The African governments are complicit in the scheme, either directly or indirectly. Misgovernance with poor economic outcomes for it's citizens have made them easy targets for the Russian poachers. Secondly, many of the francophone military junta of the sahel are propped up by the Russian government, and so, sacrificing a few of its people for the greater benefit they enjoy is seen as a fair deal. Moreso, these military governments came about from poor civilian rule coupled with over-reliance on their colonial powers. It would make a good study for further analysis. Could there be an interplay between the percentage rate and a country's socio-economic status as compared with the influence of socio-cultural values in such countries? Also the ease of obtaining data may have been responsible for absence of African countries. The data provided seems interesting. |
