when it comes to the issue of elimination of Malaria, you are quite good in that. Therefore, we will continue to partner with you. And then the vaccine too, which is the latest one now. So, it will be our pleasure to really see how we can benefit from that and cooperate with you.”



9. The Minister who also lauded Mexico’s agricultural achievements, explained that the FCT would be willing to partner with Mexican companies to develop agriculture and tourism in the FCT.



10. He said “Mexico is a nation noted for agriculture. I know a lot of Mexicans and Nigerians who are running a lot of agricultural firms. We as FCT have always wanted to partner with companies that will contribute to the agricultural development of FCT and of course, also as a tourist centre, Abuja has all it takes to be a tourist city of the world.”



11. In her remark, the Cuban Ambassador to Nigeria, Miriam Morales Palmero, explained that the historical link between Nigeria and Cuba dated back to centuries ago, adding that Cubans consider all Africans as their brothers.



12. She also explained that the visit to the FCTA was to explore the many areas that Nigeria and Cuba can have collaborations and assured that the government of Cuba will continue to support the efforts of Nigeria to eradicate malaria.



13. On his part, the Mexican Ambassador to Nigeria, Alfredo Miranda Ortiz, said his visit was to strengthen bilateral cooperation between both countries which share a lot of values.



14. The envoy stressed that both countries with very huge populations, also have major roles to play to reduce poverty and contribute meaningfully to global economy.



15. He assured that necessary steps would be taken to enhance collaboration and increase the presence of Mexican businesses in the FCT.



16. “I am more than glad to see what we can do in order to enhance our bilateral cooperation,” he said.

Accompanied by the Executive Secretary of the FCDA, Engineer Shehu Hadi Ahmed and other relevant senior officials of the FCTA, the Minister inspected work progress on the expansion of Outer Southern Expressway.

He also inspected the full scope development of the arterial road N20 from the Notrthern Parkway to the ONEX with spurs and the access road to the Body of Benchers complex.

The Minister was impressed with the level of work and commended the contractors for the quality and pace of their jobs.

He also took some time to interact with ordinary residents within the construction vicinity.

1. Minister of the Federal Capital Territory, Barrister Ezenwo Nyesom Wike has reiterated the resolve of the FCT Administration to sanitize the process of issuing Certificate of Occupancy, C of O in the FCT.

2. The FCT Minister stated this during an interactive session with Estate Developers and Residents’ Associations in the FCT at the FCDA Conference Hall in Abuja on Tuesday, November 21, 2023.

3. In his opening remarks the Senior Special Assistant to the Minister on Land, urban and Regional Planning who is also the Chairman of the Ministerial Task Force on Issuance of C of O for Mass Housing and the Recovery of Land Use Contravention fees said the meeting was called at the behest of the FCT Minister in order to resolve disagreement between the Task Force and the developers and residents’ association for the payment of N5 million Naira as fees for the collection of C of Os.

4. The FCT Minister lamented that the issuance of C of O in the FCT was enmeshed in a lot of controversy which sometimes led to crises. He said, “One of the reasons I have stopped signing is because I don’t trust those C of Os they are bringing for me to sign. I don’t want to sign a C of O that has been given to another person.”

5. He therefore vowed that very tough decisions will be taken to resolve the crisis and restore the integrity of the system, however after consideration of requests raised by residents at the meeting, Barrister Wike extended the period of time to pay for the C of O from 3 to 4 months,

6. He reminded the participants at the meeting, that the FCT as a non-oil State relies on revenue generation for development activities and warned that the four-month period would not be extended.

7. He said, “I want to stand firm and tell you this; I’ve ended at four months. It will not go beyond four months.”

8. On the suggestion by the residents that the flat rate of N5 million for the issuance of C of Os should be reviewed to reflect the size and location of the property, the Minister insisted that a C of O is a business and security document which is not necessarily graded according to the size of the property or its location, and insisted that a flat rate of N5 million must be paid for its collection. He however hinted at the possibility of a review of this sum.

9. He said, “If you want to have a C of O, which is a security and business document, it is not graded based on one bedroom flat or two-bedroom flat.

10. The Minister also stated that he will seek the approval of the President for C of Os to be linked to the National Identity Number, NIN for ease of identification and other issues of taxation and security.

11. Also speaking on the prudence adopted in the management of finances, Barrister Wike revealed that the FCT Administration in the last three months has saved not less than N110 billion for the FCT.

12. He said the money will be attached to projects to accelerate their completion.

13. The Minister said, “Three months in office, I can tell you authoritatively, I have saved not less than N110 billion for FCT and this money will be attached to projects so that people will see indeed that the taxes we are paying is being utilized for the interest of the people”.

14. He also disclosed that the FCT would be rolling out its buses and taxi scheme in the next one month, adding that the menace of one-chance would soon be a thing of the past in the FCT

15. “These buses and taxis will ply all the routes in Asokoro, Maitama, we are kicking out Keke Napep at least in these areas. Some of these Keke Napep are agents of criminals”, Barrister Wike said.

16. As part of plans to create more infrastructure in the Area Councils and discourage people from migration into the city, the Minister said, “If we have the buses, people will prefer to come from their areas and come to work and go back”.

17. He therefore urged FCT residents to cooperate with the Administration by paying their taxes in order to improve service delivery.

18. The Minister said, “It is painful but it’s an inconvenience that we must face.”

19. In their separate remarks, the residents commended the FCT Minister over the steps he has taken to sanitize land administration in the FCT.

20. While appealing for the review of the C of O fees, some residents also pleaded with the Minister to consider their plights as civil servants and retirees, who have taken mortgage facilities from the banks and such do not have the funds to pay for the C of Os.

21. Other concerns raised by the residents also include the absence of infrastructure in the Estates, security related issues and other fraudulent practices by estate developers in connivance with some government officials.

22. The meeting was attended by the Senior special Assistant to the FCT Minister on Land, Urban and Regional Planning, Estate Surveyor Michael Chinda, the Executive Director FCDA, Engr. Shehu Ahmad Hadi, Directors, Heads of Agencies and other senior officials of the FCT Administration.

-PROMISES TO ENSURE FUNDING

The FCT Minister, Barr. Ezenwo Nyesom Wike has reaffirmed the commitment of the FCT Administration to the completion of strategic projects in the Territory within the shortest possible time.

Barr. Wike made the affirmation while inspecting some on-going projects within the Federal Capital City (FCC). These projects include the official residence of the Vice President, roads B12, B6, Circle Road, Abuja Central Area as well as Southern Parkway, which is nearing completion

The Minister who assured the contractors that the necessary funds would be made available to ensure that the projects are completed by May, 2024, commended the contractors for the quality and pace of work of the projects.

Speaking at the official residence of the Vice President, being constructed by Messrs Julius Berger, Barr. Wike said: “You made a promise to us that you will complete this project within 7/8 months. Even though we have not mobilised you, you have shown concern by working.

"It is very important and shows that you have confidence in us. Let me assure you that we will mobilise you before December. After that you have to expedite work to ensure completion before May 29, 2024.

“I believe that you have the capacity to achieve that. I also believe there is no need to wait. If you know my antecedent, you know that I don’t make promise I cannot fulfil. As far as I have gotten the support of Mr. President and Vice President, I can tell you go ahead and put everything in hand so that we can achieve this, so that all the stories of abandoned properties will no longer be there. It will be a thing of the past. The manpower shows that you are really serious, so just go ahead and we will give you the funds to be able to mobilise”.

The Minister said he had the backing of the President to identify key projects that are deliverable within one year and the projects inspected fall within the category, stressing that the FCTA will continue to fund them.

Barr. Wike who lamented the increased cost of executing projects that were awarded years ago but abandoned said this hike in cost was putting a lot of strain on the finances of the FCTA and stunting growth and development of the nation’s capital.

He said: “Look at the Vice President’s residence that was awarded in 2010 at the cost of N7 billion. That project was abandoned. And we have called back Julius Berger and say look, can you complete this project within eight months? They said yes but they can’t continue with it at the same cost, which is obvious.

“A project that was awarded in 2010 at N7billion and was abandoned because of no funding. They said they cannot do it for less than N15billion, looking at the cost of building materials. We have told them that before the end of the month we will fund them so that they are able to finish it”.

“For me, we are happy because the promises made by Mr President of renewed hope has come back. Residents of Abuja are now seeing that projects abandoned are now being completed and they are seeing a renewed hope for this country and commend Mr President”, he added

On the funding for the projects, the Minister said the FCTA is not relying completely on the federation account as the Administration was working on improving its Internally Generated Revenue (IGR) to fund the projects

His words: “As I speak to you today, we have done very well in terms of IGR and these monies would be attached to specific projects. So that there is no reason to say there is no money to execute the projects. For example, what we are doing now. We have submitted some projects’ budgets for 2023, Mr President has promised to transmit it to the national assemble

“We are asking they should allow us to spend N61billion before 2024 because we have the money and we want to use the money to execute specific projects so that by May 29, these projects are completed, then we take new other projects for 2024. So, be assured that no project we have started will be abandoned”.

Other projects to toe this line, according to Barr. Wike, include the Millenium Towers, which, he said, when completed will change not only the Abuja landscape but the economy of the territory as well.

The contractors all pledged to deliver their project within the specified timeframe.

...Says FCT ready to provide land, security

Minister of the Federal Capital Territory (FCT), Nyesom Wike, Governor of Rivers State, Simi Fubara, and his Oyo State counterpart, Seyi Makinde,
on Friday, called on foreign investors to consider their domains when picking locations for setting up their companies in Nigeria.

Wike, Fubara and Makinde spoke in Port Harcourt, the Rivers State capital, during the opening of Hypercity 3, a chain store in Nigeria on Saturday.

Wike said government alone cannot provide jobs for Nigeria’s teaming youths, unless the private sector steps in.

He promised to provide lands and the conducive environment for investors to thrive in the Territory and contribute to the development of the nation’s capital.

Wike said: “When I got the invitation, I pleaded with the management to move it to Friday so I can attend. When you approached me as governor, you promised to build this place.

“As a government, our duty is to provide the conducive environment. You promised to build four. Within one year, you’ve built three. You’ve provided employment for our people.

“It is not only government that can bring development. Let it not be only that it is only in Rivers State. Come to Abuja and build some there. We’ll provide lands.”

Rivers State Governor, Fubara on his part, said: “It is now on record that when Hypercity 3 was commissioned, I was also part of it. Our desire when we came onboard was to continue to uplift the development of the State based on consolidation.

“This is adding value to the economy of Rivers State. As a government, we will continue to give you security as all you need to succeed. This is because government cannot do it alone. Private organisations need to join hands for the development of the state. The organisation should also expand to FCT and other places.

Oyo State counterpart who made a similar appeal, noted: “I’ve also told the MD of Hypercity that I will give him land free and tax holiday and I will also provide security for you. Oyo state is the gateway of the Southwestern part of Nigeria. This will also boost the economy of Oyo State.”

Capital.

The FCT Minister made this disclosure, when he received the Chairman of Daewoo E & C, WonJu Jung who paid him a courtesy visit in his office in Abuja on Thursday, November 16, 2023.

The Minister noted that Nigeria and South Korea have always had a good and robust relationship and expressed the desire of the FCT Administration to continue in this regard by partnering with the company in any area of mutual interest.

Speaking on the friendly investment climate in the country, Barrister Wike disclosed that the Administration of President Bola Ahmed Tinubu has taken steps to remove the bottlenecks to allow investors to come into the country.

He stressed that the priority of the FCT Administration is to also work towards the realization of the eight-priority agenda of the President and assured that the FCT is ready to provide the conducive environment for Daewoo to invest in the Federal Capital Territory.

According to the FCT Minister, “For the FCT, we are willing to cooperate with Daewoo in whichever area you want us to partner, whether in terms of automobiles, in terms of skill acquisition, in which we are interested or in terms of any other thing you think is of interest that will expand the economy.

“Now, we don’t have many obstacles, unlike before. The present administration is business all the way. Anything that will open the economy, anything that will expand the economy, anything that will encourage job creation, that is what we are in for.”

The FCT Minister also informed that the investment policy of the FCT Administration is to agree on something practical and achievable, rather than just making general statements about intent, which may not be pursued to conclusion.

He said, “My policy has always been that we must concretize everything we are talking about, not just mere visits that we are willing to partner and at the end of the day, we don’t see anything.

“Let us be practical and see which area we are going into. Do we need to visit Daewoo in South Korea and see how we can sign a memorandum of understanding so that everybody will know that this is what we agreed, this is what we are coming for, and then we make sure that at the end of the day it is achievable.

“Having general interest to invest in Nigeria is a general statement. For me as the FCT Minister, my interest is to develop Abuja and make it more attractive as a tourist centre.

“So, if you say that you want to invest in tourism, you want to build a five-star hotel, I will say okay, which role are we going to play? We assure you we are ready. We will give what expanse of land you need and a timeframe to develop the five-star hotel.”

Earlier in his remarks, the Chairman, Daewoo E & C, WonJu Jung, noted that the company has had an outstanding relationship with Nigeria, spanning 45 years, and added that he is in the FCT to explore opportunities for investments.

The Chairman who spoke through an interpreter said the FCT, under the leadership of Barrister Wike, has a bright future and presents a good opportunity for investors.

He therefore expressed the strong interest of Daewoo to be part of this future by investing in the FCT, adding that the company also has investments in the US and is currently exploring other avenues in Canada and Vietnam.

The Chairman said he would also like to see a continuous, aggressive and positive relationship between Nigeria and Korea and between Nigerian Construction companies and Daewoo Construction to maintain a continuously bright future.

1. Minister of the Federal Capital Territory, Barrister Ezenwo Nyesom Wike on Tuesday, inaugurated a Task Force on the issuance of Certificate of Occupancy for mass housing developments and recovery of land use contravention fees in the FCT.

2. The Task Force which has one month month to conclude its assignment is chaired by the Senior Special Assistant to the FCT Minister on Lands, and Urban and Regional Planning, Estate Surveyor Michael O. Chinda, while the Executive Secretary, FCDA, will serve as its Secretary.

3. Other members of the Task Force are the Director, Department of Land, Director AGIS, Director, Department of Development Control, Director Department of Mass Housing, Director, Department of Urban and Regional Planning and Director, Department of Surveying and Mapping.

4. According to the FCT Minister, the purpose of setting up the Task Force is to ensure that each of the houses in the Mass Housing Estates in the FCT are granted Certificates of Occupancy (C of O)to be paid for by the allottees.

5. The Task Force is also charged with the task of ensuring that allottees who have contravened land use in the FCT, pay penalties to serve as deterrence. The FCT Minister lamented that a lot of residential allocations in the FCT have been converted to commercial purposes.

6. He explained that as much as the FCT is seeking to generate revenue to finance projects, it must also ensure that development activities are done in a controlled manner in line with the provisions of law.

7. In the words of the FCT Minister, “The purpose of setting up the Task force is to make sure that all the Mass Housing, each of the houses own C of O and they have to pay for it. And then those who have contravened land use, those that were given approval for residential and converted it to commercial, those who have been given for commercial and they contravened by building residential, there must be penalties. And the only way people will be deterred from doing this is to make sure that we discourage them and discouraging them means that if you want to do it, you have a penalty to pay and that penalty must be severe.”

8. The FCT Minister also directed the Task Force to make provisions for land allottees in the Area Councils who do not have certificates of occupancy for their plots to enable them to get the land documents. He directed the Committee to advertise what is to be paid to enable them obtain the documents.

9. Frowning at situations where hectares of land are allocated for mass housing development but the developers turn around to sell off the plots, he charged the Task Force to be diligent in its actions, adding that he will personally monitor its activities.

10. The Minister also disclosed that the Zenith Bank Plc has been mandated to provide the enabling funds for the activities of the Task Force and funds collected via the task force will be deposited in the bank.

11. Barrister Wike further warned that he would not entertain any pleas by defaulters when the Committee begins its assignment, noting that the FCT as a non-oil state, relies on internally generated revenue to carry out development projects.

12. He said, “I’m not interested in who did not comply. I don’t want anybody to write to me that please, the Task Force came, help me. I’m not going to do that. Even if I minute to you, don’t act on it. Pressure can come all over. So, even if you see my minute saying please treat, put it aside because Nigerians like to put pressure.”

13. Speaking on behalf of the task force, the Chairman, ESV Michael Chinda, assured that the Task Team will carry out the assignment with precision, diligence and high level of professionalism.

14. The Chairman also commended the FCT Minister for taking steps to sanitize land administration in the FCT and ensuring that land allottees are provided with requisite titles.

15. He said, “We know that Certificate of Occupancy is an indispensable requirement for land ownership. The land belongs to the government and someone cannot be on government land in perpetuity. You have to legalize your stay and this should be cheery news for property owners in Abuja.”

1. Minister of the Federal Capital Territory, Barrister Ezenwo Nyesom Wike has called for cooperation and partnership with the United Arab Emirates (UAE) to develop Abuja’s tourism potentials.

2. The FCT Minister made the call when he received the UAE Ambassador to Nigeria, His Excellency, Salem Saeed Al-Shamsi, who paid him a courtesy visit in his office in Abuja on Monday, November 13, 2023.

3. The Minister noted that the UAE has become a tourist centre of the world and expressed the desire of the FCT to also improve its tourism potentials in partnership with the UAE.

4. Responding to the revelation by the ambassador that President Bola Amed Tinubu will be visiting the UAE soon, the Minister informed the Ambassador that the FCT Administration will be part of President Bola Ahmed Tinubu’s delegation to the UAE to seek foreign investments, adding that the FCT also intends to complement the efforts of the President in the area of tourism.

5. He said, “I know the President, for him governance is business. For him, whatever that is going to make Nigeria great is what he stands for and so we are here as his foot soldiers to complement his efforts to see that the Renewed Hope agenda is fulfilled,”

6. Barrister Wike also spoke on the lingering issue of travel bans and flight restrictions imposed on Nigerians by the United Arab Emirates.

7. The Minister said Nigerians love the UAE, especially Dubai, and called for a quick resolution of the process of Visa allocation, which he noted was becoming too cumbersome and therefore hindering smooth relations.

8. He said, “We also hope that the issue of visa ban and flight restriction of the United Emirates will be resolved as soon as possible. Nigerians love UAE, Dubai especially. We believe that we will not have hindrance in terms of visa procurement.”

9. In his response, the UAE Ambassador to Nigeria, Al-Shamsi stated that Nigeria and UAE have a lot in common but explained that the travel restrictions were introduced to close existing gaps.

10. Disclosing that the door to the UAE was not entirely closed to Nigerians, the Envoy said “Regarding the VISA issue, I would say that the door is not closed, but it’s not widely open We issue a lot of visa daily. A lot of people from Nigeria go to the UAE and come back with very easy access to get the visa”

1. Minister of the Federal Capital Territory, Barrister Ezenwo Nyesom Wike has expressed the willingness of the Federal Capital Territory Administration (FCTA) to partner with the Republic of Ireland in the areas of agriculture, vocational education and ICT.



2. The FCT Minister stated this when he received the Irish Ambassador to Nigeria, Peter Ryan, in his office in Abuja on Tuesday, November 7, 2023, on a courtesy visit to the FCTA.



3. The Minister stated that the FCT Administration would like to leverage the very strong ties between Nigeria and the Republic of Ireland to collaborate in those areas to grow the economy of the FCT.



4. On ICT, Barrister Wike noted that the Renewed Hope agenda of President Bola Ahmed Tinubu has the creation of tech jobs for the youths as one of its major objectives and said that the FCT intends to provide opportunities for the youths in the digital economy so as to reduce unemployment.



5. According to the FCT Minister, “We think that we would be interested in partnering with companies in Ireland where we can build ICT hubs for the interest of the youths, so as to reduce the level of unemployment. Again, education is key for us, particularly vocational and skilled education, where our youths can acquire some skills in particular areas.”



6. The Minister also noted that agriculture is very important to the economy of the FCT, which has very vast arable land. He said the FCT Administration will be very happy to partner with companies in Ireland to introduce technology-based agriculture in the FCT, leveraging the expertise in Ireland, adding that all partnerships will be for the mutual benefit of both Ireland and the FCT.



7. Responding, the Irish Ambassador informed the FCT Minister that his country has the same mission and similar outlook as the FCT Administration, and assured that he will be ready to connect the FCT Administration to expert teams in Ireland for further discussions.



8. He explained that Ireland has a cultural hub in its largest chamber of commerce, known as the Dublin Smart City where collaboration exists between all the different partners in the city in the areas of business.



9. He said the cultural footprint of Ireland is one of the reasons why the country has become so attractive to overseas investors, and assured the FCT Minister that he will also be ready to connect the FCT and its policy makers to the consortium of experts.



10. On vocational education, the ambassador stated that the head of its largest vocational education provider will be in Abuja in the second week of December and would be at the FCT Minister’s disposal for talks.



11. The Ambassador also suggested that opportunities also exist for collaboration to promote indigenous tech startups in Abuja.



12. He said, “A lot of the startups in Dublin are spinouts of the big technology players like Google and Meta. We work closely with them as indigenous startups to create jobs for young people and as you know, a lot of these people are geography neutral.



13. “They just want talented young people and they want an environment where they can flourish. We can see the potential for it in Abuja. Maybe there is one or two little steps we could take together to demonstrate practical things”, he added

1. The Honourable Minister of the Federal Capital Territory (FCT), Barrister Ezenwo Nyesom Wike has said that the survival of democracy in the country is hinged on the very vital role played by the judiciary.

2. Barrister Wike made the assertion when a delegation of Federal High Court Judges, led by the Chief Judge of the Federal High Court, Hon. Justice John Terhemba Tsoho paid him a courtesy visit in his office in Abuja on Thursday, November 2, 2023.

3. The Minister said the judiciary, as an independent arm of government, plays a very important role for the survival of democracy and should not be seen as any less among the three arms of government.

4. He therefore assured that the FCT Administration will continue to provide the necessary support to enhance the operations of the judiciary in the territory, adding that provision has been made in the 2023 supplementary budget of the FCT for the construction of the Abuja Division of the Court of Appeal.

5. He said, “Just yesterday, I went to the National Assembly to defend the supplementary budget and there we included the building of the Abuja division of the Court of Appeal”.

6. On the request for land allocation to Federal High Court Judges, the Minister assured that land would be allocated to them by the FCT Administration, but noted that it would be done in phases.

7. He also pledged the provision of infrastructure in areas where allocations had been made by his predecessors to encourage development.

8. “If there are other problems that you think you have that the administration can help, do not hesitate to let us solve that problem”, the Minister added.

9. Earlier, the Chief Judge of the Federal High Court, Hon. Justice Tsoho commended Barrister Wike for his selfless service to the People of Rivers State and for his support to the judiciary as his primary constituency.

10. Hon. Justice Tsoho however lamented that the frequent postings and transfers of Federal High Court Judges, due to the peculiarly of their job meant that they were denied various forms of policies that enhance the welfare of Judges and Justices both serving and retired, since they are not likely to be posted to their States of origin.

11. He therefore appealed to the FCT Minister to allocate land in the FCT to serving Federal High Court Judges, as a form of recognition for their services nationwide, which he said makes them federal citizens.

2. Barr. Wike stated this when he received members of the PDP Governors Forum led by its chairman, Senator Bala Muhammed, on a courtesy visit to the Minister on Wednesday, November 1st , 2023.



3. The Minister who used the occasion to thank the President for his appointment as FCT Minister, also applauded President Tinubu’s efforts to resolve the political crisis in Rivers state.



4. He said: “I commend President Bola Ahmed Tinubu and also the PDP governors’ forum for stepping in to resolve the issues. It takes matured minds to be able to do that”



5. The Minister however accused his detractors of being behind the issues in the State and vowed that he would not be intimidated by propaganda in the social media, as such will not dissuade him from doing what is right.

6. Speaking on the need for unity among Rivers State politicians, irrespective party affiliations, the Minister urged them to put aside their individual interests and work for the collective interest of the State by supporting President Tinubu’s administration

7. He said, “For our State, time has also come that we must understand the politics of the country in order to move forward. So many States have benefited from it; we must also not lose out. We must understand that party is a vehicle that takes you to a place. But once you get to where you are going, you come out from the vehicle.

8. “The interest of Rivers State is key. It’s not the interest of you particularly. It’s the interest of our State. What will benefit our State is what we must always protect.”

9. Barrister Wike also used the occasion to reassure that the FCT Administration will be fair to all Nigerians, including, members of Rivers State.

10. He said, “I’m not going to discriminate. I’m here for Nigerians. I’m here for those who are members of political parties and those who are not members of any political party.

11. “If you have problems, let me know. Don’t say you are APC; don’t say you are PDP. The benefits that other people get in Abuja, let me know. I’m not a politician of self. I’m a politician of all of us.

3. Speaking against the backdrop of recent false information on social media regarding the National Mosque, Barr. Wike called on the public to always verify information and seek clarification from the Administration, especially on policies and actions of government.



4. He said: “I’m seated here as the Minister of FCT. If there is anything you hear that the FCT is trying to do, do not hesitate to also ask if it is correct so that we will be able to defend the government and defend ourselves.”



5. Barr. Wike also urged his guests to be wary of the divisive antics of some politicians who are bent on using religion to create disharmony in the country in order to promote their political ambitions.



6. The Minister said some politicians who lost in the last elections have resorted to spreading hate on the social media and urged religious leaders to be circumspect about whatever message they read and preach to their congregation.



7. He said religious leaders must be very careful to avoid falling into the trap of those who might want to use them to spread hate and religious mistrust in the country, urging them to rather pray for the success of the government in power, regardless of their personal views



8. “Let me advise all of us to be careful about politicians who are so desperate to get power. Be careful of politicians who can do anything just because of power. It’s not everything you read in social media that is correct. Try and ask questions.



9. “When a leader has emerged, whether you like it or not, a leader has emerged. So, when a leader has emerged, leave your own personal views and pray for him because if he fails, the country has failed. Pray for him so that he will succeed. When he succeeds, the country will succeed”, he said.





10. The Minister also pledged commitment of the FCT Administration for the continuous maintenance of the National Christian Center and Abuja National Mosque which have been declared as national monuments.



11. On the current economic challenges in the country, the Minister said difficult decisions had to be made by the government to correct the wrongs of the past and called for patience and understanding from members of the public.



12. Speaking earlier, the President of CAN, His Eminence, Most Reverend Daniel Okoh, congratulated the FCT Minister on his appointment and expressed confidence that the Minister would bring positive transformations in the FCT. He also declared the support of the association for the success of the Wike-led FCT Administration.



13. He assured that the CAN would not only work for Christian unity but also for the peaceful coexistence of all Nigerians, regardless of their religion, or ethnic background.



14. On his part, the Chairman, Committee, League of Imams Initiative Imam Tajudeen Adigun explained that the organization was formed to foster the unity of the Muslim Umah and peaceful coexistence between various Islamic sects and with members of other faiths across the country.

The Federal Capital Development Authority (FCDA) has cleared the air on a trending publication in a section of the media space claiming that the FCT Minister, Nyesom Wike, has ordered partial demolition of the National Mosque.

The authority made the rebuttal in a statement signed by its Head, Public Relations/Information, Richard Nduul, in Abuja, Thursday.

Parts of the statement read: “The attention of the Federal Capital Development Authority (FCDA) has been drawn to an online news story that the FCT Minister, Nyesom Wike, has given the Executive Secretary, Engr. Shehu Hadi-Ahmad, 24 hours to explain the government’s position concerning the partial demolition of the National Mosque.

“The FCDA wishes to state unequivocally that as far as it is concerned, the news is fake or at best a mixed up by the reporter,” the statement said.

“There was no time whatsoever that the Minister of the FCT directed for the demolition of the National Mosque nor did the Executive Secretary receive any directive pertaining to the demolition of the National Mosque,” it said.

The statement explained that members of the National Mosque Management Committee led by the Etsu Nupe, Alhaji Yahaya Abubakar, visited the Minister on Wednesday, during which the Chairman appealed for more time to develop the two plots of land allocated to the National Mosque by the FCT Administration.

“One of which (plot 63) is substantially affected by a future road development – the Inner Northern Expressway (INEX) and for which an alternative or replacement is being awaited,” the statement added.

“This is in view of the recent revocation of land title allocations, which have remained undeveloped over time,” it said.

“It was in the light of the above, therefore, that Wike who at the time was yet to be briefed on the development, directed Ahmad, to immediately brief him within 24hours on the issue of the National Mosque Lands,” the statement stated.

“It is pertinent to state that the Minister’s directive on the status of the lands allocated to the National Mosque, was contrary to what the reporter portrays as the demolition of the National Mosque,” it explained.

The statement added that as a further demonstration of good faith, the Minister assured the delegation of the support of the FCT Administration in the maintenance of the National Mosque, including the National Christian Center, which are all National Monuments.

It added: “The above explanation is the true and correct reflection of what actually transpired, and this could also be further confirmed from the National Mosque Management Board.”

“It is, therefore, hoped that this explanation will bring a closure to the so-called National Mosque demolition fallacy,” the statement concluded.

1. The Minister of the Federal Capital Territory, Barrister Ezenwo Nyesom Wike has said that the FCT Administration will only allocate land to agencies of government that show commitment and capacity to develop them within a specified time frame.

2. Barr. Wike disclosed this in Abuja on Thursday, October 19, 2023 when the Acting Comptroller General of Nigerian Customs Service, Bashir Adewale Adeniyi paid him a courtesy visit in his office.

3. The Minister said this policy decision is to discourage land speculation in the FCT. The Minister warned that the FCT Administration will not hesitate to revoke any allocation that is not developed within a specified period.

5. He said, “My policy now, before I approve land to any agency, that agency will commit that it will develop this land within so, so number of years. If you do not develop, the FCT should take back your land.”

6. Responding to a request by the Acting CG for land allocation to construct a school for the staff of the Agency, the FCT Minister said the allocation would be approved on the condition that the Agency commits to a timeline for its development as well as make payment for ground rent.

7. He said “I will not allocate land that will be till thy kingdom come. You must convince me that really you are serious to build schools for your staff and their children within a number of years and if that is not done, FCT will take back the land”.

8. “Even though the condition for granting certificate of occupancy is that you must pay your ground rent, I want to go further and say that in granting you this, that you must pay your ground rent as at when due. Even though it is stated in the C of O, this time around, we shall not give you notice to pay. A tenant must know he is a debtor. You don’t need your landlord to come and tell you that you have not paid for land. You know you are a debtor”, he said.



9. On the request by the Acting CG to reverse the revocation of its plot in the serviced part of the FCT, the FCT Minister warned that such request will not be honoured, but hinted at the option of penalties.

10. He said “If we say we will give you back the land that we have revoked, it would look as if we are not serious. Every agency of government will come. Nigeria is such a country that the moment they hear that we have given it back to Customs, all the other agencies will also come back.”

11. Speaking earlier, the Acting Comptroller General of the Nigerian Customs Service, Adewale, congratulated the FCT Minister on his appointment and wished him a successful tenure of office.

12.The Acting CG who acknowledged Barrister Wike’s track record of achievement in his previous positions as Minister of Education and Governor of Rivers State, expressed confidence that the Minister will also leave a record of performance in the FCT, with transparency and integrity.

13.He assured the Minister that, compliance with FCT laws and regulations was a very important mandate of the Service, adding that the FCT, as the location of its Headquarters and Command, is very critical and strategic to its operations.

1. Minister of the Federal Capital Territory, Barrister Ezenwo Nyesom Wike has assured that the FCT Administration will complete the ongoing rehabilitation of the Abuja National Mosque.

2. The Minister who, gave the assurance in Abuja on Wednesday, October 18th, 2023, when a delegation from the Abuja National Mosque Management Board, led by its Chairman, HRH Alh. Yahaya Abubakar, Etsu Nupe, paid him a courtesy visit in his office, said the FCTA will continue to give support to the Abuja National Mosque to ensure the preservation of the national monument.

3. According to the Minister, “There is no government that will hesitate to support the maintenance of a national monument, be it Islam, be it Christian. All of us, we are in authority; everyday, we say may God help us. If we say may God help us, what of the centres of worship of that God you call to help you. If that centre of worship is not there, how then do you begin to say may God help us?

4. “So, you also have a role to make sure that that centre of worship is well maintained for the worship of God. So, let me declare to you here, whatever assistance you think the previous administration or authority has been helping, if we do not surpass it, we will continue to do that.”

5. Speaking on the antics of some politicians to use religion as a tool to settle political scores and cause disaffection amongst the populace, Barrister Wike cautioned them to desist from such actions and instead preach the message of peace.

6. Citing the example of false narratives recently circulated insinuating that the visit of the Israeli Ambassador to the FCTA was in some way connected to the on-going Middle East conflict, the Minister explained that discussions held with the Ambassador during the visit centered on agriculture and not international politics.

7. He also said such visits were at the instance of the Foreign Affairs Ministry, adding that he does not determine the country’s international relations.

8. The Minister also used the occasion to once again reiterate that cattle rearing was restricted to the rural parts of the FCT saying that rearing of animals within the city center was an anomaly. However, meetings will be held with the herders to sensitise them and chart a better way forward, the Minister said.

9. Speaking on the three-month deadline given to land allottees in serviced areas in the FCT to develop their plots or risk losing them, the FCT Minister promised that concessions would be made for plots belonging to religious bodies to allow adequate time for development considering that thay had to source for the funds to complete their projects.

10.He also reiterated FCTA’s stance against unorganized markets and motor parks in the city centre, saying such would no longer be tolerated.

11.Earlier in his remark, the Etsu Nupe, HRH Alhaji Yahaya Abubakar, commended the FCT Minister for his foresight, passion and commitment to the job and prayed that Allah would guide and give him the wisdom and good health to continue to pilot the affairs of the FCT.

12.The Chairman informed the Minister that the Abuja National Mosque was designated as a national monument by former President Olusegun Obasanjo, following which funds were raised to renovate it.

13.He said the FCDA, subsequently assumed the responsibility for its maintenance for which the Board was immensely grateful. The Etsu Nupe thereafter called on the Minister to complete the ongoing rehabilitation exercise.
