The African governments are complicit in the scheme, either directly or indirectly.
Misgovernance with poor economic outcomes for it's citizens have made them easy targets for the Russian poachers.
Secondly, many of the francophone military junta of the sahel are propped up by the Russian government, and so, sacrificing a few of its people for the greater benefit they enjoy is seen as a fair deal. Moreso, these military governments came about from poor civilian rule coupled with over-reliance on their colonial powers. Madagascar, an African country in the Indian ocean is the latest addition to the growing list.
In all, Africa has a lot to learn.
