You're right, I have think of them too.

This one with solar panels is not really good idea to me because in the process of charging it, the car will also be exposed to harmful radiation from the Sun which will be causing little little damages on the color and other soft body parts

The power of any engine can be determined if its speed and torque are known. Power is simply the product of the two.

Dynamometers are used to calculate the torque delivered by the engine.
and
Tachometers are used to find the speed or RPM of the engine.
In most tests, the speed is kept at a pre-determined level and the engine load (or torque) is varied.

Dynamometers are of two types:
1. Absorption type
2. Transmission type

Absorption dynamometers simply absorb some power from the engine and convert it into heat (through friction, viscosity, eddy currents etc.).

Absorption type can be mechanical, hydraulic, electric, electro-magnetic, magnetic etc.
Lets focus on the mechanical ones. The idea is to determine how much force one needs to apply to stop the rotation of the engine. Imagine a rotating cylinder. Now you are told to try and stop that cylinder by tightly grasping it and using the friction of your hands to stop it from spinning. Quite similarly, these dynamometers figure out the force that will be required to stop them. In other words, it is the force (and hence, torque) that is developed by the engine.
Here is an example. This is the diagram of a Rope Brake Dynamometer.
