I don't know where you got this from but it's totally false to say that boko haram were violent in 2003.
Funny enough just last week or so, Femi Falana was reminding people that BH were given a commissioner slot under Sherriff in 2003.

I have a lot of things to say about BH but I wouldn't want to bore you. But just read widely about it and then talk to people you know in the NE and you'll get a better view of what boko haram was and how it metamorphosed into what it is now.

If you want to understand what happened in 2009, just cast your mind to what happened with the shiites in Kaduna and Abuja under Buhari and El-Rufai. I remember I was saying it on this forum and elsewhere that the biggest mistake the govt will make then is to allow Zakzaky to die in detention.

If that happened, BH will be a child's play compared to what the result will be. This is because Shiites are present in every town in the north. Not just state capitals o but every town. They have radical elements as well who are being kept under by Zakzaky's presence. And they also have members in our security establishments even up to the ONSA and of course direct link to Iran.

I was happy that the govt also saw reason then to ensure his life was preserved. Why I'm saying this is because between 2016 and 2021 there were so many confrontations between Nigerian security and Shiites. The scores were usually unpalatable. The Shiites will sustain hundreds of casualties while the Nigerian forces will end up with probably one death or none at all sometimes. This is because the shiites are usually armed with stones and sticks while facing the firepower of the Nigerian forces.

This is the exact same thing that occurred in 2009 when BH demanded the release of their members who were detailed in various police cells across four states.

Of course they were met with brute force. Over 1000 of them died while the Nigerian forces lost I think 2 police men and a soldier. Do you know that after that incident in July-Sep 2009, no one heard of anything BH until July 2010 when they started attacking with weapons?

Now ask yourself what events occurred in Nigeria within that period. In July 2009, what BH did could be likened to a violent protest, civil disturbance or riot at worst. But in July 2010, what they carried out was a full scale militant attack and the next attack after that was on a school where hundreds of students were summarily killed. Look read up on BH and get info if you have people who have stayed long in the NE.

The summary of my point is that BH started in 2002. And they were even part of govt in 2003. From 2004-2009, they were mostly dissident islamists. From 2010 to now, they are a militant group.

Solution is death penalty and brutal force...why is terrorists not disturbing Egypt and UAE, because they use death penalty and brute force...in Nigeria the slaves are being consumed by the religion
