If I were Cuba, I will sign an agreement with the United States and become one of the states.

First Cuba will start using US Dollars without the need to print it's own currency and waste money.
Secondly the greater United States economy will seamlessly cover Cuba after a few months of proper integration.

This is frustration. When you cannot achieve a strategic objective in a war then indiscriminate bombing becomes the goal. Same thing happened in Vietnam.
