Well, I have a feeling your friend walked up to the girl as a big boy. He should not have been calling her frequently. His is even better because some I've been close to would only pick your call or reply your message when they feel like or if they feel like. Sometimes, they won't reply at all. That's typical of my ex, I've gotten over her tho.

Although we're all meant to fall for these kind of people, but the earlier we realise they care less, the better. Friendship/relationship should be a mutual beneficial interaction between different set of people. If there is no mutuality in the contribution btwn both parties (not saying the girl has to give her all but she can give little to make him know she cares), then the relationship is bound to fail.

When a woman feels attracted to you, she can call for Africa just to check on you but when the feeling is not there, she won't even have one bit of you on her mind. Anyways, your guy could be lucky in the sense that she at least cares to check on him. I hope he tells her his mind and resolve issues with her tho.
