Meat is understandable. It has to be precooked to soften it. You don't have to soften fish. And it's not like you throw away the fish broth after cooking. I don't see any difference

That is not locust beans, what igbos make from locust beans is called okpei (iru), I think Ugba is called apara amongst the Yorubas.

Ugba/Ukpaka is fermented African oil beans, cooked for hours before shredding it, washed and cover for 4-5 days to ferment.

Igbo uses castor beans but cos it's very expensive and not available in commercial quantity, they turned to locust bean then egwusi seed. I think all over the world except the west, they use any of these beans to make fermented seasoning.
Gambia call theirs ogiri too but they use sesame seed. My shock when I first encountered it.
