Majority of their money comes from sponsorship. It doesn't cost much for Mercedes, Honda or Williams to make 4-6 engines or extra cars in a year, they get the tires free from pirelle (or whatever their name is). Petronas, Redbull, Ferrari, the stroll family, etc, rake in billions from their respective enterprises, so there's nothing in putting a few millions into R&.
They even spend so much that we are getting a spending cap next year.... left alone, these guys will spend billions on just two cars
