Section 108 says that the only way an elected Governor can be removed from office is through resignation, impeachment or death.

So the meaning of 305 being subject to 108 is that the President can take all the extra ordinary measures in the world but that doesn't include suspending the Governor..

There is a limit to the extra ordinary measures. Extra ordinary measures could mean deploying soldiers, removing security powers from the Governor, restricng movements, declaring curfew, detaining people,,,

Anything but never removal of the Governor,,

The constitution says An elected Governor can only be removed from his seat by impeachment, death or resignation.
