Assistant Inspector General of Police, Mohammed Abubakar, siezed the opportunity of a retreat the Inspector General of Police, Mr. Mike Okiro, held with senior police officers at the Obudu Ranch Resort on Friday, last week, to relate to our correspondent a dramatic experience he had over a year ago. As the Commissioner of Police in Lagos State, he was illegally arrested by a police corporal at a checkpoint and dragged to the police station where he was almost locked up.

“I was arrested by some policemen in Lagos and was taken to a police station because I refused to give a bribe,” he recalled. “It was a useful exercise because I gained a lot from it.”

It all began after his usual early morning work out on that day. Abubakar got set for office and decided he would go in his private car and drive it by himself to enable him see how his officers and men were carrying out their duties in the nation’s commercial nerve centre. He was in mufti.

Midway between his home and office, he ran into a checkpoint in the Yaba area of the city. A police corporal flagged him down and began to cajole him with beggarly statements like, “Your boys are here; we are working for you; and what do you have for us?” The clean-shaven man behind the wheel pretended he did not know what the policeman was talking about. Angered by his diffidence, the corporal demanded for his vehicle particulars and his driver’s licence. To his disappointment, Abubakar produced every particular the policeman demanded.

Sensing that the motorist was going to be difficult, other policemen joined the corporal in interrogating the motorist, but all efforts to do him in proved abortive. At that point, they decided to drag Abubakar to the police station, and he followed them.

At the station, a seargeant on duty insulted him and called him names, but he kept his cool. Then the police sergeant charged him for dangerous driving and other imaginary offences that left Abubakar stupefied.

Just then, an assistant superintendent of police showed up and Abubakar heaved a sigh of relief, thinking that the superior officer would come to his rescue. But he was wrong. Rather than indict the errant sergeant, the ASP turned to Abubakar and started tongue-lashing him. “Where is the accused?” he bellowed. “Stupid educated man. Go and detain him and prepare his charge sheet.”

At this point, Abubakar’s patience ran out. He tapped the collar of the ASP’s shirt, and calmly told him that he (ASP) would lose his uniform that very day. That was when the ASP looked more closely and realised he had been talking to the Commissioner of Police. Without asking any question, the ASP escaped through the window, followed by sergeant. The message was not lost on the remaining policemen at the station who all voted with their feet, leaving the station unmanned.

Calmly, Abubakar picked his impounded car key from the table on which it was kept, and drove off.

A few minutes later, the news of the trauma Abubakar was made to go through by the policemen had got to the Divisional Police Officer in charge of the station. He rushed back to the station and locked up the culprits. But when the news of the DPO’s action got to Abubakar, he ordered their release.

One would have expected Abubakar to order the arrest of the corrupt policemen who arrested him, and probably give them orderly room trial, but Abubakar said there was no need for that. He said, “After watching the boys fled, I just picked my key and went away. That was all. There was no need asking that they be arrested. Even when the DPO heard of it and asked that they be detained I said they should be released.”

Asked why he decided to drive himself without an escort, Abubakar said it was not the first time he would do that, adding that as a security officer who was always looking for information, he always needed to go out once in a while unaided in order to get desired information.

Abubakar said, “Many times, I prefer to drive myself. This, apart from giving me enough room to exercise, allows me to go to places where I can get the information I need about my men. If I go out in a convoy of cars, there is no way I will not be noticed. So, I prefer going out on my own, and and it paid off on that day.

“You may not know it, but let me tell you this: I also prefer to lead assaults on armed robbers. Several of such assaults have also paid off. There was a case at Coconut Bus Stop (Apapa) in which two of my officers were shot. I was there. We got the robbers but two of my officers were shot. There and then, we took them (officers) to the hospital, and I remained with them for six hours, holding their hands while the doctors were performing operations on them. The officers also held my hands, asking if they would not die. I kept assuring them that by God’s grace, they would live. They are alive today, performing their duties.”

Reiterating that he believed in leadership by example as a way of challenging his subordinates, Abubakar noted that if he had cultivated the habit of remaining at the background every time there was a robbery incident, he would have sent wrong signals to his subordinates. “That is why I always want to be at the centre of the heat. And this has always challenged my boys,” he said with a smile.

One thing he said gladdened his mind about the newly increased salary of policemen in the country was that it had reduced corruption in the force. This, he also believes, has motivated policemen to rededicate themselves to fighting crime in the country.

Describing his stay in Lagos State as eventful, Abubakar, who was assistant commissioner of police and, later, deputy commissioner of police in the state when Okiro was in charge as the commissioner of police, said he enjoyed the cooperation of the Governor of the state, Mr. Babatunde Fashola, SAN, whom he said placed much emphasis on security matters.

He said, “The support I got from the state governor was enormous. He placed so much emphasis on security matters. It may interest you to know that the governor said he would give us four helicopters. You know that the price of one helicopter is much. Yet he had promised us four, which we are awaiting for.”

Though he was wary of giving any advice to the incoming commissioner of police in the state, after much persuasion, he said the CP needed to be at alert all the time and should be agile for him to cope with the enormous work of policing the state. To buttress his point on agility, he said he was getting almost 5,000 letters, including petitions, on a daily basis, and he took his time to read most of them. This, he said, was to avoid being given wrong advice, which he said could mislead him on some very sensitive issues.

On the challenges of his new posting, he noted that while Lagos remained the commercial nerve centre of the country, Ogun State was a border state. This, he said, meant that he would need to work harder to make the two states safe.

He said, “You know that Lagos State is the commercial nerve centre of the country. Also, Ogun State is a border state. If care is not taken, about 25 vehicles could be snatched in one swoop in Lagos, and Ogun, which is the neighbouring state, could be used to ferry the cars outside the country.

“That means the two CPs and I have to double our efforts. I would have to put the CPs on their toes, as the IG would also put me on my toes. There are about 25,000 policemen in Lagos and about 9,000 in Ogun. We will harness their efforts to make sure they work optimally.”

He said the nation should not relent until it got to where God had destined for it, noting that achieving the Vision 2020 was the best the nation could aspire for.

Obasanjo, who spoke at his induction as a fellow of the Nigerian Academy of Engineering, in Abuja, noted that emphasis on science and technology would help the country in its bid to catch up with other advanced societies.

He said, “National progress is normally not made in a storm and retrogression, but in calm and continuity.”

Obasanjo noted that the Nigerian Academy of Engineering provided “part of the calm, the hope, the aspiration and points at the way forward in Nigeria of today, through its aims and objectives of upholding excellence and advancing the technological growth of the country.”

Adedibu, who addressed journalists at his Ibadan residence on Monday, said that he had also deferred his overseas medical check-up till after the Appeal Court’s decision on the election of Alao-Akala.

Adedibu, who walked round his Molete premises unaided, said he called the press conference to show his teeming supporters who had been trooping to his house to ascertain his state of health that he was well.

He said, “I only want to show myself to you that there is nothing happening to me and I am hale and hearty.

“The hospital I went to (in Lagos), I even refused entirely to go there but the governor (Akala) persuaded me that I have to go and rest since the judgment was yet to be delivered.

“I said it is better for me to be at home than to attend to a thousand people everyday in Lagos.

“While in Lagos, the governor himself cannot do without seeing me everyday, Obasanjo will come there, Bode George, all these leaders are coming there everyday.

“They said I should be on bed for one month just to rest. I want to tell you this is me.”

Adedibu described as untrue, newspaper reports that he was quarelling with Senator Teslim Folarin, over the medical bill he incurred at the highbrow Lagos hospital.

He said, “They (newspapers) reported that I was even fighting with Senator Folarin for not paying my N2m hospital bill. The point is that we have three senators representing Oyo State.

“The three senators are from my bedroom, all of them. Why do I need to be particular on Senator Folatrin to pay? Why not the other two senators?

“Before I even agreed to travel to Lagos for the bed rest, Akala had sent his Deputy Chief of Staff, Mr. Razaq Gbadegesin, to go to Lagos and pay over N5m as deposit.

“Even the money I collected as gifts while I was coming back to Ibadan was more than the N2m you are talking about.

“Senator Folarin visits me at the hospital every morning from Abuja, he will leave in the night to Abuja and come again the next morning. They now said we have argument over N2m. What is N2m?”

ABUJA (AFP) — Nigeria's former president Olusegun Obasanjo and his deputy Atiku Abubakar failed to appear Monday before a parliamentary panel investigating alleged corruption in the power sector, opting to send letters instead.

"After I had prepared my presentations to put before your committee , I became slightly indisposed," Obasanjo wrote to the head of the panel, Ndudi Elumelu.

He attached to his letter what would have been his presentation at the hearing, together with a message saying he would elucidate any other points if requested.

Abubakar wrote from Dubai saying he was unable to find a flight returning to Nigeria in time for the hearing, but promised to ask for another opportunity to make his case.

Obasanjo has been fingered by several former and current public officers who have appeared before the House of Representatives' panel that is looking into how 12 billion to 16 billion dollars (6.5 billion to 10 billion euros) went down the drain on non-existent power projects between 1999 and 2007.

In his written submission, Obasanjo said his administration spent only 6.5 billion dollars on the power sector.

"I have been told that the figure , from 1999 to 2007 is in the region of 6.5 billion dollars, including outstanding letters of credit," he said, adding: "Whatever figure you choose to take, to say that there is little or nothing to show for it, is the greatest understatement of the year".

Esther Nenadi, who served as finance minister at the end of Obasanjo's tenure, told the hearing that about 3.2 billion dollars had been committed to the power sector under Obasanjo.

She said she personally had paid out about 1.2 billion dollars between June 2006 and May 2007 when she was finance minister.

Elumelu, whose panel has just concluded a tour of the power projects under investigation, told the hearing that 95 per cent of the projects visited were "non-performing".

Oil-rich Nigeria currently generates less than 3,000 megawatts -- far too little for the needs of its 140 million inhabitants.

A source exclusively our correspondent that the money would be paid in two tranches of N10m, with the first instalment said to be ready for collection.

The governor is also said to have arranged a 10-day foreign trip for the lawmakers, scheduled for May 19 to 29.

The source said, “This is the final straw that will break the back of the legislative arm of government. Before now they have been a rubber stamp of the executive.

“Now that they are being induced with N20m, there is nothing the governor send to them that will not be passed. I don’t know the meaning of this constituency thing when these lawmakers are not contractors.”

It was, however, gathered that the lawmakers had been on the neck of the governor since last year to approve the constituency allowance for them, which he delayed till this year on the excuse that it could not be accommodated in last year’s budget.

The lawmakers were said to have upped this year’s appropriation bill to cater for the constituency allowance, while the governor had been reluctant to release the money until last month.

Alao-Akala, however, varied the payment term by opting to first pay N10m, with a pledge to pay the remaining N10m by the last quarter of the year.

The lawmakers were said to have initially rejected the proposal, saying that their counterparts in the neighbouring states got a lump sum of N20m as constituency allowance.

Soon after they bowed to the proposal, it was again learnt that another disagreement arose when the governor insisted that five per cent of the N10m would be deducted as Value Added Tax.

After a heated debate that lasted for a few days, the lawmakers were said to have succumbed to the governor by agreeing to collect N9.5m each.

On the foreign trip, it was learnt that a company in which an unnamed government official had interest had tabled a proposal before the governor for the lawmakers to travel to the United States of America, Canada or London.

While the lawmakers were billed to attend a “legislative training workshop” for six days, it was gathered that the remaining four days was added to enable them to relax.

The source said the lawmakers would know their destination when they received their visa being processed in Lagos by this week.

The lawmakers would also receive another sum as estacode for the journey, which the executive had not made public.

Confirming the findings by our correspondent in a telephone interview on Monday, the Speaker of the House, Mr. Moroof Atilola, said there was nothing strange in the allowance and the proposed foreign trip.

The Leader of the All Nigeria Peoples Party in the House, Mr. Abiodun Awoleye, shared similar sentiment in a separate interview with our correspondent.

According to the speaker, the lawmakers have not been treated differently from their counterparts in other parts of the country.

Several years after the Odi and Zaki Biam invasion by soldiers, the two communities in Bayelsa and Benue states respectively have dragged the immediate past president, Chief Olusegun Obasanjo, to court over the episode.
The two communities are also asking for N500m as compensation from the Federal Government and a public apology by the Nigerian Army.
The invasion of Odi in Bayelsa State in 1999 during which the entire town was allegedly leveled, killing many people in the process and the Zaki Biam episode in Benue State in 2001 all occurred during the first term of Obasanjo in office.
Leader of the Niger Delta Volunteer Force (NDVF), Mujahid Asari Dokubo, and Lagos lawyer, Mr. Festus Keyamo, instituted the case at the Federal High Court, Abuja on behalf of the two communities.
The plaintiffs asked the court for an order directing the Inspector- General of Police or the State Security Service (SS) to conduct “a thorough, unbiased and non-political investigation into the complaint of culpable homicide punishable with death under Section 221 of the Penal Code against Chief Obasanjo.”
The plaintiffs claimed that the people of Odi and Zaki Biam towns were murdered in cold blood and that justice would not be done if the perpetrator of the crime was not brought to book.
In the motion on notice, the plaintiffs sought for “An order directing the Inspector-General of Police and/or the Director-General of the State Security Services (SSS) to conduct a thorough, unbiased and non-political investigation into the complaint of culpable homicide punishable with death under Section 221 of the Penal Code against Chief Obasanjo, ex-President of the Federal Republic of Nigeria (the Accused) in respect of all the persons mentioned in the Schedule A hereunder who were murdered in cold blood in Odi Town, Kolokuma/Opokuma Local Government Area of Bayelsa State on the 20th of November, 1999 and in the Tiv nation on the 21st, 22nd and 23rd of October, 2001, under the order, direction or command of the accused person as the then Commander-in-Chief of the Armed Forces and more succinctly stated in the complaint attached to this motion and report back with their findings to this court.”
In the complaints attached to the motion, the plaintiffs claimed that it was Obasanjo who ordered the killing of innocent and harmless citizens of the two communities.
They averred that during the said period, he was also the Commander-in-Chief of the Armed Forces which means no deployment of soldiers to any part of the country could take place and no action by the soldiers could be carried out without his consent, directive or
command.
They claimed that on or about the 20th of November, 1999, Obasanjo directed Federal troops to invade Odi Town in Kolokuma- I Opokuma, L.G.A of Bayelsa State, and also directed them to kill innocent persons in the town.
The names of some of the victims attached to the motion on notice are; Ikati I. Dekumo, Inumo Teimo, Immanuel Bobo, Iweidila Kumo, Miyebi Kumo, Mieye Abide, Rachael Ebi, Diekumo Edike, Opelengi Gesi and Kirini Diesi Ebi.
Others are; Dierikiko Afangba, Solomon Wari, Kennedy Andy, Ibuondi Sounimi, Harold Bibomo, Tonbra Ebikobowel and Solomon Sonumugha among others.
They stated that the Federal troops, acting under the authority and command of the accused, murdered 88 persons.
In the affidavit deposed to by Keyamo, the radical lawyer said on or about the 20th of November, 1999, Chief Obasanjo directed Federal troops to invade Odi Town in Kolokuma- I Opokuma, L.G.A of Bayelsa State and also directed them to kill innocent persons in the town.
He also averred that “Chief Olusegun Obasanjo, on or about the21st October 2001 sent soldiers to the Tiv nation, in particular the towns of Ukum, Zaki-Biam LGA, Katsina-Ala L.G.A and Abako Town in Benue State.
“That the soldiers again murdered innocent and defenseless Nigerians and the fact that it took place for three (3) days showed that it was premeditated.” Attached as Exhibit B is a memorandum submitted by the former Chief of Army Staff, General Victor Malu, CFR, an indigene of the area as to what really happened on those days.
Also in the affidavit, Keyamo averred that, “Due to the immunity then enjoyed by the accused person, Chief Obasanjo, he could not be brought to justice. Since May 29, 2007, he ceased to be the President of the Federal Republic of Nigeria and has since lost his immunity from criminal prosecution.
Keyamo held that no Nigerian was above the law and the persons who were murdered in cold blood were free citizens of the country and did not deserve to die anyhow.
“Their blood is crying for justice and only an intervention by the courts can answer their cries. That it will be in the interest of justice to bring the accused to book,” he said.
A letter of complaint written by Lt. Gen. Victor Malu (rtd) in respect of the Zaki Biam massacre was also attached to the motion.

ABDUCTORS of wife of oil magnate, Chief Humphrey Idisi, Chairman of Lonestar Drilling Limited, have given him two days within which to pay a ransom, which they had slashed by half to N500 million.


They threatened further that if he failed to meet up with the two-day deadline, they would kill his wife and come after him and his children.


Addressing journalists on the update of the abduction of his wife seven days ago, Chief Idisi, as well as hundreds of employees of the oil servicing company called on the abductors to release Chief (Mrs) Margaret Idisi immediately.


According to the mogul, the abductors of his wife, who resumed talking with the family on Friday, told him that they expected the ransom to be paid.


Chief Idisi said he feared for his wife's life as she has been diagnosed to be hypertensive and, according to him, had in the last conversation he had with her on phone, been complaining of ill-health as she had been cut off from her routine medication.


"They claimed that my wife begged them to come down with the money to N500 million, which I doubt because my wife knew that there was no N500 million in the house or anywhere to beg them to bring the money down to N500. They now dropped it to N500 million, giving me two days, if I don't provide the N500 million they will kill my wife and then wherever I like, if I like I should run to the villa, they will come after me, they will kill me and kill all my children.


"All they told me was that I have failed to pay my workers the salary for the month of March and I said we are only owing March, this is April and it is because Shell, MPDC and Agip have not paid, we are waiting for some inflow and when that inflow comes we'll pay for the month of March. The month's salary is not a N5 thing, we have expatriates we have nationals and I told them as soon as we got money we will pay. This week, I think two days ago, that March salary has been paid.


"That was the only reason they gave and after that they said they were offered N1 billion to come and kill me", he said.


He explained that the delay in salary payment they alleged was not a constant thing, saying it was only when the companies he contracts for have in the last few months been experiencing financial difficulties, which have hampered them to pay Lonestar regularly.


While he acknowledged the efforts governors in the Niger Delta, especially those of Rivers and Delta States, have put into getting his wife out, he still called on them and the various security agencies to act fast as his wife's health situation is steadily waning.


"My appeal to them is that they should please hasten up whatever they are doing. We were told that this woman has refused to eat since Sunday that they took her hostage. She's also hypertensive, her drugs are at home, she's not taken them. Yesterday she said 'my head is getting heavy, my head is getting heavy'. Now that she is not eating and she's not taking her drugs, I am getting very concerned that whatever is being done should be done quickly so that this woman can regain her freedom", he said.

National chairman of the Peoples Democratic Party, Chief Vincent Eze Ogbulafor, said he envisioned a time when all Nigerians would become members of the ruling party and the country would become a one-party state.

"I don't care if Nigeria becomes a one-party state," he told media executives at a dinner organised by the National Working Committee of the party in Abuja last night.

Chief Ogbulafor also assured that the PDP will continue to rule Nigeria uninterrupted for the next six decades because of its spread and clout in the country.

"We will rule this country for the next sixty years and we mean it. Our brothers (the press) know that the PDP is the biggest party in Africa," he said.

He explained the role of the party in the present dispensation included ensuring that all party members abide by the rule of law being canvassed by President Umaru Musa, a man he described as "harmless, peaceful, focused and ready to deliver the dividends of democracy to Nigerians."

The party would also be regenerated and refocused during his tenure, and would be geared towards working for the success of the president's seven-point agenda, he said.

It would work harmoniously with the National Assembly in a relationship to be guided by mutual respect, he said.

"This is specially designed so that our president will have a good working relationship with the National Assembly."

The chairman stated that the NWC of the party would ensure that all local council chairmen and state governors elected under the banner of the party implement the party's programmes as well as respect the country’s constitution.

Going down memory lane, the chairman described as "divine" his unexpected emergence as leader of the party, explaining that he had never expected to clinch the position because he did not campaign for it. "It was purely an act of God."

"Whenever I see people struggling over power, I sit back and laugh," he said. He gave his experience as an example of how things are always predestined, pointing out that two weeks to the national convention of the PDP where he was unanimously adopted as national chairman, he had been ill and on admission in a hospital.

He pledged the party's commitment to serving the people of Nigeria through supporting the government and working harmoniously with the National Assembly. The president’s seven-point agenda, he said, touches on the existence of human beings and whatever would make Nigerians happy, such as good health care, power and energy, transportation, security, education and the development of the Niger Delta.

He suggested that the abundant human and natural resources Nigeria is blessed with should be used in the development of the country.

He urged Nigerians to love one another and live in peace and unity.

The chairman also commented on the Ekwueme committee, which was set up by the party in order to reconcile the divergent interests that arose as a fall-out to the 2007 general election. He revealed that the committee would soon submit its report to the party.

He called on the media to join hands with the PDP in charting the course for the nation's development, adding that the press should eschew sensationalism in its reporting of issues related to the PDP as doing so would create a negative perception of the party on the mind of the common man.

The daughter of Nigeria's ex-leader Olusegun Obasanjo has told the BBC she fears for her life after being charged by the nation's anti-corruption agency.

Sen Iyabo Obasanjo-Bello was named in a fraud case that led to the resignation of two health ministers.

Her comments come after anti-corruption agents raided her home in an attempt to bring her in for questioning.

"I'm not on the run but I feel as if I'm a victim of harassment, I'm afraid for my life," she said.

Mrs Obasanjo-Bello chairs the Senate's Health Committee.

The Economic and Financial Crimes Commission (EFCC) alleges the former health ministers withdrew unspent money from the budget and accuses Sen Obasanjo-Bello of receiving some of that money, which she denies.

Resignations

After charges against Mrs Obasanjo-Bello were read in court last week, the EFCC said she had to turn herself in as soon as possible.

She says she cannot understand why her home was raided on Tuesday when she has visited the EFCC offices twice in the past week and made herself available through her lawyer.

"There's a very huge anti-Obasanjo sentiment in the country now and honestly the behaviour is not normal."

Sen Obasanjo-Bello was elected to represent Ogun State in the Senate in last year's elections when her father stepped down after two terms in office.

Former Health Minister Adenike Grange and former Minister of State for Health Gabriel Aduku resigned from their positions in March after an investigation uncovered 300m naira ($2.5m) had not been returned to the federal government after the budget year ended.

He also speaks good english, u can tell this by d way someone constructs HIS grammar.
However d way he threatens to ban people from nairaland is something that he needs to rethink.

The Senate Committee on the Federal Capital Territory (FCT), currently probing the administration of the federal capital since 1999, was informed on Monday that family members of former President Olusegun Obasanjo got 15 plots allocated to them in the FCT.

Among the allocations were three made to Obasanjo Farms Nigeria Limited, belonging to the former president, including one on May 28, 2007, the eve of his departure from office.
Similarly, 19 plots were allocated to relatives of former FCT Minister, Mallam Nasir El-Rufai.

General Manager, Abuja Geographic Information System (AGIS), Mr. Ismaila Iro, who made the disclosure while testifying before the Senate committee in Abuja, also revealed that a total of 51,133 plots had so far been allocated in the FCT.
Answering a question from a committee member, Iro said 15 plots that were revoked were allocated to members of family of former President Obasanjo.

The plots, according to the AGIS general manager, included a piece of land measuring more than one million square meters initially allocated for the building of American Hospital in the FCT.
Iro said the allocation was revoked and the land was re-allocated to Obasanjo, a day before he handed over to President Umaru Yar'Adua.

He alleged that about 19 plots, which were revoked because they were on sewage lines, were later re-allocated to relatives of the former FCT Minister, Mallam El-Rufai. Out of the 19 plots, three were allocated to one Bashir El-Rufai, he added.

He said the plot of land belonging to a former Inspector General of Police, Musiliu Smith, which was revoked, was one of the 19 plots allocated to Mallam El-Rufai’s relatives.
Asked why he did not advise the minister against re-allocating revoked plots, Iro explained that the minister had the statutory responsibility to allocate plots.

“Our own is to carry out the directives of the minister. I don't think it is fair to revoke a plot because it is on sewage line and re-allocate it to someone else,” he said.
He, however, said that he was not in-charge during the period as he was appointed AGIS general manager only last year.

Iro said that 37,938 plots were allocated between 1999 and 2003, just as 2,807 plots were revoked between 1999 and 2007.

The plots were revoked for various reasons, including over-riding public interest, breach of provisions in the Certificate of Occupancy, restoration of the Abuja masterplan and multiple allocation, he said.
Iro said that the primary reason for the revocation, in many cases was non-development, in line with the provisions of the statutory laws.

Also testifying before the committee, former Director in the FCT Administration, Mrs Jumai Kwanashe, revealed that any time allocations of special nature were to be made instruction came directly from the office of El-Rufai and keyed into the list of the Abuja Geographic Information System (AGIS).
Mrs. Kwanashe stated that she was not aware of ever giving advice to the minister over the reallocation of revoked plots to the former minister, even though she admitted that such revocations and reallocations actually took place while she was in office.

Meanwhile, former Senate President Pius Anyim has demanded
N149.6 million from the FCT Administration for the demolition of his property at plot 1377 Zone A4, Asokoro.

In a submission made by his lawyer, Mr. Abimbola Kayode, to the Senate Committee on FCT, Anyim said N120 million was for the demolished property. He said another N29.6 million was the money he paid to prevent his other property at plot 1376 Zone A4, Asokoro, from being demolished, and should be returned to him.

Anyim said El-Rufai, in company of other officials of the ministry, came to his residence in June, 2003, to inform him that his property were wrongfully allocated.
He said: “I then showed them my documents, which indicated that the properties were validly allocated.
“On November 5, 2005, the minister came again, saying they had instructions to demolish my properties, which they valued at N120 million each.

“They then went ahead to demolish one of the properties, and asked me to pay N120 million to salvage the other one.

“I informed them that it was practically impossible for me to pay N120 million, and El-Rufai later informed me that the amount had been reduced to N29.6 million.”
Anyim said no reasons were given for the demolition of the property, since they were neither on sewage lines nor waterways.

He said the property were developed by him, adding that there was no justifiable reason he should be asked to pay.

Also testifying before the committee, former Inspector-General of Police, Mr. Sunday Ehindero, denied withdrawing the protection given to the late Justice Bashir Sambo before his ejection on August 8, 2006.
He said: “If somebody said that El-Rufai phoned me to withdraw police protection from the late judge, that is hear-say. Let El-Rufai himself come and say so.

“If the situation is quite clear to me then as it is now, those policemen should have been brought to book by now. I didn't provide the policemen that went to evict the late judge.
“Those policemen that have gone beyond their mandate and acted ultra vires ought to have been disciplined by the Commissioner of Police.”

Anambra State Has Banned The Sale Of Condoms!

It is now illegal to encourage the use of condoms in southeast Nigeria's Anambra State. The state government has also banned the advocacy and distribution of other forms of contraceptives including IUDs (intrauterine device) and any other "un-natural" birth control.

"Instead of teaching children how to use condoms to enjoy sex they should be taught total abstinence," the state commissioner for health, Amobi Ilika said when announcing the measures in late March at the state capital, Awka. "The use of condoms has greatly encouraged immorality," he said.

Many sociologists as well as family planning and AIDS support groups disagree. "I don't think it's the right step," public affairs analyst Alphonsus Ofodile said. "Even if you ban the use of condoms, people will still have sex. So why would a responsible government want to discourage safe sex?"

More than 3 million people - 3.9 percent of the adult population - are living with HIV/AIDS in Nigeria. The rate is rising by around 300,000 people a year, according to a 2006 estimate by the joint UN programme on HIV/AIDS (UNAIDS).

Condoms are openly available throughout Nigeria partly because the federal government, in partnership with family health organisations, has programmes to distribute and sell them. The programmes also produce public announcements on local radio and billboards advocating for the use of condoms.

Many religious groups around the country also back condom use, having recognised that messages urging abstinence have failed to yield the desired results.

The population of Anambra State are not known for habouring particularly fundamentalist beliefs but the ban may have been designed to appeal to local evangelical groups.

For Ofodile, the ban is just a way for the state government "to score a cheap political point". Anambra State has a history of political instability and violence and is now making "a desperate attempt to uphold morals", he said.

Abortion

Besides making advocacy for contraception illegal, commissioner Ilika also railed against abortion. "Abortion is the greatest crime," he said. "[All fetuses] must be allowed to live no matter the circumstances that led to the pregnancy, even rape."

He added that medical practitioners in the state will face stiff penalties if they are caught carrying out abortions or any 'anti-life' activities. "The state government will withdraw the license of any medical personnel who flouts this directive and any hospital will be closed down."

The commissioner did not specify how the state would punish shops and pharmacies caught selling condoms, or individuals caught using them.

LAGOS (AFP) - Unidentified gunmen in oil-rich southern Nigeria on Sunday night kidnapped an 11-year-old boy, wounding his mother and killing the family's police guard and their driver, an army officer said.

The boy, the son of Chidi Nzerem, the manager of a local free trade zone, was seized in Port Harcourt, the country's main oil hub, as he was being driven back to boarding school after the weekend, according to Musa Sagir of the Joint Task Force, the body responsible for policing the Niger Delta.

The kidnappers have not so far demanded a ransom and the boy's mother is receiving hospital treatment for her injuries, he told AFP on Monday.

No further details of the attack were available.

The past nine months have seen armed groups in the delta, and in Port Harcourt in particular, target the children of prominent Nigerians in order to hold them for ransom.
