My question is should an unregistered car (Tokunbo) be booked for not having a fire extinguisher ?

Yesterday I was driving an unregistered car (car was imported about 2wks ago and needs a paint job), was stopped by some FRSC officers on Lagos-epe exp way. I stopped , One of them asked for my drivers license which I gave him, he even asked for the Custom papers which I gave him also. Then he said he was going to book me for not having fire extinguisher which I tried hard to explain to him that the said car was to be sold after the pain job but he was adamant on booking me which he went ahead and did. He has my driver license with him.

Please knowledgeable people should kindly educate me if an unregistered vehicle should be booked.
