Use your phone to snap it. The purpose why they don't allow scanning is because when they analyse the picture at their end, it reads fake. More like an edited photo but if you snap your ID with your phone, they analyse the picture with a software and it tells them if it's fake or not. Hence, snapping is better as it doesn't come out fake.

Get a good phone camera or a digital camera, snap and send. A Megapixel of 13+
