However, the customer, a middle-aged man, was shot in the chest region at close range because of his refusal to let go of the bag of money. An eyewitness told Sun that the incident occurred at about 8.15am, adding that residents in the area scampered for safety at the sound of the gun. Besides, about five policemen stationed at the bank premises took to their heels during the operation, with three of them removing their uniforms in order not to be identified as security operatives by the enemies of state. According to the eyewitness, the bandits who operated in a blue Golf car had been around the bank’s neighbourhood for over an hour before the arrival of their target who came to the bank in a commercial tricycle popularly known as Keke Napep. Although the victim later gave up the ghost on the way to the hospital, his rare display of courage ensured that the robbers did not cart away the money as he staggered into the bank premises after he was shot. Meanwhile, the victim who was in the pool of his blood was said to have been rushed to the hospital by the bank officials, who gotten hold of the money, buts gave up the ghost on the way. His corpse was deposited at the mortuary of the Federal Medical Centre (FMC). Public Relations Officer of the state police command, DSP Andrew Aniamaka who confirmed the incident said the matter was already being investigated.

Peace Corps Is Youth Development Body – Akoh aduge — Feb 11, 2017 4:33 am Amb.(Dr) Dickson Akoh is the national commandant, Peace Corps of Nigeria. In this interview with DAVID ADUGE-ANI, he speaks on the Bill establishing the Peace Corps of Nigeria and other issues surrounding his organization. [img]Can you give us a background of the Peace Corps of Nigeria?[/img][img][/img][img][/img][img][/img][img][/img][img][/img] It all started when i was in the Nigerian Army Cadet Corps in Government College, Garki. Before then, I was in Boys Scout Movement, where I rose to become a troop leader. I later enrolled in Red Cross Society, where I rose to zonal leader in charge of Otukpo zone. That was when I was in secondary school. I was the pioneer commandant of Nigerian Army Cadet in 1989. The school even sent me a letter recently reminding and commending me on the corps. It was based on my experience that I went into research on youth unemployment situation in the country and the security implications. It was all these that aided the formation of Nigeria Leadership and Marshal Corp in 1990. It was registered in March 1992. The fact remains that Nigeria provided one of the most psychological environment where the youth can grow and attain their full potentials, both physical and psychological, but lacks the presence of a veritable platform for the youth to be trained, reoriented and achieve their goals and yarning in life, that was the motivating factor that made me form Peace Corps of Nigeria. My own led Peace Corps is affiliated to Federal Minister of Youth Development since 2004. It also enjoys membership all Youth Organization in Nigeria which is the National Youth Council of Nigeria. United Nations Economic and Social Council gave us Special Consultative Status since 2012. Last year, shortly after our 18th anniversary, which was popularly celebrated and attended by political office holders, the African Union brought a letter granting this organization special consultative status. No youth organization is enjoying this status. Tell us about the Peace Corps Bill? On the issue of the bill, our bill was introduced to the House of Representatives by Rt. Hon. Abdullahi Umar Farouk. When National Peace and Unity Corp approached the House to protest, our bill had already passed second reading. It was first introduced in the 7th assembly, but the then the bill was frustrated. In this 8th assembly, our bill was introduced last year. Reps said since our bill had passed second reading, they are not going to entertain anything similar. In the senate, our bill passed first reading six months after, but we didn’t know how our bill was removed when it was slated for second reading. You can see clearly that the documents show that we went to National Assembly as Nigerian Peace Corps. The harmonization done by Senate Committee Chairman on Interior, Sen. Bayero Nafada cleared everything. You should also know that the Senate in their harmonized copy never lifted anything from Unity Corps Bill, not even a word. The Senate approved ours which stated thus, “A bill for an act to establish the Nigerian Peace Corps (NPC) to empower, develop and provide gainful employment for the youths, to facilitate peace, volunteerism, community service, neighbourhood watch, nation-building and for other related matters”. All these were lifted from our bill. However, the Senate called for a meeting and pleaded with us that since we have six departments, that we should not find it difficult to allot three to national unity and Peace Corps. This is at the Senate level, but you know that Nigeria practices bicameral legislature, meaning that both chambers must approve bill before it will be passed. How come the harmonization was between Nigerian Peace Corps and National Unity and Peace Corps? For the sake of clarity, the bill we submitted to National Assembly was on Nigerian Peace Corps and not Peace Corps of Nigeria. They didn’t merge anybody to form Nigerian Peace Corps. We originally went to the National Assembly as Nigerian Peace Corps. Even during the harmonization, the House of Representatives said the only provision made for them by the Senate should be expunged. We don’t need to meet them, there is no provision merging them with us. But if they come, we are ready to absorb them on the condition that they will undergo our trainings and be under 45 years as provided by the Act establishing the corps. The organization is meant for people between the ages of 18 and 45 years as prescribed by the law. ‘ Some people seem to be eyeing the seat of National Commandant of the Peace Corps.What can you say to this? Yes, when I arrived from United Nations conference on non-governmental regular session, I clarified that. I can show you the publication made by journalists quoting me. Those who are lobbying are lobbying blindly. I advice them, whether you are a General or Field Marshal, to lobby with their eyes wide open. The provision is also here in the bill establishing the corps. It says in (38)(e), Notwithstanding the provision of this Act, but subject to such directions as may be issued by Peace corps, a person who immediately before the commencement of this Act was a volunteer or a regular member of or held office in the Dissolved Peace Corps shall be deemed to have been transferred to Peace Corps on terms and condition not less favourable than those obtaining immediately before commencement of this Act, and service in the Dissolved Peace Corps shall be deemed to be in service in Peace Corps for purpose of pension”. So, it takes care of everything. What are the duties of Peace Corps of Nigeria outside what other security agencies are doing at the moment? Let me get it clear, Peace of Nigeria is not just a new body that the National Assembly is trying to create. We have our offices in the 36 states including the FCT. At the moment, we are building an enduring institution. We have been in existence for a long time and doing what we are doing as Peace Corps for the past 18 years. What the National Assembly has done is that, having studied our achievements is to give a statutory backing to the existing Peace Corps of Nigeria. So our functions are never the same thing with other security agencies. Peace Corps is a youth development body. It is different from the functions of other security agencies in the country. So our functions are never the same thing. So People, who are opposing the bill, for me, are putting the cart 500 kilometres ahead of the horse. So what the National Assembly has decided to is not to create another body, but to create a statutory body to the existing Peace Corps of Nigeria. And they never said that the source of funding will come from the government alone.

The United Nations has granted 7 slots to the Officers of the Nigerian Peace Corps (NPC), to enable it participate in all United Nations meetings and conferences, including that of the General Assembly, for the year 2017. This was even as the Corps has successfully concluded its annual accreditation for the membership of the UN regular committee on Non Governmental Organisations (NGOs) for the current year. Addressing newsmen at the Nnamdi Azikiwe International Airport, Abuja, on Wednesday, the National Commandant of Nigerian Peace Corps, Amb. (Dr.) Dickson Akoh, said he led the NPC delegation to the 2017 regular session of the UN, to discuss issues of growth and development, as they relate to Nigerian Youths. "At the committee on Non Governmental Organisations level, emphasis this year, was focused on global partnership, synergy and cooperation involving civil society organisations, in pursuant to the attainment of the 2030 development agenda", Akoh said. According to the National Commandant, the knowledge acquired by the Officers of the Corps shall be used as focal point for the orientation of all members of the NPC and Nigerian youths in general. Akoh also revealed that the Nigerian Peace Corps has been enjoying a consultative status with the United Nations over the years, and that the Corps is currently a member of the Social and Economic unit of the UN. On the controversies over the Bill passed recently by the National Assembly, Akoh described as "unfortunate", the misinformation in the public domain, "orchestrated by the National Unity and Peace Corps (NUPEC)", saying some people were playing sentiment with national issues. "While we were away, through the social media, we read a lot of controversies on the Bill passed. The controversies are unnecessary. You don't force yourself into a marriage with a lady or a lady forcing herself into marriage with a man. "The Bill passed is very clear. The Senate passed the National Unity and Peace Corps Bill (SB.183) in merger with that of the Nigerian Peace Corps Bill (SB.173); but the National Assembly finally passed only one Bill which is Nigerian Peace Corps Bill. "In section 37(g), there is a clause which allows any organisation, body or group that demonstrates interest in being members of the Corps, to approach the Peace Corps of Nigeria. "The more worrisome was the report published on Leadership Newspaper. It is very wrong to bring ethnicity into a national issue. I am not selfish about the activities of the Nigerian Peace Corps and I also know that the President is at liberty to appoint anybody, to head the Corps, but the truth must be told". Amb. Dickson Akoh also debunked the report published on a banner headline of leadership newspaper of Friday, 27th January 2017, that the Corps was forcing "desperate" job seekers to pay N48, 000 before they are recruited. According to him, "the whole write up was a mess and it questions the integrity and professionalism of the media house that claims to be reporting our issues. "All through this year, the National Unity and Peace Corps, which is headed by the kinsman of the writer of the story on leadership newspaper, has been the one recruiting at random and there is no limitations to the amount of money people are paying. "Over the years, since 2007, people have been paying N40, 000 for accommodation for one month, complete training materials, complete set of uniform and medical care for one month. You are aware of the exchange rate and cost of things now, and you would tell what N40,000 can buy right now. We are open to any kind of investigation"! The National Commandant also condemned the calculated attempt to rubbish his name through the media but advised that those behind it should not bring down the seed which many Nigerian youths are anxiously waiting to benefit from. He also advised those lobbying for the position of National Commandant to do so with their "eyes widely open", so as not to "lobby blindly". Akoh said "We must not be notorious to attain power! Power comes naturally from God. So, if you are out to destroy Dickson Akoh, don't destroy the road that hundreds of thousands of Nigerian youths would benefit from. "Some people are already lobbying to become the National Commandant, but you don't lobby blindly. The Bill is very specific, that, both the leadership and everybody in the Peace Corps of Nigeria, including the assets, liabilities, personnel, positions, and others; that status quo should be maintained, at the commencement of the Bill. "So if you want to lobby, lobby with your eyes widely open, not blindly". Popular trekker, Malam Suleiman Hashimu, has called for a speedy assent of the harmonised Bill for the establishment of the Nigeria Peace Corps. The harmonised Bill is awaiting transmission to the Presidency for executive assent to make it a law. Hashimu, Lagos resident, who trekked to Abuja to mark Muhammadu Buhari’s presidential victory in 2015, said in a statement in Abuja on Saturday, that the Corps, when established, had the potential to create jobs and minimise indolence among the youths. According to him, the Corps will enhance security and and remove impediments to national unity He commended the Commandant of the Nigeria Peace Corps, Dr. Dickson Akoh, for his doggedness and resilience over the years towards the establishment of the outfit. Hashimu also appreciated the National Assembly for passing the bill, saying that the two chambers had demonstrated that they were true representatives of the common man. The News Agency of Nigeria (NAN) reports that the Senate, on Nov. 24, 2016, passed the bill seeking the establishment of the Nigeria Peace Corps. The process for the establishment of the Corps received another boost on Thursday, Jan. 19, when both chambers of the National Assembly consolidated their stance and harmonised the bill for presidential nod. Finally, truth has triumphed over falsehood and the day has been separated from the night. On this platform, we intimate the general public on the status of the Nigerian Peace Corps Bill. Today, with joy and all sense of clarity, we provide report of the Conference Committee of the National Assembly bestowed with the mandate to harmonise the Nigerian Peace Corps Bill. You may wish to recall that both the Senate and House of Representatives in 2016 passed two different versions of the Nigerian Peace Corps Bill. This development calls for the need to harmonise the Bill in line with the rules of the National Assembly before it will be transmitted to Mr President for his assent. It is therefore in view of this that the two Chambers of the National Assembly setup a Conference Committee to reconcile the Nigerian Peace Corps Bill in their respective Plenary in November, 2016. It is noteworthy to re-state that the core mandate of the Nigerian Peace Corps Bill is to Empower, Develop and provide gainful employment for the youths, to Facilitate Peace, Volunteerism, Community Services, Neigbhourhood Watch, Nation-building and other related matters. However, history was once again made today with the laying and approval of the report of the Conference Committee on the Nigerian Peace Corps Bill by the two Chambers of the National Assembly. The Committee observed differences in twelve (12) Clauses of the Bill passed and consequently harmonized same. The major aspects of the Bill that where harmonized are as follows: • The outright rejection of the Clause that included the National Unity and Peace Corps in the Bill. It would be recalled that it was only the Senate that passed the National Unity and Peace Corps Bill, while that of our organization, the Nigerian Peace Corps was passed by both the Senate and House of Representatives. During the Conference Committee of the two chambers, the House of Representatives out- rightly rejected the National Unity and Peace Corps Bill on the ground that the Bill was never before it. • Clause 37(g) was adopted with an amendment to read “that groups, associations and organisations that have similar objectives and have shown or demonstrated interest to be absorbed as members of the Nigerian Peace Corps shall be absorbed subject to the mandatory Initial Training/Orientation Programme as prescribed from time-to-time upon the commencement of this Act”. • It is equally significant to stress here that the Conference Committee retains the domiciling of the Nigerian Peace Corps in the Federal Ministry of Youth Development; the Ministry that is statutorily vested with the responsibility of overseeing youth matters. • The Committee retains the age limit of individuals who shows interest to be enlisted as members of the Nigerian Peace Corps to be between 18 and 35 years upon the commencement of this Act. • Above all, the nomenclature or better still, the title of the Head of the Nigerian Peace Corps as recognized by the Act is the ‘National Commandant’. The harmonized report has finally put to rest all the needless controversies bordering on which organization’s Bill that was passed by the National Assembly. Find enclosed, for confirmation, the order paper on the set proceedings of today’s seating. The consolidated report approved by the House of Representatives today has brought to conclusion all legislative processes. Thus, the Nigerian Peace Corps Bill is now ripe and ready to be transmitted to Mr President for his assent. In view of this significant milestone in the history this organisation, on behalf of the entire Officers and Men of the Peace Corps of Nigeria and the Nigerian Youths as a whole, I wish to express our profound appreciation to the leadership and the entire members of the National Assembly for their sense of patriotism, high sense of justice and the confidence reposed in this organisation. Despite the prevailing economic realities, I urge all officers and men of this organization nationwide as well as our supporters and well- wishers to exercise patience as we remain hopeful and highly optimistic that the President will assent to this all-important Bill as soon as possible. Fulani herdsmen Are Your Brothers: Forgive Them, Live With Them- Ortom Tells Agatu People The Governor of Benue State, Samuel Ortom has called on the people of Agate Local Govt Area of the state to imbibe the culture of cohabiting in peace with Fulani herdsmen. He appealed to the people of the Benue South community to "give peace a chance and cohabit with indigenous Fulani herdsmen as brothers as was the case in the past." This is coming on the heels of the controversial agreement signed on behalf of the community which apportioned a portion in to Fulani herdsmen from neighbouring Nasarawa State. The governor made this revelation on Wednesday in Obagaji, headquarters of the crisis ridden community alongside his Nasarawa State counterpart, Tanko Almakura. Ortom who urged the Agatu people to pardon the herdsmen and let God fight for them, also appealed to them to embrace peace and live together with the herders as brothers. The Sole Administrator of Agatu Local Government Area of Benue State, Mr Mike Inalegwu has said he was compelled to sign an agreement with the Fulani of Nasarawa State which has the effect of ceding Adepati Island belonging to the Agatu people to the Fulani of Nasarawa state. He made this known at the security stakeholder meeting held at Obagaji at the councilès headquarters. The meeting which was very rancorous witnessed accusations flying from all corners. The SOLAD was accused by the Chiefs of collecting N10,000,000 with the youth Chairman and Rtd Captain Olotu to betray his own people to the Fulani. He was accused of never informing them about his motive even though by tradition they reserve control over alienation of communal lands to any individual of an organisation. Mr Mike Inalegwu vehemently denied ever collecting money from any one. He insisted he went to Loko on the state Government behalf as was instructed by the state government. He admitted he signed the agreement with the Fulani. He said he never told the chiefs because the matter was too sensitive. Resolutions contained in the said communique are therefore not products of the meeting in Makurdi between Governor Ortom andGovernor Almakura. The two Governors have scheduled to visit Agatu this week in continuation of their efforts at ensuring lasting peace and security in the affected areas. Some members of the Civilian Joint Task Force (CJTF) were killed on Sunday at Abaji area of Kastina Ala local government area of Benue State. The CJTF members were having a meeting at Tse-Igber village in Abaji community when gunmen stormed the venue on a motorcycle and opened fire. Ten CJTF members were killed on the spot, while the eleventh person sustained serious injury from the gunshots, Daily Trust reports. The police, however, confirmed that nine persons lost their lives. Police Public Relations Officer for Benue State Command said the incident happened at about 1:30pm while CJTF members converged at a village in Kastina Ala LGA. Yamu reiterated eyewitness account that three armed men who rode on a motorcycle rained bullets on the gathering, killing nine of them instantly. He urged residents in the area to remain calm as policemen have been drafted to ensure law and order. The spokesman said the police would do everything possible to arrest the culprits. Ramon Oladimeji The National Association of Catholic Lawyers has rejected a bill seeking to extend the jurisdiction of the Sharia Court to the hearing of criminal matters. The group condemned a bill being sponsored to that effect at the House of Representatives by a lawmaker from Sokoto State , Abdullahi Salame . The President of the Lagos Archdiocese of the NACL , Mrs. Geraldine Wey , and the Chairman of the association ’ s Advocacy Committee , Mr . Matthew Egbadon , argued that conferring criminal jurisdiction on Sharia courts was a violation of sections 10 and 38 of the 1999 Constitution. They argued that it was a ploy to subject non - Muslims to the provisions of the Sharia law despite the fact that Nigeria is a secular state. They noted that since Zamfara State established full Sharia law in 1999 , eight other northern states , including Kaduna , Niger and Gombe with large Christian population , had embraced Sharia law “to the disadvantage of Christians. ” “ Under the Sharia criminal law , issues like adultery , blasphemy , apostasy etc, attract death penalty and experience has shown that non -Muslims are liable to fall victims of these offences . “ The current bill, according to its sponsor , seeks to amend sections 262 and 272 of the Constitution, which currently limits the jurisdiction of the Sharia Court of Appeal, Abuja and state high courts where Sharia law is practised to entertain only appeals in Islamic personal laws like marriage and succession to now include power to determine appeals in criminal matters. “ This amendment , if allowed, will affect all Nigerians living in Abuja irrespective of their faith , ” the Catholic lawyers said . Wey noted that the bill passed second reading in the House of Representatives on October 27 , 2016 and came up for debate on December 8 , 2016 . “ But curiously , the bill was stood down based on an objection by one Honourable Raphael Igbokwe on the grounds that copies were not circulated to members to enable them study and prepare for the debate , in line with the rules of the House, ” she said .
