Nevertheless it is not a bad idea.
Here in the USA, each county ( Local Government)has its own police department with their jurisdiction restricted to their county and their badges and vehicles clearly marked in very large fonts.
So within minutes of an event, you will get at least 4 cars on sight.
They are always on patrol 24 hours ready to respond as dispatched We are talking of saving lives, you are talking of abuse...some of you are definitely holding brief for terrorists and kidnappers. The only practical way to screen them out is through certificates (minimum of SSCE) and examinations.

Southern security network is important at this junction, a security network to patrol the entire southern lines, with communication and cooperation from all southern states, this is the network the south needs, to outflank these jihadists terrorists/kidnappers.
This security network will patrol the southern highways and forests, set up base across southern forests and highways, it will be a game changer, and a way for us to take back and occupy our spaces. Each state will have it's own chapter, the indigenes of each state will be employed into a state's chapter.
End open grazing by enacting state laws across the south, in light of present infiltration by jihadists terrorists, and stipulate 15 years imprisonment for herders caught, anyone giving fulanis cows to graze openly should be jailed and fined.

All forests of Nigeria should be cordoned. If we can't launch full scale military operations to ward off internal threats, how are we going to be able to mobilise for a war with another country?
There should be a federal law outlawing living in the forests, so we can seperate the bandits and territorists from ordinary people. 20 years imprisonment should be the punishment of living in the forest. This is an existential threat, we must use laws and enforcement to save our lives
