As men who have been ministers have not also been very irresponsible and indicted in their capacity as ministers.

Its just morally right to include a good number of women in the list, albeit competent ones. Mobolaji johnson, Dora akunyili were not women abi?

Is the discretion of the President. Even the constitution didn't even mandates such. He will appoint women but they may not be as much as we had in previous administration.
