obailala: Well I dont think NOI has done anything wtong in this one... she sourced for funds, got an approval from the president and she realeased the funds to the NSA.
However in order to forestall any future flimsy accusations, it would be bice if NOI just prepared a comprehensive register of all approvals she have for fund disbursements. It's obvious that everything about the way government was run was shrouded in undue secrecy, you cant blame people for wagging their tongues and throwing accusations around when they keep seeing details of fund movement without records of what the funds were used for. NOI goofed by seeking Jonathan's approval for funds that were not appropriated (despite knowing it was wrong) by the National Assembly. Its that simple.
Lets even ignore the fact that she irresponsibly and expressly washed her hands off the monitoring of the funds.
Excerpts from the letter she wrote to Jonathan;“This letter is to seek your approval to borrow these funds, for now, to disburse to the NSA. These funds form part of the projected Federal Government Independent Revenue, to be appropriated, in the light and for accountability, given the peculiar nature of security and intelligence transactions, we would expect the NSA to account to Your Excellency for the utilisation of the funds,” she concluded.http://www.premiumtimesng.com/news/headlines/194870-how-jonathan-okonjo-iweala-illegally-diverted-n61-4-billion-abacha-loot-to-nsa-sambo-dasuki.html |

Yes, the airports, good roads, bridges, universities, research centers, military installations, aviation college, Oil Refinery etc. that the North has, that the South East is begging for. Just as the north has its challenges with poverty and terrorism, so does the south also battle with poverty, unemployment and crime.
Presidency blessed the North and yes, I'm a core northerner. tonychristopher: [s]And which infrastructure is in the north that is north in south east ? Is it airport , is it university, is it roads
Beside that the north has failed to utilize the infrastructure and that is evident in their human capital ....
So can we know the structures you are talking about ...I will want to have a perspective
Is it the infrastructure that is been bombed on daily basis in north
Or is it the few ones in north that are under utilised
I know north very well...maybe you tell me that lokoja Abuja road is world class or you tell me that Abuja kaduna Jos road is autobahn
Oga I know these places
Or maybe you tell me that Zaria road is racing track
Oga corruption killed north and Nigeria and they don't have anything to show for it
Where have you been in north ...as of yesterday I came back from lokoja

Your bigotry and hatred for the North is tying up your brains. patrick89: see quota system logic! Who else has the power to arbitrarily authorize the CBN to release ex-budgetary funds for security?
That, below, is Dokpesi who confirmed receiving the funds, in court.
The prosecution led by Mr. Rotimi Jacobs (SAN), accused the defendants of receiving, N2.1bn (from the $2.1b under investigation) from the office of the National Security Adviser between October 2014 and March 19, 2015 for the Peoples Democratic Party’s presidential media campaign in breach of provisions of the Public Procurement Act, Money laundering Act and the EFCC Act.

zomoears: There are laws regulating govt borrowings, and it specifies that it must be documented and approved by DMO.
Madam NOI show me a document from debt mgt office to the effect that the govt "borrowed" Abacha loot to finance d war.
OK, let's assume there was an urgency. Why not regularise the transaction by forwarding d request to NASS and DMO afterwards? We won't be shouting today if she did.
It only shows there was no pure motive! Especially because the funds ended up in pdp campaign They are trying to conflate the budgetary, appropriation and loan issues. It's a juvenile tactic.
The issue is that the Nigerian President under the constitution has NO power to approve funds that have not been appropriated by the National Assembly. That is the essence of checks and balances. The foregoing is a criminal offense for which Okonjo-Iweala ought to face criminal prosecution. |
Politics › Re: Allegations Of “Illegal Diversion” Of Abacha's Loot Baseless – Okonjo-Iweala by DecemberIV: 8:29am On Dec 10, 2015 |
Regardless of whatever was budgeted for the ONSA or if they had exhausted it or not, the funds were never appropriated before they were transferred, a clear violation of Nigeria’s fiscal responsibility law.
Beyond Abachas loot, the arms scam funds disbursed from the CBN after an executive order from the President and without recourse to the National Assembly, were unbudgeted funds.
Show us where the President has the power to arbitrarily issue an executive order for funds to be released by the CBN.
Then also show us where he has the power to divert such 'security' funds to his presidential campaign while thousands were being slaughtered. His ambition was apparently worth more than the blood of 1000 Nigerians.

I tried not to respond, but you're too daft to ignore.
So if a budget is doubled that means spending should be doubled on the same items in the budget?
An increase in budget ideally should actually reflect lower or the same spending in recurrent expenditure (amnesty grants) and an increase in capital expenditure (projects).
In your bigotry, you never realized how much you were exposing your ignorance. patrick89: What do you mean mumu journalist? The next year budget is almost double of this year, thus the ND should be doubled, but instead it reduced! So if you do the maths on the reduction percentage, you will understand that Buhari is an unrepentant kunu drinking dullardin.ho, how can you increase budget, and the increase did not go across board but instead, you included northern agenda, how much money did FG invest in searching for oil in omambala river? How much did the fg spend iin searching oil in ebonyi state where oil was first discovered? How much did they budget for the exploration of natural gas reserve in SE? |

Lies. Those funds were unbudgeted and were not approved by the NA which was why she carefully added a caveat to her statement; "based on the urgency".
We are not fooled. NOI was completely out of line to seek approval of ex-budgetary funds without appropriation by the National Assembly.
How much interest was paid on the 'loan' and where is the money? She should take her defence to the judge. ShowYourCertificate: And who said it wasn't budgeted for? Read her comment again. The money was already approved for but the problem is where to get the money ASAP.
The NSA already had money budgeted for the military purchases but they needed money urgently thus was borrowed some of Abacha's Loot after which the money will be returned when their statutory allocation arrives. |

Mckennedy: where is your changi? no electricity? no roads? no fuel? boko haram still on rampage? dumbass change my foot. chukwudi44: Abeg help me ask am Rawani: Jonathan failed to deliver the 2nd Niger Bridge to the SE, failed to develop or clean up his own SS and marginalized the SW which he disregarded till the elections.
Jonathan failed the North, and shot himself in the foot by establishing almajiri schools, when the almajiri system is an ideology (twisted) and not a result of lack of public schools. He failed to develop its solid mineral potentials and empowered thugs to insult the region instead.
Jonathan failed to solve the electricity problem which we have inherited, and failed to restore the refineries and instead wasted billions of dollars in scam off-shore processing agreements which Diezani and co. used to fleece this country, ultimately causing perennial fuel scarcities all through his tenure. The aftermath is what we live with today.
Jonathan failed to diversify our economy from oil in the time of oil-price boom, and emptied our foreign reserves through a combination of corruption and incapacity to lead which ended in him being tricked by his governors to share the SWF. The DIRECT aftermath of these are the economic troubles we are facing today under low oil prices, and high exchange rates which our efforts to control is resulting in our ejection from bond indexes.
Jonathan supervised the looting and mismanagement of of the defence budget through his aides (Dasuki n co.) which seriously hampered the fight against BH, and resulted in the loss of thousands of lives. The failure to fight the terrorists with political will and sincerity, resulted in their blossoming and is the reason we are still fighting them today.
You see, while we are not blind to the realities that face us today, its is an insult to conscience, logic and common sense for the same set of people that wanted all of the above and more to continue till 2019, to come and pontificate about good governance while condemning a President that inherited these challenges just six months ago.
Put simply, you lack the moral capital to admonish or condemn Buhari or Buharists.
