that method is just a quick fix and might be dangerous for your equipment. Because it won't regulate voltage when it's high.

First there is nothing like a condenser in a stabilizer.
The problem could be caused by several components, could be a bad variable resistor, relay or others which I wouldn't like to bore u with their names.
Just take to a good technician. As you need to have basic electronics knowledge to service a stab.

First get UnCloth, take the ruler and measure the exact length u want, use the marker as a reference, now chop the useless part off. Problem solved.
