If you have the student copy of your transcripts containing your school's stamp and signature, quickly certify it and send it by the fastest courier.
The response also shows that you did not certify your documents (certificates etc) before sending. Just certify them and send quickly.

On the aspect of the transcripts send directly by your university, at times they make foolish mistakes, perhaps they did not sign and stamp the transcript. Because I have not seen any institution or organization that prefers certified copy above the original document issued and sent directly by institution. There is something wrong, I believe.
Certification is required when they know that the original of a document can not be released.

I have seen a school that mistakingly send only reference letter and leave the most important, which is the transcripts.

There is nothing you are not getting right. The course is a hot cake and it is restricted. In fact, the minimum German grade is 2.3 and above. Apply to other schools, you can reapply again when you are in Germany if you love the course that much. Shalom

I also applied for the master program. I had a good grade just like you did. I got a letter that I could not be accepted because only a limited number of applicants can participate in the program. Did you apply to the University of Cologne? They offer M.A. in Political Science.

I got admitted to Operations Research and Business Analytics last summer with Just English proficiency letter from my University. And it was a restricted course so I they accept English proficiency letter. But you can check under your course for confirmation. It's always hidden sometimes, the first requirement will say TOEFL but if you check very well you will see that it's exempted for Nigerians. Check the B part in this picture.

That means both courses were restricted. It's difficult getting admission in courses like that. You should be looking out for unrestricted courses. Theres a much higher chance of you getting admission for unrestricted courses

Hertie school of governance says their admission is competitive and blah blah blah blah, why Bremen says their spaces are limited and that If anyone does not accept their admission they can Still consider me in their clearing Process, but I am taking my mind off it already. I applied as early as possible, since January now got rejected, it's painful
