Just like I thought, you can't just forfeit their building because you find drug users in the building. You can arrest the users, and until you prove that building is actively been used by a drug ring for storage etc, or you find large consignments of drugs in the building, you can't confiscate a building because you found drug users, who are club patrons in it, the place is a club, so normally people use drugs in those vicinity.
